In the context of technology development and systems engineering, knowledge is typically treated as a complex information structure. In this view, knowledge can be stored in highly sophisticated data systems and processed by explicitly intelligent, software-based technologies. This paper argues that the current emphasis upon knowledge as information (or even data) is based upon a form of rationalism which is inappropriate for any comprehensive treatment of knowledge in the context of human-centred systems thinking. A human-centred perspective requires us to treat (...) knowledge in human terms. The paper sets out the particular importance of tacit knowledge in this regard. It sets out two case studies which reveal the critical importance of a careful treatment of tacit knowledge for success in two complex, technology-driven projects. (shrink)

This paper is a survey of standards being used in the domain of digital cultural heritage with focus on the Metadata Encoding and Transmission Standard created by the Library of Congress in the United States of America. The process of digitization of cultural heritage requires silo breaking in a number of areas—one area is that of academic disciplines to enable the performance of rich interdisciplinary work. This lays the foundation for the emancipation of the second form of silo which are (...) the silos of knowledge, both traditional and born digital, held in individual institutions, such as galleries, libraries, archives and museums. Disciplinary silo breaking is the key to unlocking these institutional knowledge silos. Interdisciplinary teams, such as developers and librarians, work together to make the data accessible as open data on the “semantic web”. Description logic is the area of mathematics which underpins many ontology building applications today. Creating these ontologies requires a human–machine symbiosis. Currently in the cultural heritage domain, the institutions’ role is that of provider of this open data to the national aggregator which in turn can make the data available to the trans-European aggregator known as Europeana. Current ingests to the aggregators are in the form of machine readable cataloguing metadata which is limited in the richness it provides to disparate object descriptions. The AI and Society discourse has previously drawn attention to the ways that digital systems embody the values of the technology development community from which they emerge through the development and deployment process. Research shows how this effect leads to a particular treatment of gender in computer systems development, a treatment which lags far behind the rich understanding of gender that social studies scholarship reveals and people across society experience. Many people do not relate to the narrow binary gender options (...) of male or female, and many people express their gender identity in much richer ways than the sex/gender binary female/woman and male/man Boolean terms will allow. We ask: are “born-digital” gendered datasets in digital systems experienced as marginalising by those who express their identity beyond the male/female binary? Case Study: Ireland. To answer this universal question, this paper presents the findings of an empirical case study of people in Ireland with diverse gender identities and expressions, and their experiences with public data systems and new technologies. In spite of great social changes in Ireland which have led to constitutional change in favour of LGBTQI + people, born-digital systems were experienced by respondents as embodying socio-cultural values which were no longer accepted in society at large. For many of the respondents, digital technologies routinely marginalise them in all kinds of ways. These systems keep alive violence and oppression long after civil rights have been enshrined in constitutional law. This study is just one example of the way assumptions about digital are disengaged from society-at-large. It is a call to arms to all who are passionate about socially-responsible technology. Privacy remains an intractable ethical issue for the information society, and one that is exacerbated by modern applications of artificial intelligence. Given its complicity, there is a moral obligation to redress privacy issues in systems engineering practice itself. This paper investigates the role the concept of privacy plays in contemporary systems engineering practice. Ontologically a nominalist human concept, privacy is considered from an appropriate engineering perspective: human-centred design. Two human-centred design standards are selected as exemplars of best practice, and are (...) analysed using an existing multi-dimensional privacy model. The findings indicate that the human-centred standards are currently inadequate in dealing with privacy issues. Some implications for future practice are subsequently highlighted. (shrink)

