The article analyzes the technological shifts which took place in the second half of the twentieth and early twenty-first centuries and predict the main shifts in the next half a century. On the basis of the analysis of the latest achievements in medicine, bio- and nanotechnologies, robotics, ICT and other technological directions and also on the basis of the opportunities provided by the theory of production revolutions the authors present a detailed analysis of the latest production revolution which is denoted (...) as ‘Cybernetic’. There are given some forecasts about its development in the nearest five decades and up to the end of twenty-first century. It is shown that the development of various self-regulating systems will be the main trend of this revolution. The article gives a detailed analysis of the future breakthroughs in medicine, and also in bio- and nanotechnologies in terms of the development of self-regulating systems with their growing ability to select optimal modes of functioning as well as of other characteristics of the Cybernetic Revolution (resources and energy saving, miniaturization, and individualization). Мы предполагаем, что шестая кондратьевская волна в 2030–2040-х годах сольется с завершающей фазой кибернетической революции (которую мы назвали фазой самоуправляемых систем). Этот период будет характеризоваться прорывом в медицинских технологиях, которые смогут объединить вокруг себя много других технологий и в целом составят комплекс МБНРИК-технологий (...) What determines the transition of a society from one level of development to another? One of the most fundamental causes is the global technological transformations. The article describes the course of techno-logical transformations in history and demonstrates a possible application of the theory to explain the present and forthcoming technological changes. The authors argue that the third production revolution that started in the 1950s and which they call the Cybernetic one, in the coming decades, that is in the 2030s and 2040s, will get a new impetus and enter its final stage – the epoch of (self)controllable systems. In the present article we analyze the relationships between K-waves and major technological breakthroughs in history and offer forecasts about features of the sixth Kondratieff wave. In this chapter, we analyze the relationship between Kondratieff waves and major technological revolutions on the basis of the theory of production principles and production revolutions, and offer some forecasts about the features of the Sixth Kondratieff Wave/the Fourth Industrial Revolution. We show that the technological breakthrough of the Sixth Kondratieff Wave may be interpreted as both the Fourth Industrial Revolution and as the final phase of the Cybernetic Revolution. We assume that the sixth K-wave in the 2030s and 2040s (...) will merge with the final phase of the Cybernetic Revolution (which we call a phase of selfregulating systems). This period will be characterized by the breakthrough in medical technologies which will be capable of combining a number of other technologies into a single system of new and innovative technologies (we denote this system as a system of MANBRIC-technologies—i.e. medical, additive, nano-, bio-, robo-, info-, and cogno-technologies). This article is devoted to the significant at all times and sounding anew in every epoch problem of the role of an individual (also a Hero, Great Man) in history, including such an aspect as the role of an individual in the process of state formation and progress. It is argued that in the age of globalization, when the humankind has found itself at the new developmental turning point, in the epoch when the influence of various individuals could affect dramatically (...) the further development of the whole world, there is an urgent necessity to return to the analysis of this issue. In the first part of this article the history of views on this problem from the antiquity to contemporary counterfactual history is considered. In the second part the author aims at presenting the complex of factors affecting the role of individuals as a conceptual system. He suggests that depending on various conditions and circumstances and with the account of specific features of historical place and time and personal characteristics, the historical role of an individual may fluctuate from the absolutely invisible up to the greatest one. A conclusion is made that the weaker and less stable is a society, the more destroyed are the old structures, the greater may be the personality's impact. In other words, the role of an individual is inversely correlated with society's stability and strength. The paper presents the model which includes four society’s state phases: 1) stable society of the monarchic type; 2) social pre-revolutionary crisis; 3) revolution; 4) creation of a new order. It is shown that a personality's greatest influence is observed at the third and fourth stages while at the first stage the influence is usually considerably weaker. (shrink)

