Modest difference in individual decisional skills may warrant substantial inequality in power. This claim has been illustrated in Ben Yashar and Nitzan (Economics Letters 174:93–95, 2019), applying the symmetric uncertain dichotomous choice setting and focusing on the skill-dependent (s-d) power of the decision-makers under the optimal decision rule. The same claim is valid when one focuses on the relationship between skill heterogeneity and the distribution of the second type of power, viz., the group members' marginal contribution (mc). This has (...) been shown in Ben Yashar et al. (Journal of Theoretical Politics 33(2):225–235, 2021), where mc has been formally related to s-d power. A preliminary study of the relationship between inequality of the distributions of the two measures has also been presented. The current paper considerably expands this investigation by applying simulations and sheds light on the reason for the increased inequality of the two types of power. Since reward (in terms of status, payment or both) depends on s-d power and mc, inequality of the distribution of rewards depends on the inequality of the two types of power. Comparison of the two types of power inequality is therefore interesting if one wishes to shed light on the role of the two types of power on reward inequality. In particular, the results of the comparison may clarify the effectiveness of the incentives to invest in skills, dependent on the prevailing norms and the institutional characteristics that determine the relationship between rewards and the two types of power. For this reason, the current study focuses on the comparison between inequality of s-d power and marginal contributions showing that, in small (large) groups, on average, the latter is more (less) unequal than the former and both are more unequal than the optimal weights of the decision-makers and much more unequal than their skills. The robustness of these findings is shown by applying alternative symmetric probability distribution functions. Another novel task undertaken in the current study is the sensitivity analysis of inequality of the power measures with respect to changes in the size of the group and the skills of the group members. The rationalization of context-based choice is usually based on the assumption that preferences are context-dependent. In this paper, we show that context-based choice can be due to the characteristics of the choice procedure applied by the individual and not to the dependence of preferences (stochastic or deterministic) on the context. Our arguments are illustrated focusing on the much-studied dominated-alternative effects.

Many voting rules and, in particular, the plurality rule and Condorcet-consistent voting rules satisfy the simple-majority decisiveness property. The problem implied by such decisiveness, namely, the universal disregard of the preferences of the minority, can be ameliorated by applying unbiased scoring rules such as the classical Borda rule, but such amelioration has a price; it implies erosion in the implementation of the widely accepted majority principle . Furthermore, the problems of majority decisiveness and of the erosion in the majority principle (...) are not necessarily severe when one takes into account the likelihood of their occurrence. This paper focuses on the evaluation of the severity of the two problems, comparing simple-majoritarian voting rules that allow the decisiveness of the smallest majority larger than 1/2 and the classical Borda method of counts. Our analysis culminates in the derivation of the conditions that determine, in terms of the number of alternatives k, the number of voters n, and the relative (subjective) weight assigned to the severity of the two problems, which of these rules is superior in light of the dual majoritarian approach. This paper clarifies why editors of academic journals should share with their referees the information about the number of referees they consult and the decision rule they apply. Our analysis also rationalizes the common questionable phenomenon of editors who seem to distort the yes or no recommendations of their referees. The editors request a recommendation of whether to accept or reject the paper as well as an assessment of the paper. The current note clarifies why, in committees, the prior probability of a correct collective choice might be of particular significance and possibly should sometimes even be the sole appropriate basis for making the collective decision. In particular, we present sufficient conditions for the superiority of a rule based solely on the prior relative to the simple majority rule, even when the decisional skills of the committee members are assumed to be homogeneous.

Committee decision making is examined in this study focusing on the role assigned to the committee members. In particular, we are concerned about the comparison between committee performance under specialization and non-specialization of the decision makers. Specialization (in the context of project or public policy selection) means that the decision of each committee member is based on a narrow area, which typically results in the acquirement and use of relatively high expertise in that area. When the committee members’ expertise is (...) already determined, specialization only means that the decision of each committee member is based solely on his/her relatively high expertise area. This form of specialization is potentially inferior relative to non-specialization under which the decision of each committee member is based on different areas, not just his/her relatively high expertise area. Given that the expertise of the committee members is already determined but unknown, our analysis focuses on non-specializing individuals whose decision is based on a decision rule that does not require information on the decision-making skills. Under these realistic assumptions, non-specialization is shown to be preferable over specialization, depending on the aggregation rule applied by the committee. The significance of our approach is not limited to the specific results that we obtain. Rather, it should be viewed as a first step toward a deeper examination of the role of individual decision makers in enhancing the performance of collective decision making. (shrink)

