Many states make use of personal identity numbers to govern people living in their territory and jurisdiction, but only a few rely on an all-purpose PIN used throughout the public and private sectors. This article examines the all-purpose PIN in Finland as a political technology that brings people to the sphere of public welfare services and subjects them to governance by public authorities and expert institutions. Drawing on documentary materials and interviews, it unpacks the history and uses of the PIN (...) as an elementary building block of the Nordic welfare state, and its emerging uses in the post-welfare data economy. The article suggests that, although the PIN is capable of individualizing, identifying, and addressing individuals, its most important and widely embraced feature is the extent to which it enables interoperability among public authorities, private businesses, and their data repositories. Interoperability, together with advances in computing and information technology, has made the PIN a facilitator of public administration, state knowledge production, and everyday life. More recently, in the post-welfare data economy, interoperability has rendered the PIN a national asset in all the Nordic countries, providing a great advantage to biomedical research, innovation business, and healthcare. In a 1911 research manuscript, Husserl puts forth an idea that resembles Putnam’s Twin Earth thought experiment presented in the 1970s. In this paper, I study Husserl’s “Twin Earth” passage and assess various readings of it to determine whether Husserl is better understood as an internalist or an externalist. I define internalism as the view that content depends solely on internal factors to the subject, whereas I distinguish between two versions of externalism: weak externalism, according to which content can also (...) depend on other subjects’ conceptions, and strong externalism, which maintains that content can also depend on the real world. Only strong externalism maintains what McGinn calls “the philosophical significance of externalism” because it entails realism about the world. I argue that Husserl is better understood as an externalist when it comes to the “Twin Earth” passage, but the more precise question regarding weak and strong externalism requires further evidence. This additional evidence concerns Husserl’s concepts of the identity of sense (Sinnesidentität) and worldly meaning (weltlicher Sinn). In evaluating externalist Husserl interpretations, I classify Smith’s externalist interpretation as weak, whereas I take Crowell’s externalist interpretation to be ambivalent. Crowell’s excellent but somewhat embryonic interpretation leaves the dependence relation between content and the real world ambiguous. I clarify this relation by assessing McGinn’s argument for the philosophical significance of externalism from the Husserlian viewpoint. Although this study is historical, it also serves a systematic purpose because the externalist interpretation of Husserl calls into question central issues in phenomenology and externalism. (shrink)

The subject of this paper is the problematisation of depression in today’s mental health care. It is based on a study of the professional discussion on depression in Finland from the mid-1980s to the 1990s. The ways in which Finnish mental health experts define the object of depression treatment bring out an ambivalence that stems from the discrepancy between two parallel but incongruent notions of what depression is: the psychopharmacological and the psychotherapeutic. The analysis of the discussion demonstrates how clinical (...) and practical rationales of today’s mental health care are formed in the space between the two poles. Two tendencies of these rationales are also pointed out: first, the DSM paradigm of depressive illness inclines to become problematic and to dissolve in the actual practices. Second, they insinuate emphasis on antidepressant medication and overall neuropsychiatric approach in the treatment of depressive disorders, although in an ambivalent way. (shrink)

One of the key concepts of Edmund Husserl’s transcendental phenomenology is the noema. Husserl uses the concept to denote the aspect of what is intended in experience as it remains within the transcendental domain of inquiry after the phenomenological reduction. Despite such seeming simplicity, Husserl’s discussion of the noema is ambiguous to the extent that it has sparked a wide-ranging debate in the secondary literature. The gist of the dispute concerns the question about the relation between the noema and the (...) object: whether the noema is content, ontologically distinct from the object, or the object itself just considered differently in philosophical reflection. In this paper, I propose an interpretation that aims to reconcile two opposing positions of this debate (the so-called West and East Coast interpretations). The impetus for the reconciliation stems from the fact that both interpretations seem to be correct while they also suffer from their own shortcomings. I propose the reconciliation by applying a distinction Husserl makes between two areas of phenomenological investigation, neutralized pure phenomenology and non-neutralized phenomenology of reason. Having clarified the distinction between them, I suggest that both competing interpretations can be partially correct when reserved for the aspect of the noema in either of the two areas of phenomenological investigation. Finally, I show how this proposal could aid in resolving issues in the recent discussion concerning Husserl’s noema and the internalism–externalism debate in philosophy of mind. (shrink)

