High-spin states have been studied in Pr-135(59), populated through the Cd-116(Na-23,4n) reaction at 115 MeV, using the Gammasphere gamma-ray spectrometer. The negative-parity yrast band has been significantly extended to spin similar to 45 (h) over bar and excitation energy 21.5 MeV, showing evidence for several rotational alignments. The positive-parity yrast band of Ce-135(58), populated through the p4n channel of this reaction, was also populated to spin similar to 38 (h) over bar and excitation energy 18 MeV. Cranking calculations indicate that (...) these nuclei are soft with respect to the triaxiality parameter gamma and that several competing nuclear shapes occur at high spin. (shrink)

Medium- and high-spin states of Pr-134 were populated using the Cd-116(Na-23, 5n) reaction and studied with the GAMMASPHERE spectrometer. Several new bands have been found in this nucleus, one of them being linked to the previously observed chiral-candidate twin-band structure. The ground state of Pr-134 could be determined through establishing a level structure that connects the two previously known long-lived isomeric states. Unambiguous spin-parity assignments for the excited states could be performed based on the known 2(-) spin-parity of the ground (...) state combined with the present experimental data. Intrinsic single-particle configurations have been assigned to the newly observed bands on the basis of the measured B(M1)/B(E2) ratios, alignments, band-crossing frequencies, bandhead spins, the observed single-particle configurations in the neighboring nuclei, and taking into account the predictions of total Routhian surface and tilted-axis cranking calculations. A B S T R A C T Detailed examination of audio recordings of business-to-business `field-sales' encounters are used to report one way in which salespeople elicit verbal expressions of affiliation from their prospective customers — by reciprocating second assessments which affiliate with, trade off and build on prospects' own assessments. This article outlines the prototypical features of these junctures of assessment-affiliation and describes how salespeople can mobilize such assessments to build extended sequences of `rapport' that take the form of (...) adjacent and mutual expressions of substantive verbal affiliation. Consideration is also given to explicating both the interactional basis of these sequences as well as the socially obligating influence such affiliation and rapport can have on sales outcomes. Dual-process theories of conditional reasoning predict that relationships among four basic logical forms, and to intellectual ability and thinking predictions, are most evident when conflict arises between experiential and analytic processing (e.g., Stanovich & West, 2000). To test these predictions, 210 undergraduates were presented with conditionals for which the consequents were either weakly or strongly associated with alternative antecedents (i.e., WA and SA problems, respectively). Consistent with predictions, modus ponens inferences were not related to inferences on the uncertain forms (affirmation (...) of the consequent, denial of the antecedent). On WA problems, modus tollens, affirmation of the consequent, and denial of the antecedent were related to each other and to verbal ability. Modus ponens was linked to verbal ability only when disabling conditions were activated. In accord with the predictions of Stanovich and West (2000), on most problems, thinking dispositions predicted variance in inferences independently from verbal ability. We argue that a largely automatic experiential processing system governs performance on modus ponens, unless disablers are activated. Consciously controlled analytic processing predominates on the uncertain forms and, under some conditions, on modus tollens. (shrink)

During the set-up phase of an international study of genetic influences on outcomes from sepsis, we aimed to characterise potential differences in ethics approval processes and outcomes in participating European countries. Between 2005 and 2007 of the FP6-funded international Genetics Of Sepsis and Septic Shock project, we asked national coordinators to complete a structured survey of research ethic committee approval structures and processes in their countries, and linked these data to outcomes. Survey findings were reconfirmed or modified in 2017. Eighteen (...) countries participated in the study, recruiting 2257 patients from 160 ICUs. National practices differed widely in terms of composition of RECs, procedures and duration of the ethics approval process. Eight countries used a single centralised process for approval, seven required approval by an ethics committee in each participating hospital, and three required both. Outcomes of the application process differed widely between countries because of differences in national legislation, and differed within countries because of interpretation of the ethics of conducting research in patients lacking capacity. The RECs in four countries had no lay representation. The median time from submission to final decision was 1.5 months; in nine approval was received within 1 month; six took over 6 months, and in one 24 months; had all countries been able to match the most efficient approvals processes, an additional 74 months of country or institution-level recruitment would have been available. In three countries, rejection of the application by some local RECs resulted in loss of centres; and one country rejected the application outright. The potential benefits of the single application portal offered by the European Clinical Trials Regulation will not be realised without harmonisation of research ethics committee practices as well as national legislation. This is the first complete collection of the correspondence of Hobbes and as such fills an important gap in the published writing of the man who is probably the most important political philosopher of the modern age. Noel Malcolm has done an admirable job of assembling and annotating the correspondence. The work contains complete critical apparatus including a detailed index, an extensive bibliography, and a biographical register providing a short description of each of Hobbes's correspondents. Each entry is printed in (...) the original language as well as in English translation. While this pushes the edition over into two volumes, it is certainly well justified in making the work useful for professional philosophers as well as accessible to students. The letters are transcribed as precisely as possible, including margin notes and interliniations. The editor also shows good judgement in excluding certain treatises which appear in epistolary form but which have previously appeared in print. (shrink)

