I discuss why integration of global climate change and human development aid programs requires consideration of some understudied uncertainties in making projections of future climate and environmental conditions at local and regional scales, and further, the value-laden policy consequences of dealing with uncertainties for national and international development programs. Additionally, I propose that conflicts between the interests of humans and other species be given greater attention than has been done by those involved in human development aid.

Environmental philosophers often assurne that we lack metaethical concepts and normative criteria for environmental decisions, but that we have all the facts we need from the environmental sciences. This is contested in the case of our obligation to future generations as affected by current decisions regarding increased fossil fuel use, decisions which affect both the inlmediate and long-range future, and whichmust be made deliberately or by default before we know the long-term effects of increased carbon dioxide in the atmosphere. Philosophers and ecologists have proposed that ecological principles such as cooperation and ecosystern stability serve as a basis for environmental ethics. Requisite to understanding whether a cooperation based environmental ethic can be taken as an unqualified good is knowledge of the role of cooperation in the context of other interactions between species (e.g., cornpetition), and the significance of such interactions to ecosystem stability. Further, since the key ecological concept of stability has been ambiguously defined, the various definitions need to be (...) understood so that use of scientific information in philosophical discussion is accurate and consistent. Those designing sustainable development implementation schemes will inevitably look to scientists to help them understand sustainable development problems. Scientists have already made important contributions to the understanding of many serious environmental problems, such as the causal relationship between certain synthetic chemicals and destruction of the ozone layer. If scientists had not identified the relationship between upper atmospheric ozone concentrations and releases of chloroflorocarbons, government decisionmakers would not have agreed to action limiting their production. However, although causes and effects of some (...) environmental problems are understood well, others are not, such as the timing and magnitude of climate change caused by greenhouse gases. If global environmental problems are serious, there is an obvious and urgent need to increase scientific understanding of which human actions cause environmental degradation and how nations can proceed with needed development programs without causing further environmental damage. We provide examples of the extent and nature of environmental and human health problems and show why in the United States prevailing scientific and legal burden of proof requirements usually cannot be met because of the pervasiveness of scientific uncertainty. We also provide examples of how may assumptions, judgments, evaluations, and inferences in scientific methods are value-laden and that when this is not recognized results of studies will appear to be more factual and value-neutral than warranted. Further, we show that (...) there is a "tension" between the use of the 95 percent confidence rule as a normative basis to reduce speculation in scientific knowledge and other public policy and moral concerns embodied by the adoption of a precautionary principle. Finally, although there is no precise agreement regarding what a precautionary principle might entail, we make several recommendations regarding the placement of the burden of proof and the standard of proof that ought to be required in environmental and human health matters. In Volume 33:1 of the Notre Dame Journal of Formal Logic, a system for diagramming syllogistic inferences using straight line segments is presented by Englebretsen. In light of recent research on the representational power of diagrammatic representation systems by the authors, we point out some problems with the proposal, and indeed, with any proposal for representing logically possible situations diagrammatically. We shall first outline the proposed linear diagrammatic system of Englebretsen, and then show by means of counterexamples that it is (...) inadequate as a representation scheme for general logical inferences (the task for which the system is intended). We also show that modifications to the system fail to remedy the problems. The considerations we present are not limited to the particular proposal of Englebretsen; we thus draw a more general moral about the use of spatial relations in representation systems. (shrink)

What psychological and philosophical significance should we attach to recent efforts at computer simulations of human cognitive capacities? In answering this question, I find it useful to distinguish what I will call "strong" AI from "weak" or "cautious" AI. According to weak AI, the principal value of the computer in the study of the mind is that it gives us a very powerful tool. For example, it enables us to formulate and test hypotheses in a more rigorous and precise fashion. (...) But according to strong AI, the computer is not merely a tool in the study of the mind; rather, the appropriately programmed computer really is a mind, in the sense that computers given the right programs can be literally said to. Rationality is often thought to consist in acting for reasons, but following normative requirements is also a major part of rationality. In particular, correct reasoning – both theoretical and practical – is governed by normative requirements rather than by reasons. Additionally, Fischer argues that we do not need genuine access to alternative possibilities in order for there to be a legitimate point to practical reasoning. Fischer's overall framework contains an argument for the contention that guidance control, and not regulative control, is associated with moral responsibility, a sketch of a comprehensive theory of moral responsibility (that ties together responsibility for actions, omissions, consequences, and character), and an account of the value of moral responsibility. On this account, the value of exhibiting freedom (of the relevant sort) and thus being morally responsible for one's behavior is a species of the value of artistic self-expression. (shrink)