Recent years and months have evidenced an increase in deflationary phenomena. The present article defines the reasons for the problem, explains the irregularity of the inflation–deflation processes in the world and forecasts on this basis that the crisis-depressive phase of development in the global economy will continue for a relatively long time. Based on an analysis of available resources and the theory of long cycles, we believe that in the next 5–10 years, the global economy will continue being in the (...) crisis-depression phase with rather sluggish and weak rises. The article also offers some forecasts for the forthcoming sixth Kondratieff wave, identifies its possible technological basis, and discusses possible consequences of the forthcoming technological transformations. The present monograph considers some macrohistorical trends along with the aspects of globalization. Macrohistory is history on the large scale that tells the story of the entire world or of some major dimensions of historical process. For the present study three aspects of macrohistory have been chosen. These are technological and political aspects, as well as the one of historical personality. Taken together they give a definite picture of unfolding historical process which is described from the beginning of human society (...) formation to the present day and near future. The combination in the monograph title of the two terms – macrohistory and globalization – is in no way artificial. On the contrary, the connection of these terms is organic at least as the real goal of macrohistory is to find mean-ing in the past so as to create new possibilities of meaning for the future. The analysis of globalization also includes three aspects: political, economic and futurological as today the world may well be regarded as being at the start of a new global reconfiguration. The author presents his ideas of the world prospective political and in some respects social-economic development basing on the analysis of macrohistory and contemporary globalization processes. There are very significant conceptual links between theories of social macroevolution and theories of the World System development. It is shown that the growth of the World System complexity and integrity can be traced through a system of phase transitions of macroevolution. The first set of phase transition is connected with the agrarian, industrial, and information-scientific revolutions (that are interpreted as changes of “production principles”). The second set consists of phase transitions within one production principle. These phase transitions are analyzed (...) on the basis of the World System urbanization dynamics, but they can be traced with respect to the other (cultural, economic, technological, demographic, political, etc.) dimensions of the World System development. При этом в каче- стве примера рассматривается японская экономика, которая уже два десятилетия страдает от дефляции, несмотря на огромные раз- меры финансовых вливаний и усилия правительства разогнать ин- фляцию. В западных экономиках инфляция также низкая, времена- ми нулевая, переходящая в дефляцию. В целом есть основания счи- тать, что страны Европы заболевают «японской болезнью», а также что эта «болезнь» может прогрессировать либо (...) носить хрониче- ский характер. В США, хотя и в меньшей степени, также имеются признаки этой «болезни». В результате финансовые вливания мо- гут стать, как и в Японии, постоянными. In a previous article, ?The Coming Epoch of New Coalitions: Possible Scenarios of the Near Future? (Grinin and Korotayev 2011), it was preliminarily demonstrated that the turbulent events of late 2010 and 2011 in the Arab World may well be regarded as a start of the global reconfiguration. The subsequent events have confirmed this supposition. That is why in the present article we develop this important theme. The article offers a thorough analysis of the internal conditions of Arab countries (...) on the eve of revolutionary events, as well as causes and consequences of the Arab Revolutions. The article also offers an analysis of similar historical World System reconfigurations starting with the sixteenth-century Reformation. The analysis is based on the theory (developed by the authors) of the periodical catch-ups experienced by the political component of the World System that tends to lag behind the World System economic component. Thus, we show that the asynchrony of development of various functional subsystems of the World System is a cause of the synchrony of major political changes. In other words, within the globalization process, political transformations tend to lag far behind economic transformations. And such lags cannot constantly increase, the gaps are eventually bridged, but in not quite a smooth way. The article also suggests an explanation why the current catch-up of the World System political component started in the Arab World. (shrink)

The article presents a verbal and mathematical model of medium-term business cycles (with a characteristic period of 7–11 years) known as Juglar cycles. The model takes into account a number of approaches to the analysis of such cycles; in the meantime it also takes into account some of the authors' own generalizations and additions that are important for understanding the internal logic of the cycle, its variability and its peculiarities in the present-time conditions. The authors argue that the most important (...) cause of cyclical crises stems from strong structural disproportions that develop during economic booms. These are not only disproportions between different economic sectors, but also disproportions between different societal subsystems; at present these are also disproportions within the World System as a whole. The proposed model of business cycle is based on its subdivision into four phases: – recovery phase (which could be subdivided into the start sub-phase and the acceleration sub-phase); – upswing/prosperity/expansion phase (which could be subdivided into the growth sub-phase and the boom/overheating sub-phase); – recession phase (within which one may single out the crash/bust/acute crisis subphase and the downswing sub-phase); – depression/stagnation phase (which we could subdivide into the stabilization subphase and the breakthrough sub-phase). The article provides a detailed qualitative description of macroeconomic dynamics at all the phases; it specifies driving forces of cyclical dynamics and the causes of transition from one phase to another (including psychological causes); a special attention is paid to the turning point from the peak of overheating to the acute