The area of biomedicine is one of the fastest developing areas of science and technology. The perception of its possible and expected positive or negative impacts results in the growing number of bioethical discussions in scientific community, politics and public. Their intensity, focus and used methods differ from country to country. Th e authors of the prologue have tried to map the state of the art and expected development of bioethical discussion in the countries of Middle and Eastern Europe. In (...) the beginning, they addressed the bioethical experts with short questionnaire from 7 “new” European countries and two “old” European countries. In the end, seven experts have responded their questions and expressed their expectations and difficulties of the development of bioethical discussions and institutionalisations in their countries. Leadership inadequacy in Nigeria has contributed to the rise in corruption, which has undermined human dignity through insufficient provision of basic human needs. This happens because the leadership venerates self-interest to such an extent that enhancing human wellbeing is not considered important. To save Nigerians from this dilemma, this article calls for a new leadership ethics called ‘responsible leadership’, whose precepts protect and enhance human dignity and enforce adherence to the rule of law to curb the spread of corruption. This (...) was carried out by surveying the present system of governance with its failures and how it has contributed to human dignity violations. It was found that poor leadership was responsible for the continuous spread of corruption and exposure of human dignity to violations through porous and inadequate provisions of basic human needs. However, this study concluded that new leadership ethics, which are inclusive and integrative, would appreciate and recognise the intrinsic worth of every human being, take its people from their present position to where they should be, and would reduce violation of human dignity purported through corruption.Contribution: The article argued for a new ethos of leadership that is responsible in nature, encompassing, and intentionally people-centred, which takes people from where they are to where they ought to be. It fits into the scope of the journal by way of inter-connecting different topics to produce a unifying idea. (shrink)

The German sociologist, Max Weber, argued that politics has to be taken as a vocation just like other fields of academic and professional engagements. He did this by reconsidering his earlier view on ethics of conviction, which he thought does not hold sufficient promise to address the political atmosphere of his day. To consolidate this proposal, Weber proposed an ethic of responsibility which, for him, carries some great promise to advance politics as a vocation. In this article, however, I engage (...) with these thoughts and proposals by Weber in order to deduce some lessons on how politics could be considered as vocation. This was thought to carry some promise in the African context of political engagement in reducing misappropriation, mismanagement, and wastefulness of both human and material resources. This article concludes that taking politics as a vocation would enhance the placement of value on human lives over things as it is the case in the African context. CONTRIBUTION: This contribution would ensure that individuals intending to take politics as a vocation have a different view of politics other than amassing wealth, but to render service to humanity. Today, most liberal states are torn between attempts to accommodate different religions within floating limits of tolerance, and at the same time trying to uphold a sense of national identity. The traditionally liberal way to negotiate this dilemma has, put bluntly, been to address religion as a generic category, relegate it to the private sphere, and to make religion an object of tolerance. This idea of a strict separation between religion and the secular rests on an Enlightenment notion of a (...) secular reason disembodied from tradition. Against such an understanding post-secular philosophers have sought to make tacit assumptions about the nature of reality explicit, and consequently, to make metaphysics relevant. This book explores the metaphysical assumptions that underlie different interpretations of the relationship between religion and the secular, faith and reason, and transcendence and immanence. Questioning the notion of secular reason as a neutral and ultimate adjudicator of religious difference, different answers to how people of diverse religious and cultural identities can live together peacefully are explored. In Quotations as Pictures, Josef Stern develops a semantics for quotations using explanatory notions drawn from philosophical theories of pictures. He offers the first sustained analysis of the practice of quotation proper, as opposed to mentioning. Unlike other accounts that treat quotation as mentioning, Quotations as Pictures argues that the two practices have independent histories, that they behave differently semantically, that the inverted commas (...) employed in both mentioning and quotation are homonymous, that so-called mixed quotation is nothing but subsentential quotation, and that the major problem of quotation is to explain its dual reference or meaning—its ordinary meaning and its metalinguistic reference to the quoted phrase attributed to the quoted subject. Stern argues that the key to understanding quotation is the idea that quotations are pictures or have a pictorial character. As a phenomenon where linguistic competence meets a nonlinguistic symbolic ability, the pictorial, quotation is a combination of features drawn from the two different symbol systems of language and pictures, which explains the exceptional and sometimes idiosyncratic data about quotation. In light of this analysis of verbal quotation, in the last chapters Stern analyzes scare quotation as a nonliteral expressive use of the inverted commas and explores the possibility of quotation in pictures themselves. Volume 2 of Josef Pieper's three-part autobiography is here presented for the first time in English translation. The volume represents not just a simple continuation of a seamless story. The first volume dealt with Pieper's life from his birth in 1904 to the time of World War 2. The current volume deals with the post-war years, 1945-1964, offering a personal documentation of the institutional rubble through which an emerging academic and philosopher had to find his way. This included finding (...) work, re-establishing himself in the family home, completing his academic education, and beginning to teach philosophy in a climate of despair and disillusionment. In this context, the quintessential Pieper emerges. His positive philosophy of being, firmly based on Plato and Thomas Aquinas, finds extraordinary resonance with students, who flock to his lectures in surprising numbers -- seeking and finding a positive way forward. His dedication to training teachers sees him declining higher academic posts in Germany in favor of work which, though less lucrative and more obscure, he considered more fruitful. These years are also marked by his fiercely independent stance over against the Catholic hierarchy -- despite his staunch adherence to the tradition values of Christianity. His popularity as a philosopher and teacher quickly spread to America, where he was invited to teach at famous universities. His fame led to further travels -- to Switzerland, England, France, Spain, India, China, Saigon, and Thailand. Such travels enriched his thinking and nourished the open-mindedness of the Western philosopher. (shrink)

