Pluralism in Theory and Practice not only brings McKeon to the attention of contemporary philosophers and students; it also puts his theories into practice. Some of the essays explicate aspects of McKeon's thought or situate him in the context of American intellectual and practical engagement. By studying the basic philosophic differences that are implicated in changing conceptions of rhetoric, one could discover intelligible patterns in the development of the art that otherwise may appear whimsical, haphazard, arbitrary, or merely verbal. What followed was the discovery of how the doctrines and devices of rhetoric in the Middle Ages spread with little recognition to subject matters far from those ordinarily ascribed to it. McKeon summarized the patterns in three lines of intellectual development. First was the tradition of rhetoricians themselves; second was the tradition of philosophers and theologians; and third was the tradition of logicians. The article concludes with a discussion of how these lines of development were extended in the Renaissance, with implications for the changing relationship of art and science that continues to unfold in the twentieth century around the development of technology.What would a study of rhetoric in our own period look like if rhetoric were explored by McKeon's strategy? Among rhetoricians the record of past meetings of organizations such as the Rhetoric Society of America provides evidence for how the lines of intellectual development revealed by McKeon are extended in contemporary culture. The problems of writing and speaking remain with us, and the traditional resources of rhetoric continue to inform new investigations. In addition, we find growing interest in expanding rhetorical studies to incorporate the interpretation of new kinds of literature as well as other creative works in the cultural arts, philosophy, and the sciences and technology. These studies are often innovative, though they are also easily recognized as an extension of traditional rhetorical arts. As Thomas Conley has remarked, "the present in rhetorical studies is prelude to an encouraging future." 3Following McKeon's strategy, however, the study of rhetoric in our period would not stop with the work of formally recognized rhetoricians and scholars of rhetoric. McKeon argued that rhetoric is an unusually clear example of a general tendency among the arts and sciences for doctrines and devices to move across disciplinary boundaries and stimulate innovation in new circumstances. Rhetoric provides this example precisely because it is universal in scope and shared among all intellectual disciplines. Furthermore, only rhetoric is traditionally characterized from antiquity by many of its leading theorists and practitioners as an art of invention and discovery. French philosopher Michel de Certeau wrote about seventeenth-century mysticism, religion and pluralism, architecture, everyday life, and the history of anthropology. But because critics of his works have tended to fragment it into hermetic compartments, dealing only with what is relevant to their own fields, the expansiveness of his ouevre has suffered damaging distortions in the secondary literature. Nobel Prize winner Richard Thaler was among those who expected Remain to win the EU referendum. Yet on 23 June 2016, a majority in the UK voted to Leave by a margin of 52–48%. A study of over 450 Leave voters, based on the MINDSPACE framework, looks at whether behavioural factors affected the outcome and at what lessons could be learned for any future votes. It finds that voters had low levels of knowledge which may have undermined any ‘status (...) quo bias’; that messengers used by the Remain campaign didn’t work for this audience; that the Remain campaign’s loss-framed figure of £4300 per household per year was judged to be less than the Leave campaign’s figure of £350 m a week (it is six times larger); and that behaviourally-based arguments on immigration might have had an impact. It notes how behavioural science was used successfully to increase turnout. The implication for communicators is that a ‘Test, Learn, Adapt’ strategy could be helpful in future campaigns. (shrink)

ABSTRACT This paper investigates the concept of wrongful disability. That concept suggests that parents are morally obligated to prevent the genetic transmission of certain conditions and so, if they do not, any resulting disability is ‘wrongful’. In their book From Chance to Choice, Buchanan, Brock, Daniels and Wikler defend the concept of wrongful disability using the principle of avoidability via substitution. That principle is scrutinised here. It is argued that the idea of avoidability via substitution is both conceptually problematic (...) and rather insensitive. Instead, it is suggested that the question of whether or not bringing a particular disability about is wrongful does not simply hinge on whether or not substitution takes place. Rather, it involves an evaluation of parental aspirations and responsibilities. It is argued that the desire not to be responsible for creating challenges for others that lie outside what is perceived to be an acceptable range provides a justification for termination of pregnancy on the grounds of projected disability that neither commits one to a wrongful life claim, nor requires that one substitute a non‐disabled child instead. The ramifications of such an approach are explored. The paper concludes by suggesting that the question of what is considered to be an acceptable range of human capability is an increasingly important one. It is argued that, when addressing that question, we should be acutely aware of the social context that may go some way to define what we consider to be an acceptable range. (shrink)