crisis, as well as to the turning point from the downswing to recovery. The proposed mathematical model of Juglar cycle takes into account the following effects that are typical for the market economy: • positive feedbacks between various economic processes; • presence of a certain inertia, time lags in reactions of the economic subsystem to the change in conditions; • amplification by the financial subsystem of positive feedbacks and time lags in the economic subsystem; • excessive reaction to changing conditions during the acute crisis sub-phase. The authors suggest that the current crisis turns out to be rather similar to classical Juglar crises; however, there is also a significant difference, as the current crisis occurs at a truly global scale. Yet, due to this truly global scale of the current crisis, the possibilities of regulation with the national state's measures have turned out to be ineffective,whereas the suprastate regulation of financial processes hardly exists. It is shown that all these have led to the reproduction of the current crisis according to a classical Juglar scenario. (shrink)

This article analyzes some important aspects of socioeconomic and political development of the world in the near future. The future always stems from the present. The first part of the article is devoted to the study of some crucial events of the present, which could be regarded as precursors of forthcoming fundamental changes. In particular, it is shown that the turbulent events of late 2010 and 2011 in the Arab World may well be regarded as a start of the global (...) reconfiguration. The article also offers an analysis of some aspects of the global financial system that, according to the authors, notwithstanding all its negative points, performs certain important positive functions including the ?insurance? of social guaranties at the global scale. The second part of the article considers some global scenarios of the World System's new future and describes a few characteristics of the forthcoming ?Epoch of New Coalitions.? The article attempts to answer such questions as the following: What are the implications of the economic weakening of the United States as the World System center? Will the future World System have a leader? Will it experience a global governance deficit? Will the world fragmentation increase? (shrink)

This article starts with a brief analysis of the causes of state collapse as states undergo the process of political evolution. Next, I describe and analyze the mechanisms of social-political crises arising in the process of modernization. Such crises are a consequence of the inability of many traditional institutions and ideologies to keep up with changes in technology, communication, system of education, medical sphere, and with the demographic change. This analysis suggests that an accelerated development can cause a system crisis (...) with potentially serious consequences to the society. It is important to take this aspect into consideration because some scholars insist that the economic reconstruction and development are necessary for nation-building. This actually implies a rapid economic advancement (otherwise, the economy could not be reconstructed and developed). However, one should not ignore the possibility that very rapidly developing countries may run the danger of falling into the trap of fast transformation. The present article describes several mechanisms that can contribute to sociopolitical instability, including social tensions arising from rapid urbanization, youth bulges, and ‘resource curses’. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core starts weakening (...) and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. The present article analyzes the world order in the past, present and future as well as the main factors, foundations and ideas underlying the maintaining and change of the international and global order. The first two sections investigate the evolution of the world order starting from the ancient times up to the late twentieth century. The third section analyzes the origin and decline of the world order based on the American hegemony. The authors reveal the contradictions of the current unipolar (...) world and explain in what way globalization has become more profitable for the developing countries but not for the developed ones. In the paper also explains the strengthening belief that the US leading status will inevitably weaken. In this connection we discuss the alternatives of the American strategy and the possibility of the renaissance of the American leadership. The last section presents a factor analysis which allows stating that the world is shifting toward a new balance of power and is likely to become the world without a leader. The new world order will consist of a number of large blocks, coalitions and countries acting within a framework of rules and mutual responsibility. However, the transition to a new world order will take certain time (about two decades). This period, which we denote as the epoch of new coalitions, will involve a reconfiguration of the World System and bring an increasing turbulence and conflict intensity. (shrink)

