I here defend an account of the will as practical reason—or, using Kant's phrase, as "reason in its practical employment"—as against a view of the will as a capacity for choice, in addition to reason, by which we execute practical judgments in action. Certain commonplaces show distance between judgment and action and thus seem to reveal the need for a capacity, in addition to reason, by which we execute judgment in action. However, another ordinary fact pushes in the other direction: the activities of the will are activities for which the person is answerable in a very particular sort of way. This answerability is most easily understood if willing involves settling a question. Settling a question seems to be a capacity of reason. Thus it can seem that activities of will are activities of our capacity for reasoning. I will suggest that we can accommodate the commonplaces while still understanding the will as reason in its practical employment, by abandoning the assumption that practical reasoning concludes in a judgment. Rather, reasoning which concludes in a judgment—reasoning directed at the question of whether p—is theoretical reasoning. In its practical employment, reason is directed at the question of whether to x; it concludes, not in a judgment about x-ing, but rather in an intention to x.
Practical reasoning is a process of reasoning that concludes in an intention. One example is reasoning from intending an end to intending what you believe is a necessary means: 'I will leave the next buoy to port; in order to do that I must tack; so I'll tack', where the first and third sentences express intentions and the second sentence a belief. This sort of practical reasoning is supported by a valid logical derivation, and therefore seems uncontrovertible. A more contentious example is normative practical reasoning of the form 'I ought to φ, so I'll φ', where 'I ought to φ' expresses a normative belief and 'I'll φ' an intention. This has at least some characteristics of reasoning, but there are also grounds for doubting that it is genuine reasoning. One objection is that it seems inappropriate to derive an intention to φ from a belief that you ought to φ, rather than a belief that you ought to intend to φ. Another is that you may not be able to go through this putative process of reasoning, and this inability might disqualify it from being reasoning. A third objection is that it violates the Humean doctrine that reason alone cannot motivate any action of the will. This paper investigates these objections.

Practical reasoning, reasoning about what to do, is a very familiar activity. When we think about whether to cook or to go out for dinner, to buy a house or rent, or to study law or business, we are engaged in practical reasoning. If the kind of reasoning we engage in is truly a rational process, there must be some norms or standards that govern it; the process cannot be arbitrary or random. In this paper I argue that one of the standards that governs practical reasoning is the stability standard. The stability standard, I argue, is a norm that is constitutive of practical reasoning: insofar as we do not take violations of this norm to be relevant considerations, we do not count as engaged in reasoning at all. Furthermore, I argue that it is a standard we can explicitly employ in order to deliberate about our ends or desires themselves. Importantly, this standard will not require that some ends are prescribed or determined by reason alone. The stability standard, therefore, allows us to retain some of the attractive features of instrumentalism without accepting the implication that there is no rational way to evaluate ends.
In Knowledge and Lotteries, Hawthorne argues for a view on which whether a speaker knows that p depends on whether her practical environment makes it appropriate for her to use p in practical reasoning. It may seem that this view yields a straightforward account of why knowledge is important, based on the role of knowledge in practical reasoning. I argue that this is not so; practical reasoning does not motivate us to care about knowledge in itself. At best, practical reasoning motivates us to care about several other concepts in themselves, and ascriptions of knowledge provide economical summaries of these independently important desiderata.
The category of emotions covers a disputed territory, but clear examples include fear, anger, joy, pride, sadness, disgust, shame, contempt and the like. Such states are commonly thought of as antithetical to reason, disorienting and distorting practical thought. However, there is also a sense in which emotions are factors in practical reasoning, understood broadly as reasoning that issues in action. At the very least emotions can function as "enabling" causes of rational decision-making (despite the many cases in which they are disabling) insofar as they direct attention toward certain objects of thought and away from others. They serve to heighten memory and to limit the set of salient practical options to a manageable set, suitable for "quick-and-dirty" decision-making.
The fundamental principle of practical reasoning (if there is such a thing) must be a rule which we ought to follow in all our practical reasoning, and which cannot lead to irrational decisions. It must be a rule that it is possible for us to follow directly - that is, without having to follow any other rule of practical reasoning in order to do so. And it must be a basic principle, in the sense that the explanation of why we rationally ought to follow this rule lies purely in the structure of our rational capacities themselves (and not, for example, in empirical evidence that we merely happen to have). This fundamental principle, it is argued, requires that you decide to do something only if the basis of your decision is such that (i) it is rational for you to believe that you have given the matter enough thought, and (ii) your actual deliberation does not warrant the conclusion that the chosen option is definitely worse than some other option that you have considered. A decision formed through reasoning is rational if and only if the agent followed this rule in making the decision. The claim that this is the fundamental principle of practical reasoning conflicts with Hobbesian approaches because it implies that practical reasoning aims not only at satisfying desires, but at forming beliefs about which options are better than others. It conflicts with Kantian approaches because it implies that to think of something as a good thing to do is not just to think of it as a rational thing to choose. This account also shows how to solve some famous controversies surrounding practical reason: the key is to understand how the rationality of concluding that one option is better than another is affected by our desires, our estimates of probabilities, and our moral judgments.
To be able to say what practical reasoning is, we first need to say what reasoning is and what the conclusion of a process of reasoning is. I shall do this in sections 1 and 2. We can then make a distinction between practical and theoretical reasoning. There are three main ways to do this, which I shall survey in sections 3 to 5. I shall end by suggesting that there are different kinds of practical reasoning.
This paper seeks a better understanding of the elements of practical reasoning: premises and conclusion. It argues that the premises of practical reasoning do not normally include statements such as ‘I want to ϕ’; that the reasoning in practical reasoning is the same as in theoretical reasoning and that what makes it practical is, first, that the point of the relevant reasoning is given by the goal that the reasoner seeks to realize by means of that reasoning and the subsequent action; second, that the premises of such reasoning show the goodness of the action to be undertaken; third, that the conclusions of such reasoning may be actions or decisions, that can be accompanied by expressions of intention, either in action, or for the future; and that these are justified, and might be contradicted, in ways that are not only peculiar to them (i.e. in ways that diverge from those found in theoretical reasoning), but are distinctively practical, in that they involve reference to reasons for acting and to expressions of intention, respectively.1.
