Abstract:Both the idea of feasibility and the role that it might play within political theory are controversial. Recent discussions have attempted to specify an appropriate overall conceptualization of feasibility. This essay offers a more nuanced account of a number of interrelated aspects of feasibility and argues for a more realistic view of feasibility. Four aspects of feasibility are identified and discussed: resource feasibility, value feasibility, human feasibility, and institutional feasibility.

Economic approaches to both social evaluation and decision-making are typically Paretian or utilitarian in nature and so display commitments to both welfarism and consequentialism. The contrast between the economic approach and any rights-based social philosophy has spawned a large literature that may be divided into two branches. The first is concerned with the compatibility of rights and utilitarianism seen as independent moral forces. This branch of the literature may be characterized as an example of the broader debate between the teleological (...) and deontological approaches. The second is concerned with the possibility that substantial rights may be grounded in utilitarianism with the moral force of rights being derived from more basic commitments to welfarism and consequentialism. This branch of the literature may be characterized as an exploration of the flexibility of the teleological approach, and, in particular, its ability to give rise to views more normally associated with the deontological approach. Buchanan’s approach to political economy is often characterized as rejecting romance in favour of realism: as taking feasibility seriously. But Buchanan provides no detailed account of his understanding of feasibility. This chapter discusses the idea of feasibility and its role at the constitutional, political and individual levels of Buchanan’s work, offers a reconstruction of Buchanan’s position on feasibility based on the idea of politics as exchange, and locates that position in the context of the more recent discussion of the concept (...) of feasibility in the political philosophy literature. We focus attention on the “resilience” property of republican liberty —a property that, at least in some formulations, is among those features that distinguish republican liberty from its more familiar “liberal” counterpart. Our analysis suggests, and builds on, an analogy between resilience and risk aversion. After a brief description of what we take republican liberty to be, we turn to the question of how to conceptualise resilience and how the notion might most plausibly be formulated. Examining alternative possible formulations serves (...) to suggest the analogy between resilience and risk aversion. In Section III, we exploit that analogy to develop some implications that resilience carries for republican institutional design. Section IV offers a brief summary. (shrink)

This article characterizes politics, philosophy, and economics as a substantive research programme as a flexible and analytic debate on the relations between the individual and society that incorporates both positive and normative analyses. This, in contrast to a view of PPE as a series of interdisciplinary or multidisciplinary topics. To this end, I sketch the general shape of the research programme, it boundaries and its features, before offering a slightly more detailed account of some aspects of the PPE programme. I (...) also defend the claim that there is some value in recognizing PPE as a research programme, and after discussing the conditions required for the programme to thrive, suggest that there is some reason to be concerned for its future. The concept of welfare and the nature of the welfare state are central themes of the normative political debate. But the word ‘welfare’ identifies a particularly contested part of the conceptual landscape that has been much trampled by economists, philosophers and political theorists, as well as a wide variety of more practical politicians, policy analysts and social commentators. Each group might be conceived as engaged on the production of a map which charts the salient features of ‘welfare’ and places them (...) in relation to other features of the terrain: ‘rights’, ‘needs’ ‘equality’, ‘justice’, ‘government policy’ and so on. Many maps have been produced but an inspection of these various maps might not convince the observer that all relate to the same landscape. Some of the apparent differences are no more than differences of emphasis or perspective, and might be thought of as differences in cartographic convention. Some result from simple confusions, but others are more foundational and reflect importantly different views of the world. (shrink)

Our central aim is to explore the ideas involved in the claim that certain institutional structures economize on virtue and, in particular, to explore the widely held idea that reliance on institutions that economize on virtue may undermine virtue itself. We explore these ideas both by discussing alternative conceptions of virtue and economizing, and by constructing a simple model of the relationship between a specific institutional structure that may be said to economize on virtue and the emergence of virtue. "There (...) exists in every human breast an inevitable state of tension between the aggressive and acquisitive instincts and the instincts of benevolence and self-sacrifice. It is for the preacher, lay or clerical, to inculcate the duty of subordinating the former to the latter. It is the humbler, and often invidious, role of the economist to help, so far as he can, in reducing the preacher's task to manageable dimensions. It is his function to emit a warning bark if he sees courses of action being advocated or pursued which will increase unnecessarily the inevitable tension between self-interest and public duty; and to wag his tail in approval of courses of action which will tend to keep the tension low and tolerable.... What does the economist economize? Tis love, tis love... that scarce resource, love—which we know, just as well as anybody else, to be the most precious thing in the world". (shrink)

