This article articulates a neo-pragmatist theory of human rights by drawing and expanding upon the American classical pragmatism of G.H. Mead. It characterizes this neo-pragmatist theory of rights by its anti-foundationalist, relational, fictive, and constitutive nature, and begins by providing a reconstruction of Mead’s social pragmatist approach to rights, a contribution systematically ignored by contemporary sociologists of rights. Next, it details the cost of this disciplinary oblivion by examining how much neo-pragmatism, critical theory, and legal consciousness studies have meanwhile gained (...) by engaging with Mead’s work on rights. Finally, it discusses the contributions of this historical-theoretical exercise to the rapidly growing sociology of rights, and shows that by supplementing the neo-Meadian approach with a recent interpretation of Hobbes’s fictional theory of politics, there appear to be substantive gains in the empirical study of the origins, consequences, meaning, and denial of rights. This article re-examines current definitions of populism, which portray it as either a powerful corrective to or the nemesis of liberal democracy. It does so by exploring a crucial but often neglected dimension of populism: its redemptive character. Populism is here understood to function according to the logic of resentment, which involves both socio-political indignation at injustice and envy or ressentiment. Populism promises redemption through regaining possession: of a lower status, a wounded identity, a diminished or lost control. Highly moralized (...) images of the past – historical or archetypal – are mobilized by populist leaders to castigate the present and accelerate the urgency of change in it. The argument is illustrated with Caesar’s Column, a futuristic novel written by the Minnesota populist leader Ignatius Donnelly. The complex and ambivalent structure of this dystopian novel – a textual source for the Populist Party manifesto in the 1890s, which stands in contrast with agrarian populism as everyday utopia – enables us to move beyond the polarized positions dominating the current debate. Reading Caesar’s Column ultimately shows that populism can be both a corrective and a danger to democracy, but not for the reasons usually stated in the literature. (shrink)

This article offers an original, intellectual portrait of G. H. Mead. My reassessment of Mead’s thinking is founded, in methodological terms, upon a historically minded yet theoretically oriented strategy. Mead’s system of thought is submitted to a historical reconstruction in order to grasp the evolution of his ideas over time, and to a thematic reconstruction organized around three major research areas or pillars: science, social psychology and politics. If one re-examines the entirety of Mead’s published and unpublished writings from the (...) point of view of contemporary social and political theory, one can see that his contributions transcend the field of social psychology. Mead’s innovative insights on the communicative aspects of social life and individual conscience are yet to be fully explored by current social and political theorists. This article offers a new understanding of populism. The argument unfolds as follows: first, the populist literature is reviewed and two main approaches are identified: ontic and logic-oriented, the more important of which is the Schmitt-Laclau logic of enmity. While the authors broadly agree with Laclau’s criticism of ontic approaches, they endorse neither his ontological understanding of enmity, nor his claim that populism is politics, and enmity is the logic of populism. Next, the origins of populism are located in a (...) paradox at the heart of democracy. Democracy defines itself as a community of inclusion, yet exclusion is constitutive of inclusion, including therefore democratic inclusion. Then is discussed what the authors believe to be the true logic of populism: resentment. Unlike enmity, which functions in Laclau’s populist theory as an ontology of non-identity, resentment operates within a rivalrous framework, which presupposes identification between the parts and refers to a set of normative commitments. In recent years, images of climate catastrophe have become commonplace. However, Black visions of the confluence of the Anthropocene and the apocalypse have been largely ignored. As we argue in this article, Black social thought offers crucial resources for drawing out the implicit exclusions of dominant representations of climate breakdown and