Last year (2005) marked the 100th anniversary of the publication of Russell’s classic ‘On denoting’. It should not cast any shadow on that great work to note that the problems it provided solutions to are still the subject of controversy. Two of those problems involved noun phrases (NPs) which fail to denote. Russell’s examples (1a) and (1b) (1) a. The king of France is bald. b. The king of France is not bald. are puzzling because they have the form of simple contradictories, and yet we are not inclined to say either one is true. Example (2) (2) Pegasus does not exist. is even more problematic; the lack of denotation for Pegasus, which makes the sentence true, also seems to rob it of a meaningful constituent. Once the king of France is unpacked according to Russell’s analysis, (1b) is revealed to be ambiguous. It’s logical forms are given in (3). (3) a. ∃x[Kx ∧ ∀y[Ky ↔ y=x] ∧ ¬Bx] b. ¬∃x[Kx ∧ ∀y[Ky ↔ y=x] ∧ Bx] (3a) says that there is a unique (French) king who is not bald (obviously false), but (3b), the logical contradictory of (1a) says that it is not the case that there is a unique king who is bald (which is true). We can apply the analysis to sentence (2) once we recognize Pegasus as a concealed definite description, e.g. the winged horse of Greek mythology. (2) can then be unpacked as (4) (4) ¬∃x[Wx ∧ ∀y[Wy ↔ y=x]] which seems both meaningful and true, as required. Problems solved. Well, not quite. Strawson (1950) challenged the first solution above, arguing that neither (1a) nor (1b) could be used to assert the existence of a king of France. Rather, use of such sentences presupposes the existence of a king of France, and failing that existence, neither of (1a) or (1b) could be used to make either a true or a false statement – in Strawson’s words, “the question of whether it’s true or false simply doesn’t arise” (Strawson 1950, 330).1 In an extended series of essays, and one book, Jay Atlas (1977, 1978, 1979, 1989, 2004) has taken issue with the work of both Russell and Strawson..
Over a period of more than twenty years, Sybil Wolfram gave lectures at Oxford University on Philosophical Logic, a major component of most of the undergraduate degree programmes. She herself had been introduced to the subject by Peter Strawson, and saw herself as working very much within the Strawsonian tradition. Central to this tradition, which began with Strawson's seminal attack on Russell's theory of descriptions in ‘On Referring' (1950), is the distinction between a sentence and what is said by a sentence − Strawson initially called the latter a use of a sentence, and sometimes a proposition , but his most frequent term for what is said , which Wolfram consistently adopts, is the statement expressed.1 The force of the distinction is clearly illustrated in ‘On Referring', which uses it to undermine the common assumption that any sentence must be either true, or false, or meaningless. Russell had argued on this basis that a sentence such as ‘The King of France is bald' (which is clearly neither true nor meaningless) must be false, but Strawson points out that if we distinguish between the sentence itself and the statement that it expresses (on some occasion of use), we can quite easily combine the admission that the sentence is meaningful − for it can in appropriate circumstances be used to express true and false statements − with the claim that nevertheless if the circumstances are ‘inappropriate' (in particular, when there is no current King of France), the sentence can fail to express a statement that is either true or false. On this picture, therefore, it is sentences that are meaningful, but statements that are the primary bearers of truth.
The principal question asked in this paper is: in the case of attributive usage, is the definite description to be analyzed as Russell said or is it to be treated as a referring expression, functioning semantically as a proper name? It answers by defending the former alternative.

am going to discuss some issues inspired by a well-known paper ofKeith Donnellan, "Reference and Definite Descriptions,”2 but the interest—to me—of the contrast mentioned in my title goes beyond Donnellan's paper: I think it is of considerable constructive as well as critical importance to the philosophy oflanguage. These applications, however, and even everything I might want to say relative to Donnellan’s paper, cannot be discussed in full here because of problems of length. Moreover, although I have a considerable interest in the substantive issues raised by Donnellan’s paper, and by related literature, my own conclusions will be methodological, not substantive. I can put the matter this way: Donnellan’s paper claims to give decisive objections both to Russell’s theory of definite descriptions (taken as a theory about English) and to Strawson’s. My concem is not primarily with the question; is Donnellan right, or is Russell (or Strawson)? Rather, it is with the question: do the considerations in Donneilarfs paper refute Russell’s theory (or Strawson’s)? For definiteness, I will concentrate on Donnellan versus Russell, leaving Strawson aside. And about this issue I will draw a definite conclusion, one which I think will illuminate a few methodological maxims about language. Namely, I will conclude that the considerations in Donnellan’s paper, by themselves, do not refute Russell’s theory. Any conclusions about Russell’s views per se, or Donnellan’s, must be tentative, IfI were to be asked for a tentative stab about Russell, I would say that although his theory does a far better job of handling ordinary discourse than many have thought, and although many popular arguments against it are inconclusive, probably it ultimately fails. The considerations I have in mind have to do with the existence of “improper” definite descriptions, such as “the table," where uniquely specifying conditions are not contained in the description itself..
of (from British Columbia Philosophy Graduate Conference) This paper attempts to argue for an interpretation of Peter Strawson�s account of moral responsibility that successfully eliminates the threat of determinism. The goal is to capture the spirit of Strawson�s view and elucidate that spirit. I do this by emphasizing an aspect of Strawson�s account that others, like Paul Russell, may find insignificant, and then I demonstrate how this aspect is meant to quash the threat of determinism. Specifically, I claim that Strawson wishes us to recognize that certain interpersonal relationships are explanatorily prior to the capacities necessary for morally responsible agency, and this explanatory relationship implies that (at least in our world) the capacities necessary for morally responsible agency could not include freedom from determinism.
It is argued that Strawson's celebrated attacks on Russell's views about proper names and descriptions are misleading and unfounded. An attempt is made to show that Strawson's alternative views are philosophically more problematic than Russell's. It is also argued that, properly stated, Russell's analyses do not do violence to ordinary usage and that attempts to justify Strawson's analysis on the ground that it fits better with ordinary usage are mistaken.