Richard J. Arneson From Choice to Chance: Genes and the Just Society1 intelligently addresses difficult issues at the intersection of medical ethics and the theory of justice. The authors, Dan Brock, Allen Buchanan, Norman Daniels, and Daniel Wikler, repeatedly emphasize their opinion that advances in genetic technology force upon us entirely new ethical questions which previous moral theories lack the resources to resolve.2 The claims that new scientific discoveries render previous moral theories obsolete should be regarded with suspicion. The reader’s suspicion should be further aroused when she notes another feature of the authors’ theorizing that neatly fits the claim that we stand at the dawn of a new world of ethical theorizing. The authors’ discussion from start to finish stays at a middle level. By this I mean that the authors in each chapter begin with a few moral principles taken to be plausible or possibly plausible and examine their implications for issues raised by new genetic technology.3 This is not an exercise in applied ethics, because the principles initially invoked are subjected to criticism and scrutiny. Neurophenomena such as central sensitisation, hyperalgesia and allodynia, speak of a brain that is anything but hardwired. The brain's ability to self-organise in staggeringly complex ways forces us to look beyond what turn out to be perceptions of a body-mind reference, ie the idea of a mind is more a story than an actuality. There are mounting criticisms of body-mind dualism, , but with poor understanding of what philosophical narrative can replace it. Clearly, our human condition and pain's unique role (...) in it, is much more unpredictable than we had hitherto thought. This unpredictability dictates that we at least attempt to advance the philosophical debate in the interests of the pain sufferer. Richard Hamilton will investigate other roads of pain from Spinoza to Wittgenstein and Merleau-Ponty. What do we owe to people in other countries around the globe? What do others owe to us? What does morality require of nation states in their policies toward other nation states and toward people other than co-nationals? (On the latter, see Buchanan 2004 and Rawls 1999). These questions define the subject matter of global justice theory.

Nicholas Vriend asked whether F.A. Hayek was an “ace,” and answered affirmatively. By “ace,” Vriend meant someone who worked with agent-based modeling. To be sure, Hayek could not have worked with agent-based models because that platform did not exist when Hayek was developing his ideas about the distribution and use of knowledge in society. All the same, Vriend explained convincingly that Hayek could have made good use of the agent-based platform had it been available in the 1930s. To similar effect, (...) we argue in this paper that James Buchanan could have made good use of agent-based modeling to carry forward his ideas about the value of taking an emergent approach to the explanation of economic processes. It is nearly universally presumed that redistribution can be carried out effectively only at the national or even global level, because local redistribution will be negated through personal mobility: recipients will move to high-paying jurisdictions while taxpayers will move away from those jurisdictions. To avoid this situation requires redistribution to be concentrated at national and not at local levels. In contrast to this standard line of argument, we explore how redistribution might be carried out more effectively at local levels than (...) at the national level. To explain this reversal from standard analytical implications, we integrate three concepts that are not present in the standard analysis. These concepts are the Samaritan’s dilemma, co-production, and polycentricity. It is interaction among these three concepts that reverses the implications of the standard analysis of redistribution. Propositions are the things we believe, intend, desire, and so on, but discussions are often less precise than they could be and an important driver of this deficiency has been a focus on the objects but a neglect of the attitudinal relations we bear to them. In what follows, we will offer some thoughts on what it means for a proposition to be the object of an attitude and we will argue that an important part of the story lies with (...) the attitude relations rather than the propositions. As we will see there are infinitely many relations we might bear to a proposition, but the propositional attitude relations are special amongst them. Accounting for what makes them special will be an important component in the discussion that follows. We will argue that once one appreciates certain facts about propositional attitude relations, various claims that metaphysicians often make regarding propositions themselves begin to look undermotivated. In fact, many views on the metaphysical nature of propositions come to look like plausible candidates for being that to which our propositional attitudes relate us. As will emerge, we will see that the principle role of propositions in the theory of mind is simply to keep track of how our attitudinal states represent things as being. But, we argue, in order to do this work, very few constraints must be placed on the nature of propositions themselves. In particular, contra much of the recent work on the metaphysics of propositions, they need not represent nor must they be structured. In light of these observations, we conclude by sketching our own favored minimalist view of propositions. (shrink)