Objectives: To analyse legislation and medical professional positions concerning the doctor’s role in assisted dying in western Europe, and to discuss their implications for doctors.Method: This paper is based on country-specific reports by experts from European countries where assisted dying is legalised , or openly practiced , or where it is illegal .Results: Laws on assisted dying in The Netherlands and Belgium are restricted to doctors. In principle, assisted suicide is not illegal in either Germany or Switzerland, but a doctor’s (...) participation in Germany would violate the code of professional medical conduct and might contravene of a doctor’s legal duty to save life. The Assisted Dying for the Terminally Ill Bill proposed in the UK in 2005 focused on doctors, whereas the Proposal on Assisted Dying of the Norwegian Penal Code Commission minority in 2002 did not.Professional medical organisations in all these countries except The Netherlands maintain the position that medical assistance in dying conflicts with the basic role of doctors. However, in Belgium and Switzerland, and for a time in the UK, these organisations dropped their opposition to new legislation. Today, they regard the issue as primarily a matter for society and politics. This “neutral” stance differs from the official position of the Royal Dutch Medical Association which has played a key role in developing the Dutch practice of euthanasia as a “medical end-of-life decision” since the 1970s.Conclusion: A society moving towards an open approach to assisted dying should carefully identify tasks to assign exclusively to medical doctors, and distinguish those possibly better performed by other professions. By the 1950s, eugenics had lost its scientific status; it now belonged to the context rather than to the content of science. Interest in the subject was also at low ebb. But that situation would soon change dramatically. Indeed, in an essay-review published in 1993, Philip Pauly commented that a “eugenics industry” had come to rival the “Darwin industry” in importance, although the former seemed less integrated than the latter. Since then, the pace of publication on eugenics, including American eugenics, (...) has only accelerated, while the field has become even more fractured, moving in multiple and even contradictory directions. This essay explores the trajectory of work on the history of American eugenics since interest in the subject revived in the 1960s, noting trends and also fractures. The latter are seen to result partly from the fact that professional historians no longer own the subject, which has attracted the interest of scholars in several other disciplines as well as scientists, political activists, and journalists, and also from the fact that the history of eugenics has almost always been policy-oriented. Historians’ desire to be policy-relevant and at the same time attentive to context, complexity, and contingency has generated tensions at several levels: within individuals, among historians, and between professional historians and others who also engage with the history of eugenics. That these tensions are resolved differently by different authors and even by the same authors at different times helps explain why the fragmentation that Pauly noted is not likely to be overcome anytime soon. The ArgumentWhat are the aims of genetic services? Do any of these aims deserve to be labeled “eugenics”? Answers to these strenuously debated questions depend not just on the facts about genetic testing and screening but also on what is understood by “eugenics,” a term with multiple and contested meanings. This paper explores the impact of efforts to label genetic services “eugenics” and argues that attempts to protect against the charge have seriously distorted discussion about their purpose. Following Ruth Chadwick, (...) I argue that the existence of genetic services presupposes that genetic disease is undesirable and that means should be offered to reduce it. I further argue that the economic cost of such disease is one reason why governments and health care providers deem such services worthwhile. The important question is not whether such cost considerations constitute “eugenics,” but whether they foster practices that are undesirable and, if so, what to do about them. The wielding of the term “eugenics” as a weapon in a war over the expansion of genetic services, conjoined with efforts to dissociate such services from the abortion controversy, has produced a rhetoric about the aims of these services that is increasingly divorced from reality. Candor about these aims is a sine qua non of any useful debate over the legitimacy of the methods used to advance them. (shrink)

In recent years, as newborn screening has expanded to include conditions for which treatment is questionable, new rationales for screening have proliferated. One such rationale is the potential reproductive benefit to parents from the detection of a genetic condition or carrier status in infants. An unanticipated consequence of invoking knowledge of reproductive risk as a major benefit of screening has been to open newborn screening to the charge that it constitutes state‐sanctioned eugenics. Thus, an endeavor that had been viewed as (...) the converse of state programs of selective breeding has come to be seen in some quarters as yet another of its incarnations. The result has been serious and self‐inflected harm to the reputation of newborn screening programs. (shrink)