We advance a theoretical framework which combines recent insights of research in logic, psychology, and formal semantics, on the nature of diagrammatic representation and reasoning. In particular, we wish to explain the varied efficacy of reasoning and representing with diagrams. In general we consider diagrammatic representations to be restricted in expressive power, and we wish to explain efficacy of reasoning with diagrams via the semantical and computational properties of such restricted `languages'. Connecting these foundational insights (from semantics and complexity theory) (...) to the psychology of reasoning with diagrams requires us to develop the notion of the {\it availability} (to an agent) of {\it constraints} operating within representation systems, as a consequence of their direct semantic interpretation. Thus we offer a number of fundamental definitions as well as a research programme which aligns current efforts in the logical and psychological analysis of diagrammatic representation systems. Reissued here in its corrected second edition of 1864, this essay by John Stuart Mill argues for a utilitarian theory of morality. Originally printed as a series of three articles in Fraser's Magazine in 1861, the work sought to refine the 'greatest happiness' principle that had been championed by Jeremy Bentham, defending it from common criticisms, and offering a justification of its validity. Following Bentham, Mill holds that actions can be judged as right or wrong depending on whether they (...) promote happiness or 'the reverse of happiness'. Although attracted by Bentham's consequentialist framework based on empirical evidence rather than intuition, Mill separates happiness into 'higher' and 'lower' pleasures, arguing for a weighted system of measurement when making and judging decisions. Dissected and debated since its first appearance, the essay is Mill's key discussion on the topic and remains a fundamental text in the study of ethics. (shrink)

I argue against the orthodox view of the relationship between propositional and doxastic justification. The view under criticism is: if p is propositionally justified for S in virtue of S's having reason R, and S believes p on the basis of R, then S's belief that p is doxastically justified. I then propose and evaluate alternative accounts of the relationship between propositional and doxastic justification, and conclude that we should explain propositional justification in terms of doxastic justification. If correct, this (...) proposal would constitute a significant advance in our understanding of the sources of epistemic justification. (shrink)

Intuition is sometimes derided as an abstruse or esoteric phenomenon akin to crystal-ball gazing. Such derision appears to be fuelled primarily by the suggestion, evidently endorsed by traditional rationalists such as Plato and Descartes, that intuition is a kind of direct, immediate apprehension akin to perception. This paper suggests that although the perceptual analogy has often been dismissed as encouraging a theoretically useless metaphor, a quasi-perceptualist view of intuition may enable rationalists to begin to meet the challenge of supplying a (...) theoretically satisfying treatment of their favoured epistemic source. It is argued, first, that intuitions and perceptual experiences are at a certain level of abstraction the same type of mental state, presentations, which are distinct from beliefs, hunches, inclinations, attractions, and seemings. The notion of a presentation is given a positive explication, which identifies its characteristic features, accounts for several of its substantive psychological roles, and systematically locates it in a threefold division among types of contentful states. Subsequently, it is argued that presentations, intuitive no less than sensory, are by their nature poised to play a distinctive epistemic role. Specifically, in the case of intuition, we encounter an intellectual state that is so structured as to provide justification without requiring justification in turn—something which may, thus, be thought of as ‘given’. Several authors have suggested that a more parsimonious and conceptually elegant treatment of everyday mereological and topological reasoning can be obtained by adopting a spatial ontology in which regions, not points, are the primitive entities. This paper challenges this suggestion for mereotopological reasoning in two-dimensional space. Our strategy is to define a mereotopological language together with a familiar, point-based interpretation. It is proposed that, to be practically useful, any alternative region-based spatial ontology must support the same sentences in our language (...) as this familiar interpretation. This proposal has the merit of transforming a vague, open-ended question about ontologies for practical mereotopological reasoning into a precise question in model theory. We show that (a version of) the familiar interpretation is countable and atomic, and therefore prime. We conclude that useful alternative ontologies of the plane are, if anything, less parsimonious than the one which they are supposed to replace. (shrink)
