This article investigates the prospects of deliberative democracy through the analysis of small-scale deliberative events, or mini-publics, using empirical methods to understand the process of preference transformation. Evidence from two case studies suggests that deliberation corrects preexisting distortions of public will caused by either active manipulation or passive overemphasis on symbolically potent issues. Deliberation corrected these distortions by reconnecting participants’ expressed preferences to their underlying “will” as well as shaping a shared understanding of the issue.The article concludes by using these (...) insights to suggest ways that mini-public deliberation might be articulated to the broader public sphere so that the benefits might be scaled up. That mini-public deliberation does not so much change individual subjectivity as reconnect it to the expression of will suggests that scaling up the transformative effects should be possible so long as this involves communicating in the form of reasons rather than preferred outcome alone. IN the last decade deliberative democracy has developed rapidly from a “theoretical statement” into a “working theory.”1 Scholars and practitioners have launched numerous initiatives designed to put deliberative democracy into practice, ranging from deliberative polling to citizen summits.2 Some even advocate deliberation as a new “revolutionary now.”3 Deliberative democracy has also experienced the beginning of an empirical turn, making significant gains as an empirical (or positive) political science. This includes a small, but growing body of literature tackling the connection between (...) the normative standards of deliberation, how well they are met, and the empirical consequences of meeting them.4 This trend has, for instance, included the use of methods and frameworks borrowed from other fields, such as political and social psychology. I intend to argue that good friendship sometimes requires epistemic irresponsibility. To put it another way, it is not always possible to be both a good friend and a diligent believer.

The return to religion has perhaps become the dominant cliche of contemporary theory, which rarely offers anything more than an exaggerated echo of a political reality dominated by religious war. Somehow, the secular age seems to have been replaced by a new era, where political action flows directly from metaphysical conflict. The Faith of the Faithless asks how we might respond. Following Critchley's Infinitely Demanding, this new book builds on its philosophical and political framework, also venturing into the questions of (...) faith, love, religion and violence. It is shown that the Hilbert-Bernays-Quine principle of identity of indiscernibles applies uniformly to all the contentious cases of symmetries in physics, including permutation symmetry in classical and quantum mechanics. It follows that there is no special problem with the notion of objecthood in physics. Leibniz's principle of sufficient reason is considered as well; this too applies uniformly. But given the new principle of identity, it no longer implies that space, or atoms, are unreal.

In considering the debate about the meaning of ‘disease’, the positions are generally presented as falling into two categories: naturalist, e.g., Boorse, and normativist, e.g., Engelhardt and many others. This division is too coarse, and obscures much of what is going on in this debate. I therefore propose that accounts of the meaning of ‘disease’ be assessed according to Hare’s (1997) taxonomy of evaluative terms. Such an analysis will allow us to better understand both individual positions and their inter-relationships. Most (...) importantly, it will show that it is unlikely that there is a single unique disease-concept at issue. Rather, different authors are, for the most part, considering different concepts. But this picture of a ‘block universe’, composed of a timeless web of ‘world-lines’ in a four-dimensional space, however strongly suggested by the theory of relativity, is a piece of gratuitous metaphysics. Since the concept of change, of something happening, is an inseparable component of the common-sense concept of time and a necessary component of the scientist's view of reality, it is quite out of the question that theoretical physics should require us to hold the Eleatic view that nothing happens (...) in ‘the objective world’. Here, as so often in the philosophy of science, a useful limitation in the form of representation is mistaken for a deficiency of the universe. (shrink)

This paper considers John Doris, Stephen Stich, Alexandra Plakias, and colleagues’ recent attempts to utilize empirical studies of cross-cultural variation in moral judgment to support a version of the argument from disagreement against moral realism. Crucially, Doris et al. claim that the moral disagreements highlighted by these studies are not susceptible to the standard ‘diffusing’ explanations realists have developed in response to earlier versions of the argument. I argue that plausible hypotheses about the cognitive processes underlying ordinary moral judgment and (...) the acquisition of moral norms, when combined with a popular philosophical account of moral inquiry—the method of reflective equilibrium—undercut the anti-realist force of the moral disagreements that Doris et al. describe. I also show that Stich's recent attempt to provide further theoretical support for Doris et al.'s case is unsuccessful. (shrink)

