The comprehension of living organisms in all their complexity poses a major challenge to the biological sciences. Recently, systems biology has been proposed as a new candidate in the development of such a comprehension. The main objective of this paper is to address what systems biology is and how it is practised. To this end, the basic tools of a systems biological approach are explored and illustrated. In addition, it is questioned whether systems biology ‘revolutionizes’ molecular biology and ‘transcends’ its assumed reductionism. The strength of this claim appears to depend on how molecular and systems biology are characterised and on how reductionism is interpreted. Doing credit to molecular biology and to methodological reductionism, it is argued that the distinction between molecular and systems biology is gradual rather than sharp. As such, the classical challenge in biology to manage, interpret and integrate biological data into functional wholes is further intensified by systems biology’s use of modelling and bioinformatics, and by its scale enlargement.
The rationale, scientific necessity, and character of intentionality ascriptions (assertions that attribute beliefs, expectations, wishes and such to certain systems) remain unresolved issues in the philosophy of mind and psychology. Foxall's proposed resolution (2007), which he calls "Intentional Behaviorism" (IB), is that intentionality ascriptions should be tied to the experimental analysis of behavior, nervous systems, and evolutionary considerations. Foxall's tone of scientific pluralism and attention to academic philosophy and psychology are steps in the right direction. However, I remain skeptical about IB's adequacy as a philosophical underpinning of psychology. My skepticism stems from IB's a-ontological character (which ignores the nature of intentionality, a major issue in psychology), pragmatist inclination (which invites relativism), and adoption of the linguistic view of intentionality, where intensionality is the defining criterion of intentionality. The linguistic view forces us either to restrict intentionality to humans, a deal-breaker for animal cognition psychologists, of to talk of mental language, a deal-breaker for operant psychologists. Also, an emphasis on extensionality, which is about logical validity and not soundness, fails to capture the emphasis of scientific psychology on evidence as a rationality criterion. Finally, if IB presupposes or entails linguistic anti-nativism, it is unlikely to appeal to evolutionary psychologists. IB would thus be better off by abandoning the linguistic view of intentionality.

Intentionality is characteristic of many psychological phenomena. It is commonly held by philosophers that intentionality cannot be ascribed to purely physical systems. This view does not merely deny that psychological language can be reduced to physiological language. It also claims that the appropriateness of some psychological explanation excludes the possibility of any underlying physiological or causal account adequate to explain intentional behavior. This is a thesis which I do not accept. I shall argue that physical systems of a specific sort will show the characteristic features of intentionality. Psychological subjects are, under an alternative description, purely physical systems of a certain sort. The intentional description and the physical description are logically distinct, and are not intertranslatable. Nevertheless, the features of intentionality may be explained by a purely causal account, in the sense that they may be shown to be totally dependent upon physical processes.
This article is the sequel to 'Intentionality and Modern philosophical psychology, I. The modern reduction of intentionality,' (Philosophical Psychology, 3 (2), 1990) which examined the view of intentionality pioneered by Carnap and reaching its apotheosis in the work of Daniel Dennett. In 'Intentionality and modem philosophical psychology, II. The return to representation' (Philosophical Psychology, 4(1), 1991) I examined the approach to intentionality which can be traced back to the work of Noam Chomsky but which has been given its canonical treatment in the work of Jerry Fodor. In this article, the last in the series, I explore a very recent approach to intentionality which has been associated especially with the work of Ruth Garrett Millikan and Colin McGinn, and might, if the phrase were not so rebarbative, be called “the biologizing of intentionality'.
Part I [sections 2–4] draws out the conceptual links between modern conceptions of teleology and their Aristotelian predecessor, briefly outlines the mode of functional analysis employed to explicate teleology, and develops the notion of cybernetic organisation in order to distinguish teleonomic and teleomatic systems. Part II is concerned with arriving at a coherent notion of intentional control. Section 5 argues that intentionality is to be understood in terms of the representational properties of cybernetic systems. Following from this, section 6 argues that intentional control needs to be seen as a particular type of relationship between the system and its environment.
