This processing is accompanied by subjective states of consciousness, such as the auditory experience of hearing the tap-tap-tap of the keyboard and the visual experience of seeing the letters appear on the screen. How does the brain's activity generate such experiences? Why should it be accompanied by conscious experience in the first place? This is the hard problem of consciousness.

I show that the recursive structure of Leibniz's Law requires agents to perform infinitely many operations to psychologically identify the referents of phenomenal and physical concepts, even though the referents of ordinary concepts (e.g. Hesperus and Phosphorus) can be identified in a finite number of steps. The resulting problem resembles the hard problem of consciousness in the fact that it appears (and indeed is) unsolvable by anyone for whom it arises, and in the fact that it invites dualist and eliminativist responses. Moreover, if this is the hard problem then we can predict that regardless of the strength of the argument for physicalism, and regardless of physicalism's truth, an ineliminable dissatisfaction is bound to accompany any physicalist theory of consciousness. Accordingly, I suggest that this is the hard problem of consciousness, and therefore that the hard problem arises from a recursively degenerate application of Leibniz's Law.
Those who are optimistic about the prospects of a science of consciousness, and those who believe that it lies beyond the reach of standard scientific methods, have something in common: both groups view consciousness as posing a special challenge for science. In this paper, we take a close look at the nature of this challenge. We show that popular conceptions of the problem of consciousness, epitomized by David Chalmers’ formulation of the ‘hard problem’, can be best explained as a cognitive illusion, which arises as a by-product of our cognitive architecture. We present evidence from numerous sources to support our claim that we have a specialized system for thinking about phenomenal states, and that an inhibitory relationship exists between this system and the system we use to think about physical mechanisms. Even though the ‘hard problem’ is an illusion, unfortunately it appears that our cognitive architecture forces a closely related problem upon us. The ‘genuine problem’ of consciousness shares many features with the hard problem, and it also represents a special challenge for psychology. Nonetheless, researchers should be careful not to mistake the hard problem for the genuine problem, since the strategies appropriate for dealing with these problems differ in important respects.
Consciousness has a number of puzzling features. One such feature is its unity: the experiences and other conscious states that one has at a particular time seem to occur together in a certain way. I am currently enjoying visual experiences of my computer screen, auditory experiences of bird-song, olfactory experiences of coffee, and tactile experiences of feeling the ground beneath my feet. Conjoined with these perceptual experiences are proprioceptive experiences, experiences of agency, affective and emotional experiences, and conscious thoughts of various kinds. These experiences are unified in a variety of ways, but the kind of unity that I’m interested in here concerns their phenomenal character. Take just two of these experiences: the sound of bird-song and the smell of coffee. There is something it is like to have the auditory experience, there is something it is like to have the olfactory experience, and there is something it is like to have both the auditory and olfactory experiences together. These two experiences occur as parts or components or aspects of a larger, more complex experience. And what holds of these two experiences seems to hold – at least in normal contexts – of all of one’s simultaneous experiences: they seem to be subsumed by a single, maximal experience.2 We could think of this maximal experience as an experiential perspective on the world. What it is like to be me right now is (or involves) an extremely complex conscious state that subsumes the various simpler experiences that I outlined above (seeing my computer screen, hearing bird-song, smelling coffee, and so on). I will follow recent literature in using the term “co-consciousness” for the relation that a set of conscious states bear to each other when they have a complex phenomenology (Bayne and Chalmers 2003; Dainton 2000; Hurley 1998; Lockwood 1989).
The hard problem of consciousness is a symptom of a fact of all scientific explanations. This article demonstrates through analogy with uncontroversial explanations that the hard problem of consciousness either shouldn't be considered a problem or that all scientific explanations are also lacking in the same way as an explanation of consciousness.
The truly philosophical issue in machine conscioiusness is whether machines can have 'hard consciounsess' (like in Chalmers' hard problem of consciousness). Criteria for hard consciousness are higher than for phenomenal consciousness, since the latter incorporates first-person functional consciousness.
David Chalmers argues that consciousness -- authentic, first-person, conscious consciousness -- cannot be reduced to brain events or to any physical event, and that efforts to find a workable mind-body identity theory are, therefore, doomed in principle. But for Chalmers and non-reductionist in general consciousness consists exclusively, or at least paradigmatically, of phenomenal or qualia-consciousness. This results in a seriously inadequate understanding both of consciousness and of the “hard problem.” I describe other, higher-order cognitional events which must be conscious if the “hard problem” is to be solved -- in any sense of ‘solve’ which would make us any the wiser about it -- but whose consciousness is quite different from the qualia and phenomena usually inventoried. Events of this kind are both part of the hard problem and the means by which we will solve it, if we ever do.
Reading the philosophical literature on consciousness, one might get the idea that there is just one problem in consciousness studies, the hard problem. That would be a mistake. There are other problems; some are more tractable, but none are easy, and all interesting. The literature on the hard problem gives the impression that we have made little progress. Consciousness is just an excuse to work and re-work familiar positions on the mind-body problem. But progress is being made elsewhere. Researchers are moving towards increasingly specific accounts of the neural basis of conscious experience. These efforts will leave some questions unanswered, but they are no less significant for that.
