Recent research on agricultural innovation has outlined social networks’ role in diffusing agricultural knowledge; however, so far, it has broadly neglected the socio-spatial dimensions of innovation processes. Against this backdrop, we apply a spatially explicit translocal network perspective in order to investigate the role of migration-related translocal networks for adaptive change in a small-scale farming community in Northeast Thailand. By means of formal social network analysis we map the socio-spatial patterns of advice sharing regarding changes in sugarcane and rice farming (...) over a period of five years. We find that, in translocally connected and mobile rural communities, a substantial share of advice originates from translocal levels. Translocal advice is dominantly provided through weak and formal ties with extension agencies and shared by few highly central larger-scale farmers within sparse local networks. This draws the picture of top-down translocal innovation flows driven by extension agencies and brokered through elite farmers. A closer look on institutional context and key actors of particular changes, however, suggests the potential of migration-related translocal networks and migration experience in fostering bottom-up innovations. Migration-related innovations transfers can promote adaptive capacity also among less favorably connected actors, especially if changes are geared towards limited household resources and are compatible with social practices of small-scale farming. We conclude that a translocal network perspective is instructive for research and extension interested in leveraging more inclusive agricultural innovation. (shrink)

This paper explores the role of regulation and legislation on influencing the development and diffusion of technologies and methods of crop production. To do this, the change in pesticide registration under European Regulation 1107/2009 ‘Placing Plant Protection Products on the Market’ was followed through the UK’s agricultural system of innovation. Fieldwork included: a series of interviews conducted with scientists, agronomists and industry organisations; a programme of visiting agricultural events; as well as sending an electronic survey to British potato growers. The (...) innovation system is noted to have made the legislation less restrictive than originally proposed. The most notable system response to the legislation is the adjustment of agrochemical company pesticide discovery strategy and their expansion into biologically derived treatments. There have also been other innovation responses: agricultural seed companies have been breeding in pathogen resistance in their cultivars; agricultural consultancies are prepared to recommend pathogen-resistant seeds; scientists are using the change as justification for adopting their solutions; the agricultural levy boards funded research into off-label pesticide uses; and producers, potato growers in particular, have been seeking advice, but not changing their growing practices. Since its origins as an academic newsletter, _Agriculture and Human Values_ has evolved to be one of the leading journals publishing critical scholarship of the food and agricultural system. This essay illustrates and comments on the evolution of the scale and scope of research published in the journal over the years.

Competing models of innovation informing agricultural extension, such as transfer of technology, participatory extension and technology development, and innovation systems have been proposed over the last decades. These approaches are often presented as antagonistic or even mutually exclusive. This article shows how practitioners in a rural innovation system draw on different aspects of all three models, while creating a distinct local practice and discourse. We revisit and deepen the critique of Vietnam’s “model” approach to upland rural development, voiced a decade (...) ago in this journal. Our analysis of interviews with grassroots extension workers and extension managers reveals how they have received government, donor, and academic discourses on participation, user-orientation, and private sector involvement in innovation. Extension workers as well as managers integrate the reform discourses into the still-dominant transfer of technology model. We show how extensionists draw selectively on these diverse discourses to foster interaction with outsiders and clients, and bolster their livelihood strategies. We conclude that the conceptual framework suggested by the innovation systems (IS) approach is broadly appropriate for analyzing the Vietnamese case, but that the IS approach in the contemporary Vietnamese context requires adaptation for taking into account the blurred line between private and state sectors, and recognizing the hegemonic position of state-based networks. Improving extensionists’ ability to mediate between the conflicting principles of farmers’ self-organization and government control is identified as a key challenge for increasing innovative capacity in rural upland Vietnam. Agriculture remains the backbone of most African economies, yet land degradation severely hampers agricultural productivity. Over the last decades, scientists and development practitioners have advocated integrated soil fertility management practices to improve soil fertility. However, their adoption rates are low, partly because many farmers in sub-Saharan Africa are not fully aware of the principles of this system innovation. This has been attributed to a wide communication gap between farmers and other agricultural actors in agricultural knowledge and innovation systems. We add (...) to the literature by applying innovation system approaches to ISFM awareness processes. This study aims to assess if AKIS are effectively disseminating ISFM knowledge by comparing results from two sites in Kenya and Ghana, which differ in the uptake of ISFM. Social network measures and statistical methods were employed using data from key formal actors and farmers. Our results suggest that the presence of weak knowledge ties is important for the awareness of ISFM at both research sites. However, in Kenya AKIS are more effective as there is a network of knowledge ties crucial for not only dissemination but also learning of complex innovations. This is largely lacking in Ghana where integration of formal and informal agricultural knowledge systems may be enhanced by fostering the function of informal and formal innovation brokers. (shrink)
