Brown examines the types of scene that exist, along with related concepts such as authenticity and the 'really' real. It also explores the effectiveness of scenes in spreading new actions and ideas, as welll as their role in both facilitating 'difference' and introducing originality and newness in modern society. Finally, the book deals with the fragility of scenes, why they can often become subsumed by normality and how this might be prevented.

New studies tell how human action is causing planetary degradation and how changes to our diets and financial behaviours could lead to significant benefits. International Political Theory focuses on the point where two fields of study meet - International Relations and Political Theory. It takes from the former a central concern with the 'international' broadly defined; from the latter it takes a broadly normative identity. IPT studies the 'ought' questions that have been ignored or side-lined by the modern study of International Relations and the 'international' dimension that Political Theory has in the past neglected. The Idea of Justice" summarizes and extends many of the themes Amartya Sen has been engaged with for the last quarter century: economic versus political rights, cultural relativism and the origin of notions such as human rights, and entitlements and their relation to gender equality.

"The Law of Peoples" has been extended into a monograph with the same title,which is the main focus of this essay. Brown includes a sketch of Rawls’s project as a whole as a necessary preliminary.

Some have argued that the UN or the Security Council can exercise agency on behalf of IS, but in view of the "underinstitutionalization" of IS in the UN, groups of states may authorize themselves to act on the behalf of IS as "coalitions of the willing.".

1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. Brown attempts to clarify Hegelian ideas of absolute knowledge and self-knowledge that lead to the model of the modern state as "the vehicle for the self-expression of spirit...governed only by the requirements of reason" upon which Hegel grounds international ethics.

The Ship of Theseus example raises problems about the sense that things such as tables and chairs exist and how they are able to change. It challenges traditional metaphysical notions about parthood and identity over time. When analyzed, it turns out that the issues raised by this example are fatal to traditional ontologies. I propose a process approach that does not discard the concept of matter entirely that both conforms to our commonsense intuitions about how the world is and is (...) able to adequately address the Ship of Theseus example. Under my theory, the Ship of Theseus actually includes the process that we would normally call a ship and the system of maintenance that is replacing the parts of the ship. I end by arguing that this is a com­monsensical view and respond to objections. (shrink)

Notions such as ‘guilt’ and ‘forgiveness’ can be defined in objective terms, but more normally have an emotional dimension that cannot be experienced by the institutions examined in this collection of articles. Nevertheless, analogs to these emotions can be discerned in the behaviour of states — and exploring these reveals important insights into what are more (and less) effective ways of responding to, and making amends for, institutional failure. In the 1990s the Western powers were engaged in dealing with a (...) sequence of crises which appeared to call for some kind of intervention — Bosnia 1991/95, Somalia 1992/3, Haiti, 1993/4, Rwanda 1994, Kosovo 1998/9 — and this essay explores the extent to which it can be said that action/inaction in one case can be related back to moral judgements of behaviour in earlier cases. What emerges is not a single narrative of guilt and rectificatory action, but two narratives focusing on different referent objects: obligations towards one's own citizens and toward the putative common good. The picture is complex, yet some significant lessons can be drawn from this analysis. One is the counter-intuitive point that a ‘guilty conscience’ may actually be more effective when the guilt in question is not attributable to the individual whose behaviour is affected, but rather is seen to be borne by the institution that he or she represents. Assuming that guilt is generated by ignorance rather than ill-will, another, more general, lesson is that better intelligence in the broadest sense of the term — including intelligence of the past moral failures of institutions — may be of more value than a (probably difficult to achieve) theory of institutional guilt. Background: Ideas always have and always will change the world; with ideas-engagement enabling individuals to become more knowledgeable, better able to make good decisions and better positioned to re-align their values in response to new progressive norms and beliefs. Given these potential benefits, of primary interest is how citizens can be most effectively encouraged to engage with new ideas. Methods: With this study we test the efficacy of two approaches designed to enhance citizen’s perceptions regarding the value of ideas-engagement. Specifically, (...) we recontextualise a previously undertaken small-scale randomised control trial designed to stimulate states of either curiosity or pragmatic prospection amongst two randomly allocated groups of respondents. Our target variables involve the importance respondents attribute to staying up to date, as well as to four related attitudinal variables. Our target audience is the voting age population of England. Results: 515 participants took part in the experiment, with 269 receiving the curiosity stimulating intervention and 246, the prospection intervention. Our findings suggest that, by the end of four weeks, only the intervention designed to promote pragmatic prospection had significantly impacted on the importance respondents attribute to staying up to date. It also positively impacted the value- scores for one of the secondary attitudinal variables (relating to the importance of supporting physical and mental-health). Conclusions: While this study provides useful insight regarding ideas-engagement, further work is needed. In particular, future studies will require a larger sample, so as to ascertain the impact of these approaches on ‘ideas refusers’. Also required is the inclusion of a control group to provide a definitive counter factual. Furthermore, since positive changes in attitudes towards ideas- engagement also ideally leads to changes in behaviours, questions are also needed to examine the sources of ideas respondents subsequently engage with (or not) as a result of these interventions. This paper explores a structure ubiquitous in grammar, the embedded tree, and develops a proposal for how such embedded structures played a fundamental role in the evolution of consonants and vowels. Assuming that linguistic capabilities emerged as a cognitive system from a simply reactive system and that such a transition required the construction of an internal mapping of the system body, we propose that this mapping was determined through articulation and acoustics. By creating distinctions between articulators in the vocal tract (...) or by acoustic features of sounds, and then embedding these distinctions, the various possible properties of consonants and vowels emerged. These embedded distinctions represent paradigmatic options for the production of sounds, which provide the basic building blocks for prosodic structure. By anchoring these embedded structures in the anatomy and physiology of the vocal tract, the evolution of phonology itself can be explained by extra-linguistic factors. (shrink)

