Additional information
Since the Reisensburg Conference I have had the opportunity to present versions of this paper to the Society for Ethical and Legal Philosophy and to my political philosophy seminar. I have benefited from the critical discussions on both occasions, and also from subsequent conversations with Samuel Scheffler. Unfortunately, I have not been able to take these criticisms fully into account in the present version of the paper. Work on this paper was supported in part by a fellowship from the National Endowment for the Humanities.