developing an alternative account of the planet’s future. By reading a range of critical race theorists, from Frederick Douglass and W. E. B. Du Bois to Octavia Butler and Ta-Nehisi (...) Coates, we propose a rethinking of the climate apocalypse. The African American theoretical and cultural tradition elaborates an image of the end of the world that emphasises the non-revelatory nature of climate catastrophe, warns against associating collapse with rebirth, and articulates a mode of maroon survivalism in which the apocalypse is an event to be endured and escaped rather than fatalistically expected or infinitely delayed. ABSTRACT The aim of this paper is to demonstrate that one of the reasons for Hegel’s failure in consummating the project of “construct the absolute for consciousness” presented in 1801 in his Writing on Difference consisted in the patent mismatch between the negativity to which the determinations of finitude would be submitted and the conception of the absolute still substantially thought. Precisely, what we call here the archaism of substantiality would set the tone of this mismatch that still entailed the (...) heterogeneity between finitude, with its way of ascending to the absolute, and the absolute itself. Among other things, this will become clearer observing the formalism of the intuitionist proposal that Hegel presents at that time, aiming to safeguard the elevation of consciousness without its intrinsic negativity tainting the absolutity of the principle to which it was elevated. Este artigo é fruto da pesquisa intitulada “O processo de encaminhamento e acolhimento no Asilo de Expostos da Santa Casa de Misericórdia da Bahia: um estudo sobre as origens dos enjeitados e as causas do abandono dos órfãos (1889- 1927).” Dentre os autores que fundamentam a presente pesquisa, destacamos Moncorvo Filho, Russel-Wood, Rizzini, Marcílio, estes autores comentam sobre momentos e pessoas ímpares relacionados à história da infância. O objetivo é analisar aspectos da história da assistência à infância no Brasil, a (...) partir da perspectiva de um dos médicos higienistas que mais se dedicou ao estudo da infância – Carlos Artur Moncorvo Filho (1871-1944). A fonte utilizada é o livro Histórico à Infancia no Brasil (1500-1922), publicado no ano de 1926. Considerado precursor das políticas de proteção à infância no Brasil, durante sua longa carreira como médico, iniciada na década de 1880, Carlos Artur Moncorvo Filho (1871-1944) publicou quase 400 obras em defesa da infância que lhe valeram reconhecimento internacional. Essa análise busca, basicamente, expor parte da narrativa do Dr. Carlos Artur Moncorvo Filho que já havia, então, publicado Higiene Infantil, em 1917, e Formulário de Doenças das Creanças, em 1923, considerados como obras de referência para a história da pediatria no Brasil. A Proposta de uma Cartografia dos Descostumes envolve o mapear de deslocamentos de pensamento atinentes ao itinerário ético da educação em processo de violência e conflito direto com o cis-tema, uma vez que aborda as potências _queer_ atravessadas por forças e devires, processos e movimentos, encontrados nas fendas da realidade. A palavra “diálogo” importa na união do prefixo grego “dia” que significa “através”, num sentido de ponte, travessia. O sufixo grego “logos” é etimologicamente significado como palavra ou relação. O transdialogismo (...) reclama para si uma potência que fricciona o repertório de representações de verdades impostas e as experiências sensíveis que produzem efeitos em nosso corpo ultrapasassando os domínios e configurações do cis-tema e propõe uma nova geopolítica de gênero e sexualidade, sem identidades e padrões. A partir de tal pista, dois movimentos se mostram essenciais: 1) mapear as dissocializações e o controle dos corpos nas construções discursivas e normativas da maquinaria escolar; 2) Desedificar discursos educacionais que transitam no universo da representação (significado, significante e significação) na qual se baseia atualmente a pedagogia. Desdobra-se o acontecimento educação em processos, agenciamentos e dispositivos educacionais sem partirmos de objetivos pré-estabelecidos, mas considerando as pistas e movimentos das fendas sociais e encontrando potencias em realidades e cotidianos invisibilizados, mas, ainda assim, violentados e silenciados, partindo de um desejo do pesquisador de compreender esse _trans-corpus_ através de um olhar diverso, diferente, que redimensione o habitual. Por fim, o artigo cartográfico produziu um mapa cortado por linhas de