This volume collects some influential essays in which Simon Blackburn, one of our leading philosophers, explores one of the most profound and fertile of philosophical problems: the way in which our judgments relate to the world. This debate has centered on realism, or the view that what we say is validated by the way things stand in the world, and a variety of oppositions to it. Prominent among the latter are expressive and projective theories, but also a relaxed pluralism (...) that discourages the view that there are substantial issues at stake. The figure of the "quasi-realist" dramatizes the difficulty of conducting these debates. Typically philosophers thinking of themselves as realists will believe that they alone can give a proper or literal account of some of our attachments--to truth, to facts, to the independent world, to knowledge and certainty. The quasi-realist challenge, developed by Blackburn in this volume, is that we can have those attachments without any metaphysic that deserves to be called realism, so that the metaphysical picture that goes with our practices is quite idle. If science fiction is a genre, then attempts to think about the nature of science fiction will be affected by one’s understanding of what genres are. I shall examine two approaches to genre, one dominant but inadequate, the other better, but only occasionally making itself seen. I shall then discuss several important, interrelated issues, focusing particularly on science fiction : what it is for a work to belong to a genre, the semantics of genre names, the validity of attempts to (...) define genres, and the connections between genre and normativity. One important but neglected clue to the nature of genres lies in the kinds of disagreements they generate over the assignment of works to genres. I conclude by explaining why these disagreements tell us something about the nature of genres, and discussing in some detail two famous cases of disagreement about whether some work or works are science fiction. Ethical discussions about Artificial Intelligence (AI) often overlook its potentially large impact on nonhuman animals. In a recent commentary on our paper about AI’s possible harms, Leonie Bossert argues for a focus not just on the possible negative impacts but also the possible beneficial outcomes of AI for animals. We welcome this call to increase awareness of AI that helps animals: developing and using AI to improve animal wellbeing and promote positive dimensions in animal lives should be a vital ethical (...) goal. Nonetheless, we argue that there is some value in focusing on technology-based harms in the context of AI ethics and policy discourses. A harms framework for AI can inform some of our strongest duties to animals and inform regulation and risk assessment impacts designed to prevent serious harms to humans, the environment, and animals. Many agents have failed to comply with their responsibilities to take the action needed to avoid dangerous anthropogenic climate change. This pervasive noncompliance raises two questions of nonideal political theory. First, it raises the question of what agents should do when others do not discharge their climate responsibilities. (the Responsibility Question) In this paper I put forward four principles that we need to employ to answer the Responsibility Question (Sections II-V). I then illustrate my account, by outlining four kinds of (...) action that should be undertaken (Section VI). Pervasive noncompliance also raises a second question: Given the lack of progress in combating climate change, should existing governance structures be maintained or changed (and if they should be changed, in what ways)? (the Governance Question). The paper briefly outlines a methodology for addressing this question and outlines what a nonideal response to the existing institutional structures would be (Section VII). It does so with reference to the Paris Agreement, and in particular the creation of a "global stocktake" (Article 14, Paris Agreement) and the "facilitative dialogue" (paragraph 20 of the ‘Adoption of the Paris Agreement’). The aim, then, is to set out an account of a nonideal theory of climate justice. (shrink)

