Information technology (IT) is continuously making astounding progress in technical efficiency. The time, space, material and energy needed to provide a unit of IT service have decreased by three orders of magnitude since the first personal computer (PC) was sold. However, it seems difficult for society to translate IT’s efficiency progress into progress in terms of individual, organizational or socio-economic goals. In particular it seems to be difficult for individuals to work more efficiently, for organizations to be more productive and (...) for the socio-economic system to be more sustainable by using increasingly efficient IT. This article provides empirical evidence and potential explanations for this problem. Many counterproductive effects of IT can be explained economically by rebound effects. The precautionary principle (PP) aims to anticipate and minimize potentially serious or irreversible risks under conditions of scientific uncertainty. Thus it preserves the potential for future developments. It has been incorporated into many international treaties and pieces of national legislation for environmental protection and sustainable development. In this article, we outline an interpretation of the PP as a framework of orientation for a sustainable information society. Since the risks induced by future information and communication technologies (ICT) are social risks for (...) the most part, we propose to extend the PP from mainly environmental to social subjects of protection. From an ethical point of view, the PP and sustainability share the principle of intergenerational justice, which can be used as an argument to preserve free space for the decisions of future generations. Applied to technical innovation and to ICT issues in particular, the extended PP can serve as a framework of orientation to avoid socio-economically irreversible developments. We conclude that the PP is a useful approach for: (i) policy makers to reconcile information society and sustainability policies and (ii) ICT companies to formulate sustainability strategies. The main purpose of the paper is to investigate the relevance and significance of the concept of common good in contemporary society. First, I make a brief historical remark about the philosophical concept of common good. I will argue that the concept is rooted in the ancient Greek philosophical understanding of society, namely as polis, whereby human being is thought to have an end that is not merely individual but also collective. I then discuss how societies have significantly changed over (...) the years and how the current global order resembles the situation during the time of Alexander the Great, whose vision it was to establish a cosmopolis, literally a global city. In the end, I consider whether the notion of common good in itself has lost its relevance in the face of the manifold social changes. I bring my discussion to a close with a note on the universality and naturality of the common good of humankind. (shrink)

Pleasure has always been an important issue in morality. And although ethical systems tend to focus the discussion on human action, this agreeable sentiment has remained a recurrent question in moral philosophy. In this paper, I go back to Aristotle’s treatment of pleasure in his writings, particularly in the Nicomachean Ethics. I will argue that the distinction he draws between bodily pleasures and those of the mind represents an important point not only in understanding eudaimonia but also in situating the (...) very nature of ethical debates today. I will try to show how Aristotle’s distinction among pleasure matches up with his differentiation between energeia and kinésis as well as with the distinction between praxis and poiésis, and how these differentiations have enabled Aristotle toevade the pitfall of hedonism. Objective To determine whether presenting delivery room management options as defaults influences decisions to resuscitate extremely premature infants. Materials and methods Adult volunteers recruited from the world wide web were randomised to receive either resuscitation or comfort care as the delivery room management default option for a hypothetical delivery of a 23-week gestation infant. Participants were required to check a box to opt out of the default. The primary outcome measure was the proportion of respondents electing resuscitation. Data were analysed (...) using χ2 tests and multivariate logistic regression. Results Participants who were told the delivery room management default option was resuscitation were more likely to opt for resuscitation (OR 6.54 95% CI 3.85 to 11.11, p<0.001). This effect persisted on multivariate regression analysis (OR 7.00, 95% CI 3.97 to 12.36, p<0.001). Female gender, being married or in a committed relationship, being highly religious, experiences with prematurity, and favouring sanctity of life were significantly associated with decisions to resuscitate. Discussion Presenting delivery room options for extremely premature infants as defaults exert a significant effect on decision makers. The information structure of the choice task may act as a subtle form of manipulation. Further, this effect may operate in ways that a decision maker is not aware of and this raises questions of patient autonomy. Conclusion Presenting delivery room options for extremely premature infants as defaults may compromise autonomous decision-making. (shrink)

