The article is dedicated to the history of developing highly effective catalysts in the leading scientific institutions of Ukraine and explores the prerequisites for developing theories in physical chemistry, in particular those related to kinetics and catalysis. It highlights the significance of scientific discoveries at the turn of the 19th and 20th century and their application by native scientists to advance theoretical development in the field of chemistry. Special attention is paid to the works of Lev Pisarzhevskii, focusing on his (...) advancements in electronic chemistry and, in particular, the electronic theory of catalysis. The article also outlines current challenges in creating highly efficient catalysts for the chemical and light industry, emphasizing the importance of such indicators of catalysts as activity and selectivity. Drawing on historical, scientific and patent data, the study investigates the process of creating a highly efficient catalyst for obtaining acrylic acid from acrolein. This catalyst holds a great ractical importance for the production of various polymers in industrial conditions. It is shown that, as a result of research conducted by native scientists of the Institute of Physical Chemistry of the Academy of Sciences of the Ukrainian SSR and the Chemistry Department of Kyiv State University, the catalyst K-2-5 was developed. The catalyst has good indicators for the industrial production of acrylic acid from acrolein. The authors also highlight works studying the properties of the obtained catalyst, specifically its porous structure, which is an important factor in catalytic processes. They extensively focus on the kinetic indicators of catalytic reactions that occur when using this catalyst. The article also emphasizes the relevance of these developments for advancing research in catalysis and chemical industrial production. (shrink)

The article responds to the recent evolution in AI judiciary, especially as presented in China. The authors compare the basic methodological background of Western and Eastern legal systems, concluding that the West is rather inclined to post-positivist methodology in law, which seems incompatible with the full use of AI in legal decision-making. In China, with its more pragmatic approach, the actual process of decision-making might be closer to a new form of technological legal positivism, distinct from Western trends in jurisprudence. (...) Finally, various forms of applicability of AI in law and judiciary are pondered upon, so as to use at least some positive aspects of AI in this sector—albeit with reservations regarding the decision-making proper. Philosophers of science have long tried to identify some demarcation line capable of distinguishing science from pseudoscience. Nonetheless, no ultimate set of requirements has so far been achieved, leaving demarcation uncertain and fluctuating, if not merely rhetorical. The habit of using the word ‘science’ to address a specific kind of knowledge is a modern practice, with ‘science’ having gradually taken over terms like ‘natural philosophy’ and ‘natural history.’ Thereby, the term ‘pseudoscience’ is also a recent one, with its meaning running (...) alongside scientific endeavors of the nineteenth century. The article contributes to the debate aiming to pragmatically describe the function of pseudoscience in epistemology. To account for this, we argue that questions like What is pseudoscience? or What makes science science? would be better replaced by the question What do people do with the word pseudoscience? The era in which Abū Naṣr al-Fārābī emerged as a canonical scientist significantly contributed to his education and shaped his scientific worldview. The formation of al-Farabi’s spiritual worldview and his ideas is directly associated with embracing the ancient philosophical tradition, more precisely, Aristotle’s philosophy and logic. The focus of the article is alFarabi’s analysis of Aristotle’s principles in the study of logic and their further development. Al-Farabi’s worldwide reputation as the Second Teacher after Aristotle, the First Teacher, in the East (...) is directly rooted in his mastery and advancement of the science of logic. In simple terms, the philosopher states that logic leads a person to a straight path to being capable of radically discerning between good and bad, truth and lies, and honesty and deceit. This, in turn, steers humanity away from succumbing to mistakes or getting into trouble. Al-Farabi constructs a comprehensive scientific analysis of the socio-cultural foundations of Aristotle’s doctrine of logic and the ability to adapt it in his unique way to society. The study of the theoretical basis of al-Farabi’s teachings on logic and its significance involves employing hermeneutic, comparative, and stylistic methods in the research of the texts. (shrink)