This paper assesses James M. Buchanan's claim of following a positive approach in stark contrast to the normative approach to public finance of Richard A. Musgrave. The goal of this paper is to shed light on the foundations of modern American public finance by analysing one aspect of the methodology of its two most prominent fathers. I show (1) that it is difficult to distinguish Musgrave's and Buchanan's theories of public goods along the positive/normative dividing line and (...) (2) that Buchanan's theory can also be considered normative. In the first three parts, I follow the Weberian methodological tradition in looking for value judgements in the theories, and by reflecting on the nature of ideal types. In the last part, I propose a broader interpretation of Buchanan's methodological stance within the academic context of the 1960s. (shrink)

In ‘What Reference Has to Tell Us about Meaning’, Stephen Schiffer argues that many of the objects of our beliefs, and the contents of our assertoric speech acts, have what he calls the relativity feature. A proposition has the relativity feature just in case it is an object-dependent proposition ‘the entertainment of which requires different people, or the same person at different times or places, to think of [the relevant object] in different ways’ (129). But as no Fregean or Russellian (...) proposition can possibly have such a feature, we must either (i) give up on these traditional theories of propositional content in favor of an account that can allow for the relativity feature, or else (ii) explain why the things we believe, and say, oftentimes seem to have this feature even though they, in fact, do not. It has recently been argued that our use of vague language poses an intractable problem for any account of content and communication on which (i) the things we assert are propositions and (ii) understanding an assertion requires recognizing which proposition the speaker asserted. John MacFarlane has argued that this problem concerning vague language is itself a species of an even more general problem for such traditional accounts – the problem posed by “felicitous” underspecification. Repurposing certain ideas from Allan Gibbard, MacFarlane (...) offers a novel theory of vagueness, plan-expressivism, as an account that can handle both vagueness and such underspecification in communication. -/- In this paper, I argue that despite its many virtues, plan-expressivism fails as a general account of meaning and communication. In particular, I show that when it comes to the problem of felicitous underspecification, plan-expressivism fares no better than the more traditional accounts of content and communication it is intended to replace. Along the way, I argue that the problem of felicitous underspecification puts considerable pressure on an assumption that is at the core of both plan-expressivism and the accounts of its more traditionalist rivals - namely, that in cases of successful linguistic communication, we must always be able to find something -- whether a propositional content or a conversational update -- that the speaker is intending to share with her audience. I argue that if intentions are what Grice, and most contemporary action theorists, take them to be, they are inessential for acts of speaker meaning. More specifically, my primary aim is to show that the consensus view of speaker meaning is in deep tension with certain plausible, and widely accepted, cognitive constraints on rational intention pertaining to an agent’s assessment of her prospects of achieving her goal. My secondary aim is to offer an initial case for thinking that the best (...) way to resolve this tension is to give up the claim that meaning is fundamentally a matter of intention. In pursuing this strategy, we will see some of the potential benefits of Bratman’s (1987) work on intentions, plans, and practical reasoning for the theory of meaning, including some interesting consequences of his rejection of the so-called ‘Simple View’ on which we intentionally do only those things that we specifically intend to do. Moreover, our discussion will help to illustrate how some familiar tools from decision theory might find new use in discussions of meaning and communication. (shrink)

Schizoanalysis is Deleuze and Guattari's fusion of psychoanalytic-inspired theories of the self, the libido and desire with Marx-inspired theories of the economy, history and society. Schizoanalysis holds that art's function is both political and aesthetic - it changes perception. If one cannot change perception, then, one cannot change anything politically. This is why Deleuze and Guattari always insist that the artists operate at the level of the real (not the imaginary or the symbolic). Ultimately, they argue, there is no necessary (...) distinction to be made between aesthetics and politics. One is simply the flipside of the other because both concern the formation and transformation of social and cultural norms. Deleuze and the Schizoanalysis of Visual Art explores how every artist, good or bad, contributes to the structure and nature of society because their work either reinforces social norms, or challenges them.
