The phrase echoes in memory, linking Dana Carvey from Saturday Night Live to the presidency of the first George Bush. Robert Hariman has been wrestling with prudence for over a decade, and he has now produced a powerful (...) volume that brings together not only his thoughts but also those of a number of other distinguished authors. The result is a book that will become a standard reference for those interested in prudence.The subtitle, Classical Virtue, Postmodern Practice, and the title of the first chapter, "Theory without Modernity," give some idea of the subtexts that drive the book. This is a book about prudence, and more. It is about virtue in classical, modern, and postmodern settings. It is about the dynamic complexity of practice—decision, judgment, and action in public and private life.Hariman gives us a definition: "Prudence is a mode of reasoning about contingent matters in order to select the best course of action" (5). That would be too easy. He also surrounds prudence with a penumbra of related words to broaden our understanding of the complex lattice of semantic meaning. Our legacy from the Greek and Roman lexicon includes words like phronesis and prudentia. Contemporary nouns involve cautiousness, circumspection, and care. Related adjectives are "careful, judicious, tactful, discerning, sensible, frugal, wise, sage, level-headed, balanced, moderate, politic, practical pragmatic, expedient" (vii). These synonyms, for Hariman, describe a narrow, modern form of prudence, part of the calculative tradition inherited from Aristotle, that ultimately leads to the saddle points of rational choice. They are, however, only a part of the story. Hariman aims to relieve their "stodginess" by recovering the performative tradition of prudence from Cicero. Prudence, from this perspective, is defined not just abstractly as a set of rules but more dynamically as a set of roles. Prudence includes character, and is performed by characters. Pericles in Athens is an iconic example of superb political leadership that blends the honor of the leader with the glory of the state. Prudence combines integrity of the self with respect for others. This is a broad, ambitious interpretation [End Page 176] of prudence. It recuperates not only a classical vision of prudence but also one of politics. It rearranges other virtues to revolve in a constellation around prudence. In this reconstituted form, prudence reemerges to shine as "a crucial element of political leadership," the central political virtue.The book is divided into three parts: "Conceptual Frameworks," "Rhetorical Structures," and "Provisional Networks." All three of the sections are identified in structural terms, which is interesting since Hariman's conception of prudence as a primary political virtue is very agent-centered. The structures, however, provide the settings in which the political observers and actors perform. The first section provides a sample of the rich literature that focuses on philosophical concepts of prudence in earlier times and places. It begins with a chapter by Robert W. Cape Jr. that discusses "Cicero and the Development of Political Practice in Rome." This chapter is critical to the book, since it lays a part of the foundation. It is the first substantive essay and it must also make the case for combining calculative and performative prudence. Cape gives us a fine exposition of prudentia in the Roman context. Interestingly, he suggests that "prudentia is a contraction of providentia, "'foresight.'" (37).The virtue of prudence was typically associated with age and experience. Imprudence, on the other hand, was associated with youth, recklessness, and impropriety (37). Prudence involved knowledge of practical matters, law, and custom as well as proper speech, including rhetoric, and behavior. Prepon mattered. Prudence for Cicero, however, was much more than simply knowing how things work: it was ultimately the extended performance of justice on the public stage. The next chapter, by Eugene Garver, entitled "After Virtù: Rhetoric, Prudence, and Moral Pluralism in Machiavelli," moves the story of prudence from the late classical to the early modern period. Eugenics can be defined as the use of science applied to the qualitative and quantitative improvement of the human genome. The subject was initiated by Francis Galton with considerable support from Charles Darwin in the latter half of the 19th century. Its scope has increased enormously since the recent revolution in molecular genetics. Genetic files can be easily obtained for individuals either antenatally or at birth; somatic gene therapy has been introduced for some rare inborn errors of metabolism; and (...) gene manipulation of human germ-line cells will no doubt occur in the near future to generate organs for transplantation. The past history of eugenics has been appalling, with gross abuses in the USA between 1931 and 1945 when compulsory sterilization was practised; and in Germany between 1933 and 1945 when mass extermination and compulsory sterilization were performed. To prevent such abuses in the future statutory bodies, such as a genetics commission, should be established to provide guidance and rules of conduct for use of the new information and technologies as applied to the human genome. A prevalent narrative locates the discovery of the statistical phenomenon of regression to the mean in the work of Francis Galton. It is claimed that after 1885, Galton came to explain the fact that offspring deviated less from the mean value of the population than their parents did as a population-level statistical phenomenon and not as the result of the processes of inheritance. Arguing against this claim, we show that Galton did not explain regression towards mediocrity statistically, and did (...) not give up on his ideas regarding an inheritance process that caused offspring to revert to the mean. While the common narrative focuses almost exclusively on Galton’s statistics, our arguments emphasize the anthropological and biological questions that Galton addressed. Galton used regression towards mediocrity to support the claim that some biological types were more stable than others and hence were resistant to evolutionary change. This view had implications concerning both natural selection and eugenics. The statistical explanation attributed to Galton appeared later, during the biometrician-mutationist debate in the early 1900s. It was in the context of this debate and specifically by the biometricians, that the development of the statistical explanation was originally attributed to Galton. (shrink)