Simon Evnine examines various epistemic aspects of what it is to be a person. Persons are defined as finite beings that have beliefs, including second-order beliefs about their own and others' beliefs, and are agents, capable of making long-term plans. It is argued that for any being meeting these conditions, a number of epistemic consequences obtain. First, all such beings must have certain logical concepts and be able to use them in certain ways. Secondly, there are at least two (...) principles governing belief that it is rational for persons to satisfy and are such that nothing can be a person at all unless it satisfies them to a large extent. These principles are that one believe the conjunction of one's beliefs and that one treat one's future beliefs as, by and large, better than one's current beliefs. Thirdly, persons both occupy epistemic points of view on the world and show up within those views. This makes it impossible for them to be completely objective about their own beliefs. Ideals of rationality that require such objectivity, while not necessarily wrong, are intrinsically problematic for persons. This "aspectual dualism" is characteristic of treatments of persons in the Kantian tradition. In sum, these epistemic consequences support a traditional view of the nature of persons, one in opposition to much recent theorizing. (shrink)

Many environmental scientists, scholars and activists characterise our situation as one of alienation from nature, but this notion can easily seem meaningless or irrational. In this book, Simon Hailwood critically analyses the idea of alienation from nature and argues that it can be a useful notion when understood pluralistically. He distinguishes different senses of alienation from nature pertaining to different environmental contexts and concerns, and draws upon a range of philosophical and environmental ideas and themes including pragmatism, eco-phenomenology, climate (...) change, ecological justice, Marxism and critical theory. His novel perspective shows that different environmental concerns - both anthropocentric and nonanthropocentric - can dovetail, rather than compete with, each other, and that our alienation from nature need not be something to be regretted or overcome. His book will interest a broad readership in environmental philosophy and ethics, political philosophy, geography and environmental studies. (shrink)

What it means for conspiracy theories to become mainstream In debates about conspiracy theories, it is often claimed that conspiracy thinking is on the rise or has even become mainstream. In this article, I want to explore this claim conceptually, and argue that there are at least three ways to interpret the claim that ‘conspiracy thinking has become mainstream’. First, there is the individual level, where it is a matter of counting heads. Mainstream then means that the majority believes in (...) conspiracy theories. But there are two other levels. There is the institutional level, which is about whether conspiracy theories circulate within social institutions in an acceptable way. Is it acceptable to express conspiracy theories as a politician, scientist or journalist? Mainstream here means that dominant institutions in society view conspiracy thinking as an acceptable form of communication. Finally, there is the cultural level. Here the question is whether conspiracy thinking is a culturally acceptable way of speaking and thinking about society. Is it socially accepted as normal behavior, or is it rather a form of deviant behavior, accompanied by (informal) sanctions or demands for additional justification or proof? Mainstream here means that conspiracy thinking is seen as a normal way of speaking, without being accompanied by strange looks, shunning or the need to justify oneself as a conspiracy thinker. By making this distinction, we can think more clearly about whether conspiracy thinking is actually on the rise, and how we should deal with it. (shrink)

Everyone agrees that the world is accelerating. With advances in communication, transportation and information processing technologies, it is clear that the pace of events in global politics is speeding up at an alarming rate. The implications of this new speed however, continue to be a significant source of debate. Will acceleration lead to a more interconnected, productive, peaceful, and humane world; or a nightmarish descent into ecological devastation, economic exploitation and increasingly violent warfare? The Politics of Speed attempts to map (...) the contours of the new global space of speed, and investigates key issue areas âe" including democratic governance, warfare, capitalism, globalization and transnational activism âe" to uncover the ways in which acceleration is shaping the world. The book uses contemporary political theory (especially the works of Deleuze and Guattari) to develop an ontological account of speed, showing how its effects are frequently far more complex and surprising than we might expect. The result is an attempt to craft a way of engaging with global acceleration that might help avoid the dangers of speed, while embracing the possibilities it provides us with to produce a safer, more egalitarian, democratic and pluralistic world. The later Wittgenstein’s perspective on mathematical sentences as norms is motivated for sentences belonging to Hilbertian axiomatic systems where the axioms are treated as implicit definitions. It is shown that in this approach the axioms are employed as norms in that they function as standards of what counts as using the concepts involved. This normative dimension of their mode of use, it is argued, is inherited by the theorems derived from them. Having been motivated along these lines, Wittgenstein’s perspective on (...) mathematical language may appeal also to those who are not friends of or experts on Wittgenstein’s later philosophy of mathematics.