Functionalism has long been the dominant paradigm in systems development practice. However, functionalism promotes an innate and immutable instrumental rationality that is indifferent to human values, rights, society, culture and international stability. It, in essence, lacks empathy. Although alternative paradigms have been promoted for decades in the systems development literature to help address this deficit, functionalism remains dominant. This paper reiterates the call for a fundamental paradigm shift away from myopic functionalism and towards a more empathic and human-centred philosophy. It (...) argues that the human-centred tradition offers a philosophically compatible and mature approach that can be practically harnessed for promoting empathy in systems development. The paper investigates the potential of systems development to become truly human-centred using data originally collected as part of a multi-method critical-interpretive study of privacy in information systems development. Multiple methods are used for the data analysis presented, including principal components analysis, hierarchical clustering, Q methodology and descriptive statistics. The multi-method analysis demonstrates that a marked discreteness exists between human-centred sentiments and instrumentally rational ones in systems development praxis. The paper concludes by presenting recommendations on how human-centred values can be practically fostered and engaged to enable greater empathy in contemporary system development and strengthen international stability. Illusions of control and fantasies of power are important themes in human history and culture. The first objective of this paper is to explore Zarathustran fantasies in the information society, and our dreams of God-like control and mastery over ourselves and the Universe. This paper does not try to be faithful to Nietzschean philosophical concepts of Zarathustra, but instead explore cultural themes, which can be related to a mythology of God-like control and omniscient perception. It draws together strands from science (...) fiction, anthropology, philosophy, technology development, systems engineering, socio-technical systems, finance and e-business to set out how we have fallen for the technocultural illusions we have created. The paper then shifts gear, and in an attempt to address these technocultural problems, identifies an intellectual trajectory centred on an anthropological perspective. Using examples from e-business and Schwartz’s universal model of human values, applied into a technocultural context, the paper shows how it is possible to create meaningful systems of organisation that utilise advanced technologies to help provide a deeply value-laden cultural system. Our world is changing fundamentally and dramatically, and we desperately need new approaches to help us understand these transitions. The paper’s primary contribution is to critique both human-centred thinking, and mechanistic, Taylorist views of organisation and technology. It stimulates debate concerning the relationship between technology and culture as it is worked out in the information society. Shifting the perspective from humans as social, functioning creatures, this paper offers a new human-centred approach based upon humans as cultural, valuing beings. (shrink)

Advanced systems engineering has traditionally paid little attention to ethical concerns relative to other technical and non-technical issues. This is particularly evident in systems analysis, design, and development methodologies. This paper asks if it is possible that the lack of emphasis upon ethical considerations in development methodologies can result in the failure of advanced technology development projects? In order to explore this contention, the paper sets out the findings of a case study of a large-scale advanced technology project in a (...) multinational engineering company involving the implementation of an enterprise resource planning system. The research examined the extent to which ethical issues emerged in the project and assesses the impact of ethical considerations upon the technology development process and its outcomes. Evidence is presented which shows how ethical concerns clearly impacted upon the outcome of the project, supporting the contention that ethics was a success factor in the case presented. However, it was also clear that the kinds of ethical considerations that emerged were highly complex, and associated with an “ethics of care”. The findings suggested that researchers should examine the potential of an “ethics of care” as a way of complimenting the “ethics of rights” currently dominant within engineering ethics. (shrink)

Historically, farmers have been amongst the most innovative people in the world. However, agriculture now lags behind other sectors in its uptake of new information technologies for the control and automation of farming systems. In spite of decades of research into innovation, we still do not have a good understanding as to why this is the case. With the globalisation of food markets, IT adoption in agricultural communities is perceived to be increasingly important by policy makers. As the most marginalised (...) of rural communities, it is self-evident that agricultural communities in less developed countries are most in need of these systems. This paper proposes a new integral systems framework of e-agricultural adoption and innovation in less developed countries. This paper explores some of the differences between the enactive approach in cognitive science and the extended mind thesis. We review the key enactive concepts of autonomy and sense-making . Whether collective agency is a coherent concept depends on the theory of agency that we choose to adopt. We argue that the enactive theory of agency developed by Barandiaran, Di Paolo and Rohde (2009) provides a principled way of grounding agency in biological organisms. However the importance of biological embodiment for the enactive approach might lead one to be skeptical as to whether artificial systems or collectives of individuals could instantiate genuine agency. To explore this issue we contrast the concept (...) of collective agency with multi-agent systems and multi-system agents, and argue that genuinely collective agents instantiate agency at both the collective level and at the level of the component parts. Developing the enactive model, we propose understanding agency – both at the level of the individual and of the collective – as spectra that are constituted by dimensions that vary across time. Finally, we consider whether collectives that are not merely metaphorically ‘agents’ but rather are genuinely agentive also instantiate subjectivity at the collective level. We propose that investigations using the perceptual crossing paradigm suggest that a shared lived perspective can indeed emerge but this should not be conflated with a collective first-person perspective, for which material integration in a living body may be required. He questions the Just War tradition, arguing that contingent pacifism is most in keeping with normative principles after war ends. The chapter indicates the attitudes towards death and science. It discusses some worries about immortality raised by Leon Kass and Bernard Williams. In “Mortality and Morality: The Virtues of Finitude,” Leon Kass, raised many deep worries about immortality. One was that many of our greatest creations resulted from the recognition (...) of our own mortality. Bernard Williams notes that if our lives persisted unendingly through time, then there would either be significant alterations in a person's deepest projects, commitments, and character, or there would not. The author suggests that we should favor living well over living longer, and ongoing reproduction over immortality, and we should think long and hard before proceeding with certain lines of longevity research. This chapter wades into the growing discussion surrounding embodied cognition and predictive processing. After surveying a recent debate between Jakob Hohwy and Andy Clark, it articulates two outstanding issues facing discussions of compatibility. It argues that headway on these issues can be made by drawing on the resources of philosophy of science.

