This volume attempts to give a short account of Herbert Spencer's life, an appreciation of his characteristics, and a statement of some of the services he rendered to science. Prominence has been given to his Autobiography, to his Principles of Biology, and to his position as a cosmic evolutionist; but little has been said of his psychology and sociology, which require another volume, or of his ethics and politics, or of his agnosticism-the whetstone of so many critics. Our appreciation of (...) Spencer's services is therefore partial, but it may not for that reason fail in its chief aim, that of illustrating the working of one of the most scientific minds that ever lived, -whose excess of science was almost unscientific.-. James Frederick Ferrier was born in Edinburgh on June 16th, 1808. He was educated privately and at the Royal High School, Edinburgh. After spending two sessions at Edinburgh University, he entered Magdalen College, Oxford, where he graduated in 1831. Returning to Edinburgh, he qualified as an advocate in 1832, but devoted himself to philosophical studies, largely as a result of his close friendship with Sir William Hamilton. In 1838-9, he published An Introduction to the Philosophy of Consciousness in Blackwood's Magazine. (...) This was followed by a number of interesting articles and reviews, chiefly on sense-perception. In 1844, Ferrier deputised for SirWilliam Hamilton in the Chair of Logic and Metaphysics at Edinburgh, and, in the following year, he became Professor of Moral Philosophy and Politica Economy in St Andrews. In 1854, he published The Institutes of Metaphysics. He died in 1864, leaving behind him a valuable course of Lectures on Greek Philosophy, which was published posthumously. (shrink)

Age after age, and often from the depths of human nature, the question has arisen whether there is some transcendental Purpose in the making of the world. Is there some recondite meaning in it all, and if so, can we get any glimpse of what it is? More especially, is it legitimate to say that Nature is Nature for a Purpose? Was there a Purpose, or something dimly analogous to a Purpose, in the origination of the process of Evolution? Is (...) Evolution permeated by or immediately controlled by Purpose? Or does it simply express a purpose which determined its direction from the first? We know a little about the tactics of Evolution, but is there a strategy? If not, why are we always groping after it? (shrink)

Moral extremists argue for highly demanding duties of beneficence on the ground that accepting a more moderate position commits us to denying the common-sense moral intuition elicited by easy rescue cases. I argue that a moderate duty of beneficence is consistent with this intuition in light of what I call aggregationism, the view that the large aggregate cost of performing many low-cost acts of beneficence is relevant to what moral agents may do in cases where they face multiple low-cost occasions (...) to rescue. After demonstrating how the debate between moderates and extremists turns on the truth of aggregationism, I defend aggregationism against the challenge that it is inconsistent with respecting the separateness of persons. ABSTRACT In establishing National Bioethics Organisations (NBOs), liberal democracies seek to acknowledge the diversity of strongly held ethical positions and the imperative to engage in public debate about important bioethical decisions. NBOs are typically given a range of responsibilities, including contributing to and stimulating public debate; providing expert opinion on relevant issues for policy deliberations; and developing public policy. The state is now found to have an interest in areas previously thought to be a matter of individual choice. NBOs can (...) provide one way of opening up public debate to allow the diversity of views to be heard in a manner that is well‐informed, articulate and responsive to both expert and ‘lay’ public views. We draw on debates in political theory about democratic decision‐making and on the policy making roles of some key NBOs. We are particularly interested in examining the capacity of NBOs to meet the democratic ideal of effective participation by the public, or citizenry, especially by those who are directly affected by the policies, in the development of effective public policy. We provide a basic framework for policy development involving NBOs that can begin to meet this ideal, a process of ‘contested deliberation’. (shrink)

Moral extremists argue for a demanding duty of poverty relief by leveraging powerful intuitions about our duties to rescue those close at hand. I clear the way for a less demanding duty by arguing that this argumentative strategy commits the extremist to a conception of our duty in the face of global poverty that is deeply at odds with our convictions about how we may discharge that duty. These convictions reveal that global poverty and easy rescue cases give rise to (...) duties of different kinds: whereas duties of rescue are ultimately explicable by appeal to moral claims to assistance, duties of poverty relief are not. The extremist’s most compelling argumentative strategy is therefore not viable—he may not straightforwardly appeal to facts about the demandingness of duties of rescue in arguing for demanding duties of poverty relief.
