This paper argues for the normative significance of attention. Attention plays an important role when describing an individual’s mind and agency, and in explaining many central facts about that individual. In addition, many in the public want answers and guidance with regard to normative questions about attention. Given that attention is both descriptively central and the public cares about normative guidance with regard to it, attention should be central also in normative philosophy. We need an ethics of attention: a field (...) of study of which normative pressures, if any, govern attention. Like the ethics of belief, the ethics of attention will connect those normative questions to issues regarding the nature of attention, i.e. to what is subject to such normative pressures. Philosophers should develop an ethics of attention that helps to provide normative guidance and that is commensurate in its richness to the descriptive significance of attention. The second half of the paper sketches a framework that may help us to get started at developing the ethics of attention. (shrink)

What is attention? How does attention shape consciousness? In an approach that engages with foundational topics in the philosophy of mind, the theory of action, psychology, and the neurosciences this book provides a unified and comprehensive answer to both questions. Sebastian Watzl shows that attention is a central structural feature of the mind. The first half of the book provides an account of the nature of attention. Attention is prioritizing, it consists in regulating priority structures. Attention is not (...) another element of the mind, but constituted by structures that organize, integrate, and coordinate the parts of our mind. Attention thus integrates the perceptual and intellectual, the cognitive and motivational, and the epistemic and practical. The second half of the book concerns the relationship between attention and consciousness. Watzl argues that attentional structure shapes consciousness into what is central and what is peripheral. The center-periphery structure of consciousness cannot be reduced to the structure of how the world appears to the subject. What it is like for us thus goes beyond the way the world appears to us. On this basis, a new view of consciousness is offered. In each conscious experience we actively take a stance on the world we appear to encounter. ABSTRACT The difference between perception and cognition seems introspectively obvious in many cases. Perceiving and thinking have also been assigned quite different roles, in epistemology, in theories of reference and of mental content, in philosophy of psychology, and elsewhere. Yet what is the nature of the distinction? In what way, or ways, do perception and cognition differ? The paper reviews recent work on these questions. Four main respects in which perception and cognition have been held to differ are discussed. First, (...) their phenomenal character, such as the often-remarked vivacity or immediacy of perception. Second, the way in which they represent the world, e.g. the non-propositional nature of the contents, or non-discursive character of the vehicles, that have been held to characterise perceptual representation. Third, their place in cognitive architecture, i.e., roughly, in the information-flow of the mind, such as their alleged (non-)modularity. Fourth, their mind-world relations, e.g. the way in which perceptions seem to be tightly causally linked with distal or proximal stimuli. Against this background, we distinguish some main options for an account of the perception/cognition distinction, in particular concerning whether there is one, several, or no interesting and principled distinction(s) to be drawn here. This paper defends and develops the structuring account of conscious attention: attention is the conscious mental process of structuring one’s stream of consciousness so that some parts of it are more central than others. In the first part of the paper, I motivate the structuring account. Drawing on a variety of resources I argue that the phenomenology of attention cannot be fully captured in terms of how the world appears to the subject, as well as against an atomistic conception of (...) attention. In the second part of the paper, I show how the structuring account can be made precise: attention causes and causally sustains phenomenal relations to hold between the parts of the stream of consciousness; most importantly the relation of one part being peripheral to another. I end by pointing out consequences for both the scientific study of attention as well as for several areas of central philosophical interest. (shrink)

