In the tradition of Milton Friedman's 1962 classic, Capitalism and Freedom, Lansing Pollock draws on moral, political, and economic theory to defend a libertarian vision of the good society. Pollock argues that mutual consent, derived from a fundamental Kantian moral equality, is the ideal standard for judging relations between persons. He contends that if the equal right of all persons to be free is taken seriously, most of the coercion by government that many take for granted is (...) immoral. Pollock situates libertarian moral theory in an American historical context, one compatible with the views of James Madison and Thomas Jefferson. Pollock argues that when the Constitution is interpreted according to the political philosophy of the framers, the modern welfare state is unconstitutional. Pollock goes on to demonstrate how free market economies promote human well-being, whereas government regulation is often counterproductive. In advocating a reduction in the size and scope of government, Pollock includes applied policy analyses of poverty and health care, among other topical issues. He also offers an innovative solution to the problem of funding a limited government without violating individual rights. The strength of The Free Society lies in its synthetic achievement. In a book that is accessibly written and sure to appeal to scholar and lay reader alike, Pollock provides a compelling conception of the good society--one in which the libertarian vision includes moral, social, political, and economic perspectives. The strategy of this paper is to throw light on rational cognition and epistemic justification by examining irrationality. Epistemic irrationality is possible because we are reflexive cognizers, able to reason about and redirect some aspects of our own cognition. One consequence of this is that one cannot give a theory of epistemic rationality or epistemic justification without simultaneously giving a theory of practical rationality. A further consequence is that practical irrationality can affect our epistemic cognition. I argue that practical irrationality (...) derives from a general difficulty we have in overriding built-in shortcut modules aimed at making cognition more efficient, and all epistemic irrationality can be traced to this same source. A consequence of this account is that a theory of rationality is a descriptive theory, describing contingent features of a cognitive architecture, and it forms the core of a general theory of “voluntary” cognition — those aspects of cognition that are under voluntary control. It also follows that most of the so-called “rules for rationality” that philosophers have proposed are really just rules describing default (non- reflexive) cognition. It can be perfectly rational for a reflexive cognizer to break these rules. The “normativity” of rationality is a reflection of a built-in feature of reflexive cognition — when we detect violations of rationality, we have a tendency to desire to correct them. This is just another part of the descriptive theory of rationality. Although theories of rationality are descriptive, the structure of reflexive cognition gives philosophers, as human cognizers, privileged access to certain aspects of rational cognition. Philosophical theories of rationality are really scientific theories, based on inference to the best explanation, that take contingent introspective data as the evidence to be explained. (shrink)

The “grand problem” of AI has always been to build artificial agents with human-like intelligence. That is the stuff of science fiction, but it is also the ultimate aspiration of AI. In retrospect, we can understand what a difficult problem this is, so since its inception AI has focused more on small manageable problems, with the hope that progress there will have useful implications for the grand problem. Now there is a resurgence of interest in tackling the grand problem head-on. (...) Perhaps AI has made enough progress on the little problems that we can fruitfully address the big problem. The objective is to build agents of human-level intelligence capable of operating in environments of real-world complexity. I will refer to these as GIAs — “generally intelligent agents”. OSCAR is a cognitive architecture for GIAs, implemented in LISP.1 OSCAR draws heavily on my work in philosophy concerning both epistemology (Pollock 1974, 1986, 1990, 1995, 1998, 2008b, 2008; Pollock and Cruz 1999; Pollock and Oved, 2005) and rational decision making (2005, 2006, 2006a). A fellow of Trinity College, Cambridge, and of the Royal Society, William Clifford made his reputation in applied mathematics, but his interests ranged far more widely, encompassing ethics, evolution, metaphysics and philosophy of mind. This posthumously collected two-volume work, first published in 1879, bears witness to the dexterity and eclecticism of this Victorian thinker, whose commitment to the most abstract principles of mathematics and the most concrete details of human experience resulted in vivid and often unexpected arguments. A large U.S. government investigation into arms procurement procedures with corporate contractors has recently led to guilty pleas to fraud and illegal use of classified documents. Operation Ill Wind has brought public attention to the criminal and unethical conduct of large defense contractors in their dealings with the government. This article will review how the defense contract bidding process operates and why illegal activity has been able to compromise the process. Japan's politieal, cultural, and geographic isolation, its symbiotic government-business arrangement, and its practice of practical, resources-oriented politics, trade, and diplomacy have led it to be the only major global economic power to strictIy comply with the Arab boycott. A brief history and description of the boycott are presented here, along with an overview of the responses of major economic trading nations. Three issues are addressed: Japan's global conscience, the framework appropriate to analyze the ethics of global economic boycotts, and the (...) Japanese government's excuse of leaving boycott decisions to business considering the historic relationship between the two. The logical conclusion of this analysis is that Japan as a nation must abandon its insularity and take a greater ethical responsibility in line with its economic power. From this comes the responsibility of the govenment to guide the business sector towards a corporate conscienee, one that is grounded in global awareness. (shrink)

This paper is informed by my own participant observation and uses my own ethnography which included conducting in-depth interviews with anonymous paid egg donors and observing a listserv for women considering, pursuing, or having completed egg donation, to illustrate the way that power operates at this particular site of the reproductive center in postmodernity. After outlining who the consumers and providers of eggs are, I will use Foucault's concepts of biopower, disciplinary power, and normativity to describe how anonymous paid egg (...) donation plays a socially useful role in reproducing privilege and in preserving the myth of the nuclear family. Drawing on feminist theorizing to problematize altruism, I will show how the construction of the altruist narrative feeds the preservation of that myth by giving egg donors appropriately feminine motivations. Finally, I will focus on one particular site of resistance on the part of egg donors—controlling their self-presentation, tweaking the pool of eggs—to underscore the simultaneity of control of and control by egg donors. Corporate violations of the law are occurring with increasing frequency and with increasing public attention. Solutions to date have proved ineffectual because of the problem of determining whom is to be punished for the offense of the corporation. Instead of individual jail terms or corporate fines, we propose that the dissolution of the corporation be considered as a more effectual means of conforming corporate behavior to the norms of the legal system.

While tourism is often seen as a welcome source of economic development, conventional mass tourism is associated with numerous negative effects, such as the destruction of ecological systems and loss of cultural heritage. In response to these concerns, a term that has surfaced recently is, sustainable tourism. This article attempts to define sustainable tourism and asks the question of whether this new term is an acceptable criteria or is merely a marketing ploy to attract the morally conscious tourist.

This paper examines diverse perspectives around the concept of responsibility concerning antibiotic use in animal agriculture. Antibiotic use in agriculture has been identified as a source of antimicrobial resistance, one of the largest public health threats today. In the United States, efforts to curb antibiotic use in farming draws on a diverse range of actors—including farmers, veterinarians, consumers, and public health advocates—and relies on a mix of industry standards and federal guidelines around responsible use. The paper selects a similarly diverse (...) range of people and employs Q methodology to query the points of disagreement and consensus around the practices that constitute responsible antibiotic use in animal agriculture, and who is responsible for antimicrobial resistance. We find a diverse mix of actor types across three discourses, but with clear differences between farmers and public health advocates. We also argue that, in some cases, points of disagreement and agreement are often based on different interpretations of ideas, indicating points of common ground where there might appear to be disagreement, and areas of difference where there appears to be agreement. We argue that these flexible interpretations of some of the key issues around antibiotic use are nevertheless grounded in durable differences in views of what agriculture is and what it should be.
