This paper considers the past and future of Psychology within Cognitive Science. In the history section, I focus on three questions: (a) how has the position of Psychology evolved within Cognitive Science, relative to the other disciplines that make up Cognitive Science; (b) how have particular Cognitive Science areas within Psychology waxed or waned; and (c) what have we gained and lost. After discussing what’s happened since the late 1970s, when the Society and the journal began, I speculate about where the field is going.
When the various disciplines participating in cognitive science are listed, philosophy almost always gets a guernsey. Yet, a couple of years ago at the conference of the Cognitive Science Society in Boulder (USA), there was no philosophy or philosopher with any prominence on the program. When queried on this point, the organizer (one of the "superstars" of the field) claimed it was partly an accident, but partly also due to an impression among members of the committee that philosophy is basically a waste of time. Philosophy, they thought, is mostly obscure bullshit that does little to help, and much to hinder, real progress in cognitive science.
Philosophy interfaces with cognitive science in three distinct but related areas. First, there is the usual set of issues that fall under the heading of philosophy of science (explanation, reduction, etc.), applied to the special case of cognitive science. Second, there is the endeavor of taking results from cognitive science as bearing upon traditional philosophical questions about the mind, such as the nature of mental representation, consciousness, free will, perception, emotions, memory, etc. Third.
We think of a boundary whenever we think of an entity demarcated from its surroundings. There is a boundary (a surface) demarcating the interior of a sphere from its exterior; there is a boundary (a border) separating Maryland and Pennsylvania. Sometimes the exact location of a boundary is unclear or otherwise controversial (as when you try to trace out the margins of Mount Everest, or even the boundary of your own body). Sometimes the boundary lies skew to any physical discontinuity or qualitative differentiation (as with the border of Wyoming, or the boundary between the upper and lower halves of a homogeneous sphere). But whether sharp or blurry, natural or artificial, for every object there appears to be a boundary that marks it off from the rest of the world. Events, too, have boundaries — at least temporal boundaries. Our lives are bounded by our births and by our deaths; the soccer game began at 3pm sharp and ended with the referee's final whistle at 4:45pm. And it is sometimes suggested that abstract entities, such as concepts or sets, have boundaries of their own. Whether all this boundary talk is coherent, however, and whether it reflects the structure of the world or the organizing activity of our intellect, are matters of deep philosophical controversy.

Cognitive science has always included multiple methodologies and theoretical commitments. The philosophy of cognitive science should embrace, or at least acknowledge, this diversity. Bechtel's (2009a) proposed philosophy of cognitive science, however, applies only to representationalist and mechanist cognitive science, ignoring the substantial minority of dynamically-oriented cognitive scientists. As an example of non-representational, dynamical cognitive science, we describe strong anticipation as a model for circadian systems (Stepp and Turvey 2009). We then propose a philosophy of science appropriate to non-representational, dynamical cognitive science.

The main claim of this paper is that the boundary between scientific and non scientific knowledge does exist -- which means several things. First, it's not the case that anything goes: some irrationalists have been mistaken into acceptance of that wrong conclusion because they have remarked that, however the boundary might be drawn, some important scientific developments would fall afoul of the standards entitling a research practice to count as scientific. Second, the boundary is not an imaginary one, that is to say besides what is scientific and what is unscientific there also is what lies at the boundary, certain research practices which are neither wholly scientific nor fully unscientific. Third, studying what is science is itself a kind of research belonging to the boundary, since the methods available in that research are not as strictly rigorous as those used in science proper; in fact, all of philosophy is included in the boundary in question. Fourth, the boundary (and in fact science itself) displays a characteristic structure pertaining to what are by now usually called «non wellfounded sets» -- sets, that is, which are somehow or other involved in themselves, whether as members, or as members of members or so on; the significance of the last thesis is that the best way of approaching philosophy of science is not standard set theory, but theories allowing non wellfounded sets are preferable. Fifth, and last, admission of the boundary's existence compels us to go beyond standard classical logic and to look for a more suitable logic, as for instance some kind of fuzzy paraconsistent logic.
