In this paper, I credit Quine with having implicitly held a view I had long urged on him: externalism. Quine was the first fully to recognize that all there is to meaning is what we learn or absorb from observed usage. This entails the possibility of indeterminacy, thus destroying the myth of meanings. It also entails a powerful form of externalism. There is, of course, a counter-current in Quine's work of the mid century: the idea of stimulus meaning. Attractive as this choice of empirical base is compared to such options as sense data, appearances, and percepts, it has serious difficulties. In general, an externalism which ties the contents of observation sentences and perceptual beliefs directly to the sorts of situations that usually make them true is superior to those forms of empiricism which introduce intermediaries between word and object.
The theme of these notes is the relation between verificationism and Quine's approach to philosophy of language. The main thesis is that a tenable theory of meaning along verificationist lines must distinguish between canonical and indirect verification and that this distinction is related to observable features of language use. It is argued that a theory of meaning along such lines is not vulnerable to Quine's arguments against verificationism, and suggested that, on the whole, a verificationism of this kind is compatible with Quine's basic approach to philosophy of language.
For example, Cheryl Misak in her book-length examination of verificationism writes that ‘the holist [such as Quine] need not reject verificationism, if it is suitably formulated. Indeed, Quine often describes himself as a verificationist’.[iii] Misak concludes that Quine ‘can be described as a verificationist who thinks that the unit of meaning is large’;[iv] and when comparing Dummett and Quine, Misak states that ‘both can be, and in fact are, verificationists’.[v].

While recognizing the theoretical importance of context, current research has treated naming as though semantic meaning were invariant and the same mapping of category exemplars and names should exist across experimental contexts. An assumed symmetry or bidirectionality in naming behavior has been implicit in the interchangeable use of tasks that ask subjects to match names to stimuli and tasks that ask subjects to match stimuli to names. Examples from the literature are discussed together with several studies of color naming and basic emotion naming in which no such symmetry was found. A more complete model of naming is proposed to account for flexible mapping of names to items. Principles of naming are suggested to describe effects of stimulus sampling, differing access to terms, task demands, and other impacts on naming behavior.
One central strand in Quine's criticism of common-sense notions of linguistic meaning is an argument from the holism of empirical content. This paper explores (with many digressions) the several versions of the argument, and discovers them to be uniformly bad. There is a kernel of truth in the idea that ?holism?, in some sense, ?undermines the analytic?synthetic distinction?, in some sense; but it has little to do with Quine's radical empiricism, or his radical scepticism about meaning.
Some of Quine’s critics charge that he arrives at a behavioristic account of linguistic meaning by starting from inappropriately behavioristic assumptions (Kripke 1982, 14; Searle 1987, 123). Quine has even written that this account of linguistic meaning is a consequence of his behaviorism (Quine 1992, 37). I take it that the above charges amount to the assertion that Quine assumes the denial of one or more of the following claims: (1) Language-users associate mental ideas with their linguistic expressions. (2) A language-user can have a private theory of linguistic meaning which guides his or her use of language. (3) Language learning relies on innate mechanisms. Call an antecedent denial of one or more of these claims illicit behaviorism. In this paper I show that Quine is prepared to grant, if only for the sake of argument, all three of the above claims. I argue that his claim that there is nothing in linguistic meaning beyond what is to be gleaned from overt behavior in observable circumstances is unscathed by these allowances (Quine 1992, 38). And I show that the behaviorism which Quine does assume should be viewed as a largely uncontroversial aspect of his evidential empiricism. I conclude that if one sets out to dismiss Quine’s arguments for internal-meaning skepticism, this dismissal should not be motivated by the charge that his conclusions rely on the illicitly behavioristic assumptions that some have suggested that they do.
Markus Werning attempts to refute Quine’s thesis that meaning is indeterminate. To this purpose he employs Hodges’ theorem about extensions of cofinal meaning functions. But the theorem does neither suffice to solve Quine’s problem nor the problem Werning mistakenly identifies with Quine’s. Nevertheless it makes sense to employ the methods used in Werning’s paper with regard to Quine’s thesis, only that they tell in favour of the thesis instead of against it.

This paper addresses the question of whether there is a proper analogy of being according to both meaning and being. I disagree with Ralph McInerny’s understanding of how things are named through concepts and argue that McInerny’s account does not allow for the thing represented by the name to be known in itself. In his understanding of analogy, only ideas of things may be known. This results in a wholesale inability to name things at all and thereby forces McInerny to relegate naming to a purely logical concern. As a consequence, for McInerny, since naming becomes only a logical concern, being itself cannot be known as analogous according to being and meaning since naming only involves the naming of ideas, not of things.

In this essay I present a statement of Quine's indeterminacy thesis in its general form. It is shown that the thesis is not about difficulties peculiar to so-called "radical translation." It is a general thesis about meaning and reference with important consequences for any theory of our theories and beliefs. It is claimed that the thesis is inconsistent with Quine's realism, his doctrine of the relativity of reference, and that the argument for the thesis has the consequence that the concept of stimulus meaning is empty. The sense in which linguistic science, as a branch of behavioral science, is "part of physics" is discussed. An alternative to Quine's view of the nature and content of linguistic science is proposed. It is shown to be consistent with Quine's assumptions concerning the legitimate scope of behavioral science and not to involve the notions of analyticity, synonymy and "prevalent attitudes toward meaning, idea and proposition" ([9], p. 304) rejected by Quine.