What is attention? Attention is often seen as a subject matter for the hard sciences of cognitive and brain processes, and is understood in terms of sub-personal mechanisms and processes. Correspondingly, there still is a stark contrast between the central role attention plays for the empirical investigation of the mind in psychology and the neurosciences, and its relative neglect in philosophy. Yet, over the past years, several philosophers have challenged the standard conception. A number of interesting philosophical questions concerning the (...) nature of attention arise. This article provides an introduction to contemporary debates concerning these questions. In particular, it discusses the question of how the pre-theoretic conception of attention might be reconciled with a scientific conception, arguments that provide support for an anti-reductivist theory of attention, and sketches several recent anti-reductivist theories and their inter-relations. It has been argued that the explanation of self-control requires positing special motivational powers. Some think that we need will-power as an irreducible mental faculty; others that we need to think of the active self as a dedicated and depletable pool of psychic energy or – in today more respectable terminology – mental resources; finally, there is the idea that self-control requires postulating a deep division between reason and passion – a deliberative and an emotional motivational system. This essay argues (...) that no such special motivational powers are necessary. Yet, at the same time, self-control does powerfully illustrate the importance of a feature of the mind. What it illustrates, I argue, is the importance of the mental activity of attention in the control of all action. It is by appeal to this mental activity that we can dispense with special motivational powers. If we think of Humeanism as the view that there is fundamentally only one kind of motivational system and that all action is based in that system, then this essay contributes to a defense of Humeanism. On the other hand, the essay also shows that any model of agency in terms of only beliefs and desires, motivational and representational states, or preferences and credences is incomplete. A different conception of Humeanism as the view that every mental state is either motivational, representational, or a combination of them, is false. (shrink)

What is the philosophical significance of attention? The present article provides an overview of recent debates surrounding the connections between attention and other topics of philosophical interest. In particular, it discusses the interplay between attention and consciousness, attention and agency, and attention and reference. The article outlines the questions and contemporary positions concerning how attention shapes the phenomenal character of experience, whether it is necessary or sufficient for consciousness, and whether it plays a special role in the best philosophical theories (...) of action or conceptual reference. Various interdependencies between the answers to these questions are indicated, as well as how these answers might depend on the metaphysics of attention. This dissertation investigates the nature, the phenomenal character and the philosophical significance of attention. According to its central thesis, attention is the ongoing mental activity of structuring the stream of consciousness or phenomenal field. The dissertation connects the scientific study of attention in psychology and the neurosciences with central discussions in the philosophy of mind. Once we get clear on the nature and the phenomenal character of attention, we can make progress toward understanding foundational issues concerning the nature and the (...) structure of conscious mentality itself. We understand better how consciousness is connected to self-awareness and to agency, and we get a better grip on the nature of perceptual experience, the unity of consciousness, and its subjective character. The dissertation also aims at showing that the current empirical investigation of attention should be complemented with work at the level of generality that a philosophical analysis can provide; it shows how such an analysis is relevant for the scientific study of attention by providing a new conceptual framework and suggesting several new areas of research. 'Everyone knows what attention is’ according to William James. Much work on attention in psychology and neuroscience cites this famous phrase only to quickly dismiss it. But James is right about this: ‘attention’ was not introduced into psychology and neuroscience as a theoretical concept. I argue that we should therefore study attention with broadly the same methodology that David Marr has applied to the study of perception. By focusing more on Marr's Computational Level of analysis, we arrive at a unified (...) answer to the question of what attention is, what role it plays in the mind, and why organisms like us have that capacity. I propose a methodology for studying attention at Marr's Computational Level that optimizes in a three-dimensional space: it should capture core aspects of our first-person experience of attention, be explanatorily powerful in psychology and neuroscience, and fertile in an interdisciplinary context. I show how this methodology leads to what I call the priority structure account of attention. Attention is what organizes current information to make it more useful for the organism. We can identify it by four features. Attention, in this way, helps a cognitive system to integrate its informational state with its current motivational state. Perceptual illusions have often served as an important tool in the study of perceptual experience. In this paper I argue that a recently discovered set of visual illusions sheds new light on the nature of time consciousness. I suggest the study of these silencing illusions as a tool kit for any philosopher interested in the experience of time and show how to better understand time consciousness by combining detailed empirical investigations with a detailed philosophical analysis. In addition, and more specifically, (...) I argue against an initially plausible range of views that assume a close match between the temporal content of visual experience and the temporal layout of experience itself. Against such a widely held structural matching thesis I argue that which temporal changes we are experiencing bears no close relation to how our experience itself is changing over time. Explanations of the silencing illusions that are compatible with the structural matching thesis fail. (shrink)