This piece presents the work of academics and architects in a collaborative venture. It provides an architectural design and a series of statements towards the hypothetical creation of an unconventional city centre in the Chinese city of Shenzhen. The idea is to create a linear university that would run the 20-kilometer length of the Shenzhen Strip: the 20K university. The contributors outline, in the diversity of their idioms, a complex spatial condition fundamental to life, and demonstrate new relationships between knowledge (...) and the city. The design of the proposed ‘open university space’ responds to two simultaneous and interrelated challenges: that posed to architecture, and that posed to science. The university would embody the meeting of these at the intersection of the urban infrastructure and the knowledge infrastructure. The purpose is thus also to develop the notion of knowledge, embodied in institutions, as urban infrastructure. (shrink)

Background: It is not known how neonatologists address the affective and cognitive loads on parents deciding whether to resuscitate infants born extremely preterm. This study explores expert neonatologists' views on these decision-making processes and their own roles in counseling parents. Methods: Semistructured interviews asked internationally recognized experts to share their perspectives on perinatal consultations. Their responses were subjected to thematic analysis. Results: Eighteen of 22 invited experts participated. Approximately equal numbers reported employing a physician-driven approach, a parent-driven approach, and a (...) combined approach during these consultations. Those who followed a physician-driven approach typically focused on conveying standard information about adverse outcomes. Those who followed a parent-driven approach typically focused on addressing parents' information requests, guiding their decision making, and providing affective support. Nearly all experts, in each group, endorsed addressing the child's quality of life, in terms of functionality, when discussing long-term outcomes. Although many believed that families adjusted to life with a disabled child, few discussed the topic during prenatal consultations. Most, in each group, reported trying to alleviate future “decisional regret” for parents whose premature infants subsequently became disabled. None spoke to parents about possible decisional regret after deciding to forgo resuscitation. Conclusions: Expert neonatologists are deeply concerned that parents understand the decision facing them. However, they differ on what information they offer and how they balance parents' need for cognitive and affective support. They expressed more concern about parents' decisional regret should their child survive resuscitation, but have severe disability, than about decisional regret after foregoing resuscitation. With the outbreak of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), global researchers were confronted with major challenges. The German National Pandemic Cohort Network (NAPKON) was launched in fall 2020 to effectively leverage resources and bundle research activities in the fight against the coronavirus disease 2019 (COVID-19) pandemic. We analyzed the setup phase of NAPKON as an example for multicenter studies in Germany, highlighting challenges and optimization potential in connecting 59 university and nonuniversity study sites. We examined the ethics application (...) process of 121 ethics submissions considering durations, annotations, and outcomes. Study site activation and recruitment processes were investigated and related to the incidence of SARS-CoV-2 infections. For all initial ethics applications, the median time to a positive ethics vote was less than two weeks and 30 of these study sites (65%) joined NAPKON within less than three weeks each. Electronic instead of postal ethics submission (9.5 days (Q1: 5.75, Q3: 17) vs. 14 days (Q1: 11, Q3: 26), p value = 0.01) and adoption of the primary ethics vote significantly accelerated the ethics application process. Each study center enrolled a median of 37 patients during the 14-month observation period, with large differences depending on the health sector. We found a positive correlation between recruitment performance and COVID-19 incidence as well as hospitalization incidence. Our analysis highlighted the challenges and opportunities of the federated system in Germany. Digital ethics application tools, adoption of a primary ethics vote and standardized formal requirements lead to harmonized and thus faster study initiation processes during a pandemic. (shrink)

This article deals with the control of chaos on the convective motion in a ferrofluid filled in a rotating porous medium and under the helical force effect. We performed a truncated expansion of Galerkin and found the Lorenz-type model which described the system. The dynamical system is characterized using appropriate and subsequent criteria. We noticed that the system presents regular and chaotic behaviors according to the parameters at present. A considerable reduction of the chaotic domain is noticed with the (...) increase of the intensity of the helical force and of the Darcy number, thus making it possible to delay the heat transfer in the system. The increase in the viscosity ratio and the Taylor number widen the chaotic domain leading to an acceleration of the heat transfer in the system. (shrink)