On the basis of the archival materials, first identified by the authors, and the published historical sources that have not yet come to the attention of historians of science, this article reconstructs the biography of Johann Christian Weltzien (1767–1829), doctor of medicine and surgery. In 1785, Weltzien became a court physician. In 1799, in the retinue of Grand Duke Konstantin Pavlovich, he participated in Italian and Swiss military campaigns. After that, Weltzien was assigned to the Сourt of Grand Duke Konstantin (...) Pavlovich of Russia and stayed at his court until 1810. He started his charitable activities in the Medico-Philanthropic Committee. From May 1810 to the middle of 1825, Weltzien was a physician at the Imperial Page Corps. It turned out that around the same time, in 1804–1825, he was a member of the Medical Council. Furthermore, as there were two medical councils under two ministries at the time, in 1811–1822, he was a member of both. Since 1825, Weltzien lived on his estate in Somel, now Vaiatu Manor in Estonia, and died in St. Petersburg. Weltzien’s work as a provincial physician prompted him to write a book on medical police, which was published in 1785. It has been established that this remained his only book on the topic. The article shows that Weltzien became one of the first ideologists of state care for public health in the Russian Empire. Weltzien’s ideas, expressed over 200 years ago, regarding the state having mechanisms to impact public health and the importance of not excluding it from solving health problems have not lost their significance even today. After a long period during which the involvement of laypersons was considered undesirable in the Western tradition of science, we have recently witnessed numerous collaborations which suggest that the desirability of societal involvement in the scientific practice is becoming recognized. This article argues that the historical considerations that once led to this division in cognitive labour have been in transformation, having undergone diverse shifts. In a first instance, the exclusion of laypersons from science is analysed in terms of the key (...) concepts of systematicity, universality, and authority. For that, two examples are given: the case of the British photographic survey and that of the American Museum of Natural History. Next, the dissolution of these barriers between scientists and laypersons is discussed and illustrated by examples: the Dystrophic Epidermolysis Bullosa Research Association in Austria, Fukushima nuclear monitoring stations, and the French Association of Muscular Dystrophy. It is concluded that, for science to be truly democratized, co-produced knowledge needs to be integrated in political decision-making processes, which is currently still lacking. Furthermore, since expertise can also be found in society, non-certified experts should work in conjunction with scientists, yet at the same time, the divide between experts and non-experts must be maintained. The inclusion of non-scientific experts in decision-making is fundamentally different from the inclusion of lay stakeholders. Hence, different participatory roles should be expected from stakeholders, experts, or scientists, and the most important challenge now is how to formally define such roles. (shrink)

In 1777–1778, astronomer Andrew Strzecki (Polish Andrzej Strzecki, Lithuanian Andrius Streckis, 1737–1797) from Vilnius went on a scientific journey to Western Europe, visiting Vienna, Paris, London, and some other cities. This article aims to investigate and describe the motives, chronology, itinerary, and outcomes of this journey, and to evaluate the importance of this event for the science history of Vilnius and Europe. The research is based on an analysis of original correspondence, with some of the letters mentioned in print for (...) the first time. The narrative method was applied to create a coherent storyline from the incomplete data found in various manuscripts and other sources. The research sheds light on previously obscure details of Early Modern European scientific communication, among them, the connections between astronomers of Vilnius and Vienna. The article also mentions the circumstances of the events, which were essential in the history of Vilnius University: the election of Marcin Poczobut Odlianicki (Lithuanian Martynas Odlianickis Počobutas, 1726–1810) as a member correspondent of the Paris Academy of Sciences and international recognition of the constellation he introduced, Taurus Poniatovii. The article confirms that the social and scientific ties of astronomers in Vilnius were much broader than what is usually described and included their close personal relationships with some of the first-rated scholars of the era, such as Rugerius Boskovich, Nevil Maskelyne, and Benjamin Franklin. Mainstream analytic epistemology conceives knowledge as representation: as true justified (un-Gettiered) belief. Such representation is conceived as independent of practice, its justification to consist in experience, and experience as mere observation. Such notion of experience is too narrow to take the epistemic value of experimentation into account. But science is emphatically experimental. On the other hand, John Dewey defined experience as organism–environment interaction. Such interaction is bidirectional and hence experimental by nature. It involves feedback. Cybernetics studies feedback systems. Hence, cybernetic (...) epistemology is a consequence of Dewey’s definition. Cybernetic epistemology maintains that knowledge is practice, that is, an (approximately and relatively) invariant pattern of potential organism–environment interaction, rather than something independent of practice. In this article, I will make a case for cybernetic epistemology. It seems to dispense with the representational notion of knowledge and to provide an original justification for process ontology.
