Web scraping involves using computer programs for automated extraction and organization of data from the Web for the purpose of further data analysis and use. It is frequently used by commercial companies, but also has become a valuable tool in epidemiological research and public health planning. In this paper, we explore ethical issues in a project that “scrapes” public websites of U.S. county jails as part of an effort to develop a comprehensive database to enhance HIV surveillance and improve continuity (...) of care for incarcerated populations. We argue that the well-known framework of Emanuel et al. provides only partial ethical guidance for the activities we describe, which lie at a complex intersection of public health research and public health practice. We suggest some ethical considerations from the ethics of public health practice to help fill gaps in this relatively unexplored area. (shrink)

A speaker wishes to persuade a listener to accept a certain request. The conditions under which the request is justified, from the listener’s point of view, depend on the values of two aspects. The values of the aspects are known only to the speaker and the listener can check the value of at most one. A mechanism specifies a set of messages that the speaker can send and a rule that determines the listener’s response, namely, which aspect he checks and (...) whether he accepts or rejects the speaker’s request. We study mechanisms that maximize the probability that the listener accepts the request when it is justified and rejects the request when it is unjustified, given that the speaker maximizes the probability that his request is accepted. We show that a simple optimal mechanism exists and can be found by solving a linear programming problem in which the set of constraints is derived from what we call the L-principle. (shrink)

Unhappily, such views, seized upon as novelties, leave Buñuel at the mercy of some of the most sophomoric adulators ever to hound a major artist. Happily, Buñuel's vision justifies his views; happily, his career transcends his vision. His particular achievement is the sheer variety of worlds he has discovered or reanimated, none quite like *This article, and the one by Stanley Cavell which follows it, grew out of remarks presented at the annual convention of the Modern Language Association, December 30, 1977. Emotional valences are respected: there is nothing perplexing about the characters' reactions and interplayings. And things are in their place. Such an account of Nazartn recalls Robbe-Grillet's account of Balzacian fiction: All the technical elements of narrative—systematic use of the past tense and the third person, unconditional adoption of chronological development, linear plots, regular trajectory of the passions, impulses of each episode toward a conclusion, etc.—everything tended to impose the image of a stable, coherent, continuous, unequivocal, decipherable universe. Since the intelligibility of the world was not even questioned, to tell a story did not raise a problem. The style of the novel could be innocent, (p. 32) I trust there is no reason to belabor the frailness (I mean with respect to any reading of Balzac) of an argument that pushes to that last sentence. Still, the point is plain enough, and, in its way, and, in its limits, true enough. Because Nazarin (based, by the way, on a novel of Galdós) tells a story in an age when "To tell a story has become strictly impossible" (p. 33) it cannot lay claim to a place in the realm of New Narrative. For many, the Holocaust made thinking about ethics in traditional ways impossible. It called into question the predominance of speculative ontology in Western thought, and left many arguing that Western political, cultural and philosophical inattention to universal ethics were both a cause and an effect of European civilization's collapse in the twentieth century. Emmanuel Levinas, Elie Wiesel and Richard Rubenstein respond to this problem by insisting that ethics must be Western thought's first concern. Unlike previous thinkers, they locate humanity's source (...) of universal ethical obligation in the temporal world of experience, where human suffering, rather than metaphysics, provides the ground for ethical engagement. All three thinkers contend that Judaism’s key lesson is that our fellow human is our responsibility, and use Judaism to develop a contemporary ethics that could operate with or without God. _Ethics and Suffering since the Holocaust_ explores selected works of Levinas, Wiesel, and Rubenstein for practical applications of their ethics, analyzing the role of suffering and examining the use each thinker makes of Jewish sources and the advantages and disadvantages of this use. Finally, it suggests how the work of Jewish thinkers living in the wake of the Holocaust can be of unique value to those interested in the problem of ethics in the twentieth and twenty-first centuries. Presenting a thorough investigation of the work of Levinas, Wiesel and Rubinstein, this book is of key interest to students and scholars of Jewish studies, as well as Jewish ethics and philosophy. The article examines a number of methodological and conceptual features in the philosophical work of S.L. Rubinstein of the early (Marburg) period. It is assumed that the copies of Rubinstein’s doctoral inaugural dissertation available at the university of Marburg (Germany) and it the private archive of K.A. Abulkhanova represents two parts of one research, which understated expect in it’s first part (the text submitted for defense) an interpretation and criticism of Hegel’s absolute rationalism, and in the second part (...) an exposition of the author’s own concept. It is proved that Rubinstein overcomes the logical limitation the Hegelian philosophical absolutization – the opposition of being and consciousness, the author fuses object and subject in a single being as a domain of accommodation of both, the construction of the internal consistent picture of being as the actual being of a leaving subject. We argue that in extensive decision problems (extensive games with a single player) with imperfect recall care must be taken in interpreting information sets and strategies. Alternative interpretations allow for different kinds of analysis. We address the following issues: 1. randomization at information sets; 2. consistent beliefs; 3. time consistency of optimal plans; 4. the multiselves approach to decision making. Among the hidden treasures squirreled away in the archives of Israel’s National Library lies a fragmented correspondence that sheds new light on the afterlife of a project that was long deemed the farewell gift to the German language and culture from the remnants of its Jewry. It is an exchange of letters between two scholars, whose interest in the German rendition of the Bible occupied them for many years, first in Germany, and later in the land where Hebrew was vernacular (...) and where one might think there would no longer be a need for translations of the Bible; particularly not into a language that aroused considerable aversion in the aftermath of the war. And yet, the 1963–64 exchange between the two Jerusalemites, the Vienna-born and Frankfurt-crowned philosopher, theologian, and translator Martin Buber and the Riga-born, Berlin- and Marburg-educated biblical scholar Nechama Leibowitz tells a different story. It shows they both believed the project that began under the title Die Schrift, zu verdeutschen unternommen should be revised once again, after its completion so as to underline its ongoing relevance for present and future readings of the Bible tout court, in German and Hebrew speaking lands alike. Western feminists, physicians, and ethicists condemn the traditional genital surgeries performed on women in some non‐Western cultures. But coming to moral judgment is not the end of the story; we must also decide what to do about our judgments. We must learn to work respectfully with, not independently of, local resources for cultural self‐examination and change.

