Using data from previous editions, plus 3,062 new measurements from 721 papers, we list, evaluate, and average measured properties of gauge bosons and the recently discovered Higgs boson, leptons, quarks, mesons, and baryons. We summarize searches for hypothetical particles such as supersymmetric particles, heavy bosons, axions, dark photons, etc. All the particle properties and search limits are listed in Summary Tables. We also give numerous (...) tables, figures, formulae, and reviews of topics such as Higgs Boson Physics, Supersymmetry, Grand Unified Theories, Neutrino Mixing, Dark Energy, Dark Matter, Cosmology, Particle Detectors, Colliders, Probability and Statistics. Among the 117 reviews are many that are new or heavily revised, including those on Pentaquarks and Inflation. The complete Review is published online in a journal and on the website of the Particle Data Group. The printed PDG Book contains the Summary Tables and all review articles but no longer includes the detailed tables from the Particle Listings. Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. Foundations of Civic Engagement is a comprehensive survey and reassessment of the entire field of social and political philosophy. Suitable for use as a primary text for courses on political thought, this book explores the basic arguments of the most important historical and contemporary figures—including Ancient Greek, modern and contemporary theories of communitarianism, social contract, feminism, postmodernsim, Marxism, and theories of communicative actions—and offers a thematic critique and integration of these philosophies.

Each contributor to this book has used personal experience as the basis from which to frame his individual sociological perspectives. Because they have personalized their work, their accounts are real, and recognizable as having come from 'real' persons, about 'real' experiences. There are no objectively-distanced disembodied third person entities in these accounts. These writers are actual people whose stories will make you laugh, cry, think, and want to know more.

James questions the validity of the very tentative statement made in the final sentence of our paper. Our claim concerned the proportion of twins in Britain in the 1990s that might have arisen through subfertility treatment and was linked to the suggestion that the natural twinning rate might still be in decline. If this were true, we, like James, would regard that prospect with concern.

