Artificial Intelligence and Law 14 (4).Governments and other groups interested in the views of citizens require the means to present justifications of proposed actions, and the means to solicit public opinion concerning these justifications. Although Internet technologies provide the means for such dialogues, system designers usually face a choice between allowing unstructured dialogues, through, for example, bulletin boards, or requiring citizens to acquire a knowledge of some argumentation schema or theory, as in, for example, ZENO. Both of these options present usability problems. In this paper, we describe an implemented system called PARMENIDES which allows structured argument over a proposed course of action, without requiring knowledge of the underlying argumentation theory.

There is a mystery at the heart of Plato’s Parmenides. In the first part, Parmenides criticizes what is widely regarded as Plato’s mature theory of Forms, and in the second, he promises to explain how the Forms can be saved from these criticisms. Ever since the dialogue was written, scholars have struggled to determine how the two parts of the work fit together. Did Plato mean us to abandon, keep, or modify the theory of Forms, on the strength of Parmenides’ criticisms? Samuel Rickless offers something that has never been done before: a careful reconstruction of every argument in the dialogue. He concludes that Plato’s main aim was to argue that the theory of Forms should be modified by allowing that forms can have contrary properties. To grasp this is to solve the mystery of the Parmenides and understand its crucial role in Plato’s philosophical development.
This dissertation extends John Rawls’s mature theory of justice out to address the environmental challenges that citizens of liberal democracies now face. Specifically, using Rawls’s framework of political liberalism, I piece together a theory of procedural justice to be applied to a constitutional democracy. I show how citizens of pluralistic democracies should apply this theory to environmental matters in a four stage contracting procedure. I argue that, if implemented, this extension to Rawls’s theory would secure background environmental justice. I explain why the theory can be viewed as a partially specified political conception of environmental pragmatism, and how it relates to public environmental policy and discourse. While the framework is anthropocentric, it is one that reasonable non-anthropocentrists can endorse. Using this theory, I argue that liberal democracies must take measures to secure basic environmental rights for all presently existing and future citizens. Measures must also be in place to secure a minimum of social goods (including environmental goods) that guarantees that all citizens (present and future) can exercise their basic rights and liberties. Moreover, disparities in environmental goods should only be tolerated if they arise in accord with Rawls’s principle of fair equality of opportunity. I discuss carbon taxes, as well as carbon allocation trading schemes. I also argue that free democracies should employ precautionary reasoning when attempting to meet the demands of background environmental justice.
In his great poem, Parmenides uses an argument by elimination to select the correct "way of inquiry" from a pool of two, the ways of is and of is not , joined later by a third, "mixed" way of is and is not . Parmenides' first two ways are soon given modal upgrades - is becomes cannot not be , and is not becomes necessarily is not (B2, 3-6) - and these are no longer contradictories of one another. And is the common view right, that Parmenides rejects the "mixed" way because it is a contradiction? I argue that the modal upgrades are the product of an illicit modal shift. This same shift, built into two Exclusion Arguments, gives Parmenides a novel argument to show that the "mixed" way fails. Given the independent failure of the way of is not , Parmenides' argument by elimination is complete.
Abstract: Practical deliberation is deliberation concerning what to do governed by norms on intention (e.g. means-end coherence and consistency), which are taken to be a mark of rational deliberation. According to the theory of practical deliberation I develop in this paper we should think of the norms of rational practical deliberation ecologically: that is, the norms that constitute rational practical deliberation depend on the complex interaction between the psychological capacities of the agent in question and the agent's environment. I argue that this view does a better job of justifying particular norms for practical deliberation than intrinsic or constitutivist theories. Finally, I argue against the Myth Theory of deliberation, which takes there to be no such norms on deliberation.
The Parmenides is, quite possibly, the most enigmatic of Plato's dialogues. The dialogue recounts an almost certainly fictitious conversation between a venerable Parmenides (the Eleatic Monist) and a youthful Socrates, followed by a dizzying array of interconnected arguments presented by Parmenides to a young and compliant interlocutor named “Aristotle” (not the philosopher, but rather a man who became one of the Thirty Tyrants after Athens' surrender to Sparta at the conclusion of the Peloponnesian War). Most commentators agree that Socrates articulates a version of the theory of forms defended by his much older namesake in the dialogues of Plato's middle period, that Parmenides mounts a number of potentially devastating challenges to this theory, and that these challenges are followed by a piece of intellectual “gymnastics” consisting of eight strings of arguments (Deductions) that are in some way designed to help us see how to protect the theory of forms against the challenges. Beyond this, there is precious little scholarly consensus. Commentators disagree about the proper way to reconstruct Parmenides' challenges, about the overall logical structure of the Deductions, about the main subject of the Deductions, about the function of the Deductions in relation to the challenges, and about the final philosophical moral of the dialogue as a whole.
Recent proposals for computer-assisted argumentation have drawn on dialectical models of argumentation. When used to assist public policy planning, such systems also raise questions of political legitimacy. Drawing on deliberative democratic theory, we elaborate normative criteria for deliberative legitimacy and illustrate their use for assessing two argumentation systems. Full assessment of such systems requires experiments in which system designers draw on expertise from the social sciences and enter into the policy deliberation itself at the level of participants.
The reluctance to eradicate poverty shown by citizens and governments of many modern constitutional democracies is puzzling. If poverty threatens societies in various ways, why would many countries with a strongly agreed upon system of democratic governance fail so painfully to find the commitment and appropriate action to eradicate poverty? In this essay I want to investigate the discordance between poverty and democracy. I will first briefly articulate the broad underlying values of modern constitutional democracies. Then I will analyze the ways in which poverty violates the underlying values of democracy. Next I will try to explain why poverty is still widespread in democracies, despite the multiple ways it violates democratic values. Finally I will look at the implications of my findings in terms of the functions of democratic values in contemporary democracies.
The purpose of this paper is to consider whether it is permissible for a liberal democratic state to deny anti-liberal-democratic citizens and groups the right to run for parliament. My answer to this question is twofold. On the one hand, I will argue that it is, in principle, permissible for liberal democratic states to deny anti-liberal-democratic citizens and groups the right to run for parliament. On the other hand, I will argue that it is rarely wise (or prudent) for ripe democracies to exclude anti-liberal-democrats from parliamentary elections. There are at least two reasons for this. The first is related to the inherent stability of just institutions. The second is that exclusion can lead to group polarization and enclave deliberation that can engender political extremism and impair processes of interpersonal and intrapersonal deliberation in liberal democracies.
In this paper we consider persuasion in the context of practical reasoning, and discuss the problems associated with construing reasoning about actions in a manner similar to reasoning about beliefs. We propose a perspective on practical reasoning as presumptive justification of a course of action, along with critical questions of this justification, building on the account of Walton. From this perspective, we articulate an interaction protocol, which we call PARMA, for dialogues over proposed actions based on this theory. We outline an axiomatic semantics for the PARMA Protocol, and discuss two implementations which use this protocol to mediate a discussion between humans. We then show how our proposal can be made computational within the framework of agents based on the Belief-Desire-Intention model, and illustrate this proposal with an example debate within a multi agent system.

When it comes to conflict over risk management priorities in food production, a number of observers, including myself, have called for some sort of public deliberation as a means of resolving the moral disagreements underlying such conflicts. This paper asks how, precisely, such deliberation might be facilitated. It is shown that representative democracy and the liberal regulation that most Western democracies adhere to place important constraints on public deliberation. The challenge is to find forums for public deliberation that can operate within these constraints while still making a constructive contribution.