The spontaneous emergence of signaling has already been studied in terms of standard evolutionary dynamics of signaling games. Standard evolutionary dynamics is given by the replicator equations. Thus, it is not clear whether the results for standard evolutionary dynamics depend crucially on the functional form of the replicator equations. In 385B-C of the Cratylus, Plato appears to be formulating a version of the correspondence theory of truth, in such a way that it applies not only to discourse, but to individual names as well. However commentators who have remarked on this passage, either take exception to the reasoning, or find it necessary to interpret the conclusion with qualifications that Plato never could have intended. Richard Robinson, for example, on p.328 of “A Criticism of Plato’s Cratylus”, sums up the argument (...) thus:... since statements have a truthvalue, their parts, including names, must have a truthvalue too. Therefore names are true or false.and criticises it for involving a fallacy of division. Lorenz and Mittelstrasse, by contrast, construe the argument as validly proceeding from the true-false distinction of sentences to a corresponding true-false distinction of their parts. (shrink)

In recent years there has been a surge of interest among Plato scholars in the tripartition of the soul in the Republic. Particular attention has been devoted to the nature of the soul-parts, and whether or not each part is agent-like. A key element in this debate has been the question whether or not the non-rational parts have access to significant cognitive and conceptual resources. That this is the case, and that appetite cannot be entirely unreasoning, is the widely accepted (...) view, shared by Annas, Bobonich, Cooper, and Irwin among others. A number of scholars – most notably Lorenz and Stalley – have recently criticized this reading of Plato’s tripartition, and argued that the text does not in fact support such a reading. I believe that the weight of evidence remains in favour of the mainstream view, despite the interesting objections raised by the critics. I argue that these critics fail to appreciate the variety of ways in which the non-rational parts employ cognitive and conceptual resources. I also explain that their alternative interpretations of the relevant passages are unconvincing. (shrink)

Konrad Lorenz suggests that adequate grounds for classifying some behaviors as innate are to be found in the results of what he calls “the deprivation experiment“: ”… the experiment of withholding from the young organism information concerning certain well-defined givens of its natural environment.” (Lorenz 1965, p. 83). Thus, a stickleback fish is deprived of the information that its rival has a red belly. The stickleback is then confronted, for the first time, with a red-bellied rival (or a (...) red-bellied dummy). If that stickleback responds with species-typical rival-fighting behavior, then (according to Lorenz) the experiment has established that the stickleback possesses certain innate information about its natural environment. On the other hand, should the stickleback fail to respond in this way, Lorenz tells us that ”…we should not be justified in asserting that this response is normally dependent on learning. (shrink)

The publication of Daniel Lehrman’s 1953 paper, “A Critique of Konrad Lorenz’s Theory of Instinctive Behavior,” (_The Quarterly Review of Biology_ 28(4):337–363) exposed a gulf between comparative psychologists and ethologists regarding the concept of instincts. At the center of this debate was a rivalry between T. C. Schneirla—Lehrman’s doctoral advisor—and Konrad Lorenz. While Schneirla maintained that the concept of innate instincts mischaracterized developmental processes, Lorenz maintained that innateness was essential to understand the evolution of behavior. A year (...) after the publication of Lehrman’s paper, the Singer-Polignac Foundation organized a small conference where leaders in evolutionary biology, ethology, behavioral physiology, and comparative psychology met to discuss the concept of instinct and innateness. The result of this meeting was the publication of the book _L’instinct dans le comportement des animaux et de l’homme_ (M. Autuori et al. ( 1956 ) Masson, Paris) in which each conference participant submitted a chapter that was followed by a discussion among the participants. Here I review the historical context surrounding this conference with a republishing of the commentary on Schneirla’s chapter, “Interrelationships of the ‘Innate’ and the ‘Acquired’ in Instinctive Behavior.” Originally published in English, German, and French, the discussion is included here with a new translation into English for the first time. Konrad Lorenz does not view behaviors as innate; he does not even regard differences among behaviors (of different species) as innate. Rather, he construes information (about the environment to which the behavior is adapted) as the innate component of (some) behavior. His noted deprivation experiments are intended to withhold environmental sources of that information from the organism: should the organism nevertheless exhibit behavior evidencing possession of such information, then that information must be innate. Lorenz interprets this conclusion to (...) mean that the information is transmitted to the organism genetically, by way of a sort of blueprint in the genome.D.S. Lehrman quarrels with the figure of a blueprint:A blueprint is isomorphic with the structure that it represents…. It is not true that each structure and character in the phenotype is “represented” in a single gene or well defined groups of genes; it is not the case that each gene refers solely or even primarily, to a single structure or character; and it is not the case that the topographical or topological relationships among the genes are isomorphic with the structural or topographical relationships among phenotypic structures to which the genes refer. The notion of information has figured prominently in much modern evolutionary theorizing. But while theorists usually concede the importance of distinguishing between our ordinary use of this notion and its special acceptation in information theory, some biological theorizing requires "information" to serve a double duty. Lorenz's ethological theorizing is a case in point, and this paper challenges its conceptual underpinnings. Special attention is paid to Lorenz's contention that adaptation to an environment is akin to representation, and it is (...) urged that many purportedly (phylogenetically) adapted behaviors might well instead be better interpreted as non-information-laden (ontogenetically) adaptive behaviors. This paper is unusual for this journal because most readers do not deal professionally with animals. Information from primatology, however, is relevant to consideration of violence between people. I will focus mainly on aggression and peacemaking among nonhuman primates, but will address related topics as well. I do not use the term “aggression” to refer only to violent behavior, but to any overt conflict between individuals. Although I am a professor of psychology, I am a biologist by training. When I (...) was a student many years ago, the major scholarly work on this topic was Konrad Lorenz’s On Aggression. It set into motion contemporary research on aggression from a biological perspective by making the controversial claim that aggression is an instinct not only in animals, but also in human beings. My own research and that of others suggests a slightly different view, namely, that aggression between individuals is a last resort when conflict resolution fails. (shrink)

