Since the advent of accessible online computing, the digital divide existed, it exists today and it will exist tomorrow. It means that almost every aspect of life will be affected, particularly for those who are most vulnerable for whatever reason. It is important that research-informed action addresses this unacceptable state. In this special issue, a number of perspectives are taken to consider different aspects of the digital divide. In total, they illustrate the synergistic value of crossing disciplinary boundaries and adopting (...) a plethora of research methods and philosophies. PurposeInformation and communications technologies (ICTs) have transformed the lives of many people around the world, yet billions remain unconnected. While many initiatives attempt to “connect the unconnected,” initiatives focused on access and skills-development alone will still fall short. Based on the authors’ experience with the SolarSPELL initiative, this study aims to propose using the concept of socio-technical awareness as a step forward in conceptualizing a more accurate picture of capabilities necessary to enable people to make meaningful use of the internet.Design/methodology/approachThis (...) paper uses an integrative literature review for the ideas related to the digital divide, digital inclusion and digital literacies, as well as the applied work of the authors in the SolarSPELL initiative, to develop the concept of socio-technical awareness, which is presented as a method for understanding empowered, meaningful internet use.FindingsThe argument is made that access, skills- and literacy-development are necessary but insufficient conditions for meaningful ICTs use. Accordingly, a third concept, socio-technical awareness, is introduced, and the case is made for including this concept in both application and measurement of meaningful use of ICTs.Practical implicationsThe design of digital inclusion initiatives should focus on increasing socio-technical awareness to empower users to make meaningful use of digital technologies.Originality/valueTaking a step further than most assessments of the digital divide or digital inclusion, this study proposes that to achieve meaningful internet use, people need access, requisite skills development and socio-technical awareness, to be able to make informed, empowered decisions about ICT use. The digital divide is considered by many authors as one of the major ethical issues of the information age as it reinforces existing inequalities in society. This paper examines the gender digital divide in Europe and presents a detailed case-study of one of the most successful e-Government systems in Greece: the Greek TAXation Information System. Surprisingly, this efficient and well-running system exhibits longstanding gender discrimination. PurposeThe purpose is to study Rogers' Diffusion of Innovations theory in a real‐life context, where it is exposed to the full range of complexities of people residing in a specific area and to briefly describe basically non‐work information needs and sources selected to access it.Design/methodology/approachThe relationships between personality and communication behaviour, socio‐economic characteristics and internet adoption, based on Rogers' theory are investigated.FindingsResults from 150 households suggest younger people and individuals with more formal education have increased information needs and are more (...) familiar with computer and internet usage. A positive association between educational level and innovation adoption, and between the latter and attitude toward science and change, is indicated.Research limitations/implicationsResearch is limited to Xanthi's Old Town. The quantitative methodology utilised does not allow for in‐depth analysis of information behaviour and internet adoption patterns. Measures to assess personality and communication behaviour variables developed need to be further validated. Finally, the research does not examine other variables and the distinction between voluntary and mandatory adoption.Practical implicationsResults suggest benefits of information technology should be advertised through earlier adopters.Originality/valueResearch shows level of internet exposure and practically explores technology usage levels in relation to socio‐economic, personality and communication behaviour variables. Diante das inúmeras respostas possíveis a esta questão, nos debruçaremos em alguns tópicos que podemos inserir na chamada Ética Informacional, um ramo de investigação filosófico-interdisciplinar relativamente recente que discute problemas oriundos da relação ser humano/tecnologias digitais. Temas como privacidade informacional, arrogância epistêmica e divisão digital serão discutidos e relacionados, com o intuito de ilustrar o papel da filosofia na compreensão da complexidade inerente às dinâmicas sociais no contexto da sociedade da informação. The digital divide refers to inequalities in access to information technology. One of the main reasons why the digital divide is an important issue is that access to information technology has a tremendous impact on people's ability to acquire knowledge. According to Alvin Goldman (1999), the project of social epistemology is to identify policies and practices that have good epistemic consequences. In this paper, I argue that this sort of approach to social epistemology can help us to decide on policies (...) for dealing with the digital divide. I argue, however, that Goldman's specific proposals for evaluating policies are not adequate. I make an alternative proposal based on the work of John Rawls (1971) on distributive justice. (shrink)