I propose to consider the question, "Can machines think?" This should begin with definitions of the meaning of the terms "machine" and "think." The definitions might be framed so as to reflect so far as possible the normal use of the words, but this attitude is dangerous, If the meaning of the words "machine" and "think" are to be found by examining how they are commonly used it is difficult to escape the conclusion that the meaning and the answer to (...) the question, "Can machines think?" is to be sought in a statistical survey such as a Gallup poll. But this is absurd. Instead of attempting such a definition I shall replace the question by another, which is closely related to it and is expressed in relatively unambiguous words. The new form of the problem can be described in terms of a game which we call the 'imitation game." It is played with three people, a man (A), a woman (B), and an interrogator (C) who may be of either sex. The interrogator stays in a room apart front the other two. The object of the game for the interrogator is to determine which of the other two is the man and which is the woman. He knows them by labels X and Y, and at the end of the game he says either "X is A and Y is B" or "X is B and Y is A." The interrogator is allowed to put questions to A and B. We now ask the question, "What will happen when a machine takes the part of A in this game?" Will the interrogator decide wrongly as often when the game is played like this as he does when the game is played between a man and a woman? These questions replace our original, "Can machines think?". (shrink)

What is the basis for arguing that a volunteer army exploits citizens who lack civilian career opportunities? How do we determine that a doctor who has sex with his patients is exploiting them? In this book, Alan Wertheimer seeks to identify when a transaction or relationship can be properly regarded as exploitative--and not oppressive, manipulative, or morally deficient in some other way--and explores the moral weight of taking unfair advantage. Among the first political philosophers to examine this important topic (...) from a non-Marxist perspective, Wertheimer writes about ordinary experience in an accessible yet philosophically penetrating way. He considers whether it is seriously wrong for a party to exploit another if the transaction is consensual and mutually advantageous, whether society can justifiably prohibit people from entering into such a transaction, and whether it is wrong to allow oneself to be exploited. Wertheimer first considers several contexts commonly characterized as exploitive, including surrogate motherhood, unconscionable contracts, the exploitation of student athletes, and sexual exploitation in psychotherapy. In a section outlining his theory of exploitation, he sets forth the criteria for a fair transaction and the point at which we can properly say that a party has consented. Whereas many discussions of exploitation have dealt primarily with cases in which one party harms or coerces another, Wertheimer's book focuses on what makes a mutually advantageous and consensual transaction exploitive and analyzes the moral and legal implications of such exploitation. E. D. Hirsch, Jr., for instance, informs our children that Caribbean islanders encountered by Columbus “asked if he had come from heaven”—the implication being, of course, that they took him for a god. 2 And in the recent film, 1492: Conquest of Paradise, we hear the indefatigable Admiral (played by Gerard Depardieu) claim that “on every island the natives welcome us with great generosity and trust.... Near the end of the popular 1983 film The Return of the Jedi, the forest-dwelling Ewoks begin to chant and salaam upon first glimpsing the golden robot C-3PO, who in turn tells his captured comrades, “I do believe they think I am some sort of god.” When Han Solo sarcastically asks the robot to use his “divine influence” to help extricate them from their predicament, C-3PO replies that such an action would be improper: “It’s against my programming to impersonate a deity.” Here we see, embedded within a film romance, both the classic trope of the apotheosized foreigner and the related motif of the foreigner’s reluctance to [End Page 406] play the god-role (see figure 2). It is worth noting, however, that while C-3PO may be unwilling to exploit the Ewoks’ misperception, Luke Skywalker is not; he uses the “Force” to convince the Ewoks of the robot’s magical prowess and, more to the point, to perpetuate their misapprehension. 5What I wish to suggest in this essay is that certain habitual Western assumptions or conceits regarding cross-cultural encounters—assumptions which have been usefully termed “myth models” inasmuch as they condition human perception and find frequent discursive expression—coexist easily but in fact disjunctively with certain other ideological structures in many early modern travel narratives and colonial accounts. Obeyesekere, in his provocative book on the supposed deification of Captain Cook in Hawaii, has linked such myth models to the conceptual structures of the longue durée as characterized by Fernand Braudel, and it is possible that they may also be... In a discussion of rule-following inspired by Wittgenstein, Kripke asks us to consider the relation which holds between meaning plus by ‘+’ and answering questions like, ‘What is the sum of 68 and 57?’. A dispositional theory has it that if you mean plus by ‘+’ then you will probably answer, ‘125’. That is because, according to such a theory, to mean plus by ‘+’is, roughly speaking, to be disposed, by and large, and among other things, to answer such questions (...) with the correct sum. Kripke wants to emphasize, by contrast, that if you mean plus by ‘+’ then, faced with the question, ‘What is 68 + 57?’ yououghtto answer, ‘125’. One could sum up the assumption about meaning which appears to underpin this criticism of dispositional theories in terms of the slogan that meaning is normative. Allan Gibbard gives us a way of reading that slogan which is suggested by Kripke's brief remarks:The crux of the slogan that meaning is normative … might be another slogan: thatmeansimpliesought. To use roughly Kripke's example, from statements saying what I mean by the plus sign and other arithmetic terms and constructions, it will follow that Ioughtto answer ‘7’ when asked ‘What's 5 + 2?’. Four important arguments for probabilism—the Dutch Book, representation theorem, calibration, and gradational accuracy arguments—have a strikingly similar structure. Each begins with a mathematical theorem, a conditional with an existentially quantified consequent, of the general form: if your credences are not probabilities, then there is a way in which your rationality is impugned. Each argument concludes that rationality requires your credences to be probabilities. I contend that each argument is invalid as formulated. In each case there is a mirror-image theorem and (...) a corresponding argument of exactly equal strength that concludes that rationality requires your credences not to be probabilities. Some further consideration is needed to break this symmetry in favour of probabilism. (shrink)

