“Against nature man can claim no right, but once society is established, poverty immediately takes the form of a wrong done to one class by another.”.

While the subject of framing has achieved considerable recognition recently among social scientists and policy analysts, less attention has been given to how societies arrive at stable, collective frames of meaning for environmental values and policy. This paper proposes four models of societal processes by which framing occurs: narration, modelling, canonisation and normalisation. These four models are developed, compared, and explored in detail through a case study of the framing of the impacts of climate change on human societies in US (...) science policy from the 1960s through the 1990s. I conclude by offering a number of potentially fruitful avenues for further research into the dynamics of framing. (shrink)

Processes of globalization and decentralization are changing the relationship among statistical knowledge production, nation, and state. This article explores these changes through a comparison of five projects to design and implement indicators of sustainable development to replace conventional measures of economic welfare and social demographics—community sustainability indicators, Metropatterns, greening the gross domestic product, the Living Planet Index, and standardized accounting rules for inventorying greenhouse gas emissions. Drawing on a coproductionist idiom, the article argues that these projects constitute experiments in modifying (...) the civic epistemologies of democratic societies, transforming not only knowledge production but also political identities, relationships, and institutions. Incidental perceptual memory tests reveal priming when words are generated orally from a semantic cue at study, and this priming could reflect contamination by voluntary retrieval. We tested this hypothesis using a generate condition and two read conditions that differed in depth of processing (read-phonemic vs read-semantic). An intentional word-stem completion test showed an advantage for the read-semantic over the generate condition and an advantage for the generate over the read-phonemic condition, and completion times were longer than in a control (...) test, prior to which there was no study phase. An incidental word-stem completion test showed equivalent priming for the read-semantic and read-phonemic study conditions, despite considerable power, and completion times were no longer than control, indicating that retrieval was involuntary, and insensitive to prior conceptual processing. The generate condition produced less priming than the read conditions, but significant priming nonetheless. The results show that priming from generating can be involuntary and suggest that lexical processes are responsible. They are also the first results conjointly showing a crossed double dissociation, a single dissociation, and a parallel effect across memory tests with identical physical retrieval cues. (shrink)

In this paper we provide a psychological account of the nature and development of explanation. We propose that an explanation is an account that provides a conceptual framework for a phenomenon that leads to a feeling of understanding in the reader/hearer. The explanatory conceptual framework goes beyond the original phenomenon, integrates diverse aspects of the world, and shows how the original phenomenon follows from the framework. We propose that explanations in everyday life are judged on the criteria of empirical accuracy, (...) scope, consistency, simplicity, and plausibility. We conclude that explanations in science are evaluated by the same criteria, plus those of precision, formalisms, and fruitfulness. We discuss several types of explanation that are used in everyday life – causal/mechanical, functional, and intentional. We present evidence to show that young children produce explanations that have the same essential form as those used by adults. We also provide evidence that children use the same evaluation criteria as adults, but may not apply those additional criteria for the evaluation of explanations that are used by scientists. This paper presents an analysis of the forms of response that scientists make when confronted with anomalous data. We postulate that there are seven ways in which an individual who currently holds a theory can respond to anomalous data: (1) ignore the data; (2) reject the data; (3) exclude the data from the domain of the current theory; (4) hold the data in abeyance; (5) reinterpret the data; (6) make peripheral changes to the current theory; or (7) change the theory. (...) We analyze psychological experiments and cases from the history of science to support this proposal. Implications for the philosophy of science are discussed. (shrink)

This paper presents a cognitive account of the process of evaluating scientific data. Our account assumes that when individuals evaluate data, they construct a mental model of a data-interpretation package, in which the data and theoretical interpretations of the data are integrated. We propose that individuals attempt to discount data by seeking alternative explanations for events within the mental model; data-interpretation packages are accepted when the individual cannot find alternative accounts for these events. Clinical genetics encompasses a wider range of activities than discussion of reproductive risks and options. Hence, it is possible for a clinical geneticist to reduce suffering associated with genetic disease without aiming to reduce the birth incidence of such diseases. Simple cost-benefit analyses of genetic-screening programmes are unacceptable; more sophisticated analyses of this type have been devised but entail internal inconsistencies and do not seem to result in changed clinical practice. The secondary effects of screening programmes must be assessed before (...) they can be properly evaluated, including the inadvertent diagnosis of unsought conditions, and the wider social effects of the programmes on those with mental handicap. This has implications for the range of prenatal tests that should be made available. While autonomy must be fully respected, it cannot itself constitute a goal of clinical genetics. The evaluation of these services requires interdepartmental comparisons of workload, and quality judgements of clients and peers. (shrink)
