Carl Barrett (bio)Eight years ago, the Kennedy Institute of Ethics Journal published a brief selection by Eric Juengst (1991) entitled “The Human Genome Project and Bioethics.” That essay introduced and described the Ethical, Legal, and Social Implications (ELSI) Program at the National Center for Human Genome Research. 1 Since that time, the ELSI program has grown to (...) become one of the largest and most well regarded bioethics programs in the country, sponsoring the work of hundreds of researchers and coordinating bioethics activities both nationally and internationally (Marshall 1996; Meslin, Thomson, and Boyer 1997). In 1991, however, Juengst, the first director of the ELSI program, had no way of anticipating these developments. Juengst’s goal in his essay was simply to highlight some of the moral and social issues that were emerging as focal points for the ELSI program. Looking back, the issues he outlined may seem vague and overly broad. At the time, however, the essay served an important purpose, to identify areas requiring additional study and thereby to serve as a guide to others interested in joining in these discussions.In many ways, Juengst’s article serves as an inspiration to those of us working on a new bioethics project. The National Institute of Environmental Health Sciences (NIEHS) recently launched a multi-year project aimed at better understanding genetic influences on environmentally associated diseases (Albers 1997; Brown and Hartwell 1998; Cannon 1997; Kaiser 1997). This project, known as the Environmental Genome Project (EGP), plans to identify and study a number of common genetic variants that may play an important role in determining how individuals respond to environmental exposures. NIEHS hopes that the information learned through the EGP will be instrumental in developing more effective disease-prevention strategies and intervention programs. Following the precedent developed in connection with the Human Genome Project, NIEHS also plans to address the moral and social implications of the EGP. Efforts in this regard include sponsoring workshops and conferences to address such issues, as well as supporting research on the ethical, legal, and social implications of the EGP. Through this work, NIEHS hopes to anticipate potential problems before [End Page 175] they arise and to develop policies that maximize the benefits of the research while avoiding potential misuses of the information learned.In exploring the social implications of the EGP, we at NIEHS are very fortunate to be able to draw upon the work being done by the ELSI program at the National Human Genome Research Institute (NHGRI), as well as the ever-expanding bioethics literature that has been sparked by the ELSI program. Still, there is much to be done and this is an exciting time for those of us involved with the EGP. Many of the ethical, legal, and social implications of the project are only beginning to become clearer, and several of these issues appear quite different from the sorts of concerns that have previously been discussed in connection with other types of genetic research.This essay highlights some of the ethical, legal, and social implications that are emerging as important focal points for the Environmental Genome Project. Like Juengst’s 1991 paper, the goal of this article is to provide an overview of current areas of interest and to encourage others to join us in thinking about these difficult issues.The Environmental Genome ProjectIndividuals differ greatly in their responses to chemicals, drugs, radiation, smoking, alcohol, and other environmental exposures. The vast majority of diseases, many forms of cancer, for example, are the consequence of both environmental and genetic contributions (Perera 1997). Many opponents of BIG programs believe that receiving guaranteed subsistence income would act as a strong disincentive to work. In contrast, various areas of empirical research in psychology suggest that a BIG would not lead to meaningful reductions in work. To test these competing predictions, a comprehensive review of BIG outcome studies reporting data on adult labor responses was conducted. The results indicate that 93 % of reported outcomes support the prediction of no meaningful work reductions when the criterion for (...) support is set at less than a 5 % decrease in either average hours worked per week or the rate of labor participation. Overall, these results indicate that adult labor responses would show no substantial impact following a BIG intervention. (shrink)

Two engagements of the mind, paying attention and making distinctions, are elaborated, and items in the market place which undermine them are indicated. Acton's pro-market argument is acknowledged. The defence of advertising that it does not violate autonomy is contested, and it is argued that advertising contravenes both autonomy of action and autonomy of the mind. Humans are an exceptionally cooperative species, but there is substantial variation in the extent of cooperation across societies. Understanding the sources of this variability may provide insights about the forces that sustain cooperation. We examined the ontogeny of prosocial behavior by studying 326 children 3–14 y of age and 120 adults from six societies (age distributions varied across societies). These six societies span a wide range of extant human variation in culture, geography, and subsistence strategies, including foragers, herders, horticulturalists, and (...) urban dwellers across the Americas, Oceania, and Africa. When delivering benefits to others was personally costly, rates of prosocial behavior dropped across all six societies as children approached middle childhood and then rates of prosociality diverged as children tracked toward the behavior of adults in their own societies. When prosocial acts did not require personal sacrifice, prosocial responses increased steadily as children matured with little variation in behavior across societies. Our results are consistent with theories emphasizing the importance of acquired cultural norms in shaping costly forms of cooperation and creating cross-cultural diversity. (shrink)

