Behavioral and Brain Sciences 30 (4):499-500.Block argues that relevant data in psychology and neuroscience shows that access consciousness is not constitutively necessary for phenomenality. However, a phenomenal state can be access conscious in two radically different ways. Its content can be access conscious, or its phenomenality can be access conscious. I’ll argue that while Block’s thesis is right when it is formulated in terms of the first notion of access consciousness, there is an alternative hypothesis about the relationship between phenomenality and access in terms of the second notion that is not touched by Block’s argument.

P/A (Block's phenomenal/access) confounds a logical distinction with an empirical claim. Success of P/A in its logical role has almost no bearing on its plausibility as an empirical thesis (i.e., that two kinds of consciousness exist). The advantage of P/A over a single-consciousness assumption is unclear, but one of Block's analogies for P (liquid in a hydraulic computer) may be used to clarify the notion of consciousness as cognitive “hardware.”.
Block explains the conflation of phenomenal consciousness and access consciousness by appeal to the ambiguity of the term “consciousness.” However, the nature of ambiguity is not at all clear, and the thesis that “consciousness” is ambiguous between phenomenal consciousness and access consciousness is far from obvious. Moreover, the conflation can be explained without supposing that the term is ambiguous. Block's argument can thus be strengthened by avoiding controversial issues in the semantics of “consciousness.”.
When philosophers and psychologists think about consciousness, they generally focus on one or more of three features: phenomenality (how experiences feel), intentionality (that experiences are "of" something, that experiences mean something), and introspectibility (our awareness of the phenomenality and intentionality of experience). Using examples from empirical psychology and neuroscience, I argue that consciousness is not a unitary state, that, instead, these three features characterize different and dissociable states, which often happen to occur together. Understanding these three features as dissociable from each other will resolve philosophical disputes and facilitate scientific investigation.
It is argued that Block's thought experiment on superblindsight and “the Inverse Anton's syndrome” are not cases of A-consciousness without P-consciousness. “Weak dispositional states” should be excluded from the set of A-conscious states, and a subject's being reflectively conscious of a P-conscious state is suggested as a better candidate for A-consciousness. It is further pointed out that dreams, according to Block's own criterion but contrary to what he claims, are A-unconscious and it is argued that Block should not accept the idea that high-information representational content is an empirically sufficient condition of phenomenality in human beings.
Ned Block has influentially distinguished two kinds of consciousness, access and phenomenal consciousness. He argues that these two kinds of consciousness can dissociate, and therefore we cannot rely upon subjective report in constructing a science of consciousness. I argue that none of Block's evidence better supports his claim than the rival view, that access and phenomenal consciousness are perfectly correlated. Since Block's view is counterintuitive, and has wildly implausible implications, the fact that there is no evidence that better supports it than the rival view should lead us to reject it.
This article concerns the interplay between two issues that involve both philosophy and neuroscience: whether the content of phenomenal consciousness is 'rich' or 'sparse', whether phenomenal consciousness goes beyond cognitive access, and how it would be possible for there to be evidence one way or the other.
I begin by considering Ned Block's widely accepted distinction between phenomenal and access consciousness. I argue that on Block's official characterization a mental state's being access conscious is not a way the state's being conscious in any intuitive sense; that if phenomenal consciousness itself corresponds to an intuitive way of a state's being conscious, it literally implies access consciousness; and that Block misconstrues the theoretical significance of the commonsense distinction. These considerations point to the view that mental states' being conscious consists in their being accompanied by occurrent, assertoric thoughts to the effect that one is in the state in question: what I have elsewhere called higher- order thoughts (HOTs). After outlining the model, I sketch theoretical advantages having to do with introspective consciousness, the relationship between consciousness and speech, and the metacognitive phenomenon known as feeling-of-knowing judgments. I conclude by showing that the HOT model does justice to phenomenal consciousness: Sensory states are not all conscious, and HOTS explain why there is something it is like to be in those which are.
How can we disentangle the neural basis of phenomenal consciousness from the neural machinery of the cognitive access that underlies reports of phenomenal consciousness? We can see the problem in stark form if we ask how we could tell whether representations inside a Fodorian module are phenomenally conscious. The methodology would seem straightforward: find the neural natural kinds that are the basis of phenomenal consciousness in clear cases when subjects are completely confident and we have no reason to doubt their authority, and look to see whether those neural natural kinds exist within Fodorian modules. But a puzzle arises: do we include the machinery underlying reportability within the neural natural kinds of the clear cases? If the answer is ‘Yes’, then there can be no phenomenally conscious representations in Fodorian modules. But how can we know if the answer is ‘Yes’? The suggested methodology requires an answer to the question it was supposed to answer! The paper argues for an abstract solution to the problem and exhibits a source of empirical data that is relevant, data that show that in a certain sense phenomenal consciousness overflows cognitive accessibility. The paper argues that we can find a neural realizer of this overflow if assume that the neural basis of phenomenal consciousness does not include the neural basis of cognitive accessibility and that this assumption is justified (other things equal) by the explanations it allows.
There are a number of different matters that come under the heading of ‘consciousness’. One of them is phenomenality, the feeling of say a sensation of red or a pain, that is what it is like to have such a sensation or other experience. Another is reflection on phenomenality. Imagine two infants, both of which have pain, but only one of which has a thought about that pain. Both would have phenomenal states, but only the latter would have a state of reflexive consciousness. This entry will start with phenomenality, moving later to reflexivity and then to one other kind of consciousness.
Ned BlockÕs influential distinction between phenomenal and access consciousness has become a staple of current discussions of consciousness. It is not often noted, however, that his distinction tacitly embodies unargued theoretical assumptions that favor some theoretical treatments at the expense of others. This is equally so for his less widely discussed distinction between phenomenal consciousness and what he calls reflexive consciousness. I argue that the distinction between phenomenal and access consciousness, as Block draws it, is untenable. Though mental states that have qualitative character plainly differ from those with no mental qualities, a mental stateÕs being conscious is the same property for both kinds of mental state. For one thing, as Block describes access consciousness, that notion does not pick out any property that we intuitively count as a mental stateÕs being conscious. But the deeper problem is that BlockÕs notion of phenomenal consciousness, or phenomenality, is ambiguous as between two very different mental properties. The failure to distinguish these results in the begging of important theoretical questions. Once the two kinds of phenomenality have been distinguished, the way is clear to explain qualitative consciousness by appeal to a model such as the higher-order-thought hypothesis.