intensidade que partiram do conceito de biopoder em direção ao de necropolítica como condicionantes da maquinaria escolar em seu entrelace junto ao cis-tema Capitalístico, mas que é afrontada pelo inabitual e pelo estranho que delineia as potências queer. Para o campo da Ciência da Informação (CI), é de grande relevância a discussão sobre o fluxo informacional, que é um objeto focal das pesquisas desenvolvidas nessa área. Por esse motivo, não são estudados apenas os meios e os conceitos, mas as relações que eles têm entre si e as suas mediações, sempre levando em consideração os processos que envolvem sua comunicação, usabilidade e acessibilidade pelo tecido social. Também, observam-se as distintas visões que envolvem a mediação tida na Ciência da (...) Informação e os diversos ramos do conhecimento, tais como a Comunicação, a Psicologia e a Ciência do Direito. Diante disso, este trabalho trata-se de uma revisão bibliográfica que visa conceituar a mediação da informação em áreas distintas e analisar a importância dessa atividade em cada segmento. Desafios e dilemas da condição de trabalho de professores iniciantes no magistério público no DF Resumo: Este trabalho se origina nas preocupações voltadas às condições de trabalho de professores que iniciam na docência e tem por objetivo estudar a condição de trabalho do professor no início da carreira, buscando entender os desafios e dilemas enfrentados, no intuito de contribuir com a análise da realidade da atividade docente. O foco é o professor iniciante na Secretaria de Educação do Distrito Federal. (...) Os resultados são obtidos a partir da análise documental em legislações e publicações no Diário Oficial do DF, e na aplicação de questionários e entrevistas. Os dados revelam um quantitativo expressivo de desistentes na carreira, compreendido em um terço dos professores que são aprovados no concurso público, anunciando questões objetivas ligadas as condições de trabalho, nos levando em questionar a necessidade de políticas de formação pensadas a partir da realidade do trabalho docente. Chamamos atenção para a omissão de políticas públicas diante do caso, como um fator condicionador para intensificar ainda mais as dificuldades enfrentadas nesta etapa da carreira. Se espera contribuir para a produção de conhecimento na área de formação de professores no que se refere aos dilemas vividos pelo professor iniciante, visando fundamentar propostas sobre acompanhamento profissional dos docentes iniciantes na carreira. In a recent opinion paper, it was argued that individuals with multiple retractions or a record of academic misconduct should not serve as editors, including as editors-in-chief, on the editorial boards of scholarly or academic journals. As a first step towards appreciating how such a policy could be applied in practice, the presence of 30 individuals listed on the Retraction Watch Leaderboard on editorial boards was screened. Six cases are highlighted to gain an appreciation of the potential reputational risks that (...) journals and publishers might incur by including individuals with a tainted academic record on editorial boards. Given the reputational, legal and other risks associated with this type of assessment and decision, more formal positioning and guidance are needed by global ethics policy-related bodies such as COPE, the ICMJE, and the CSE, even more so in journals that claim to follow these organizations’ ethical guidelines. Desde a aprovação da Lei nº 11.684, de 02 de junho de 2008, as questões sobre o Ensino da Filosofia tem tomado amplamente diversos âmbitos teóricos. De um lado tem-se a abordagem de autores que defendem o ensino de filosofia numa perspectiva filosófica e não pedagógica. O que se quer dizer aqui, é que o Ensino de Filosofia no Ensino Médio em sua essência não é intelectualmente inferior à docência universitária, já que ambos possuem suas técnicas e aportes teóricos específicos. Há de fato, uma diferença entre as duas carreiras docentes, e não é em essência, mas em condições de trabalho, uma para as a realização pessoal e profissional e outra que não oferece a mesma possibilidade. Nesse sentido, desenvolver um ensino de filosofia eficaz, pressupõe não só a utilização dos textos clássicos dos filósofos que fizeram e promoveram a perpetuação da filosofia como apenas mais uma disciplina do currículo, mas como um distintivo que possibilite o desenvolvimento da criticidade dos alunos do Ensino Médio por meio de um tratamento contextualizado do programa da disciplina. Finalmente, ao contrário do