Could the organization of consciousness be the key to understanding its unity? This paper considers how the attentional organization of consciousness into centre and periphery bears on the phenomenal unity of consciousness. Two ideas are discussed: according to the first, the attentional organization of consciousness shows that phenomenal holism is true. I argue that the argument from attentional organization to phenomenal holism remains inconclusive. According to the second idea, attentional organization provides a principle of unity for conscious experience, i.e. it (...) is a relationship between the phenomenal parts that occurs in the real definition or essence of consciousness. Conscious experience provides subjects with a subjective perspective, or point of view, because its various parts are structured by attention into what is more central and what is more peripheral. I argue first that attention is a (maybe the) paradigmatic case of an object-directed, non-propositional intentional mental episode. In addition attention cannot be reduced to any other (propositional or non-propositional) mental episodes. Yet, second, attention is not a non-propositional mental attitude. It might appear puzzling how one could hold both of these claims. I show how to combine them, and how that combination shows how propositionality and non-propositionality can co-exist in a mental life. Recent psychological research shows that attention affects appearances. An “attended item looks bigger, faster, earlier, more saturated, stripier.” (Block 2010, p. 41). What is the significance of these findings? Ned Block has argued that they undermine representationism, roughly the view that the phenomenal character of perception is determined by its representational content. My first goal in this paper is to show that Block’s argument has the structure of a Problem of Arbitrary Phenomenal Variation and that it improves on other instances (...) of arguments of the same form along several dimensions (most prominently, these are arguments based on the possibility of spectral inversion). My second goal is to consider responses to Block’s version of the arbitrariness problem. I will show that most of them have serious drawbacks. Overall, the best view is to accept that attention may distort perception, sacrificing veridicality for usability. I end my discussion by showing how to develop that view. (shrink)

Hence they often speak of the way an experience represents the environment to be, or what there is. In this respect perceptual experience is thus assumed to resemble a speech act like assertion or a mental state like belief. There is another important form of intentionality though that concerns not what there is, but what to do. I call this (...) a guiding form of intentionality. In speech, there are – for example – imperatives and among intentional mental states there are desires and intentions. In this paper I argue that perceptual experience is at least sometimes characterized by such a guiding form of intentionality. Perception does not just inform, it is sometimes intrinsically action-guiding. I call this the perceptual guidance claim. I distinguish the perceptual guidance claim from related, but importantly distinct claims , and argue that perceptual action guidance occurs not just in an unconscious vision-for-action system, but also within conscious perceptual experience. Phenomenal consciousness, what it is like for each particular subject, seems to be at the heart of subjectivity and the primary home of the self. But is there in fact a role for the self in phenomenal consciousness? According to the phenomenal no‐self challenge, reflection on the character of phenomenal consciousness reveals no self and no subjectivity. I articulate an argument for this challenge based on the transparency of conscious experience. I then respond to this argument and show that there (...) is an aspect of phenomenal consciousness that the challengers miss. This aspect is active attention. In active attention, in particular in the ability to actively resist distractions, consciousness reveals an agential self: the experiencer is phenomenally manifest as an active power. I further show that the subject’s active role in experience is plausibly present in every form of experience. (shrink)

Discussions regarding which norms, if any, govern our practices of forming, maintaining and relinquishing beliefs have come to be collected under the label “The ethics of belief”. Included in the ethics of belief are debates about how those normative issues relate to the nature of belief, whether belief formation is, for example, ever voluntary. The present talk concerns an analogous set of questions regarding our practices of attention. “The ethics of attention” thus concerns the discussion of which norms, if any, (...) govern our practices of attention: what norms govern what we should attend to, how we should engage our capacity for attention, when we should begin and when we should stop to pay attention to something? Like the ethics of belief, the ethics of attention will connect those normative questions to issues regarding the nature of attention, what may or may not be subject to such normative pressures. Compared with rich, complex, and systematic investigation of the ethics of belief, the study of the ethics of attention is more or less undeveloped. This paper aims to begin to change that. Specifically, it shows that attention is an appropriate target for serious normative investigation and then classifies potential norms of attention along three dimensions: whether they are manner or object based, instrumental or non-instrumental, and whether its source is moral, prudential or epistemic. -/- [EDIT. 10. Culture or Biology? The question can seem deep and important. Yet, I argue in this chapter, if you are enthralled by questions about our biological differences, then you are probably confused. My goal is to diagnose the confusion. In debates about the role of biology in the social world it is easy to ask the wrong questions, and it is easy to misinterpret the scientific research. We are intuitively attracted to what is called psychological essentialism, and therefore interpret what is (...) biological as what can be traced to “essences”. On this interpretation, it would be deep and important to know what about, say, the differences between the genders is biological: it would correspond to what is essential to being a man or being a woman, and be opposed to what is a mere accidental feature that some women or some men have. Yet, the psychological essentialist understanding of ‘biological differences’ is deeply mistaken about biology. It has the wrong conception of biological kinds, of biological heritability, and of how genes and hormones work. Those who argue for an important role of ‘biology’ in the explanation of human differences often see ‘the science’ on their side. But this is false – on the interpretation of ‘biological differences’ that is most intuitive and that makes the question appear to be most interesting. Defenders of ‘biology’ often have the science against them. What is often called ‘biology’ is a myth: a myth created by an intuitive tendency that grotesquely distorts real biological research. In this review of Ganeri's book I focus specifically on the metaphysical issues about attention raised by it. On the one hand, there is a distinction between essence and constitutive explanation. On the other hand, there is a puzzle how a phenomenon like attention could (as it appears to be on Ganeri's position) be both explanatorily central and also disunified ('not a single psychological kind', as Ganeri puts it). I discuss several possible solutions to this puzzle.

