We introduce a new version of the perceptual retouch model. This model was used for explaining properties of temporal interaction of successive objects in reaching conscious representation. The new model incorporates two interactive binding operations – binding features for objects and binding the bound feature-objects with a large scale oscillatory system that corresponds to perceptual consciousness. Here, the typical result of masking experiments – second object advantage in conscious perception – is achieved by applying the effects of a common synchronizing (...) oscillator with a delay. This delayed modulation of each of the feature-binding first-order oscillators that represent emerging and decaying neural activities of each of the objects guarantees that the oscillating synchrony of the feature-neurons of the following object is higher than the synchrony of the feature-neurons of the first presented object. Thus we model the fact that the following object dominates the preceding object in conscious perception. We also show the capacity of the model to simulate illusory misbinding of features from different objects. The third qualitative effect, the relative release of the first object from backward masking is achieved by priming the non-specific oscillatory modulation ahead in time. (shrink)

This article discusses the role of individual rights in the production of active citizenship. In recent years, the notion of ‘active citizenship’ has become an object of research in both political and social science. Studies that draw on the Foucaultian governmentality tradition have been particularly interested in various societal discourses and practices through which active citizenship is being produced. However, the role of law and rights has been neglected or even rejected in these studies. The aim of this article is (...) thus to show that certain procedural rights, the right to participate in particular, constitute an important legal technology in the production of active citizenship. The analysis is based on the recent developments in Finnish social and health care law. It will also be argued that despite the apparently convergent subject-matter, Jürgen Habermas’s normative theory of the ‘procedural paradigm of law’ does not offer a meaningful framework in which to address the relationship between active citizenship and procedural rights since it is based on an overly narrow conception of subjectivity. The aim of this article is to analyse Kant's views on the ruler's right of pardon. This particular theme in the Rechtslehre has remained on the margins of Kant research. The few existing commentaries have taken as their starting-point to interpret Kant's conception of the ruler's right of pardon chiefly against the background of his legal philosophy and its criminal law theory in particular. However, it is argued in this article that Kant's conception of the right of pardon cannot be (...) fully grasped without knowledge of the intellectual history of pardoning and the contemporary Prussian law code, Allgemeines Landrecht für die Preussischen Staaten, of 1794. It is claimed that in Kant's mind the right of pardon came close to the ruler's personal forgiveness. (shrink)

Toomas Karmo claims that his taxonomy of ethical sentences has the result that there does not exist a sound argument with all non-ethical premises and an ethical conclusion. In a recent paper, Mark T. Nelson argues against this claim. Nelson presents a sound argument that he takes to be such that (i) Karmo’s taxonomy classifies that argument’s single premise as non-ethical and (ii) Karmo’s taxonomy classifies that argument’s conclusion as ethical. I attempt to show that Nelson (...) is mistaken about (ii). For any possible world at which the premise of Nelson’s argument is true, Karmo’s taxonomy classifies the conclusion of Nelson’s argument as non-ethical. (shrink)

Are there good arguments from Is to Ought? Toomas Karmo has claimed that there are trivially valid arguments from Is to Ought, but no sound ones. I call into question some key elements of Karmo’s argument for the “logical autonomy of ethics”, and show that attempts to use it as part of an overall case for moral skepticism would be self-defeating.

In recent years, mtDNA and Y chromosome studies involving human populations from South Asia and the rest of the world have revealed new insights about the peopling of the world by anatomically modern humans during the late Pleistocene, some 40,000–60,000 years ago, over the southern coastal route from Africa. Molecular studies and archaeological record are both largely consistent with autochthonous differentiation of the genetic structure of the caste and tribal populations in South Asia. Since the time of Hume, many philosophers have thought it impossible to deduce an ‘Ought’ from an ‘Is,’ or in general to deduce ‘ethical sentences’ from purely ‘factual sentences.’ This is the thesis of the logical autonomy of ethics. I consider a more recent argument by Toomas Karmo in support of the autonomism, but show its limitations in the context of justification skepticism about ethics.

In a dense and fascinating article of some ten years ago, Toomas Karmo adds his voice to the chorus of philosophers who deny the possibility of soundly deriving ‘ought’ from ‘is.’ According to Karmo, no derivation containing an ethical conclusion and only non-ethical premises can possibly be sound, where ‘sound’ describes a deductively valid derivation all of whose premises are true. He also suggests that the only valid derivations of ‘ought’ from ‘is’ will be trivial ones. His (...) argument has, to my knowledge, gone unrebutted; on the contrary, it has won recent endorsements, some philosophers evidently believing that he has finally put to rest the issue of the logical autonomy of ethics. Against that trend, I intend to rebut his argument, both by falsifying the taxonomy on which his argument relies and by offering a nontrivial and potentially sound ‘is’-‘ought’ derivation of my own. In the current issue of this journal, Scott Hill critiques some of my work on the “is”-“ought” controversy, the Hume-inspired debate over whether an ethical conclusion can be soundly, or even validly, derived from only non-ethical premises. I’ve argued that it can be; Hill is unconvinced. I reply to Hill’s critique, focusing on four key questions to which he and I give different answers.

Hume seems to claim that there does not exist a valid argument that has all non-ethical sentences as premises and an ethical sentence as its conclusion. Starting with Prior, a number of counterexamples to this claim have been proposed. Unfortunately, all of these proposals are controversial. Even the most plausible have a premise that seems like it might be an ethical sentence or a conclusion that seems like it might be non-ethical. Since it is difficult to tell whether any of (...) these counterexamples are genuine, we need a taxonomy that sorts out ethical sentences from non-ethical ones. We need to know the difference between an ‘Is’ and an ‘Ought’. In the first part of the paper, I establish the need for a taxonomy. I consider some of the most influential ‘Is’–‘Ought’ derivations. These include proposals by Prior and Searle. I argue that each proposal has a premise whose status as ethical or non-ethical is difficult to determine. In the second part of the paper, I consider taxonomies proposed by Karmo and Maitzen. I argue against both taxonomies. I end with the claim that we need a taxonomy of ethical sentences and that none of the current proposals are adequate. (shrink)

Russian-Estonian Relations After 2007: Current Status and Development Prospects The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post-Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia in Estonian politics. April 2007 created a new reality for relations between the countries. The decision to move the statues of Second (...) World War Soviet soldiers from main squares to cemeteries provoked negative reactions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Russia, was blocked. The Estonian authorities know there is no point in maintaining conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia's relationship with its biggest neighbour, Russia, can only get better. Russia plays an incredibly important role in the Estonian economy and tourist industry, according to Andrus Ansip, the Prime Minister of Estonia. (shrink)