que defendem muitos críticos do ensino da Filosofia no Ensino Médio, a presença da filosofia associada aos textos filosóficos em conexão com os demais componentes curriculares numa prática interdisciplinar, está longe de levar os adolescentes a uma eventual adesão a propostas ideológicas, de doutrinação e possível adesão ao dogmatismo, ela é condição primordial para que se revistam de uma postura crítica frente aos dogmas que impregnam não só o senso comum da contemporaneidade, mas também os dogmatismos que perpassam até mesmo o discurso científico. Bottom of the Pyramid organizations are the ones that develop a set of capabilities that contribute to create short- and long-term sustainability values inside and outside the boundaries of BoP ecosystems. Capabilities have an important role in BoP organizations’ strategies that aim to solve BoP issues. Notwithstanding its developments, BoP research still lacks theoretical contributions for the analysis of organizations. We suggest special attention to the need of advancing knowledge on capabilities of BoP organizations because this field is scattered and (...) fragmented, misinterpreted, and still underdeveloped in the literature. We oriented our research formulating and seeking answers to our main question on what are the capabilities needed to enable organizations to create sustainability values in BoP ecosystems? We conducted an integrative review of BoP research for the period from 1998 to 2019, and we found 22 key capabilities of BoP organizations. We organized the capabilities into four major categories including BoP Responsible Consumption, BoP Responsible Business Model, BoP Responsible Management, and BoP Responsible Innovation. We advanced propositions and discussions regarding the capabilities and major categories’ popularity, interdependence and combination, short- and long-term temporal functions, sustainability roles, and effectiveness to address BoP issues. Our article organizes the field of capabilities of BoP organizations; advances contributions and implications for management, organizations, and policymaking; and opens fruitful avenues for future research. This paper explores that the topic of ethics dumping, its causes and potential remedies. In ED, the weaknesses or gaps in ethics policies and systems of lower income countries are intentionally exploited for intellectual or financial gains through research and publishing by higher income countries with a more stringent or complex ethical infrastructure in which such research and publishing practices would not be permitted. Several examples are provided. Possible ED needs to be evaluated before research takes place, and detected prior (...) to publication as an academic paper, because it might lead to a collaborative effort between a wealthier country with restrictive ethical policies and a less wealthy country with more permissive policies. Consequently, if that collaboration ultimately results in an academic paper, there are ethical ramifications of ED to scholarly communication. Institutional review board approval is central to avoid ED-based collaborations. Blind trust and goodwill alone cannot eliminate the exploitation of indigenous or “vulnerable” populations’ intellect and resources. Combining community-based participatory research using clear codes of research conduct and a simple but robust verification system in academic publishing may reduce the risks of ED-based research from being published. As part of a continuous process to explore the factors that might weaken or corrupt traditional peer review, in this paper, we query the ethics, fairness and validity of the request, by editors, of authors to suggest peer reviewers during the submission process. One of the reasons for the current crisis in science pertains to a loss in trust as a result of a flawed peer review which is by nature biased unless it is open peer review. As we indicate, (...) the fact that some editors and journals rely on authors’ suggestions in terms of who should peer review their paper already instills a potential way to abuse the trust of the submission and publishing system. An author-suggested peer reviewer choice might also tempt authors to seek reviewers who might be more receptive or sympathetic to the authors’ message or results, and thus favor the outcome of that paper. Authors should thus not be placed in such a potentially ethically compromising situation, especially as a mandatory condition for submission. However, the fact that they do not have an opt-out choice during