Towards a European information economy

Convergence or divergence?

Abstract

The aim of the paper is to analyse whether and to what extent the network concept has become the Leitbild of an emerging new economy. The analysis is based on a company survey conducted in eight European territories. There is empirical evidence that only a minority of companies have applied the network concept as a dominant restructuring model, while various types of Fordism are still influencing companies' view on efficient techno-organisational forms. The regional analysis demonstrates that there is not only one path into an informational economy. Some territories still stick to low-tech Fordism, while others apply a technology-based flexi-Fordism, in which ICT functions as a key mechanism to make Fordist structures more flexible. Only in a minority of territories is an informational network economy emerging in which ICT has the function of enabling and supporting communication and co-operation within decentralised organisational forms.

Zusammenfassung

Der Beitrag geht der Frage nach, ob und in welchem Maße das Network-Konzept zum Leitbild der sich entwickelnden New Economy geworden ist. Die Analyse basiert auf einer Untersuchung verschiedener Unternehmen, die in acht Europäischen Regionen durchgeführt wurde. Dabei konnte empirisch nachgewiesen werden, dass nur eine Minderheit der Unternehmen das Network-Konzept als dominantes Umstrukturierungs-Modell angewendet haben, während nach wie vor verschiedene Typen des Fordismus den Blick der Unternehmen auf effiziente technikgestützte Organisationsformen bestimmen. Die regionalen Analysen zeigen, dass es mehr als nur den einen Weg in eine informationalisierte Ökonomie gibt. Einige Regionen halten starr an einem Low-Tech-Fordismus fest, während andere einen Technik-basierte “Flexi-Fordismus” einsetzen, bei dem ICT als dasjenige Mittel verwendet wird, das den Fordismus flexibler gestalten soll. Nur in einer Minderzahl von Regionen bildet sich eine informationalisierte Netzwerk-Ökonomie aus, in der ICT die Funktion zukommt, Kommunikation und Kooperation innerhalb dezentralisierter Organisationsformen zu ermöglichen und zu unterstützen.

Résumé

L'objectif de la présente contribution vise à analyser dans quelle mesure le concept de réseau est devenu le modèle d'une nouvelle économie en cours d'émergence. L'analyse se fonde sur une enquête menée sur des entreprises dans huit régions européennes. Il ressort de façon empirique que seule une minorité de sociétés ont utilisé le concept de réseau comme modèle dominant de restructuration, tandis que différents types de taylorisme continuent à déterminer la vision qu'ont les sociétés de formes d'organisations techniquement efficaces. L'analyse régionale montre qu'il existe plus d'une voie vers une économie informationnelle. Certaines régions s'en tiennent obstinément à un taylorisme à faible niveau technique, tandis que d'autres appliquent un taylorisme flexible basé sur la technologie, dans lequel l'ICT (technologie informationnelle de communication) est le moyen essentiel permettant de flexibiliser les structures tayloristes. Ce n'est que dans une minorité de régions que se forme une économie de réseau informationnelle, dans laquelle la fonction de l'ICT est de permettre et de␣soutenir la communication et la coopération au sein de formes d'organisation décentralisées.
