Recent corporate legal and ethical meltdowns suggest that avoiding such harms to companies and to society requires a significant culture change within the organization. This paper addresses the issue of what it takes to change a corporate culture. While conventional wisdom may suggest that a change requires only the institution of an ethics office with proper reporting paths and an ethics code, such an approach is only a beginning. Many large corporations, especially those in danger of legal and ethical catastrophes, (...) need to undertake multiple initiatives to generate a new culture that manifests new values and new vocabularies. A cultural change accomplished by changing large numbers of personnel is expensive in financial and human terms. One component of a less costly approach is to tell new and different stories within the corporation because stories establish the cultural DNA that gives organizations, families, and individuals their identities. Whereas boson coherent states with complex parametrization provide an elegant, and intuitive representation, there is no counterpart for fermions using complex parametrization. However, a complex parametrization provides a valuable way to describe amplitude and phase of a coherent beam. Thus we pose the question of whether a fermionic beam can be described, even approximately, by a complex-parametrized coherent state and define, in a natural way, approximate complex-parametrized fermion coherent states. Then we identify four appealing properties of boson coherent states (eigenstate (...) of annihilation operator, displaced vacuum state, preservation of product states under linear coupling, and factorization of correlators) and show that these approximate complex fermion coherent states fail all four criteria. The inapplicability of complex parametrization supports the use of Grassman algebras as an appropriate alternative. (shrink)

David Hamilton is a leader in the American institutionalist school of heterodox economics that emerged after WWII. A large number of cross-references to various bodies of text are used in legal texts, each serving a different purpose. It is often necessary for authorities and companies to look into certain types of these citations. Yet, there is a lack of automatic tools to aid in this process. Recently, citation graphs have been used to improve the intelligibility of complex rule frameworks. We propose an algorithm that builds the citation graph from a document and automatically labels each edge according (...) to its purpose. Our method uses the citing text only and thus works only on citations who’s purpose can be uniquely identified by their surrounding text. This framework is then applied to the US code. This paper includes defining and evaluating a standard gold set of labels that cover a vast majority of citation types which appear in the “US Code” but are still short enough for practical use. We also proposed a novel linear-chain conditional random field model that extracts the features required for labeling the citations from the surrounding text. We then analyzed the effectiveness of different clustering methods such as K-means and support vector machine to automatically label each citation with the corresponding label. Besides this, we talk about the practical difficulties of this task and give a comparison of human accuracy compared to our end-to-end algorithm. (shrink)