Inasmuch as a good many of the Australian philosophers one would like to see included are not represented, and some of the contributors are no longer teaching in Australia, the title of this volume is somewhat misleading. It contains an introduction by Alan Donagan and the following original essays: J. Passmore, "Russell and Bradley"; L. Goddard, "The Existence of Universals"; B. Ellis, "An Epistemological Concept of Truth"; P. Herbst, "Fact, Form, and Intentionality"; M. Deutscher, "A Causal Account of Inferring"; (...) D. M. Armstrong, "Colour-Realism and the Argument from Microscopes"; K. Campbell, "Colours"; C. B. Martin, "People"; M. C. Bradley, "Two Arguments Against the Identity Thesis"; D. H. Monro, "Mill's Third Howler"; G. Schlesinger, "The Passage of Time." Though the essays are original and admirable, there does not seem to be anything distinctively Australian, rather than American or British, about their contents. Perhaps the most enlightening fact about them is that neither the Andersonian tradition of Sydney nor the Wittgensteinian tradition of Melbourne which dominated the Australian philosophical scene in the early 1950's is pre-eminent any longer, or even in evidence.--A. This review was written at a time when the journal was being published only sporadically. It was set aside when it should have been published, but it is a privilege to publish it now. In publishing the review, we honor this journal more than we honor Jim, because Jim was better than most of us.This book addresses one of the most significant problems in the field of public policy: how to incorporate qualitative social values into the traditional quantitative models used in policy making. Ellis’s practical argument that qualitative social value, what Ellis calls “the justice factor” (171), can be meaningfully incorporated into cost-benefit models is ambitious and innovative. He delivers admirably on his promise to provide “quantitative methods of measuring justice, so that it can become commensurable with utility in a coherent and rationally defensible decision principle” (2).The argument of the book is tightly organized and clearly presented as befits its relative brevity. Chapters 1and 2 set up the problem of the incommensurability of utility, justice, and procedural legitimacy. In the process, Ellis provides a succinct, articulate, and critical account of five “values systems” (ethical theories) that could easily be used in an introductory ethics class without obscuring the nuances of current debates well-known to philosophers. Ellis shows that at heart of the utility-justice debate there is an underexamined assumption of philosophers and policy analysts that values are incommensurate, which gives by default the field of policy formation to various forms of quantified utilitarianism. Because “happiness” is desired by all people (without prejudging what makes anyone happy) and since happiness can be quantified by reference to willingness to pay for what makes one happy, utilitarianism has commended itself as the only reliable way, adjudicating among values in the pluralistic public sphere. However, this view is not [End Page 127]without problems because there are cases where relatively trivial economic values trump more substantive, though admittedly qualitative, human values such as the right to life, access to basic goods to maintain life, and a reasonably salubrious environment.Ellis carefully examines the arguments for moral subjectivism upon which claims of incommensurability are based. He finds they are not sustainable because it can be demonstrated by rational argument and empirical evidence that there are (1) objectively true value statements and (2) a core of common intrinsic value claims regardless of value system that do not conflict. Thus, there is no incommensurable pluralism of value systems (55) because the divergent extrinsic values of different systems are meant to promote similar intrinsic values (56). So the meaningful conflict among value systems is not about whatshould be valued but howthe things people do value are to be equitably distributed. This debate is not intractable but is, in fact, what debate about policy is about. Whether or not a policy achieves an equitable distribution of value is a social outcome, so what is needed is a means of combining claims for justice with a justifiable and practical means of measuring the outcomes of justice achieved.Chapters 3 and 4 lay out in more detail the problems already set up and provide a method for addressing them. Ellis takes a standard “problems” approach to deal with utilitarianism and rights-based decision-making principles. These chapters, however, are rich because of the extensive literature and concrete cases that Ellis draws on. Ellis’s argument does not head toward an either-or choice between utility or justice as do some standard accounts. In addition to facing the known competitors in the formal economy, entrepreneurs must also be concerned with rivalry emanating from the informal economy. The informal economy is characterized by actions outside the normal scope of commerce, such as unsanctioned payments and gift-giving, as means of influencing competition. Scholars and policy makers alike have an interest in mitigating the impacts of such informal activity in that it might present an obstacle for legitimate commerce. Received theory suggests that country institutions can enable (...) and constrain productive activity, and, in doing so, influence competitive obstacles in a country. Leveraging 13,670 responses from entrepreneurs distributed across 59 countries, we provide evidence that two particular types of enabling institutions, countries’ property rights regulations and cooperative actions, are useful for lowering the obstacles presented by informal activity. We also find evidence that two constraining institutions, economic and financial regulations lead to more obstacles presented by informal activity. We describe implications for entrepreneurs, policy makers, and future researchers stemming from these findings. (shrink)

Summary A study of the metallurgy and manufacturing techniques of a group of eight astrolabes (seven from Lahore, one attributed to India) using non-destructive methods has produced the earliest evidence for systematic use of high-zinc (α?+??) brass. To produce this alloy, the brass industry supplying the Lahore instrument makers must have co-melted metallic copper and zinc. This brass-making technology was previously believed to have been developed on an industrial scale in the nineteenth century in Europe. This work hypothesizes that this (...) technology was used in Lahore on an industrial scale as early as ad 1601. In my first study of the borrowings from Athenian sacred treasure to finance the Archidamian War I assumed, in common with others, certain irregularities in the stoichedon order of IG. i. 324. The text has subsequently been amplified and improved by Tod, notably with the addition of one amount of interest due to Athena and of the total amounts of principal credited to the Other Gods and to all the gods . This further expansion, however, has introduced additional irregularities, the (...) restoration [τάδε τος λλοις θεος έλοσι τόκο ]ν νδεκα τεα[ιν:…] being too long by one letter in line 120 and the restoration [τάδε πασι τος θεος έλοσι τόκο ν] νδεκα τεσ[ιν:…] being likewise too long in line 123. This first article is intended as a brief introduction to the general philosophical assumptions of Newton: namely, his mathematicism, empiricism, positivism, reductionism, and dualism. These five "isms" provide an important background to the main articles that are also briefly described.