the submission process—especially when using an online submission system that makes such a suggestion compulsory—may constitute a violation of authors’ rights. O conceito de existencialismo acirra, na cena contemporânea, uma controvérsia sui generis ao demarcar uma linhagem cultural que planta suas raízes filosóficas no dito movimento fenomenológico-existencial, particularmente, na Alemanha e na França e que tem, na figura de Sartre, uma referência, sem dúvida, icônica. Talvez ninguém mais que Gabriel Marcel tenha, recorrentemente, se insurgido contra tal filiação conceitual, atribuída, ora por intelectuais marxistas e cristãos, ora, pela própria mídia sensacionalista; estereótipo que, num primeiro momento, seria, aliás, consentido pelo próprio Sartre, (...) a despeito, sobretudo, da célebre conferência O Existencialismo é um Humanismo. Marcel, tão logo, toma partido nesse debate, vindo a configurar a sua obra filosófico-dramatúrgica como “existencial” e não, propriamente, “existencialista”. Rider Haggard, com destaque para seu romance Marie. Rider Haggard’s Marie The central scope of the article converges in the analysis and problematization of relations between colonialism and masculinity in H. Rider Haggard’s literary and intellectual production, with emphasis in his romance Marie. The literary narrative deals with elements of fiction and reality by narrating events from South African past, especially the Great Trek, a period of migrations and displacements of Boer colonists during the 1830s. At the heart of a context imagined with violence and martyrdom, Haggard depicts the formation of his protagonist, the hunter Allan Quatermain, in order to promote virility and heroism, which act as answers to what many of his contemporaries feel and resent as crises of masculinity in the fin-de-siècle. Resumen La cuestión sudafricana: literatura, colonialismo y masculinidades en Marie, de H. Rider Haggard La meta central del artículo converge en la análisis y problematización de las relaciones entre colonialismo y masculinidad en la producción literario-intelectual del novelista H. Tendo, pois, como pano de fundo o horizonte de uma fenomenologia da natureza, o texto, a seguir, explora uma proposição emblemática enunciada por Gabriel Marcel: a ideia da “natureza como espírito nascente”. Para tanto, a fim de melhor compreender o sentido e alcance dessa tese, a exposição se divide em duas partes correlatas: a primeira, retrospectivamente negativa, reconstitui a crítica marceliana ao naturalismo e ao idealismo vistos como dois gestos concêntricos à medida que não atribuem qualquer estatuto ou significação à (...) natureza. A segunda, mais positiva ou propositiva, restitui, numa direção heurística, a experiência matricial da natureza como espírito nascente, ou seja, confere pleno reconhecimento a uma acepção originariamente espiritual da natureza como fenômeno co-nascente. Retractions of COVID-19 literature in both preprints and the peer-reviewed literature serve as a reminder that there are still challenging issues underlying the integrity of the biomedical literature. The risks to academia become larger when such retractions take place in high-ranking biomedical journals. In some cases, retractions result from unreliable or nonexistent data, an issue that could easily be avoided by having open data policies, but there have also been retractions due to oversight in peer review and editorial verification. As (...) COVID-19 continues to affect academics and societies around the world, failures in peer review might also constitute a public health risk. The effectiveness by which COVID-19 literature is corrected, including through retractions, depends on the stringency of measures in place to detect errors and to correct erroneous literature. O texto visa, contextualmente, situar Nietzsche como um precursor da fenomenologia compreendida por Merleau-Ponty menos a título de uma “doutrina” e mais como um “movimento” incoativo e inacabado. É sob esse prisma que a obra nietzschiana projeta viva audiência a alguns temas caros àquele movimento, entre eles, a interrogação acerca do mundo como mistério. Esse agenciamento encontra na ideia de profundidade um fio condutor decisivo a fim de ressignificar, em termos husserlianos, uma arqueologia da Lebenswelt enquanto regresso a uma Terra (...) originária, algo que, ao que tudo indica, possui importantes ressonâncias não só de matrizes nietzschianas, mas cezannianas. Trata-se, enfim, de examinar em que medida a filosofia de Nietzsche e a pintura de Cézanne