In certain judgmental situations where a “correct” decision is presumed to exist, optimal decision making requires evaluation of the decision-makers’ capabilities and the selection of the appropriate aggregation rule. The major and so far unresolved difficulty is the former necessity. This article presents the optimal aggregation rule that simultaneously satisfies these two interdependent necessary requirements. In our setting, some record of the voters’ past decisions is available, but the correct decisions are not known. We observe that any arbitrary evaluation of (...) the decision-makers’ capabilities as probabilities yields some optimal aggregation rule that, in turn, yields a maximum-likelihood estimation of decisional skills. Thus, a skill-evaluation equilibrium can be defined as an evaluation of decisional skills that yields itself as a maximum-likelihood estimation of decisional skills. We show that such equilibrium exists and offer a procedure for finding one. The obtained equilibrium is locally optimal and is shown empirically to generally be globally optimal in terms of the correctness of the resulting collective decisions. Interestingly, under minimally competent (almost symmetric) skill distributions that allow unskilled decision makers, the optimal rule considerably outperforms the common simple majority rule (SMR). Furthermore, a sufficient record of past decisions ensures that the collective probability of making a correct decision converges to 1, as opposed to accuracy of about 0.7 under SMR. Our proposed optimal voting procedure relaxes the fundamental (and sometimes unrealistic) assumptions in Condorcet’s celebrated theorem and its extensions, such as sufficiently high decision-making quality, skill homogeneity or existence of a sufficiently large group of decision makers. This book examines the unique views of philosopher Jacob Sigismund Beck, a student of Immanuel Kant who devoted himself to an exploration of his teacher's doctrine and to showing that Kant's transcendental idealism is, contra to the common view, both internally consistent and is not a form of subjective idealism. In his attempt to explain away certain apparent contradictions found in Kant's system, Beck put forward a new reading of Kant's critical theory, a view, which came to be known as (...) the Standpunctslehre, the Doctrine of the Standpoint. Author Lior Nitzan reconstructs, step by step, the historical development of Beck's doctrine. He shows how Beck's unique view is drastically different from that of his contemporaries and presents the relevance of Beck to contemporary debates about the proper interpretation of Kant's notion of objectivity, the refutation of idealism and the role of the thing in itself in Kant's transcendental idealism. In doing so, Nitzan presents a defense of Beck's radical perspective of Kant's theory and claims that some of Kant's negative responses to it may in fact be due more to the adversary academic environment at the time than to Kant's true, well considered, opinion. Jacob Sigismund Beck's Standpunctslehre challenges the two dominant schools in the interpretation of Kant's transcendental idealism-the "two world" and the "two aspect" view. It presents a new way of understanding Kant's transcendental idealism, according to which the thing in itself plays no positive role in relation to the possibility of experience. Moreover, it claims that eliminating the thing in itself as the ultimate object of knowledge is not to admit idealism but in fact is the only way to consistently uphold realism. In addition, the book also addresses the question why, assuming that the proposed interpretation is correct, Kant had chosen not to make his true intentions clear. (shrink)

When discussing whether or not our elected governments should intervene to end genocide, war crimes, ethnic cleansing, and crimes against humanity in other countries, the humanitarian intervention debate has largely been assuming that liberal democracies bear no responsibility for the injustice at hand: someone else is committing shameful acts; we are merely considering whether or not we have a positive duty to do something about it. Here I argue that there are important instances in which this dominant third party perspective (...) (TPP) is empirically false and normatively misguided. Much before our positive ?responsibility to protect? potential victims from mass atrocities, we violate our negative duty not to harm these victims. Employing work by Thomas Pogge and Leif Wenar, I argue that this harm currently comes about as our elected governments either buy, or allow our corporations to buy, the world's most precious resources from brutal dictators and warlords, who dominate some of the states that are at the heart of intervention discussions. In these cases, democracies' most immediate duty is not intervention but rather humanitarian disintervention: boycotting severely oppressive regimes, and in particular stopping to recognizing these regimes ? whether dictators or civil warriors ? as possessing legitimate authority to sell their peoples' resources. I begin with a brief survey of the intervention literature, followed by the foundations for the disintervention alternative. I then elaborate the conceptual and practical advantages of disintervention, concluding with thoughts on the reasons for TPP's lasting dominance. (shrink)