A relatively detailed review (~ 4000 words) of Christopher Mole's (2010) book "Attention is Cognitive Unison". I suggest that Mole makes a good case against many types of reductivist accounts of attention, using the right kind of methodology. Yet, I argue that his adverbialist theory is not the best articulation of the crucial anti-reductivist insight. The distinction between adverbial and process-first phenomena he draws remains unclear, anti-reductivist process theories can escapte his arguments, and finally I provide an argument for why (...) no personal level adverbialism can provide a complete and unified theory of attention. Despite my disagreements, I have learned a lot from engaging with Mole's book. It's a central contribution to the new philosophical literature on attention. (shrink)

The normative force of evidence can seem puzzling. It seems that having conclusive evidence for a proposition does not, by itself, make it true that one ought to believe the proposition. But spelling out the condition that evidence must meet in order to provide us with genuine normative reasons for belief seems to lead us into a dilemma: the condition either fails to explain the normative significance of epistemic reasons or it renders the content of epistemic norms practical. The first (...) aim of this paper is to spell out this challenge for the normativity of evidence. I argue that the challenge rests on a plausible assumption about the conceptual connection between normative reasons and blameworthiness. The second aim of the paper is to show how we can meet the challenge by spelling out a concept of epistemic blameworthiness. Drawing on recent accounts of doxastic responsibility and epistemic blame, I suggest that the normativity of evidence is revealed in our practice of suspending epistemic trust in response to impaired epistemic relationships. Recognizing suspension of trust as a form of epistemic blame allows us to make sense of a purely epistemic kind of normativity the existence of which has recently been called into doubt by certain versions of pragmatism and instrumentalism. How can we be responsible for our attitudes if we cannot normally choose what we believe, desire, feel, and intend? This problem has received much attention during the last decades, both in epistemology and in ethics. Yet its connections to discussions about reasons and rationality have been largely overlooked. Responsibility for Rationality is the first book that connects recent debates on responsibility and on rationality in a unifying dialectic. It achieves four main goals: first, it reinterprets the problem of responsibility (...) for attitudes as a problem about the normativity of rationality; second, it breaks the stalemate between rationalist and voluntarist accounts of mental responsibility by defending a hybrid view; third, it provides novel support to recent accounts of the normativity of rationality by arguing that epistemic reasons and other ‘right-kind’ reasons are genuine normative reasons; fourth, it sets the foundations and the research agenda for an ‘ethics of mind’, including an illustration of how to approach applied issues in epistemology within the presented framework. This book compares and contrasts publicly espoused security concepts in the Nordic region, and explores the notion of societal security. Outside observers often assume that Nordic countries take similar approaches to the security and safety of their citizens. This book challenges that assumption and traces the evolution of 'societal security', and its broadly equivalent concepts, in Sweden, Norway, Denmark and Finland. The notion of societal security is deconstructed and analysed in terms of its different meanings and implications for each country, (...) through both country- and issue-focused studies. Each chapter traces the evolution of key security concepts and related practices, allowing for a comparison of similarities and differences between these four countries. Using discourses and practices as evidence, this is the first book to explore how different Nordic nations have conceptualised domestic security over time. The findings will be valuable to scholars from across the geographical and theoretical spectrum, while highlighting how Nordic security discourses and practices may deviate from traditional assumptions about Nordic values. In the traditional understanding, human dignity is often portrayed as a «final», «inherent», and «absolute» value. If human dignity as the core of the status of a human being did indeed have thos characteristics, this would yield a severe limitation for obligations that stem from the moral status of non-human animals, plants, eco systems and other entities discussed in environmental ethics; for obligations that arise from human dignity standardly take priority over the duties toward entities with non-human moral status. Yet, (...) many theorists of human dignity nowadays have given up the traditional picture in favour of a more «contingent» understanding of human dignity that abandons one or more of its traditional characteristics.In this paper, I argue that to the contrary, we have good reasons to think that the three characteristics of human dignity just mentioned can indeed be attributed to a value that deserves the name «human dignity». In a first part, I argue for a specific understanding of the three value characteristics under consideration. After these preliminaries, I show in a second part that given such an understanding, we have ample evidence that we can indeed say that human dignity is an inherent, absolute and final value; and also that these three characteristics are properties of a single value. Many of our attitudes are non-culpable: there was nothing that we should have done to avoid holding them. I argue that we can still be blameworthy for non-culpable attitudes: they can impair our relationships in ways that make our full practice of apology and forgiveness intelligible. My argument poses a new challenge to indirect voluntarists, who attempt to reduce all responsibility for attitudes to responsibility for prior actions and omissions. Rationalists, who instead explain attitudinal responsibility by appeal to reasons-responsiveness, can (...) make sense of blameworthiness for non-culpable attitudes. In response, voluntarists could propose a revision of our actual practices. This would lead us into a quite different debate. (shrink)