Each state is characterized by a set of statements from which the speaker chooses. A persuasion rule specifies which statements the listener finds persuasive. We study persuasion rules that maximize the probability that the listener accepts the request if and only (...) if it is justified, given that the speaker maximizes the probability that his request is accepted. We prove that there always exists a persuasion rule involving no randomization and that all optimal persuasion rules are ex-post optimal. We relate our analysis to the field of pragmatics. (shrink)

We suggest an equilibrium concept for a strategic model with a large number of players in which each player observes the actions of only a small number of the other players. The concept fits well situations in which each player treats his sample as a prediction of the distribution of actions in the entire population, and responds optimally to this prediction. We apply the concept to a strategic voting model and investigate the conditions under which a centrist candidate can win (...) the popular vote although his strength in the population is smaller than the strengths of the right and left candidates.  2003 Elsevier Inc. Eye tracking is used to investigate human choice procedures. We infer from eye movement patterns in choice problems where the deliberation process is clear to deliberations in problems of choice between two lotteries. The results indicate that participants tend to compare prizes and probabilities separately. The data provide little support for the hypothesis that decision makers use an expected utility type of calculation exclusively. This is particularly true when the calculations involved in comparing the lotteries are complicated.

Despite its widespread existence, the adaptive role of aneuploidy (the abnormal state of having an unequal number of different chromosomes) has been a subject of debate. Cellular aneuploidy has been associated with enhanced resistance to stress, whereas on the organismal level it is detrimental to multicellular species. Certain aneuploid karyotypes are deleterious for specific environments, but karyotype diversity in a population potentiates adaptive evolution. To reconcile these paradoxical observations, this review distinguishes the role of aneuploidy in cellular versus organismal evolution. (...) Further, it proposes a population genetics perspective to examine the behavior of aneuploidy on a populational versus individual level. By altering the copy number of a significant portion of the genome, aneuploidy introduces large phenotypic leaps that enable small cell populations to explore a wide phenotypic landscape, from which adaptive traits can be selected. The production of chromosome number variation can be further increased by stress‐ or mutation‐induced chromosomal instability, fueling rapid cellular adaptation. (shrink)