This book is about experiential content: what it is; what kind of account can be given of it. I am concerned with identifying and attacking one main view - I call it the inferentialist proposal. This account is central to the philosophy of mind, epistemology and philosophy of science and perception. I claim, however, that it needs to be recast into something far more subtle and enriched, and I attempt to provide a better alternative in these pages. The inferentialist proposal (...) holds that experiential content is necessarily under¬pinned by sophisticated cognitive influences. My alternative, the continuum theory, holds that these influences are relevant to experience only at certain levels of organisation and that at other levels there are contents which such features do not capture at all. Central to my account is that there are degrees to which cognitive influences affect experiential content; indeed, for the most part, experience is an amalgam of both inferential and non-inferential features. I claim that the inferentialist proposal is fundamentally flawed and deserves replacement, and I argue that my alternative fills the hollow that remains. The book is divided into four sections. In Part I, Chapter 1, I introduce two traditionally rival views of experiential content. In Chapter 2, I develop my continuum alternative. Chapter 3 assesses the relationship between experience and language, while Chapter 4 explores the relationship between beliefs and experience. The overall argument is that it has been a mistake to understand experience simply in inferential or non-inferential terms. In Part II, I examine the structure of mental content. Chapter 5 is concerned with the kinds of experiences which escape the inferentialist analysis. Chapter 6 considers Kant’s metaphysic of experience counterpointed to Lorenz’s reading of his work in the light of evolutionary biology. Chapter 7 treats animal experience in relation to the continuum view I am developing, while Chapter 8 reviews Fodor’s contribution to perceptual psychology. It is argued that the view of experiential content being developed is both consistent with empirical data on informationally local perceptual sub-systems, but also accords well with evolutionary theory and a naturalist interpretation of Kant’s taxonomy. Part III deals with inferentialism in the philosophy of science. In Chapter 9, I assess the theory dependence of observation thesis as it is advanced by Paul Feyerabend. I bring out of his account a subtle confusion concerning the importance of inference in the context of scientific inquiry. Part IV deals with the issue of experience in the philosophy of mind. In Chapter 10, I look at Wilfred Sellars’s attack on sense data theories. Chapter 11 confronts Paul Churchland’s treatment of ‘folk psychology’ while Chapter 12 isolates the issue of experiential qualia and the position of property dualism. I offer a critical review of Thomas Nagel’s work in this chapter and claim that his position can be read in a way which is consistent with the continuum account I am developing. I conclude the book in the usual fashion with a summary of the central claims. (shrink)

Using covariant derivatives and the operator definitions of quantum mechanics, gauge invariant Proca and Lehnert equations are derived and the Lorenz condition is eliminated in U(1) invariant electrodynamics. It is shown that the structure of the gauge invariant Lehnert equation is the same in an O(3) invariant theory of electrodynamics.