This paper lays out the basic structure of any view involving coincident entities, in the light of the grounding problem. While the account is not novel, I highlight fundamental features, to which attention is not usually properly drawn. With this in place, I argue for a number of further claims: The basic differences between coincident objects are modal differences, and any other differences between them need to be explained in terms of these differences. More specifically, the basic difference is not (...) a difference in sort. A number of recent defenses of coincidence, which share the basic structure I outline, misidentify what, in their accounts, plays the basic role of addressing the grounding problem. More tentatively, I argue Coincident entities differ only in these modal properties, and properties they entail. In particular, they do not differ in properties like ‘being a tree,’ ‘being a statue,’ or aesthetic properties, and finally in light of how the account of coincidence offered addresses the grounding problem, the grounding problem provides no reason to prefer monism to pluralism. Abstract This paper examines the treatment of thick ethical concepts in Williams's work in order to evaluate the consistency of his treatment of ethical and epistemic concepts and to assess whether the idea of a thick concept can be extended from ethics to epistemology. A virtue epistemology is described modeled on a cognitivist virtue ethics. Williams's genealogy of the virtues surrounding propositional knowledge (the virtues of ?truthfulness?) is critically evaluated. It is concluded that this genealogy is an important contribution to (...) the project of virtue epistemology. Thick concepts must not only feature in the account but will sustain more of the marks of objectivity than their ethical counterparts. This is so even on Williams's demanding assumptions. (shrink)

Sport categorization is often justified by benefits such as increased fairness or inclusion. Taking inspiration from John Rawls, Sigmund Loland’s fair equality of opportunity principle in sport (FEOPs) is a tool for determining whether the existence of an inequality ethically justifies the institution of a new category in any given sport. It is an elegant ethical normative framework, but since FEOPs does not account explicitly for athlete safety (i.e. athlete physical and mental wellbeing), we are left in an ethically dubious (...) situation where the risk of harm associated with a categorization regime might in fact prove to be greater than the risk of harm present within the sport before its introduction. To address this critical gap, I propose the ‘scales of ignorance’ ethical normative framework to weigh the relative risk of harm within a sport, crucially inserting athlete safety into the discourse surrounding ethical justification for categorization in sport. The current paper is the first explicit formulation of assessment and ethical justification of risk of harm in the familiar logic of FEOPs. The scales of ignorance framework can also be used independently of Loland’s approach. Two new concepts are also proposed: ‘insidious risk of harm’ and ‘pernicious risk of harm’. (shrink)

Though less well known than his other work, Turings 1938 Princeton Thesis, this title which includes his notion of an oracle machine, has had a lasting influence on computer science and mathematics. It presents a facsimile of the original typescript of the thesis along with essays by Appel and Feferman that explain its still-unfolding significance.