This article examines an interrogative construction with which recipients in Finnish interactions treat the co-participant's prior action as having exhibited a stance that was overstated. A key element in the interrogative is the intensifier niin which foregrounds the scalar character of its head word and suggests that the place it points to is too high on the scale. We will show that the niin-interrogative can target something the co-participant explicitly mentioned or only implied, and it can have in its scope (...) either the prior turn or a longer stretch of talk. Niin-interrogatives form one means for indicating that the co-participant's claim departed from some normal way of perceiving social life, and they orient to a moral norm of walking the golden mean. As compared to other ways of dealing with exaggeration, a niin-interrogative allows the recipient to express her disagreeing stance in a fashion that avoids an open conflict. (shrink)

In current mental health care psychiatric conditions are defined as compilations of symptoms. These symptom-based disease categories have been severely criticised as contingent and boundless, facilitating the rise to epidemic proportions of such conditions as depression. In this article we look beyond symptoms and stress the role of epidemiology in explaining the current situation. By analysing the parallel development of cardiovascular disease and depression management in Finland, we argue, firstly, that current mental health care shares with the medicine of chronic (...) somatic conditions an attachment to risk factor epidemiology, which accentuates risk and prevention in disease management. However, secondly, due to the symptom-based definitions of psychiatric conditions, depression management cannot differentiate properly between symptoms, signs and risk factors such as, for example, cardiovascular medicine, but treats symptoms as signs or risk factors in contexts of treatment and prevention. Consequently, minor at-risk conditions have become difficult to separate from proper cases of depression. (shrink)

This book offers an updated and comprehensive phenomenology of norms and normativity. It is the first volume that systematically tackles both the normativity of experiencing and various experiences of norms. Part I begins with a discussion of the methodological resources that phenomenology offers for the critique of epistemological, social and cultural norms. It argues that these resources are powerful and have largely been neglected in contemporary philosophy as well as social and human sciences. The second part deepens the discussion by (...) studying the existential and moral-philosophical foundations of practical normativity. It takes on the task of illuminating the origins of normativity and offers phenomenological alternatives to the neo-Kantian and neo-Hegelian approaches that dominate contemporary debates on the sources of normativity. The final part proceeds from practical normativity to the analysis of the guiding powers of values, perceptual norms, instincts and drives. These are different forms of intentionality that in various manners contribute to the constitution of human practices. By clarifying their divergences and their interrelations, the volume demonstrates that normativity is not one phenomenon but a complex set of various phenomena, with multiple origins and sources. Contemporary Phenomenologies of Normativity will be of interest to researchers and advanced students working on issues of normativity in phenomenology, epistemology, ethics, and social philosophy. The aim of this paper is to discuss the interplay between the metric and semantic structures in poetry in the light of the work of a Finnish poet, Ilpo Tiihonen. Throughout his career, which started in the 1970s, he has been one of the few Finnish contemporary poets to make constant use of metric structures and rhyme. In this article we criticize two recent articles that examine the relation between explanation and unification. Halonen and Hintikka (1999), on the one hand, claim that no unification is explanation. Schurz (1999), on the other hand, claims that all explanation is unification. We give counterexamples to both claims. We propose a pluralistic approach to the problem: explanation sometimes consists in unification, but in other cases different kinds of explanation (e.g., causal explanation) are required; and none of these kinds is (...) more fundamental. The generalization is strong, for example in the sense that, if the background theory and the initial conditions are consistent, it leads to precisely the same results as the theory from the lead paper (Halonen and Hintikka 2004).