Newborn screening for the genetic disease phenylketonuria (PKU) is generally considered the greatest success story of applied human genetics. Even those generally skeptical of the value of genetic testing often comment enthusiastically on this program. In fact, PKU screening has been plagued with serious problems since its inception in the early 1960s. This essay describes some of these difficulties and asks what lessons they hold for other screening programs. It also argues that realism in our assessment of such programs requires (...) that we pay greater attention to the concrete experience of families. Recent data show that catastrophic events during one cell cycle can cause massive genome damage producing viable clones with unstable genomes. This is in contrast with the traditional view that tumorigenesis requires a long‐term process in which mutations gradually accumulate over decades. These sudden events are likely to result in a large increase in genomic diversity within a relatively short time, providing the opportunity for selective advantages to be gained by a subset of cells within a population. This genetic diversity (...) amplification, arising from a single aberrant cell cycle, may drive a population conversion from benign to malignant. However, there is likely a period of relative genome stability during the clonal expansion of tumors – this may provide an opportunity for therapeutic intervention, especially if mechanisms that limit tolerance of aneuploidy are exploited. In this paper, we show that the question of the relative importance of innate characteristics and institutional arrangements in explaining human difference was vehemently contested in Britain during the first half of the nineteenth century. Thus Sir Francis Galton’s work of the 1860s should be seen as an intervention in a pre-existing controversy. The central figure in these earlier debates—as well as many later ones—was the philosopher and economist John Stuart Mill. In Mill’s view, human nature was fundamentally shaped by (...) history and culture, factors that accounted for most mental and behavioral differences between men and women and among people of different classes, nationalities, and races. Indeed, Mill’s whole program of social reform depended on the assumption that human differences were not fixed by nature. To identify the leading figures in these disputes about difference and the concrete context in which they occurred, we explore three debates in which Mill played a key role: over the capacities and rights of women, the viability of peasant proprietorship in India and Ireland, and the status of black labor in Jamaica. The last two draw our attention to the important colonial context of the nature–nurture debate. We also show that ideas that for us seem of a piece were not always linked for these earlier thinkers, nor did views on innateness necessarily have the political correlates that we now take for granted. The human fovea is known for its distinctive pit‐like appearance, which results from the displacement of retinal layers superficial to the photoreceptors cells. The photoreceptors are found at high density within the foveal region but not the surrounding retina. Efforts to elucidate the mechanisms responsible for these unique features have ruled out cell death as an explanation for pit formation and changes in cell proliferation as the cause of increased photoreceptor density. These findings have led to speculation that mechanical forces (...) acting within and on the retina during development underly the formation of foveal architecture. Here we review eye morphogenesis and retinal remodeling in human embryonic development. Our meta‐analysis of the literature suggests that fovea formation is a protracted process involving dynamic changes in ocular shape that start early and continue throughout most of human embryonic development. From these observations, we propose a new model for fovea development. (shrink)

The bitterness and protracted character of the biometrician–Mendelian debate has long aroused the interest of historians of biology. In this paper, we focus on another and much less discussed facet of the controversy: competing interpretations of the inheritance of mental defect. Today, the views of the early Mendelians, such as Charles B. Davenport and Henry H. Goddard, are universally seen to be mistaken. Some historians assume that the Mendelians' errors were exposed by advances in the science of genetics. Others believe (...) that their mistakes could have been identified by contemporaries. Neither interpretation takes account of the fact that the lapses for which the Mendelian eugenicists are now notorious were, in fact, mostly identified at the time by the biometricians David Heron and Karl Pearson. In this paper we ask why their objections had so little impact. We think the answer illustrates an important general point about the social prerequisites for effective scientific critique. (shrink)

In the context of Badiou's philosophical mobilization from Platonism of the multiple towards the question of the Idea, in this article I will analyze the equivalence that Badiou proposes between an ‘awakening of History’ and the reactivation of the Idea of communism, through his historical diagnosis of the present as a time of revolts in the midst of a regressive capitalism towards nineteenth-century forms. However, the affirmation of such ‘awakening’ is problematic, since Badiou indicates that ‘History does not exist’ as (...) a transversal dictum in his work. Is there an internal contradiction in the author's philosophy? In this regard, I will show the correlation of the thesis of non-existence of History with the affirmation of post-eventual eternal truths. My hypothesis will be that the thesis of the non-existence of History can be elucidated in communication with the logical theory of the appearance of the object in a world: the law of history would not be the discontinuity of appearing but the continuity of a narrative determined by its processual character. That would support their link with political organization as 'discipline of the event': determine how to be faithful to the change of world in the world itself under the sign of the Idea. (shrink)