There is no doubt that periodization is a rather effective method of data ordering and analysis, but it deals with exceptionally complex types of processual and temporal phenomena and thus it simplifies historical reality. Many scholars emphasize the great importance of periodization for the study of history. In fact, any periodization suffers from one-sidedness and certain deviations from reality. However, the number and significance of such deviations can be radically diminished as the effectiveness of periodization is directly connected with its (...) author's understanding of the rules and peculiarities of this methodological procedure. In this paper we would like to suggest a model of periodization of history based on our theory of historical process. We shall also demonstrate some possibilities of mathematical modeling for the problems concerning the macroperiodization of the world historical process. This analysis identifies a number of cycles within this process and suggests its generally hyperexponential shape, which makes it possible to propose a number of forecasts concerning the forthcoming decades. Возникший глубокий кризис украинской государственности и идущая там, по сути, гражданская война вынуждают обратиться к причинам постоянных неудач формирования украинского государства. Многие на первый взгляд труднообъяснимые и откро-венно негативные особенности внешней и внутренней политики современной Украины в значительной степени связаны с геополитическими и историческими особенностями формирования государства, менталитета и традициями социально-политической психологии. Очевидно также, что многие отрицательно воздействующие на стабильность государства геополитические и геокультурные факторы прошлого не утратили своего значения до сих пор. Анализу этих факторов и их роли в разные (...) периоды украинской истории и посвящена данная статья. В статье также сделана попытка систематического сравнения истории Украины с историей ее ближайших соседей (России, Белоруссии, Польши), что позволяет лучше понять причины различий исторических судеб в сходных условиях и определить степень влияния соседей на политические модели Украины и ее отдельных областей. Some important correlations between medium-term economic cycles (7–11 years) known as Juglar cycles and long (40–60 years) Kondratieff cycles are presented in this paper. The research into the history of this issue shows that this aspect is insufficiently studied. Meanwhile, in our opinion, it can significantly clarify both the reasons of alternation of upswing and downswing phases in K-waves and the reasons of relative stability of the length of these waves. It also can provide the certain means for forecasting. The (...) authors show that adjacent 2–4 medium cycles form the system the important characteristic of which is the dynamics of economic trend. The latter can be upswing (active) or downswing (depressive). The mechanisms of formation of such medium-term trends and changing tendencies are explained. The presence of such clusters of medium cycles (general duration of which is 20–30 years) determines to a large degree the long-wave dynamics and the characteristics of its timing. Thus, not medium-term J-cycles depend on the character of K-wave phase as Kondratieff supposed, but the character of the cluster of J-cycles determines significantly the character of K-wave phases. The role of China in the world economy is constantly growing. In particular we observe that it plays more and more important role in the support of theworld economic growth (as well as high prices of certain very important commodities). In the meantime the perspectives of the Chinese economy (as well as possible fates of the Chinese society) remain unclear, whereas respective forecasts look rather contradictory. That is why the search for new aspects and modes of analysis of possible development (...) of China turns out to be rather important for the forecasting of global futures. This article employs a combination of scientific methods that imply (a) the analysis at the level of Chinese economic model; (b) the analysis at regional level (at this level the Chinese economic model is compared with the regional East Asian model); (c) the analysis at the global level that relies on the modified world-system approach that allows to answer the question whether China will replace the USA as the global leader. It is important that the analysis is conducted simultaneously in economic, social, demographic, and political dimensions. As regards the analysis of specific features of the Chinese model as an especial type of the East Asian model (that is based on the export orientation, capital & technology importation, as well as cheap labor force), we note as organic features of the Chinese model the totalitarian power of the Communist Party and the immenseness of resources. As regards special features of the Chinese model, we note (in addition to “cheap ecology” and cheap labor force) and emphasize that China has a multilevel (in a way unique) system of growth driving forces, where, as opposed to developed states, the dominant role belongs not to native private capital, but to state corporations, local authorities and foreign business. This explains the peculiarities of the Chinese investment (or rather overinvestment), which determines high growth rate up to a very significant degree. A unique feature of the Chinese model is the competition of provinces and territories for investments and high growth indicators. As regards perspectives of the global hegemony of China, we intend to demonstrate that, on the one hand, economic and political positions of China will strengthen in the forthcoming decades, but, on the other hand, China, assuming all possible future success, will be unable to take the USA position in the World System. We believe that in a direct connection with the development of globalization processes the hegemony cycle pattern is likely to come to its end, which will lead to the World System reconfiguration and the emergence of its new structure that will allow the World System to continue its further development without a hegemon. Finally, the article describes some possible scenarios of the development of China. We demonstrate that China could hardly avoid serious difficulties and critical situations (including those connected with demographic problems); however, there could be different scenarios of how China will deal with the forthcoming crisis. We also come to the conclusion that it would be better