Newton's conception of time has had a profound influence upon science, particularly psychology. Five characteristics of explanation have devolved from Newton's temporal framework: objectivity, continuity, linearity, universality, and reductivity. These characteristics are outlined in the present essay and shown to be central to psychological theories and methods. Indeed, Newton's temporal framework is so central that it often goes unexamined in psychology. Examination is important, however, because recent critics of Newton's framework - including both scientists and philosophers - have questioned its (...) validity and usefulness. (shrink)

Early versions of satellite and radiosonde datasets suggested that the tropical surface had warmed more than the troposphere, while climate models consistently showed tropospheric amplification of surface warming in response to human-caused increases in greenhouse gases. We revisit such comparisons here using new observational estimates of surface and tropospheric temperature changes. We find that there is no longer a serious discrepancy between modeled and observed trends in the tropics. Our results contradict a recent claim that all simulated temperature trends in (...) the tropical troposphere are inconsistent with observations. This claim was based on the use of older radiosonde and satellite datasets and on two methodological errors: the neglect of observational trend uncertainties introduced by interannual climate variability and application of an inappropriate statistical “consistency test”.This emerging reconciliation of models and observations has two primary explanations. First, because of changes in the treatment of buoy and satellite information, new surface temperature datasets yield slightly reduced tropical warming relative to earlier versions. Second, recently developed satellite and radiosonde datasets now show larger warming of the tropical lower troposphere. In the case of a new satellite dataset from remote sensing systems, enhancedRSS warming is due to an improved procedure of adjusting for inter-satellite biases. When the RSS-derived tropospheric temperature trend is compared with four different observed estimates of surface temperature change, the surface warming is invariably amplified in the tropical troposphere, consistent with model results. Even if we use data from a second satellite dataset with smaller tropospheric warming than in remote sensing systems RSS, observed tropical lapse rates are not significantly different from those in all model simulations.Our results contradict a recent claim that all simulated temperature trends in the tropical troposphere and in tropical lapse rates are inconsistent with observations. Rome and Carthage had established peaceful diplomatic relations before 300 b.c. — as early as the close of the sixth century according to Polybius, whose dating there no longer seems good cause to doubt. A second treaty was struck probably in 348. Both dealt essentially with traders' and travellers' obligations and entitlements, so any military or political terms sprang from that context. In both, the Carthaginians agreed to hand over any independent town they captured in Latium. In the first treaty (...) they were not to establish a fort in Latium either; in the second, the Romans were not to found a city in Carthaginian Africa, Spain or Sardinia. But independent military considerations are the stuff of a third treaty concluded during Rome's war with Pyrrhus. Rome and Carthage now pledged each other military aid in certain circumstances, as we shall see. And ‘geopolitical’ concerns of a very broad kind imbued a treaty which was reported by the third-century historian Philinus of Agrigentum. By this, he stated, ‘the Romans must keep out of the whole of Sicily, the Carthaginians out of Italy’ . This is Polybius' citation of Philinus' allegation; Polybius himself then roundly rejects the very existence of such a pact and declares himself at a loss to understand how his predecessor could record it, but modern scholarship is no longer all that ready to accept his view. A strong majority of historians prefer to follow the Agrigentine, and many see 306 b.c. as the likely year for the agreement because Livy records a ‘renewal’ then of a foedus with Carthage. (shrink)

The two epigraphical monuments which have preserved parts of the treaties of alliance between Athens, on the one hand, and Rhegion and Leontinoi, respectively, on the other, must be studied together, for both treaties had their old preambles erased in 433/2 and their validity reaffirmed as of that year. The new preambles, both dating from the same day, were inscribed in the erasures and juxtaposed, somewhat awkwardly, before the body of the old texts thatstill remained.
