The field of information technology is broadened up to the domain of ‘learning’ systems and cybernetics. In covering this extension of the field due recourse is made to the epistemological basis of theory construction. When so comprehended, information technology becomes a philosophical inquiry on a variety of social, scientific and technological issues. A new idea that we refer to as neuro-cybernetics is born. The term neuro-cybernetics is used to delineate the epistemological field of system and cybernetic study. The above-mentioned phenomenological or the epistemic model of a cybernetic and system type is applied to flood control problem in Bangladesh. This example presents an application of the cybernetic model to a physico-human problem. This is the nature of socio-scientific system. In it, organically unifying relations occur between the environment and the human world, with the objective of controlling the perennial problem of floods by using interactive factors.
Are there limits on how human beings can legitimately treat non-human animals? Or can we treat them just any way we please? If there are limits, what are they? Are they sufficiently strong, as some people supp ose, to lead us to be vegetarians and to seriously curtail, if not eliminate, our use of non-human animals in `scientific' experiments designed to benefit us? To fully appreciate this question let me contrast it with two different ones: Are there limits on how we can legitimately treat rocks? And: are there limits on how we can legitima tely treat other human beings? The an swer to th e first ques tion is pre suma bly `No.' Well, that's not q uite right. There are som e limits on what w e can le gitimate ly do with or to rocks. If Paula has a pet rock, then Susan can't justifiably take it away or smash it with a sledge hammer. After all it is Paula's rock.
This paper starts with an analysis of the maker’s knowledge principle as one of the main characteristics of Modern epistemology. We start by showing that maker’s knowledge can be understood in two ways: 1) a negative sense, as a way of establishing limits to human knowledge: we can only know what we create; and 2) a positive sense, as legitimizing human knowledge: we effectively know what we create. We proceed then to examine the roots of the maker’s knowledge principle in the context of the transition from Greek philosophy to early Christian thought, seeing Philo of Alexandria as perhaps the first to formulate an early version of the principle. We conclude that it is the Christian conception of God as creator that makes possible a redefinition of the relation between knowing and creating, opening the way to the Modern formulation of the principle.
The main aim of this paper is to demonstrate the viability and fruitfulness of employing a cybernetic formulation for analyzing many important facets of goal-directed activity, both non-purposeful and purposeful. Unsuccessful past attempts at this program are examined. A reformulation of the cybernetic analysis is proposed which avoids the pitfalls of these attempts by constructing evidentiary tests for rather than a behavioral definition of goal-directedness. This new formulation enables one to counter the most salient criticisms of a cybernetic analysis. A cybernetic account of goal-directedness retains the distinguishing features of teleological explanations without construing them as distinct in kind from causal ones. An empirically adequate sense of the causal efficacy of goals is proposed.

The paper seeks a perfectly general argument regarding the non-contingent limits to any (human or non-human) knowledge. After expressing disappointment with the history of philosophy on this score, an argument is grounded in Fitch’s proof, which demonstrates the unknowability of some truths. The necessity of this unknowability is then defended by arguing for the necessity of Fitch’s premise—viz., there this is in fact some ignorance.
