An interest in economic development has been extended to a set of research universities which since the late nineteenth century had been established, or had transformed themselves, to focus upon discipline-based fundamental investigations.21 The land-grant model was reformulated, from agricultural research and extension, to entrepreneurial transfers of science-based industrial technology by faculty members and university administrators.The norms of science, a set of values and incentives for proper institutional conduct,22 have been revised as an unintended consequence of the second revolution. This (...) has happened through an accretion of gradual organisational changes that often go unnoticed, and through conflict that disrupts the status quo and makes change evident. The two forms of normative change became apparent in the emergence of group research and in controversies over conflicts of interest. With extensive financial support from government, large research groups began to replace the traditional form of professor and graduate student—still commonplace in the humanities—as the typical way of organising research, although group leaders were called “individual investigators”.23 Possessing many of the characteristics of a small business, apart from the profit motive, some of these research groups or “quasi firms” are only a short step away from turning into companies when the opportunity arises.Disputes about conflicts of interest are a step towards the transformation of norms. How they are resolved suggests the shape of the new norm; their continuation indicates that the outcome is still in question; their intensification increases the likelihood that a practice will be defined as deviant. Some conflicts of interest will be resolveable as norms change; others will be defined as fraud and be dealt with by the legal system. Conflicts of commitment may also be amenable to resolution, for example, by granting leave to establish a company. Integrating campus and company research reduces some of the potential for conflict, especially when the university holds the intellectual property rights in question.Under these new normative conditions what is left of the idea of the university as a source of disinterested expertise? As molecular biology departments have developed a complex network of industrial ties a new critical discipline of environmental science has grown up in academia. Universities are flexible institutions, capable of reconciling many diverse missions. (shrink)

There is growing interest in machine ethics in the question of whether and under what circumstances an artificial intelligence would deserve moral consideration. This paper explores a particular type of moral status that the author terms psychological moral patiency, focusing on the epistemological question of what sort of evidence might lead us to reasonably conclude that a given artificial system qualified as having this status. The paper surveys five possible criteria that might be applied: intuitive judgments, assessments of intelligence, the (...) presence of desires and autonomous behavior, evidence of sentience, and behavioral equivalence. The author suggests that despite its limitations, the latter approach offers the best way forward, and defends a variant of that, termed the cognitive equivalence strategy. In short, this holds that an artificial system should be considered a psychological moral patient to the extent that it possesses cognitive mechanisms shared with other beings such as nonhuman animals whom we also consider to be psychological moral patients. -/- . This chapter explores the questions “What policy tools do we have to deal with human biological enhancements?” as well as “What policy tools do we need?.” After discussing the policy tools available in the United States, it examines their adequacy in coping with human biological enhancements in two respects – how easy they would be to adopt and how easy they would be to enforce. In each category, three major issues raised by human biological enhancement are considered: safety, coercion, and (...) fairness. It looks first at the adoption of, then at the enforcement of, policy tools available in the United States to cope with three real problems raised by such enhancements. It concludes that some policy tools needed to deal with enhancement already exist but need to be better focused. New legislation is the most direct way for the federal government to implement policy, but it is rarely easy. (shrink)

Leading French thinker with his key work on philosophical thought In Metaphilosophy, Henri Lefebvre works through the implications of Marx’s revolutionary thought to consider philosophy’s engagement with the world. John F. Henry is an eminent economist who has made important contributions to heterodox economics drawing on Adam Smith, Karl Marx, Thorstein Veblen, and John Maynard Keynes. His historical approach offers radical insights into the evolution of ideas (ideologies and theories) giving rise to and/or induced by the changes in capitalist society. Le désenchantement n'a pas lieu d'être. Il y a même un merveilleux objectif : chaque jour la science apporte de nouvelles preuves de l'inventivité, de la subtilité de la vie. L'univers n'est pas absurde. Son histoire nous le montre. Des subparticules jusqu'aux atomes, puis aux molécules, de celles-ci jusqu'aux créatures pensantes, un élan ascendant d'innovation, de créativité a engendré le complexe et le divers. Ce prodige devrait être au cœur de notre culture. Au lieu de cela, un incompréhensible acosmisme prédomine (...) : l'humanité – cela ne s'était jamais produit – est devenue en esprit une île sans océan. Telle est une des causes majeures de la mélanomanie et du nihilisme contemporains, de dévitalisation des valeurs et de ce qu'il ne faut pas craindre d'appeler une décivilisation. Une cosmophilie ou philocosmie s'impose. Se nourrissant de tout ce qui témoigne d'une complicité entre la nature et l'humanité. À commencer par cette mystérieuse affinité grâce à laquelle l'esprit humain, au moyen de l'abstraction mathématique, accède aux lois physiques qui régissent le cosmos. D'autres noms pour cet univers : le Divers, la Merveille-l'Énigme. L'artisan, le peintre, le poète répondent à l'immense générosité anonyme en créant à leur tour, en ajoutant à la diversité naturelle (dont la montagne est l'exemple majeur). On a trop insisté sur l'opposition entre la nature et l'être humain, au détriment de l'émulation. On sous-estime la composante du don qui entre dans la création. On oublie quelle part ont pris, et peuvent encore prendre, dans celle-ci, l'éloge de ce qui est et la méditation de l'Énigme qui lui est inhérente. Nous avons un rôle : c'est ce qui nous est suggéré, si nous contemplons le visible qu'elle imprègne. (shrink)