‘ANY state of mind in which anyone takes a great interest is very likely to be called “knowledge”, because no other word in psychology has such emotive virtue’, wrote Ogden and Richards apropos of those who claim that art affords us a kind of knowledge uniquely its own. While one may agree with the implications of this remark, and it is a salutary warning to anyone tempted to make extravagant claims for art, it does less than justice to the intentions (...) of those who make these claims. They are at least facing up to a real problem—a problem which has troubled philosophers since the time of Plato. For, beyond doubt, the arts have been held in high regard in every society with a well developed culture. To dismiss art as mere entertainment or pleasant deception or fantasy gratification or play only raises the question why intelligent and educated people take such trivial stuff seriously, why they consider it important and often find it profound. One way of meeting this problem is to say that art gives us a special kind of knowledge or insight which other branches of human learning—history, science and even philosophy—do not and cannot give us. This may not be a solution to the problem, but it is a view that deserves to be taken seriously, and I propose in this article to consider one aspect of it. (shrink)

The present paper shows how one might model Everettian quantum mechanics using hyperfinitely many worlds. A hyperfinite model allows one to consider idealized measurements of observables with continuous-valued spectra where different outcomes are associated with possibly infinitesimal probabilities. One can also prove hyperfinite formulations of Everett’s limiting relative-frequency and randomness properties, theorems he considered central to his formulation of quantum mechanics. Finally, this model provides an intuitive framework in which to consider no-collapse formulations of quantum mechanics more generally.

A situated observer is an observer as modeled within the world characterized by one’s physical theory. A physical theory arguably only makes empirical predictions if it makes predictions for the records of a situated observer. In this spirit, one has a satisfactory solution to the measurement problem only if one has a formulation of quantum mechanics that makes the right empirical predictions for the records of a situated observer. Bohmian mechanics addresses the measurement problem by explaining what measurement records are, (...) how a situated observer might produce them, and why a situated observer should expect the standard quantum predictions. The notion of an effective wave function is crucial in understanding how the theory makes empirical predictions. (shrink)

Currently, there is widespread skepticism that higher cognitive processes, given their apparent flexibility and globality, could be carried out by specialized computational devices, or modules. This skepticism is largely due to Fodor’s influential definition of modularity. From the rather flexible catalogue of possible modular features that Fodor originally proposed has emerged a widely held notion of modules as rigid, informationally encapsulated devices that accept highly local inputs and whose opera- tions are insensitive to context. It is a mistake, however, to (...) equate such features with computational devices in general and therefore to assume, as Fodor does, that higher cognitive processes must be non-computational. Of the many possible non-Fodorean architectures, one is explored here that offers possible solutions to computational problems faced by conventional modular systems: an ‘enzymatic’ architecture. Enzymes are computational devices that use lock-and-key template matching to iden- tify relevant information (substrates), which is then operated upon and returned to a common pool for possible processing by other devices. Highly specialized enzymes can operate together in a common pool of information that is not pre-sorted by information type. Moreover, enzymes can use molecular ‘tags’ to regulate the operations of other devices and to change how particular substrates are construed and operated upon, allowing for highly interactive, context-specific processing. This model shows how specialized, modular processing can occur in an open system, and suggests that skepti- cism about modularity may largely be due to failure to consider alternatives to the standard model. They argue that contemporary carceral systems in the United States and Canada fail to treat people as genuine moral agents in ways that also fail victims and their larger communities. Such carceral systems are a form of what Emerick and Yap (...) call “institutionalized moral abandonment”. This incorporates elements of restorative justice, mutual aid, and harm reduction. Instead of advocating for one specific and universal approach, the authors argue for multigenerational collective action that aims to build resilient communities that support the wellbeing of everyone. The present study provides evidence that valence focus and arousal focus are important processes in determining whether a dimensional or a discrete emotion model best captures how people label their affective states. Individuals high in valence focus and low in arousal focus fit a dimensional model better in that they reported more co-occurrences among like-valenced affective states, whereas those lower in valence focus and higher in arousal focus fit a discrete model better in that they reported fewer co-occurrences between like-valenced (...) affective states. Taken together, these findings suggest that one static, nomothetic theory may not accurately describe the subjective affective experience of all individuals. (shrink)

Jeffrey Barrett presents the most comprehensive study yet of a problem that has puzzled physicists and philosophers since the 1930s. The standard theory of quantum mechanics is in one sense the most successful physical theory ever, predicting the behaviour of the basic constituents of all physical things; no other theory has ever made such accurate empirical predictions. However, if one tries to understand the theory as providing a complete and accurate framework for the description of the behaviour of all (...) physical interactions, it becomes evident that the theory is ambiguous, or even logically inconsistent. The most notable attempt to formulate the theory so as to deal with this problem, the quantum measurement problem, was initiated by Hugh Everett III in the 1950s. Barrett gives a careful and challenging examination and evaluation of the work of Everett and those who have followed him. His informal approach, minimizing technicality, will make the book accessible and illuminating for philosophers and physicists alike. Anyone interested in the interpretation of quantum mechanics should read it. (shrink)
