Theories of binding have recently come into the focus of the consciousness debate. In this review, we discuss the potential relevance of temporal binding mechanisms for sensory awareness. Specifically, we suggest that neural synchrony with a precision in the millisecond range may be crucial for conscious processing, and may be involved in arousal, perceptual integration, attentional selection and working memory. Recent evidence from both animal and human studies demonstrates that specific changes in neuronal synchrony occur during all of these processes (...) and that they are distinguished by the emergence of fast oscillations with frequencies in the gamma-range. It is worthwhile to search for forms of coding, processing, and learning common to various cortical regions and cognitive functions. Local cortical processors may coordinate their activity by maximizing the transmission of information coherently related to the context in which it occurs, thus forming synchronized population codes. This coordination involves contextual field (CF) connections that link processors within and between cortical regions. The effects of CF connections are distinguished from those mediating receptive field (RF) input; it is shown how CFs (...) can guide both learning and processing without becoming confused with the transmission of RF information. Simulations explore the capabilities of networks built from local processors with both RF and CF connections. Physiological evidence for synchronization, CFs, and plasticity of the RF and CF connections is described. Coordination via CFs is related to perceptual grouping, the effects of context on contrast sensitivity, amblyopia, implicit influences of color in achromotopsia, object and word perception, and the discovery of distal environmental variables and their interactions through self-organization. Cortical computation could thus involve the flexible evaluation of relations between input signals by locally specialized but adaptive processors whose activity is dynamically associated and coordinated within and between regions through specialized contextual connections. Phenomenal awareness, the ability to be aware of one's sensations and feelings, emerges from the capacity of evolved brains to represent their own cognitive processes by iterating and self-reapplying the cortical operations that generate representations of the outer world. Search for the neuronal substrate of awareness therefore converges with the search for the neuronal code through which brains represent their environment. The hypothesis is put forward that the mammalian brain uses two complementary representational strategies. One consists of the generation of (...) neurons responding selectively to particular constellations of features, and is based on selective recombination of inputs in hierarchically structured feed-forward architectures. The other relies on the dynamic association of large numbers of distributed neurons into functionally coherent cell assemblies which as a whole represent a content of cognition. Arguments and data are presented in favor of the second strategy as the one according to which meta-representations that support awareness are established. My hypothesis is that such distributed representations self-organize through transient synchronization of the oscillatory activity. Evidence showing that similar brain states are required both for the occurrence of these synchronization phenomena and for awareness is provided. (shrink)

Research on the neuronal correlates of consciousness faces the problem that the explanandum is ill defined. An attempt is made to constrain the problem by contrasting conscious with non‐conscious processing modes. Evidence is reviewed that favors the notion that conscious processing is associated with a dynamical state that permits binding of widely distributed computational results by establishing large scale temporal coherence. It is proposed that the coexistence of conscious and non‐conscious processing modes is a general feature of mammalian brains that (...) is amenable to neurobiological exploration. By contrast it is argued that the phase transition between neuronal processes and the qualia experienced from the first person perspective defies purely neuroscientific reductionism because qualia have the ontological status of social realities. Hence, they can only be accounted for by including in addition the social interactions of agents endowed with the cognitive functions of humans. (shrink)

Cognitive functions like perception, memory, language, or consciousness are based on highly parallel and distributed information processing by the brain. One of the major unresolved questions is how information can be integrated and how coherent representational states can be established in the distributed neuronal systems subserving these functions. It has been suggested that this so-called ''binding problem'' may be solved in the temporal domain. The hypothesis is that synchronization of neuronal discharges can serve for the integration of distributed neurons into (...) cell assemblies and that this process may underlie the selection of perceptually and behaviorally relevant information. As we intend to show here, this temporal binding hypothesis has implications for the search of the neural correlate of consciousness. We review experimental results, mainly obtained in the visual system, which support the notion of temporal binding. In particular, we discuss recent experiments on the neural mechanisms of binocular rivalry which suggest that appropriate synchronization among cortical neurons may be one of the necessary conditions for the buildup of perceptual states and awareness of sensory stimuli. Rights are not redundant elements of a plausible utilitarian theory and the right to life is an inseparable companion of the rights to nourishment and to medical care. The deeper reason for this thesis is the interdependence of values concerning vitality. In this perspective it is inconsistent to say that the (normal) newborn is unable to have a right to life, but has a right to be fed. The hidden premise of Singer’s rebuttal of involuntary euthanasia is a theory (...) of rights as vetoes against imposed benefits. Without openly subscribing to such a theory there is no answer to ‘logical slippery slope’ arguments and no protection against dangerous ‘quality of life’ considerations as a basis of decisions over life and death. This response to the articles in this issue of ‘Analyse & Kritik’ begins with some general remarks on the ‘Singer-Affair’ in which I suggest that while the rational discussion of the ethical issue of euthanasia poses no threat of a return to Nazism, there is a real danger in the creation of a climate in which people are ready to use force to suppress ideas with which they disagree. I then state and criticise two popular theses about t he (...) wrongness of killing: that there is a crucial moral distinction between an act and an omission, and that all human beings possess an intrinsic right to life that no nonhuman beings have. This serves as a background to the section that follows, in which I take up the detailed criticisms of my views made by Professors Lenzen, Birnbacher, J.C. Wolf and Hoerster. (shrink)

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00.