We show that for solvable games, the calculation of the strategies which survive iterative elimination of dominated strategies in normal games is equivalent to the calculation of the backward induction outcome of some extensive game. However, whereas the normal game form does not provide information on how to carry out the elimination, the corresponding extensive game does. As a by-product, we conclude that implementation using a subgame perfect equilibrium of an extensive game with perfect information is equivalent to implementation through (...) a solution concept which we call guided iteratively elimination of dominated strategies which requires a uniform order of elimination. A number of experts receive noisy signals regarding a desirable public decision. The public target is to make the best possible decision on the basis of all the information held by the experts. We compare two ``cultures.'' In one, all experts are driven only by the public motive to increase the probability that the desirable action will be taken. In the second, each expert is also driven by a private motive: to have his recommendation accepted. We show that in the (...) first culture, every mechanism will have an equilibrium which does not achieve the public target, whereas the second culture gives rise to a mechanism whose unique equilibrium outcome does achieve the public target. Influenza mandates in health care institutions are recommended by professional associations as an effective way to prevent the contraction of influenza by patients from health care workers. Health care institutions with such mandates must operate within civil rights frameworks. A recent set of cases against health care institutions with influenza mandates reveals the liabilities posed by federal law that protects employees from religious discrimination. This article examines this legal framework and draws important lessons from this litigation for health care institutions. (...) This paper studies a decision maker who tackles a choice problem by selecting a subset of (at most) two alternatives which he will consider further in the second stage of his deliberation. We focus on the first stage where he chooses the delebration set. We axiomatize three types of procedures: (i) The top two: the decision maker has in mind an ordering and chooses the two maximal alternatives. Arising out of the author's lifetime fascination with the links between the formal language of mathematical models and natural language, this short book comprises five essays investigating both the economics of language and the language of economics. Ariel Rubinstein touches the structure imposed on binary relations in daily language, the evolutionary development of the meaning of words, game-theoretical considerations of pragmatics, the language of economic agents and the rhetoric of game theory. These short essays are full of challenging ideas (...) for social scientists that should help to encourage a fundamental rethinking of many of the underlying assumptions in economic theory and game theory. This paper is an examination of some modelling problems regarding imperfect recall within the model of extensive games. It is argued that, if the assumption of perfect recall is violated, care must be taken in interpreting the main elements of the model. Interpretations that are inconsequential under perfect recall have important implications in the analysis of games with imperfect recall.

Neuroeconomics is examined critically using data on the response times of subjects who were asked to express their preferences in the context of the Allais Paradox. Different patterns of choice are found among the fast and slow responders. This suggests that we try to identify types of economic agents by the time they take to make their choices. Nevertheless, it is argued that it is far from clear if and how neuroeconomics will change economics.

What on earth are economic theorists like me trying to accomplish? This paper discusses four dilemmas encountered by an economic theorist: The dilemma of absurd conclusions: Should we abandon a model if it produces absurd conclusions or should we regard a model as a very limited set of assumptions that will inevitably fail in some contexts? The dilemma of responding to evidence: Should our models be judged according to experimental results? The dilemma of modelless regularities: Should models provide the hypothesis (...) for testing or are they simply exercises in logic that have no use in identifying regularities? The dilemma of relevance: Do we have the right to offer advice or to make statements that are intended to influence the real world? (shrink)

Lecture audiences and students were asked to respond to virtual decision and game situations at gametheory.tau.ac.il. Several thousand observations were collected and the response time for each answer was recorded. There were significant differences in response time across responses. It is suggested that choices made instinctively, that is, on the basis of an emotional response, require less response time than choices that require the use of cognitive reasoning.

The ability to compare possibilities and designate some as ‘better’ than others is a fundamental aspect of our use of modals and propositional attitude verbs. This article aims to support a proposal by Sloman that certain modal expressions, in particular, ought, in fact have a more pronounced comparative backbone than others . The connection between ‘ought’ and ‘better’ is supported by linguistic data and a proposal is advanced for modeling ideals in a way that makes room for non-comparative, strong, priority-type (...) necessity. We develop a framework for modeling choice in the presence of framing effects. An extended choice function assigns a chosen element to every pair (A, f ) where A is a set of alternatives and f is a frame. A frame includes observable information that is irrelevant in the rational assessment of the alternatives, but nonetheless affects choice. We relate the new framework to the classical model of choice correspondence. Conditions are identified under which there exists either a transitive or (...) a transitive and complete binary relation R such that an alternative x is chosen in some (A, f ) iff x is R-maximal in the set A. We then demonstrate that the framework of choice correspondence misses information, which is essential to economic modeling and which is incorporated in the extended choice function. (shrink)

A survey was carried out among two groups of undergraduate economics students and four groups of students in mathematics, law, philosophy and business administration. The main survey question involved a conflict between profit maximisation and the welfare of the workers who would be fired to achieve it. Significant differences were found between the choices of the groups. The results were reinforced by a survey conducted among readers of an Israeli business newspaper and PhD students of Harvard. The standard economic choice model assumes that the decision maker chooses from sets of alternatives. In contrast, we analyze a choice model in which the decision maker encounters the alternatives in the form of a list. We present two axioms similar in nature to the classical axioms of choice from sets. We show that they characterize all the choice functions from lists that involve the choice of either the first or the last optimal alternative in the list according to some (...) preference relation. We then relate choice functions from lists to the classical notions of choice correspondences and random choice functions. (shrink)
