The coronavirus disease-2019 (COVID-19) has caused shortages of life-sustaining medical resources, and future waves of the virus may cause further scarcity. The Yale New Haven Health System developed a triage protocol to allocate scarce medical resources during the COVID-19 pandemic, with the primary goal of saving the most lives possible, and a secondary goal of making triage assessments and decisions consistent, transparent, and fair. We outline the process of developing the protocol, summarize the protocol, and discuss the major ethical challenges (...) encountered, along with our answers to the challenges. These challenges include (1) the role of age and chronic comorbidities; (2) evaluating children and pregnant patients; (3) racial, ethnic, and socioeconomic disparities in health; (4) prioritization of healthcare workers; and (5) balancing clinical judgment versus protocolized assessments.We conclude with a review of the limitations of our protocol and the lessons learned. We hope that a robust public discussion of such protocols and the ethical challenges they raise will result in the fairest possible processes, less need for triage, and more lives saved during future waves of the pandemic and similar public health emergencies. C. A. J. Coady offers to clear up confusion about what terrorism is. His "tactical definition" focuses on terrorist acts as violent attacks upon non-combatants. He discusses what it means to be a non-combatant, considers various philosophical attempts to defend terrorism, and examines the idea of a connection between religion and terrorism.

This paper begins with a discussion of different definitions of “terrorism” and endorses one version of a tactical definition, so-called because it treats terrorism as involving the use of a quite specific tactic in the pursuit of political ends, namely, violent attacks upon the innocent. This contrasts with a political status definition in which “terrorism” is defined as any form of sub-state political violence against the state. Some consequences of the tactical definition are explored, notably the fact that it allows (...) for the possibility of state terrorism against individuals, sub-state groups and other states. But a major problem for the tactical definition is the account to be given of “the innocent.” In line with justwar thinking, the idea of “the innocent” is unpacked in terms of the concept of non-combatants and this in turn is treated as the category of those who are not prosecuting the harm that allows for a legitimate violent response. Problems with this approach are explored, with particular reference to criticisms made by Gregory Kavka. The recent drive to expand the class of those who may be legitimately attacked is subjected to scrutiny. Particular attention is paid to the role of “collective responsibility” and “deserving your government” in these arguments. (shrink)

Originally published in 1981, this book provides a detailed account of the emergence of the children's rights movement, and analyses the concept of a right. It considers the justifications which may be sought when rights are claimed. Particular attention is given to the problem which arises when different rights are seen to be in conflict with each other or with other kinds of moral consideration. The Dirac field and its quanta are obtained from the imposition of an infinite member of Dirac 2 nd class constraints on a system of complex scalar fields having an indefinite internal metric. The spin-1/2 character of the constrained system follows from constraint-induced coupling of the scalar system's independent internal and space-time symmetries, from constraint restrictions on allowed symmetries. The resulting spinor field quanta are seen to exist as a class of “elementary excitations” belonging to a dynamical algebra existing naturally (...) within the system of complex scalar fields. This book seeks to examine the mutual interplay between existentialism and Christian belief as seen through the work of three existentialist thinkers who were also committed Christians - a Spaniard, a Russian, and a Frenchman. They are compared with each other and with leading non-religious existentialists. The major themes studied include reason, freedom, the self, belief, hope, love, suffering, and immortality.

Janet Radcliffe Richards is as always to the point and radical. We agree with her that “if it is presumptively bad to prevent sales altogether because lives will be lost . . . it is for the same reason presumptively bad to restrict the selling of organs”. Her complaint against our paper is that we are unnecessarily restrictive. John Harris indeed has argued that there are no sound ethical or philosophical reasons for objecting on principle to the sale of live (...) tissue and organs.1 If a scheme can be devised …. (shrink)
