_ Source: _Volume 9, Issue 2, pp 284 - 305 Despite the ubiquity of contemporary debate in learned and popular cultures concerning the place of the cosmopolitan and cosmopolitanism, the historical background to this peculiarly Western vision of world unity remains understudied and virtually unknown. This is particularly the case, rather surprisingly, for the early modern period, when the term “cosmopolite” reappeared in European vocabularies for the first time since antiquity. It is during this period, however, that the most significant, (...) enduring and problematic features of the cosmopolitan concept are articulated, particularly in those conceptions of world community which drew on Pauline notions of heavenly citizenship. Employing a modified Begriffsgeschichtliche approach, this article utilizes several case studies of cosmopolitan thought from the sixteenth and seventeenth centuries – including Erasmus, Guillaume Postel, Johann Valentin Andreae and others – in order to critique the history of the concept of the cosmopolitan. This essay argues, on the basis of this evidence, that there is an aporia which is constitutive of cosmopolitan concept, and which impacts on all attempts to understand, analyse and apply the category from antiquity to the present. Namely, although the cosmopolitan ideal is a peculiarly Western mythology which has always possessed a patina of benevolent inclusivity, it is contingent on establishing boundaries and establishing exclusivity. Dans cet essai, je tente de répondre à quelques-unes des objections habituellement adressées au cosmopolitisme, en prenant en considération la perspective de ceux que cette doctrine risque d’affecter, à savoir, les immigrants. J’argue que certaines de ces objections se fondent sur des conceptions simplifiées à l’excès et empiriquement inexactes de ce que sont la communauté et l’identité culturelle. J’examine aussi en détail la controverse entourant les possibles implications autoritaristes — ou impérialistes — des propositions visant à faire d’un système moral-légal (...) un modèle pour le monde. L’objectif général de cet article est d’explorer les conditions permettant l’établissement d’une règle de justice cosmopolitique, dans un contexte mondial marqué par des différences culturelles et une extrême inégalité dans l’accès aux ressources et au pouvoir décisionnel. Cosmopolitanism is attractive as a normative orientation, but the historical record of actual cosmopolitanisms, like that of practical universalisms more generally, is not encouraging. When they have not been merely empty, cosmopolitanisms' ostensibly universal values have too been often co-opted by dominant powers, making them into ideologies of domination. My question here is not whether but how to embrace cosmopolitanism so as to avoid these perversions. The key, I argue, is to focus on the processes through which their ostensibly universal (...) values are challenged and appropriated from below, in struggles against exclusion, domination and exploitation. This means understanding cosmopolitanism not as a plan, project or design, but as a process and practice of contestation. In order to be truly universalistic and inclusive, cosmopolitanism must be political and its politics must be contestatory. (shrink)

This article addresses the character and potential of the radical cosmopolitanism that is currently flourishing within the social sciences. I explore how cosmopolitanism is articulated in a number of disciplines–including international law, international relations, sociology and political philosophy–and how it conceives of its own age. I focus first of all on the timeconsciousness that informs the cosmopolitan representation of modernity, in particular its projection of a rupturebetween the old ‘Westphalian’ order of nation states and the advancing cosmopolitan order of the (...) present, and, second, on the nature of cosmopolitan critiques of nationalism, socialism and ‘modernist’ social and political thought in general. Behind this focus lie a question over the extent to which cosmopolitanism replicates in its own normative proposals the defects of that which it criticizes, and another question over the means by which the critical kernel of contemporary cosmopolitanism can be separated from its doctrinal shell. ABSTRACTThis paper argues that decolonial theory can offer a distinctive and valuable ethical lens. Decolonial perspectives give rise to an ethics that is fundamentally global but distinct from, and critical of, moral cosmopolitanism. Decolonial ethics shares with cosmopolitanism a refusal to circumscribe normative commitments on the basis of existing political and cultural boundaries. It differs from cosmopolitanism, though, by virtue of its rejection of the individualism and universalism of cosmopolitan thought. Where cosmopolitan approaches tend to articulate abstract principles developed from (...) within a particular Western tradition, decolonial approaches reject abstract global designs in favour of inter-cultural dialogue amongst multiple people, including peoples who deem collective and non-human entities to be of fundamental moral importance. In addition, decolonial global ethics rejects universality in favour of ‘pluriversality’. (shrink)

One of the potentially most significant objections to a cosmopolitan moral approach charges an essential arrogance: cosmopolitanism disdains particularist moral insights even while – in what is said to be its most coherent form – it seeks to bind all persons within global political institutions. It is argued here that adopting a form of institutional cosmopolitanism actually helps to meet this sort of objection. An appropriately configured such approach will have a conception of equal global citizenship at its core. It (...) will seek to place individuals in relations of political humility, understood not as plain deference to competing moral claims, but as concrete recognition of the equal moral status of others. It will seek to progressively empower as actual citizen equals those whose interests are often ‘arrogantly’ neglected in the current system, and to multiply mechanisms of input and challenge for them over time.
