Bruno Latour purports to transform political ecology by turning attention away from presumed damages to ‘nature’ and toward unproblematised scientific and social processes through which people and things stabilise their identities. He extends the categories of political representation to those processes in hopes of founding a ‘parliament of things’. Such an assembly would settle the terms of coexistence between people and things without undue deference to scientific knowledge claims and without a priori judgments about nature's value. This article challenges Latour's (...) reliance on the concept of representation on three grounds. First, his theory of subject-object ‘entanglements’ undermines traditional justifications of representation, and offers no convincing ethical limits to put in their place. Second, Latour describes environmental issues in ways that are inconsistent with representation by discrete spokespersons. Third, Latour's open-ended proceduralism provides no way of creating overarching, legitimate norms capable of resolving environmental disputes. Occasionally, however, Latour hints at constitutionally structured reforms that might help overcome these objections – provided that they drew lessons from theories of deliberative democracy. El presente artículo indaga en los alcances teóricos y el impacto de las diversas concepciones del fenómeno del desarrollo. Atiende, en primer lugar, a la reflexión acerca de los fines y los medios del desarrollo que ha sido denominada “Ética del Desarrollo”. Estima que el examen de esta visión es necesario establecerlo en concomitancia con la reflexión sobre la democracia participativa (deliberativa). El trabajo teórico que se ha venido haciendo con miras a la ampliación de la noción tradicional y restringida (...) de “ciudadanía” política, le otorga un importante elemento de juicio para el examen de la democracia. Le permite entender de mejor manera el modo como se podría pensar en una confluencia de desarrollo y democracia participativa (deliberativa), mediando un ejercicio activo de la ciudadanía, entendida en un sentido ampliado, una de cuyas expresiones se encontraría en el concepto de “Ciudadanía biológica”, que examina desde un enfoque de biopolítica afirmativa. Deliberative democracy is a noble project: an attempt to make citizens philosophize. Critics of deliberative democracy usually claim either that the proposed deliberation threatens an existing moral consensus or, instead, that deliberation is impossible amid power imbalances that oppress the weak. But another problem is that combining democracy and deliberation is inherently an attempt to engage publicly in a private activity—where sensitivity to each interlocutor may require a special form of address. Can this be done? Yes, in some contexts. The (...) tradition of esoteric writing has demonstrated that it is possible to layer one's discourse in such a way that all citizens can partake at a level that suits them. But writing for a public is not really deliberation among equals; it is leadership by the writer of the readers. Genuine dialogue among equals that takes account of their differences is, in contrast, inherently a private affair. (shrink)

Deliberative democracy is unrealistic, but so are rational-choice models of democracy. The elements of reality that rationalistic theories of democracy leave out are the very elements that deliberative democrats would need to subtract if their theory were to be applied to reality. The key problem is not, however, the altruistic orientation that deliberative democrats require; opinion researchers know that voters are already sociotropic, not self-interested. Rather, as Schumpeter saw, the problems lie in understanding politics, government, and economics under modern—and postmodern—conditions. (...) Modernity entails levels of complexity that stymie voters' attempts to be well informed about which political promises will actually solve social problems. Postmodernity adds to complexity an overabundance of fragmented information experienced impatiently and fleetingly by citizens who confuse entertainment with knowledge, and whose political demands are as unrealistic as their personal desire for a unique identity. These factors can be added, one by one, to the minimalist rational-choice model of politics, with each step leading us farther away from deliberative democracy. (shrink)

Any workable ideal of deliberative democracy that includes elections will need modern democracy's ever-present ally, parties. Since the primary function of parties is to win office rather than to reflect on public questions, parties are potential problems for the deliberative enterprise. They are more at home in aggregative models of democracy than in deliberative models. While deliberative democracy will need its moments of aggregation—and therefore, must have parties—partisans as they actually arise in the political world possess traits that undermine the (...) deliberative ideal. If partisans of partisanship are to be unembarrassed by (or are to correct) these defects, even workable ideals of deliberative democracy need to stand at some distance from the partisan imperative. El propósito central de este artículo consiste en realizar una exploración crítica de la idea de educación democrática. La tesis que se defiende afirma que existe una relación de complementariedad entre los modelos deliberativo y agonista de la democracia, defendidos por Amy Gutmann y Chantal Mouffe, que permite una comprensión de la educación que satisface las exigencias morales que deben integrar una concepción democrática de ciudadanía. El texto inicia con un planteamiento acerca de la relación entre política y educación; seguidamente, (...) se exponen los enfoques agonal y deliberativo de la política en la interpretación de la democracia, para finalmente identificar los puntos de intersección entre ambos modelos y proponer algunas líneas de reflexión en torno a la comprensión la ciudadanía y la praxis de la formación ciudadana.