for China to achieve a slowdown to moderate growth rates (that would allow China to go through the forthcoming complex transition period with less losses) than to try to return at any cost to explosive growth rates attested in the 2000s. This article considers concrete manifestations of the politogenesis multilinearity and the variation of its forms; it analyzes the main causes that determined the politogenetic pathway of a given society. The respective factors include the polity's size, its ecological and social environment. The politogenesis should be never reduced to the only one evolutionary pathway leading to the statehood. The early state formation was only one of many versions of development of complex late archaic social systems. The author designates various complex non-state (...) political systems as early state analogues. The early state analogue posed a real alternative to the state for a rather long period of time, whereas in many ecologically marginal regions they could compete quite seriously with the state sometimes until recently. Thus, it was only in the final count that the state became the leading form of political organization of complex societies. The very pathways to statehood had a few versions. One may group them into two main types: ‘vertical’ and ‘horizontal’. Within the ‘vertical’ model the state formation took place in a direct way, i.e. directly from small pre-state polities to primitive statehood. Within the ‘horizontal’ model we first ob-serve the formation of early state analogues that were quite com-parable to the state as regards their complexity, whereas later those analogues were transformed into states . Concerns about population ageing apply to both developed and many developing countries and it has turned into a global issue. In the forthcoming decades the population ageing is likely to become one of the most important processes determining the future society characteristics and the direction of technological development. The present paper analyzes some aspects of the population ageing and its important consequences for particular societies and the whole world. Basing on this analysis, we can draw a conclusion that the future (...) technological breakthrough is likely to take place in the 2030s (which we define as the final phase of the Cybernetic Revolution). In the 2020s – 2030s we will expect the upswing of the forthcoming sixth Kondratieff wave, which will introduce the sixth technological paradigm (system). All those revolutionary technological changes will be connected, first of all, with breakthroughs in medicine and related technologies. We also present our ideas about the financial instruments that can help to solve the problem of pension provision for an in-creasing elderly population in the developed countries. We think that a more purposeful use of pension funds' assets together with an allocation (with necessary guarantees) of the latter into education and upgrading skills of young people in developing countries, perhaps, can partially solve the indicated problem in the developed states. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to globalization that the developing countries are generally growing much faster than the developed states. The World System core starts weakening while its periphery gains strength. At the same time there is a continuing divergence between the main bulk (...) of developing countries and the group of the poorest developing states. The article also explains why globalization was bound to lead to an explosive rise of many developing countries and relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue. It is also demonstrated that this convergence constitutes a necessary condition for the ongoing and forthcoming change of political and power balance in the World System. We also show how and why it manifests itself in the US current and possible future policy. (shrink)

The comparison between biological and social macroevolution is a very important (though insufficiently studied) subject whose analysis renders new significant possibilities to comprehend the processes, trends, mechanisms, and peculiarities of each of the two types of macroevolution. Of course, there are a few rather important (and very understandable) differences between them; however, it appears possible to identify a number of fundamental similarities. One may single out at least three fundamental sets of factors determining those similarities. First of all, those similarities (...) stem from the fact that in both cases we are dealing with very complex non-equilibrium (but rather stable) systems whose principles of functioning and evolution are described by the General Systems' Theory, as well as by a number of cybernetic principles and laws. -/- Secondly, in both cases we do not deal with isolated systems; in both cases we deal with a complex interaction between systems of organic systems and external environment, whereas the reaction of systems to external challenges can be described in terms of certain general principles (that, however, express themselves rather differently within the biological reality, on the one hand, and within the social reality, on the other). -/- Thirdly, it is necessary to mention a direct ‘genetic’ link between the two types of macroevolution and their mutual influence. -/- It is important to emphasize that the very similarity of the principles and regularities of the two types of macroevolution does not imply their identity. Rather significant similarities are frequently accompanied by enormous differences. For example, genomes of the chimpanzees and the humans are very similar – with differences constituting just a few per cent; however, there are enormous differences with respect to intellectual and social differences of the chimpanzees and the humans hidden behind the apparently ‘insignificant’ difference between the two genomes. Thus, in certain respects it appears reasonable to consider the biological and social macroevolution as a single macroevolutionary process. This implies the necessity to comprehend the general laws and regularities that describe this process, though their manifestations may display significant variations depending on properties of a concrete evolving entity (biological, or social one). An important notion that may contribute to the improvement of the operationalization level as regards the comparison between the two types of macroevolution is the one that we suggested some time ago – the social aromorphosis (that was developed as a counterpart to the notion of biological aromorphosis well established within Russian evolutionary biology). We regard social aromorphosis as a rare qualitative macrochange that increases in a very significant way complexity, adaptability, and mutual influence of the social systems, that opens new possibilities for social macrodevelopment. In our paper we discuss a number of regularities that describe biological and social macroevolution and that employ the notions of social and biological aromorphosis such as ones of the module evolution (or the evolutionary ‘block assemblage’), ‘payment for arogenic progress’ etc. (shrink)

In the coming decades in the process of globalization the position of the USA and Europe will weaken, while the role of developing countries will increase. The role of the two largest emerging economies – China and India – will be of special significance. What future will these fast-growing giants face? The demographers agree that pretty soon India will lead the world in population and thus surpass China, while China will encounter serious ageing population problems. But economic and political scenarios (...) of the future are quite different: from resounding success and world leadership to collapse caused by demographic and socio-political troubles. Which of them is more feasible? In the present article I analyze the Chinese and Indian development models separately and comparatively and make a forecast of their perspectives in the 21st century. Such an analysis could be helpful for understanding Russia's ways of development. (shrink)

The escape from the ‘Malthusian trap’ is shown to tend to generate in a rather systematic way quite serious political upheavals. Some demographic structural mechanisms that generate such upheavals have been analyzed, which has made it possible to develop a mathematical model of the respective processes. The forecast of political instability in Sub-Saharan African countries in 2015– 2050 produced on the basis of this model is presented.

The analysis of long economic cycles allows us to understand long-term worldsystem dynamics, to develop forecasts, to explain crises of the past, as well as the current global economic crisis. The article offers a historical sketch of research on K-waves; it analyzes the nature of Kondratieff waves that are considered as a special form of cyclical dynamics that emerged in the industrial period of the World System history. It offers a historical and theoretical analysis of K-wave dynamics in the World (...) System framework; in particular, it studies the influence of the long wave dynamics on the changes of the world GDP growth rates during the last two centuries. Special attention is paid to the interaction between Kondratieff waves and Juglar cycles. The article is based on substantial statistical data, it extensively employs quantitative analysis, contains numerous tables and diagrams. On the basis of the proposed analysis it offers some forecasts of the world economic development in the next two decades. The article concludes with a section that presents a hypothesis that the change of K-wave upswing and downswing phases correlates significantly with the phases of fluctuations in the relationships between the World-System Core and Periphery, as well as with the World System Core changes. In the theory of the early state it was fundamentally new and important from a methodological point of view to define the early state as a separate stage of evolution essentially different from the following stage, the one of the full-grown or mature state. ‘To reach the early state level is one thing, to develop into a full-blown, or mature state is quite another’ (Claessen and Skalník 1978b: 22). At the same time they (as well as a number of other (...) authors) indicated quite soundly that not all early states were able to become and actually became mature ones (see e.g., Claessen and Skalník 1978a; Claessen and van de Velde 1987b; Shifferd 1987). Thus there was formed exactly an evolutionary sequence of statehood in the form of a two-stage scheme: the early state – the mature state. And that explained a lot in the mechanisms and directions of the political evolution. However, the former of these two stages of the evolution of statehood (the early state) has been studied rather thoroughly, whereas the latter (the mature state) has not become the subject of a similarly close examination. Unfortunately, the analysis of the mature state has been little advanced in those several contributions to the subsequent volumes of the Early State project (further referred to as Project) where the subject was touched upon. In the present paper after a brief analysis of the Project participants' views on the mature state I will present my own approach to the distinction of the stages of the evolution of statehood which to my mind develops and supplements Claessen – Skalník's ideas on the subject. However, this has made it necessary to suggest new formulations of the main characteristics of each stage of the evolution of the state. (shrink)