In developing a theory of consciousness, one of the main problems has to do with determining what distinguishes conscious states from non-conscious ones—the delimitation problem. This paper explores the possibility of solving this problem in terms of self-awareness. That self-awareness is essential to understanding the nature of our conscious experience is perhaps the most widely discussed hypothesis in the study of consciousness throughout the history of philosophy. Its plausibility hinges on how the notion of self-awareness is unpacked. The idea that (...) consciousness involves self-awareness has been understood in two different ways: either as awareness of oneself—the subject of experience—or as awareness of the conscious episode itself. In this paper I argue (i) that every experience concerns the subject in a very specific way, involving what I will call ‘perspectival de se representation’, and (ii) that there is no need to appeal to the experience itself in order to characterize the awareness within that experience. The view I articulate explains the subjective nature of experience without over-intellectualizing it, accommodates the phenomenology of experience, and dispels any doubt about the need to find the self in introspection. It is often claimed that a minimal form of self-awareness is constitutive of our conscious experience. Some have considered that such a claim is plausible for our ordinary experiences but false when considered unrestrictedly on the basis of the empirical evidence from altered states. In this paper I want to reject such a reasoning. This requires, first, a proper understanding of a minimal form of self-awareness – one that makes it plausible that minimal self-awareness is part of our ordinary experiences. (...) I will argue that it should be understood as Perspectival First-Person Awareness : a non-conceptual identification-free self-attribution that defines the first-person perspective for our conscious experience. I will offer a detailed characterization of PFP-Awareness in semantic and epistemological terms. With this tool in hand, I will review the empirical literature on altered states. I will focus on psychedelics, meditation and dreams, as they have been claimed to present the clearest cases in favor of a radical disruption of self-awareness. I will show that the rejection of the idea that minimal self-awareness is constitutive of our experience on the basis of this evidence is unfounded, for two main reasons. First, although there are good grounds to think that some forms of self-awareness that typically accompany our ordinary experiences are compromised, they do not support the claim that PFP-Awareness is absent. The concept of "life" has always been part of the basic philosophical topoi. In Greek antiquity, the question of what constitutes a "good" or "successful" life was regarded as a fundamental question of philosophy. As a result, early philosophers engaged in practice-oriented philosophizing which regarded philosophy as a form of life. In Modern philosophy, the term "life" became a technical term in different philosophical traditions such as the philosophy of life, philosophy of existence, and phenomenology. Lässt sich der Einsatz militärischer Gewalt zum Schutz der Menschenrechte innerhalb fremder Staaten rechtfertigen? Die Arbeit beleuchtet die Frage nach der Rechtfertigung humanitärer Interventionen. Dazu werden Interventionsargumente in der Geschichte des politischen Denkens ausgehend von Wurzeln in Antike und Mittelalter über die Kriegsethik der spanischen Spätscholastik, das politische Denken der Neuzeit bis zur Kritik jeglicher Form von Interventionen vor dem Hintergrund der Dominanz des Souveränitätsprinzips im politischen Denken des 18. Jahrhunderts rekonstruiert. Vor diesem Hintergrund argumentiert der Autor dafür, dass die (...) Souveränität der Staaten nicht unabhängig vom Schutz der grundlegenden Menschenrechte ihrer Bürger gedacht werden kann. Staaten haben eine primäre Verantwortung für den Schutz ihrer Bürger, die, wenn der einzelne Staat sie nicht erfüllt, als sekundäre Verantwortung auch der Staatengemeinschaft als Schutzverantwortung (responsibility to protect) zukommt und militärische Interventionen im Falle massiver Menschenrechtsverletzungen als letztes Mittel erlaubt. Für Aristoteles ist das Kontinuum ein potentiell Unendliches. Dieser Unendlichkeitsbegriff, den er neben dem prozessualen und aktualen einführte, wurde im Laufe der Philosophiegeschichte nicht mehr berücksichtigt. So verwenden ihn u.a. weder Kant noch Weyl in ihren Kontinuumsbetrachtungen, obwohl ihr Kontinuumsverständnis ihn geradezu nahelegt. - In dieser Arbeit werden zum einen die ontologischen Kontinuumslehren des Aristoteles und späterer Philosophen und Mathematiker behandelt, zum anderen erfährt die von Aristoteles im 6. Buch der «Physik» vorgelegte strukturelle Kontinuumsuntersuchung eine eingehende Würdigung.