perfazem um rico experimento capaz de fulgurar um sentido arquétipo da natureza como abismo ou, no dizer de Merleau-Ponty, o mundo como enigma primordial ou deflagração de um Ser das profundidades. Há de fato, uma diferença entre as duas carreiras docentes, e não é em essência, mas em condições de trabalho, uma para as a realização pessoal e profissional e outra que não oferece a mesma possibilidade. Nesse sentido, desenvolver um ensino de filosofia eficaz, pressupõe não só a utilização dos textos clássicos dos filósofos que fizeram e promoveram a perpetuação da filosofia como apenas mais uma disciplina do currículo, mas como um distintivo que possibilite o desenvolvimento da criticidade dos alunos (...) do Ensino Médio por meio de um tratamento contextualizado do programa da disciplina. Finalmente, ao contrário do que defendem muitos críticos do ensino da Filosofia no Ensino Médio, a presença da filosofia associada aos textos filosóficos em conexão com os demais componentes curriculares numa prática interdisciplinar, está longe de levar os adolescentes a uma eventual adesão a propostas ideológicas, de doutrinação e possível adesão ao dogmatismo, ela é condição primordial para que se revistam de uma postura crítica frente aos dogmas que impregnam não só o senso comum da contemporaneidade, mas também os dogmatismos que perpassam até mesmo o discurso científico. Authors endure considerable hardship carrying out biomedical research, from generating ideas to completing their manuscripts and submitting their findings and data (as is increasingly required) to a journal. When researchers submit to journals, they entrust their findings and ideas to editors and peer reviewers who are expected to respect the confidentiality of peer review. Inherent trust in peer review is built on the ethical conduct of authors, editors and reviewers, and on the respect of this confidentiality. If such confidentiality is (...) breached by unethical reviewers who might steal or plagiarize the authors’ ideas, researchers will lose trust in peer review and may resist submitting their findings to that journal. Science loses as a result, scientific and medical advances slow down, knowledge may become scarce, and it is unlikely that increasing bias in the literature will be detected or eliminated. In such a climate, society will ultimately be deprived from scientific and medical advances. Despite a rise in documented cases of abused peer review, there is still a relative lack of qualitative and quantitative studies on reviewer-related misconduct, most likely because evidence is difficult to come by. Our paper presents an assessment of editors’ and reviewers’ responsibilities in preserving the confidentiality of manuscripts during the peer review process, in response to a 2016 case of intellectual property theft by a reviewer. Our main objectives are to propose additional measures that would offer protection of authors’ intellectual ideas from predatory reviewers, and increase researchers’ awareness of the responsible reviewing of journal articles and reporting of biomedical research. Este artigo pretende apresentar elementos para refletir sobre o desafio de desenvolver a arte do diálogo no contexto do ciberespaço à luz da hermenêutica gadameriana, tendo em vista crescente cultura de intolerância presente nas redes digitais na atualidade. O artigo, de cunho teórico, visa aproximar a temática da cibercultura da hermenêutica filosófica de Hans-Georg Gadamer, refletindo sobre as implicações derivadas das mídias pós-massivas sobre o diálogo no ciberespaço. O texto procura apresentar alguns traços pertinentes da cultura digital do mundo contemporâneo, (...) a fim de esboçar o cenário atual e suas implicações no que tange a comunicação humana. Em sintonia com hermenêutica gadameriana, frente ao que Gadamer chamou de “incapacidade para o diálogo”, o artigo procura indagar se os espaços virtuais constituem um verdadeiro obstáculo para uma cultura da tolerância. Conclui-se que a presente cultura digital cria possibilidades paradoxais que, por um lado, induzem a comportamentos individualistas e autocentrados que comprometem a alteridade e dificultam a arte do diálogo, ao passo que também emergem daí novas formas de comunicação que ampliam o potencial dialógico entre sujeitos devido ao caráter eminentemente interativo das mídias digitais pós-massivas. Diante dessa realidade conflituosa faz-se necessário indagar por uma hermenêutica do ciberdiálogo que expanda a arte do diálogo hermenêutico para o ciberespaço. (shrink)