. In our opinion, the processes of changing of sovereignty nowadays are among those of much significance. Presumably, if such processes (of course with much fluctuation) gain strength it will surely affect all spheres of life, including change of ideology and social psychology (the moment which is still underestimated by many analysts). Generally speaking, notwithstanding an avalanche of works devoted to the transformation of sovereignty, some topical aspects of the problem mentioned appear to have been disregarded. The present article is (...) devoted to the analysis of one of such insufficiently investigated aspects – the deliberate voluntary reduction of sovereign prerogatives. In the present paper we have tried to prove that on the whole globalization contributes to the change and reduction of nomenclature and scope of state sovereign powers, and besides it is a bilateral process: on the one hand, the factors are strengthening that fairly undermine the countries' sovereignty, on the other – most states voluntarily and deliberately limit the scope of their sovereignty. The present article is devoted to the problem which is debated actively to-day, namely whether Greek poleis and the Roman Republic were early states or they represented a specific type of stateless societies. In particular, Moshe Berent examines this problem by the example of Athens in his contribution to this volume. He arrives at the conclusion that Athens was a stateless society. However, I am of the opinion that this conclusion is wrong: and I believe that Athens and Rome were (...) early states. Therefore the present article is in many respects a direct discussion with Berent (as well as with other supporters of this idea). (shrink)

Мировой порядок как система определенных идей и правил, господ-ствующих в международной политике, стал формироваться в Европе начиная с XVI в., окончательно утвердившись в XIX столетии. Однако этот порядок держится обычно в пределах трех-четырех десятилетий, а затем под влиянием изменившихся обстоятельств и нового баланса сил меняется. В настоящее время мы как раз переживаем период смены ми-рового порядка и начала формирования новой его системы. В статье анализируется начало ослабления мирового порядка, основанного на американской гегемонии, рассматриваются характерные черты и методы, которые используют США (...) для поддержания своих позиций в мире. Автор показывает, почему не могла надолго установиться абсолютная американская гегемония, каким образом глобализация стала более выгодной не для развитых, а для развивающихся стран, как постепенно формировалось убеждение в неизбежности ослабления ли-дерских позиций США. В статье дается характеристика современного положения в международных отношениях как ситуации, когда началась реконфигурация Мир-Системы, что должно означать наступление эпохи турбулентности и формирования новых коалиций. Это будет своего рода переходная эпоха к более устойчивому новому мировому порядку, становление которого будет непростым. Автор высказывает идеи от-носительно того, в каком направлении и как этот новый порядок будет формироваться, о возможных принципах этого порядка и механизмах его установления. (shrink)

The present working paper analyzes the world order in the past, present and future as well as the main factors, foundations and ideas underlying the maintaining and change of the international and global order. The first two sections investigate the evolution of the world order starting from the ancient times up to the late twentieth century. The third section analyzes the origin and decline of the world order based on the American hegemony. The authors reveal contradictions of the current unipolar (...) world and explain in what way globalization has become more profitable for the developing countries but not for the developed ones. The paper also explains the strengthening belief that the US leading status will inevitably weaken. In this connection we discuss the alternatives of the American strategy and the possibility of the renaissance of the American leadership. The last section presents a factor analysis which allows stating that the world is shifting toward a new balance of power and is likely to become the world without a leader. The new world order will consist of a number of large blocks, coalitions and countries acting within a framework of rules and mutual responsibility. However, the transition to a new world order will take certain time (about two decades). This period, which we denote as the epoch of new coalitions, will involve a reconfiguration of the World-System and bring an increasing turbulence and conflict intensity. There are grounds to conclude that in 2011–2012 the World-System experienced to some extent a phase transition to a qualitatively new state of global protest activity. This phase transition is shown to bear some resemblance to the one which the World-System experienced in the early 1960s. The first (after 1919) phase transition of this sort occurred in the early 1960s and was related to the growth of global informational connectivity after the World War II, as well as the improvement of the means of protest self-organization due to the spread of television, portable radio receivers, portable electric loud-speakers and other technologies of the Fourth Kondratieff Cycle. The phase transition of the early 2010s was prepared by a new wave of growth of global informational connectivity, as well as the improvement of the means of protest self-organization due to the spread of various technologies of the Fifth Kondratieff cycle (the Internet, satellite television, Twitter and other social networks, mobile telephony etc.). Similarly to what was observed during the Fourth Kondratieff Wave, during the Fifth Cycle while the spread of these technologies was going on for many years before 2011, their internal colossal potential for generating and spreading protest activity was realized in one leap, as a phase transition.