The nineteenth-century British philosopher William Hamilton defended his law of the conditioned in part on the strength of its ability to offer a satisfactory theory of causation. He maintained that our belief that every event is the outcome of some cause and the source of some further effect finds its ground, not in the world, but rather in the limitations of our own minds; specifically in our inability to conceive of either absolute commencement of being or its absolute (...) annihilation. While radically unlike modern conceptions of causality, Hamilton's account is better able to defend itself than either its critics or its neglect might suggest, while its modest and negative formulation recommends it to those of a sceptical tendency. SummaryThe recent atonement literature reveals a growing trend accepting the thesis that the Reformer’s doctrine just is the biblical doctrine of penal substitution. This is the claim of William Lane Craig in his recent works on the atonement. In the present article, we challenge these set of claims in Craig’s recent works and advance an alternative theory of the atonement that has some significant footing in the Reformed theological tradition, most notably reflected in the theologian, William Ames. Hamilton (bio)For most of the 1980s, the specter of scientific fraud popped into public view every few years, usually only to submerge again. Faced with several well-publicized cases of scientists who blatantly faked their data—among the best-known being Harvard cardiologist John Darsee (whose colleagues watched him forge data) (Broad and Wade 1982, p. 14) and Sloan-Kettering Institute immunologist William Summerlin (who (...) painted black spots on white mice to simulate tissue grafts) (Broad and Wade 1982, p. 155)—the scientific community as a whole tended to dismiss the phenomenon as the work of a few deviants. Called in 1981 to testify before then-Representative Albert Gore Jr.'s subcommittee on investigations and oversight, Philip Handler, then-president of the National Academy of Sciences, told the panel that science was perfectly capable of regulating itself, and that the problem of scientific fraud had been "grossly exaggerated" by the press (Broad and Wade 1982). The message was clear: Congress should stick to its knitting, and science would take care of itself.Now, however, scientists are faced with a very different situation: a permanent federal bureaucracy, known as the Office of Scientific Integrity (OSI), devoted to the investigation of alleged scientific wrongdoing. The transition from the days of laissez-faire, when universities were entrusted with all investigations unless they were handled so badly that the federal government was forced to take notice, has been an uncomfortable one for many researchers. Lately, this discomfort has taken shape as a vocal protest against OSI. Largely as a result of this protest, federal officials recently promoted a plan to restructure OSI and change some of its operating procedures, a move with unpredictable consequences for universities and researchers alike.OSI was born largely because of investigations by two influential congressmen: Representatives John Dingell of Michigan and Ted Weiss of New York. While both claimed they acted mainly to make sure taxpayer dollars were not spent on fraudulent research, both also maintained a strong interest in protecting "whistleblowers," the often vulnerable, and usually junior, scientists who first raise questions about bad research. And Dingell seemed to take special pleasure in pointing up the deficiencies of investigations run by universities and by the National Institutes of Health (NIH) itself. As a result, NIH, which funds most biomedical research in the United States, has held ultimate responsibility for most prominent cases of fraud.) And the notion that science could "govern itself" grew harder to sustain.In late 1988, Dingell and other congressmen began circulating draft bills that would have created a new office for investigating scientific fraud. Dingell would have placed such an office under the aegis of the Inspector General of the Department of Health and Human Services, raising the possibility that scientific fraud might be probed by the same criminal investigators who unravel Medicare fraud. Unsettled by this vision of the "science police," NIH officials moved quickly to pre-empt Congress. On March 16, 1989, they published a notice in the Federal Register announcing the creation of OSI, an office with responsibility for ensuring thorough university investigations of misconduct and the authority to conduct its own investigations when necessary.From the beginning, OSI took an unusual approach to its work. In this paper, I consider and question an influential position in Anglo-American philosophy of action which suggests that reasons for action must be internal, in other words that statements about reasons for actions must make reference to some fact or set of facts about the agent and her desires. I do so by asking whether legal requirements could be considered as reasons for actions and if in so considering them one must translate statements about legal requirements into statements about the (...) psychological state of the agent fulfilling those requirements. Since such a process of translation seems neither necessary nor desirable, I suggest that the crudest forms of the internalist position are found wanting. I discuss a more sophisticated form of internalism put forward by Bernard Williams and criticised by John McDowell. I extend McDowells argument to cover legal reasons and suggest that Williams argument fails to recognise that reasons for action entail standards of correctness that are irreducible to facts about individual character and motivation. I conclude with a brief description of the justificatory status of legal requirements. (shrink)

But, although he undoubtedly succeeds in showing that some of Tarn's arguments are not valid, Pearson fails, as it seems to (...) me, to disprove his main contention. This paper examines John Stuart Mill’s ‘psychological theory’ of the mind, as he set it out in his Examination of Sir William Hamilton’s Philosophy. After outlining Mill’s theory and the problem he finds with it, the paper discusses four different interpretations that have been suggested, before proposing a new alternative reading. The matter is of intrinsic interest to anyone who sees value in trying to get to the bottom of tricky texts about puzzling questions by great philosophers, but (...) I argue also that the investigation may help us with another vexed interpretative issue relating to an even more famous philosopher, David Hume, and that it may hold lessons for the philosophy of mind today. We examine a number of results of infinite combinatorics using the techniques of reverse mathematics. Our results are inspired by similar results in recursive combinatorics. Theorems included concern colorings of graphs and bounded graphs, Euler paths, and Hamilton paths.