Although statistical learning (SL) has been studied extensively in developmental dyslexia (DD), less attention has been paid to other fundamental challenges in language acquisition, such as cross-situational word learning. Such investigation is important for determining whether and how SL processes are affected in DD at the word level. In this study, typically developed (TD) adults and young adults with DD were exposed to a set of trials that contained multiple spoken words and multiple pictures of individual objects, with no information (...) about word-referent correspondences provided within a trial. Nonetheless, cross-trial statistical relations could be exploited to learn word-referent mappings. The degree of within-trial reference uncertainty and the novelty of to-be-learned objects (novel or familiar) were varied under different learning conditions. The results show that across all conditions, young adults with DD were significantly impaired in their ability to exploit cross-trial regularities in co-occurring visual–auditory streams to discover word-referent mappings. Observed impairments were most pronounced when within-trial reference uncertainty was the highest. Subjective measures of knowledge awareness revealed greater development of implicit but not explicit knowledge in the TD group than in the DD group. Together, these findings suggest that the SL deficit in DD affects fundamental language learning challenges at the word level and points to greater reliance on explicit processes due to impaired implicit associative learning among individuals with DD. Such a deficit is likely to influence spoken language acquisition, and in turn affect literacy skills, in people with DD. (shrink)

Philosophizing the indefensible asks what distinctive contributions political philosophers might make when reflecting on blatant moral failures in public policy - the kinds of failures that philosophers usually dismiss as theoretically un-interesting, even if practically important. This book argues that political philosophers can and should craft "strategic" arguments for public policy reforms, showing how morally urgent reforms can be grounded, for the sake of discussion, even in problematic premises associated with their opponents. The book starts by developing the general contours (...) of this approach - defending its general moral value in a democratic society, and examining how far one might go in strategically deploying dubious or even repugnant premises in debating public affairs. The book then applies strategic theorizing to a set of diverse policy issues. These range from the abortion debate and financial regulation in the United States, through controversies surrounding the participation of Arab parties in Israel's political process, to global issues, such as commercial ties with oil-rich dictatorships, and the bearing of such ties on global climate change. Such collectives are based on the idea that individual interests can be aggregated into collective interests by participation, deliberation, and representation. The topic of collectivity in healthcare, more specifically collective representation, has only rarely been addressed in bioethics. Political honors are ubiquitous in public life, whether in the form of public monuments, street names, or national holidays. Yet such honors have received scant attention from normative political theorists. Tackling this gap, I begin by criticizing a desert-based approach to political honors. I then argue that morally appropriate honors are best understood as marking and reinforcing the moral commitments of the collective in whose name they are being awarded. I show how this thesis clarifies and organizes core intuitions regarding (...) a variety of honors, from those commemorating slave-owning founders of the United States to the Nobel Peace Prize. Hannah Arendt’s conceptualization of political judgement has been a source of much scholarly investigation and debate in recent decades. Underlying the debate is the assumption that at least in her early writings, Arendt had an actor’s theory of judgement. In this article I challenge this common assumption. As I attempt to demonstrate, it relies on a misunderstanding, not only of Arendt’s conception of judgement, but also of her conception of agents in the public realm. Once we discard the assumption of (...) an actor’s theory of judgement, I argue, some important issues in Arendt’s theory of judgement are resolved, enabling us to perceive it as a unified, rather than self-contradictory, theory of judgement. Moses Mendelssohn (1729–1786) wrote Jerusalem with his back to the wall. His Jewish identity and liberal outlook were challenged in the public sphere of the German Enlightenment, and this was his last opportunity to write a book that would perpetuate the essence of his faith and his values as the first modern Jewish humanist. The work, which moves between apologetics for his faith and political and religious philosophy was primarily a daring essay that categorically denied the rule of religion and (...) advocated tolerance and freedom of thought. Neither the state nor the church had the right to govern a person’s conscience; and, no less far-reaching and pioneering: these values are consistent with Judaism. In the summer of 1783, seven years after the resounding voice of protest against tyranny and in favor of liberty and equality was heard in the American Declaration of Independence, less than six years before the French Revolution, but only two years and two months before his death, the man who was called the “German Socrates,” a highly prominent figure in the Enlightenment, published one of the fundamental documents in Jewish modernity.