What Does "Academic" Mean? focuses, in two essays, on the prospects of contemporary universities. The term "academic" is traced back to Plato's Academy in a grove in Athens. The Academy is isolated, far away from the hustle and bustle of the city. Western universities founded in the Middle Ages show continuity, via Byzantium, with Plato's Academy. Not surprisingly, the Oxford Dictionary quoted by Pieper defines "academic" as "Not leading to a decision; unpractical." The preoccupation of the academic as academic is (...) seen by Pieper to be fundamentally theoretical, not practical. Pure theory is that which cannot at all be pressed into service. Clearly, many university disciplines that are richly funded by industry and business concerns tend to be favored by university administrations, which, intent on financial survival, frown on "unproductive" disciplines such as pure philosophy: metaphysics being a case in point, since it is the discipline least capable of practical application. Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy innovations or emerging trends in the (...) energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. A model of writing in cognitive development, Understanding the Representational Mind synthesizes the burgeoning literature on the child’s theory of mind to provide an integrated account of children’s understanding of representational and mental processes, which is crucial in their acquisition of our commonsense psychology. Perner describes experimental work on children’s acquisition of a theory of mind and representation, offers a theoretical account of this acquisition, and gives examples of how the increased sophistication in children’s theory of mind improves their understanding (...) of social interaction and how, in the case of autistic children, an impairment results in social ineptitude. He analyzes the concepts of representation and metarepresentation as they appear in current discussion in the philosophy of cognitive science and explains how the unfolding of mental representation enables infants to comprehend change over time, engage in pretence, and use representational systems like pictures and language. Perner goes on to show that around age four children become able to understand the representational nature of pictures and language and to distinguish appearance from reality. Introducing basic distinctions in philosophy of mind for characterizing the mental, Perner discusses differences in how commonsense and cognitive psychology view the mind. Tracing the onset of a commonsense psychology in the social and emotional awareness of early infancy, he reveals how the child begins to take a cognitive, representational view of the mind with repercussions for children’s episodic memory, self control, and their ability to engage in deception. Perner concludes by describing the observed developmental changes as a case of theory change And contrasts his thesis with competing proposals. This title, which at first sight seems curious, shows Pieper's philosophical work as rooted in the basics. He takes his inspiration from Plato - and his Socrates - and Thomas Aquinas. With them, he is interested in philosophy as pure theory, the theoretical being precisely the non-practical. The philosophizer wants to know what all existence is fundamentally about, what "reality" "really" means. With Plato, Pieper eschews the use of language to convince an audience of anything which is not the truth. (...) If Plato was opposed to the sophists - among them the politicians - Pieper is likewise opposed to discourse that leads to the "use" of philosophy to bolster a totalitarian regime or any political or economic system. A fundamental issue for Pieper is "createdness." He sees this as the fundamental truth of our being - all being - and the fundamental virtue we can practice is the striving to live according to our perception of real truth in any given situation. The strength and attraction of Pieper's writing is its direct and intuitive character which is independent of abstract systematization. He advocates staying in touch with the "real" as we experience it deep within ourselves. Openness to the totality of being - in no matter what context being reveals itself - and the affirmation of all that is founded in this totality are central pillars of all his thinking. Given the "simplicity" of this stance, it is no surprise that much of it is communicated - and successfully - through his gift for illustration by anecdote. Like Plato, this philosopher is a story-teller and, like him, very readable. (shrink)

On the one hand, the benefits of universities for economic prosperity and growth are increasing as universities graduate more students; undertake a greater share of scientific research; and, through cooperation with business, stimulate the technological advance of the private sector. At the same time, government funding of higher education is stagnating or even falling in many countries.