Este artículo aborda la reciente actualización de la propuesta filosófica general de Badiou a partir del planteamiento específico de una “estrategia especulativa” en el reciente libro La inmanencia de las verdades. Sostengo la hipótesis de que la idea de una “estrategia especulativa” es un tercer estadio en el proyecto de Badiou denominado “filosofía del acontecimiento”, que cumple y radicaliza los anteriores estadios de “platonismo de lo múltiple” y “comunismo de la Idea”, cuya continuidad descansa en la unidad interna de su (...) proyecto a partir de la ligazón entre su apuesta ontológica y meta-ontológica como filosofía necesariamente sistemática. En primer lugar, mostraré los elementos generales de la filosofía de Badiou explicitando sus etapas y la emergencia de lo que denominaré “filosofía del acontecimiento y del ser múltiple”. En segundo lugar, profundizaré específicamente a partir de la convergencia de la tesis ontológica y meta-ontológica, para caracterizar la apuesta del autor como proyecto sistemático desligado de la ontoteología mediante el recurso especulativo a la matemática para pensar la infinitud. A partir de esto, finalmente, sostendré que la “estrategia” de la obra reciente del autor implica, en términos generales, una especificación del rol de la matemática dentro de su ontología especulativa. This article situates the analysis of fair-trade consumption in the context of debates about civic activism and political participation. It argues that fair-trade consumption should be understood as a political phenomenon, which, through the mediating action of organizations and campaigns, makes claims on states, corporations, and institutions. This argument is made by way of a case study of Traidcraft, a key player in the fair-trade movement in the United Kingdom. The study focuses on how Traidcraft approaches and enrolls its supporters.

The advent of digital cameras has provided photographers, with varying levels of expertise, the opportunity to accumulate large repositories of digital images. However, this expansion has also brought the attendant difficulty of image retrieval. This paper reviews the considerable work already carried out on image retrieval and identifies critical constraints in attempting to handle the underlying semantics of photographic images. The authors address the issue of how an amateur photographer, storing several thousand images a year, can effectively and efficiently manage (...) a personal collection. A number of surprisingly simple techniques are proposed utilising a sparse lexical ontology alongside iconic visual clues to identify key representative events in the collection. The photographer’s associated knowledge and experience, often shared by others who are attuned to the context of the collection, are critical to the effective management of the images. The authors recommend the use of existing browsers and a simple keyword table to facilitate concise and effective image storage and retrieval. Photographers can further enrich the representation of their collection by clustering images in accordance with their perceived relevance and aesthetic qualities. The authors argue that these properties can also be exploited to enhance retrieval. (shrink)

The challenge of pursuing sustainability in agriculture is often viewed as mainly or wholly technical in nature, requiring the reform of farming methods and the development and adoption of alternative technologies. Likewise, the purpose of sustainability is frequently cast in utilitarian terms, as a means of protecting a valuable resource (i.e., soil) and of satisfying market demands for healthy, tasty food. Paul B. Thompson has argued that the embrace of these views by many in the consumer/environmental movement enables easy (...) co-optation by agribusiness. It also reflects a critical weakness in this movement: a lack of commitment to philosophical principles that depart from the utilitarian premises of the industrial model of agriculture. This paper draws on the writings of Thomas Berry and Liberty Hyde Bailey to identify the philosophical principles of what we call planetary agrarianism. From the perspective of planetary agrarianism, the pursuit of sustainability is a broad and challenging moral, educational, and political task. Berry helps us see that it is fundamentally a project of worldview transition, which requires a new cultural narrative that must rival, in form and appeal, the mythic power of the utilitarian industrial vision. Liberty Hyde Bailey, author of The Holy Earth (1915) and a leader in the land-grant education and nature-study movements, took up the project of worldview transition in his life work. While in some ways dated and flawed, Bailey’s writings are a valuable source of guidance for developing and pursuing a viable philosophy of agriculture for the 21st century. (shrink)

In this paper we discuss the epistemological positions of evolution theories. A sharp distinction is made between the theory that species evolved from common ancestors along specified lines of descent (here called the theory of common descent), and the theories intended as causal explanations of evolution (e.g. Lamarck's and Darwin's theory). The theory of common descent permits a large number of predictions of new results that would be improbable without evolution. For instance, (a) phylogenetic trees have been validated now; (b) (...) the observed order in fossils of new species discovered since Darwin's time could be predicted from the theory of common descent; (c) owing to the theory of common descent, the degrees of similarity and difference in newly discovered properties of more or less related species could be predicted. Such observations can be regarded as attempts to falsify the theory of common descent. We conclude that the theory of common descent is an easily-falsifiable & often-tested & still-not-falsified theory, which is the strongest predicate a theory in an empirical science can obtain. Theories intended as causal explanations of evolution can be falsified essentially, and Lamarck's theory has been falsified actually. Several elements of Darwin's theory have been modified or falsified: new versions of a theory of evolution by natural selection are now the leading scientific theories on evolution. We have argued that the theory of common descent and Darwinism are ordinary, falsifiable scientific theories. (shrink)