The modern literature on responding to global poverty is over fifty years old and has attracted the attention of some of the most prominent analytical political theorists of the age, including Brian Barry, Charles Beitz, Simon Caney, Thomas Pogge, John Rawls, and Peter Singer. Yet in spite of this extraordinary concentration of brainpower, the problem of global poverty has quite clearly not been solved or, indeed, adequately defined. We are therefore entitled to ask two questions of any new contribution to (...) this literature: first, what does it have to offer that past work does not; and second, what reason is there to think that, this time, it will truly make a difference. These questions will be posed below, but before undertaking this task it may be useful to offer an overview of the field, with particular attention to why the problem of global poverty seems so intractable. Experiential evidence shows that pain is associated with common meanings. These include a meaning of threat or danger, which is experienced as immediately distressing or unpleasant; cognitive meanings, which are focused on the long-term consequences of having chronic pain; and existential meanings such as hopelessness, which are more about the person with chronic pain than the pain itself. This interdisciplinary book - the second in the three-volume Meanings of Pain series edited by Dr Simon van Rysewyk - aims to better (...) understand pain by describing experiences of pain and the meanings these experiences hold for the people living through them. The lived experiences of pain described here involve various types of chronic pain, including spinal pain, labour pain, rheumatic pain, diabetic peripheral neuropathic pain, fibromyalgia, complex regional pain syndrome, endometriosis-associated pain, and cancer-related pain. Two chapters provide narrative descriptions of pain, recounted and interpreted by people with pain. Language is important to understanding the meaning of pain since it is the primary tool human beings use to manipulate meaning. As discussed in the book, linguistic meaning may hold clues to understanding some pain-related experiences, including the stigmatisation of people with pain, the dynamics of patient-clinician communication, and other issues, such as relationships between pain, public policy and the law, and attempts to develop a taxonomy of pain that is meaningful for patients. Freedom of information laws promote transparency by permitting individuals and organizations to obtain government documents. However, exemptions from disclosure are necessary to protect privacy and to permit government officials to deliberate freely. Deliberative language is often the most challenging and burdensome exemption to detect, leading to high processing costs and delays in responding to open-records requests. This paper describes a novel deliberative-language detection model trained on a new annotated training set. The deliberative-language detection model is a component of a decision-support (...) system for open-records requests under the US Freedom of Information Act, the FOIA Assistant, that ingests documents responsive to an open-records requests, suggests passages likely to be subject to deliberative language, privacy, or other exemptions, and assists analysts in rapidly redacting suggested passages. The tool’s interface is based on extensive human-factors and usability studies with analysts and is currently in operational testing by multiple US federal agencies. (shrink)

Under conditions of physiological stress, officers are sometimes required to make split-second life-or-death decisions, where deficits in performance can have tragic outcomes, including serious injury or death and strained police–community relations. The current study assessed the performance of 122 active-duty police officers during a realistic lethal force scenario to examine whether performance was affected by the officer’s level of operational skills training, years of police service, and stress reactivity. Results demonstrated that the scenario produced elevated heart rates, as well as (...) perceptual and cognitive distortions, such as tunnel vision, commensurate with those observed in naturalistic use of force encounters. The average performance rating from the scenario was 59%, with 27% of participants making at least one lethal force error. Elevated stress reactivity was a predictor of poorer performance and increased lethal force errors. Level of training and years of police service had differential and complex effects on both performance and lethal force errors. Our results illustrate the need to critically reflect on police training practices and continue to make evidence-based improvements to training. The findings also highlight that while training may significantly improve outcomes, flawless performance is likely not probable, given the limits of human performance under stress. Implications for the objective reasonableness standard, which is used to assess the appropriateness of force in courts of law, are discussed. (shrink)

Background While prenatal surgery historically was performed exclusively for lethal conditions, today intrauterine surgery is also performed to decrease postnatal disabilities for non-lethal conditions. We sought to describe physicians' attitudes about prenatal surgery for lethal and non-lethal conditions and to elucidate characteristics associated with these attitudes. Methods Survey of 1200 paediatric surgeons, neonatologists and maternal–fetal medicine specialists. Results Of 1176 eligible physicians, 670 responded. In the setting of a lethal condition for which prenatal surgery would likely result in the child (...) surviving with a severe disability, most respondents either disagreed or strongly disagreed that they would recommend the surgery. Male physicians were twice as likely to recommend surgery for the lethal condition, as were physicians who believe that abortion is morally wrong. Older physicians were less likely to recommend surgery. For non-lethal conditions, most respondents agreed that they would recommend prenatal surgery, even if the surgery increases the risk of prematurity or fetal death. Compared with MFMs, surgeons were less likely to recommend such surgery, as were physicians not affiliated with a fetal centre, and physicians who were religious. Conclusion Physician’s attitudes about prenatal surgery relate to physicians’ beliefs about disability as well as demographic, cultural and religious characteristics. Given the variety of views, parents are likely to receive different recommendations from their doctors about the preferable treatment choice. (shrink)

BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)

In their article in the September-October 2010 issue of IRB: Ethics & Human Research, Chris Kaposy and Françoise Baylis argue that the contraception policy of the University of Nebraska Medical Center’s institutional review board fails to meet an ethically ideal standard in establishing the criteria investigators should follow when including women of childbearing potential in clinical research. In this response, we argue that the UNMC IRB’s policy is evidence-based and pragmatically oriented and that it therefore better safeguards women’s autonomy (...) than an ideal policy could. We also offer some of our experiences with the policy since it was implemented six years ago. (shrink)