Eva Schmidt argues that facts about incoherent beliefs can be non-evidential epistemic reasons to suspend judgment. In this commentary, I argue that incoherence-based reasons to suspend are epistemically superfluous: if the subjects in Schmidt’s cases ought to suspend judgment, then they should do so merely on the basis of their evidential reasons. This suggests a more general strategy to reduce the apparent normativity of coherence to the normativity of evidence. I conclude with some remarks on the independent interest that reasons-first (...) epistemology might have within an evidentialist framework. (shrink)

The development of artificial intelligence (AI) in medicine raises fundamental ethical issues. As one example, AI systems in the field of mental health successfully detect signs of mental disorders, such as depression, by using data from social media. These AI depression detectors (AIDDs) identify users who are at risk of depression prior to any contact with the healthcare system. The article focuses on the ethical implications of AIDDs regarding affected users’ health-related autonomy. Firstly, it presents the (ethical) discussion of AI (...) in medicine and, specifically, in mental health. Secondly, two models of AIDDs using social media data and different usage scenarios are introduced. Thirdly, the concept of patient autonomy, according to Beauchamp and Childress, is critically discussed. Since this concept does not encompass the specific challenges linked with the digital context of AIDDs in social media sufficiently, the current analysis suggests, finally, an extended concept of health-related digital autonomy. Schools in Germany are frequently named after people. Thus, these persons are remembered in the public sphere. This article answers the question to what extent the school names in the federal state of Thuringia correspond with the history of scientific pedagogy. For this purpose, in a first step, the controversial discussion about key figures in pedagogy and history of education is presented. In a second step the entirety of all school names in Thuringia is considered and individual results are discussed. (...) As a rule, it is not pedagogues who lend their names to schools but writers, artists and political figures. Only one fifth of all schools named after a person are named after educators. It is found that the key figures in pedagogy are rarely available as namesakes, whereas in practice successful school founders are preferred as name-givers. Accordingly, the history of pedagogy is represented in a filtered way in school names. Based on these results, further research perspectives for research on school names are formulated. (shrink)