Kevles, who places a stronger emphasis than Ludmerer on the degeneration of eugenics, says that by 1935 it "had become 'hopelessly perverted' into a pseudoscientific facade for 'advocates of race and class prejudice, defenders of vested interests of church and state, Fascists, Hitlerites, and reactionaries generally'" (I, Kevles 1985, p. 164).Phrases such as "survival of the fittest" and "struggle for existence" came into use at the end of the nineteenth century when eugenics societies were created throughout the world to popularize genetic science. The U.S. Immigration Restriction Act of 1924 favored immigration from northern Europe and greatly restricted the entry of persons from other areas referred to as "biologically inferior." Between 1907 and 1937, 32 [End Page 163] states required sterilization of various citizens viewed as undesirable: the mentally ill or handicapped; those convicted of sexual, drug, or alcohol crimes; and others viewed as "degenerate" (V, Larson 1991).In Germany, interest in eugenics flourished after the turn of the century when Dr. Alfred Ploetz founded the Archives of Race-Theory and Social Biology in 1904 and the German Society of Racial Hygiene in 1905. The German term Rassenhygiene or race hygiene encompassed more than the word "eugenics;" it included all attempts to improve hereditary qualities as well as measures directed at population increase (III, Weiss 1987). By the 1920s, various German textbooks incorporated ideas of heredity and racial hygiene, and German professors were participating in the international eugenics movement. The Kaiser Wilhelm Institute of Anthropology, Human Heredity, and Eugenics was founded in 1927; by 1933 a sterilization law, the Law for the Prevention of Congenitally Ill Progeny, which originally was entitled "Eugenics in the Service of Public Welfare," indicated compulsory sterilization "for the prevention of progeny with hereditary defects" in cases of "congenital mental defects, schizophrenia, manic-depressive psychosis, hereditary epilepsy... and severe alcoholism." (III, Müller-Hill 1988, p. 10).The co-mingling of science, politics, and Weltanschauung (ideological or religious world view) caused the darkest period for eugenics when Nazi Germans embarked on their "final solution" to the Jewish "problem", or the Holocaust. The Nazi racial-hygiene program began with involuntary sterilizations and ended with genocide. Beginning with the 1933 Law for the Prevention of Congenitally Ill Progeny, 350,000 schizophrenic and other mentally ill persons were involuntarily sterilized, and marriage or sexual contact between Jews and other Germans was banned. Several hundred black children and 30,000 German Gypsies were sterilized. By 1945, when the allies liberated those remaining in Nazi concentration camps, six million Jews, 750,000 Gypsies, and 70,000 German psychiatric patients had been killed by the Nazis (III, Müller-Hill 1992, p. 47). The relationship of eugenics to science is intricate and many-layered, starting with Sir Francis Galton’s original definition of eugenics as “the science of improving stock”. Eugenics was originally conceived of not only as a science by many of its proponents, but as a new, meliorative science emerging from findings of a range of nascent sciences, including anthropology and criminology in the late 19th-century, and genetics and psychiatry in the early 20th-century. Although during the years between the two World Wars (...) many central claims made by eugenicists were critiqued by scientists in these disciplines, in more recent years forms of eugenics (e.g., liberal eugenics”) have been defended as an inevitable outcome of biotechnologies and respect for autonomous choice. Understanding the shifting and varied roles that science has played in eugenics requires an appreciation of the ways in which science and values are intertwined. (shrink)

With the recent developments in the Human Genome Mapping Project and the new technologies that are developing from it there is a renewal of concern about eugenic applications. Francis Galton (b1822, d1911), who developed the subject of eugenics, suggested that the ancient Greeks had contributed very little to social theories of eugenics. In fact the Greeks had a profound interest in methods of supplying their city states with the finest possible progeny. This paper therefore reviews the works of Plato (...) (The Republic and Politics) and Aristotle (The Politics and The Athenian Constitution) which have a direct bearing on eugenic techniques and relates them to methods used in the present century. The paper attempts to philosophically assess the recent U.S. presidential race and to look at some aspects of the underlying beliefs of Barack Obama that aided him in his campaign. The philosophical framework used in order to interpret the political events are mainly from the Critical Theory of Theodor W. Adorno and the neo-Marxist approach of Michael Hardt and Antonio Negri. Further observations will concentrate on the logic and attraction of the electoral process and the dialectical logic of Sarah Palin’s (...) statements. The first part will discuss the form of U.S. electoral politics, especially the perpetual campaign, whereas the second part will put the policies of the next U.S. president into a philosophical context. Francis Bacon, lawyer, statesman, and philosopher, remains one of the most effectual thinkers in European intellectual history. We can trace his influence from Kant in the 1700s to Darwin a century later. Psychiatry is rapidly adopting digital phenotyping and artificial intelligence/machine learning tools to study mental illness based on tracking participants’ locations, online activity, phone and text message usage, heart rate, sleep, physical activity, and more. Existing ethical frameworks for return of individual research results (IRRs) are inadequate to guide researchers for when, if, and how to return this unprecedented number of potentially sensitive results about each participant’s real-world behavior. To address this gap, we convened an interdisciplinary expert working group, supported by (...) a National Institute of Mental Health grant. Building on established guidelines and the emerging norm of returning results in participant-centered research, we present a novel framework specific to the ethical, legal, and social implications of returning IRRs in digital phenotyping research. Our framework offers researchers, clinicians, and Institutional Review Boards (IRBs) urgently needed guidance, and the principles developed here in the context of psychiatry will be readily adaptable to other therapeutic areas.