We present a specific elaboration and partial defense of the claims that cognition is enactive, embodied, embedded, affective and (potentially) extended. According to the view we will defend, the enactivist claim that perception and cognition essentially depend upon the cognizer’s interactions with their environment is fundamental. If a particular instance of this kind of dependence obtains, we will argue, then it follows that cognition is essentially embodied and embedded, that the underpinnings of cognition are inextricable from those of affect, that (...) the phenomenon of cognition itself is essentially bound up with affect, and that the possibility of cognitive extension depends upon the instantiation of a specific mode of skillful interrelation between cognizer and environment. Thus, if cognition is enactive then it is also embodied, embedded, affective and potentially extended. (shrink)

In 1947 America’s premier philosopher, educator, and public intellectual John Dewey purportedly lost his last manuscript on modern philosophy in the back of a taxicab. Now, sixty-five years later, Dewey’s fresh and unpretentious take on the history and theory of knowledge is finally available. Editor Phillip Deen has taken on the task of editing Dewey’s unfinished work, carefully compiling the fragments and multiple drafts of each chapter that he discovered in the folders of the Dewey Papers at the Special Collections (...) Research Center at Southern Illinois University Carbondale. He has used Dewey’s last known outline for the manuscript, aiming to create a finished product that faithfully represents Dewey’s original intent. An introduction and editor’s notes by Deen and a foreword by Larry A. Hickman, director of the Center for Dewey Studies, frame this previously lost work. In Unmodern Philosophy and Modern Philosophy, Dewey argues that modern philosophy is anything but; instead, it retains the baggage of outdated and misguided philosophical traditions and dualisms carried forward from Greek and medieval traditions. Drawing on cultural anthropology, Dewey moves past the philosophical themes of the past, instead proposing a functional model of humanity as emotional, inquiring, purposive organisms embedded in a natural and cultural environment. Dewey begins by tracing the problematic history of philosophy, demonstrating how, from the time of the Greeks to the Empiricists and Rationalists, the subject has been mired in the search for immutable absolutes outside human experience and has relied on dualisms between mind and body, theory and practice, and the material and the ideal, ultimately dividing humanity from nature. The result, he posits, is the epistemological problem of how it is possible to have knowledge at all. In the second half of the volume, Dewey roots philosophy in the conflicting beliefs and cultural tensions of the human condition, maintaining that these issues are much more pertinent to philosophy and knowledge than the sharp dichotomies of the past and abstract questions of the body and mind. Ultimately, Dewey argues that the mind is not separate from the world, criticizes the denigration of practice in the name of theory, addresses the dualism between matter and ideals, and questions why the human and the natural were ever separated in philosophy. The result is a deeper understanding of the relationship among the scientific, the moral, and the aesthetic. More than just historically significant in its rediscovery, Unmodern Philosophy and Modern Philosophy provides an intriguing critique of the history of modern thought and a positive account of John Dewey’s naturalized theory of knowing. In the title of his 1980 Dewey Lectures, John Rawls announced that his theory of justice as fairness could be described as an example of “Kantian Constructivism in Moral Theory” (KC). Rawls flirted around 1980 with a strong commitment to Kantian autonomy, only to abandon it as unnecessary to the justification of his theory of justice. The chapter argues that this supposed opposition is based on a serious misunderstanding of Rawls's intellectual trajectory, and especially of the way he understands the (...) Kantian elements of his theory. It shows that, against the assumptions of the familiar debates, Rawls in and after KC, consistently held that the practical aims of constructivism and the philosophical goal of a fully rational justification are not in any sort of tension. Rawls's claims in Political Liberalism and after, and especially his distinction between his political and Kant's moral constructivism, in no way undermine this argument. (shrink)

The debate about the use of robots in the care of older adults has often been dominated by either overly optimistic visions (coming particularly from Japan), in which robots are seamlessly incorporated into society thereby enhancing quality of life for everyone; or by extremely pessimistic scenarios that paint such a future as horrifying. We reject this dichotomy and argue for a more differentiated ethical evaluation of the possibilities and risks involved with the use of social robots. In a critical discussion (...) surrounding the capabilities approach to the ethical evaluation of quality of life, we develop an ethical framework that is more appropriate to the situation of the oldest old. We urge employment of a context-dependent approach to the ethical evaluation of new technologies in the care and therapy of older adults, and using the example of the robotic seal Paro, we show how this can be accomplished in a sensible and practical way.
