Ashgate Publishing.This chapter sketches a model of deliberation that is anchored in plan-like commitments of the agent, commitments that constitute a form of valuing. These anchors need not be inescapable, they can sensibly vary from person to person, they can stand in complex relations to judgments about the good, and they play basic roles in the coss-temporal organization of practical thought and action. And deliberation so understood is, I conjecture, central to autonomy and self-government. The model sketched here is located in the space between Frankfurtian appeals to volitional necessity and Platonic appeals to judgments about the best. It sees anchors for deliberation as valuings that have agential authority, are potentially revocable, can diverge across rational agents, and bear complex relations to judgments about the best. Their reasonable stability involves defeasible presumptions both against reconsideration and against revision, presumptions characteristic of plan-like commitments and supported by considerations of cross-temporal instrumentality, integrity and autonomy. And this support for stability by connections to cross-temporal organization goes in part by way of the connection between cross-temporal organization and agential authority.

Recent discussions of rational deliberation in science present us with two extremes: unbounded optimism and sober pessimism. Helen Longino (1990) sees rational deliberation as the foundation of scientific objectivity. Miriam Solomon (1991) thinks it is overrated. Indeed, she has recently argued (2006) that group deliberation is detrimental to empirical success because it often involves groupthink and the suppression of dissent. But we need not embrace either extreme. To determine the value of rational deliberation we need to look more closely at the practice and practitioners of science. I offer a closer look here by exploring the joint agency of small research teams. Although there are factors that contribute to the suppression of dissent in group contexts, a closer look at the literature on group dynamics suggests that there are ways to mitigate the effects of groupthink. Thus, there is reason to be cautiously optimistic about the value of rational deliberation within certain scientific contexts.
While a large social-choice-theoretic literature discusses the aggregation of individual judgments into collective ones, there is relatively little formal work on the transformation of individual judgments in group deliberation. I develop a model of judgment transformation and prove a baseline impossibility result: Any judgment transformation function satisfying some initially plausible condition is the identity function, under which no opinion change occurs. I identify escape routes from this impossibility result and argue that successful group deliberation must be ‘holistic’: individuals cannot generally revise their judgments on a proposition based on judgments on that proposition alone but must take other propositions into account too. I discuss the significance of these findings for democratic theory.

What is it to "value" something, in the semi-technical sense of the term that Gary Watson establishes? I argue that valuing something consists in caring about it. Caring involves not only emotional dispositions of the sort that Agnieszka Jaworska has elaborated, but also a distinctive cognitive disposition – namely, a (defeasible) disposition to believe the object cared about to be a source of agent-relative reasons for action and for emotion. Understood in this way, an agent's carings have a stronger claim to "speak for" her as her values than do other attitudes that have been proposed for this role. In particular, an agent's carings establish more robust psychological continuities and cross-temporal connections than do self-governing policies of the sort that Michael Bratman has described; and they forge diachronic coherence not just in her deliberation and action, as self-governing policies do, but also in her cognitive and emotional life. An agent's carings thus help to constitute her identity as a temporally persisting subject . Self-governing policies are at best ersatz -values, which an agent may choose to adopt when she finds that her proper values – her cares – leave her course underdetermined.
I focus on the broadly instrumentalist view that all genuine practical imperatives are hypothetical imperatives and all genuine practical deliberation is deliberation from existing motivations. After indicating why I see instrumentalism as highly plausible, I argue that the most popular version of instrumentalism, according to which genuine practical imperatives can take desires as their starting point, is problematic. I then provide a limited defense of what I see as a more radical but also more compelling version of instrumentalism. According to the position I defend, genuine practical deliberation and genuine practical imperatives take as their starting point the agent's intentions and only the agent's intentions.
The “Aristotelian” conception of human agency and responsibility locates agency and responsibility in the exercise of practical reason in deliberation. A characteristic of such deliberation is that it must pertain to matters that can be decided either one way or the other. Some of Aristotle’s texts suggest an interpretation of deliberation that appears to yield the paradoxical result that agents are most responsible for (or act most freely with respect to) choices that are least determined, to the exclusion of other possible choices, by the practical reasoning issuing in those choices. This essay explores this strand of thought in Aristotle. It then proceeds to examine the response to the “paradox” in a middle-Platonist work, the De fato of Pseudo-Plutarch, and in the thought of the eminenttwentieth-century neo-Thomist, Reginald Garrigou-Lagrange.

This dissertation advances a theory of deliberation about the goals, projects and values that constitute a good or worthwhile life for a person. The central argument begins with the assumption that the concerns most people have in this kind of deliberation are to discover which goals are worth pursuing, or which ends worth valuing, given those features of ourselves that we find important on reflection, and choose our goals and values in such a way that our choices can bear our reflective scrutiny. The author's strategy is to argue first for an analysis of what it is to value, and second for standards of justification that govern rational valuing. Her account of valuing is novel in its emphasis on the importance of stability in a reflective pattern of motivational states. This account explains the motivational forces our values seem to have while avoiding the traps of other motivational accounts. The author then articulates standards for ideal deliberation and argues that the best way to approximate this ideal is by developing virtues of deliberation. Her insightful discussions of some particular virtues of deliberation persuade the reader that understanding good deliberation as a matter of developing virtues rather than following rules is a promising approach, which has been neglected in recent moral philosophy. The case for the author's own view is enriched and supported by critical discussions of competing theories of justification and valuing. Careful and illuminating discussions of contemporary philosophers such as Richard Brandt, Gerald Gaus, David Schmidtz, Elizabeth Anderson and Michael Smith are included.
What happens to our conception of mind and rational agency when we take seriously future-directed intentions and plans and their roles as inputs into further practical reasoning? The author's initial efforts in responding to this question resulted in a series of papers that he wrote during the early 1980s. In this book, Bratman develops further some of the main themes of these essays and also explores a variety of related ideas and issues. He develops a planning theory of intention. Intentions are treated as elements of partial plans of action. These plans play basic roles in practical reasoning, roles that support the organization of our activities over time and socially. Bratman explores the impact of this approach on a wide range of issues, including the relation between intention and intentional action, and the distinction between intended and expected effects of what one intends.
In my 1987 book I tried to understand intentions as, in the basic case, elements of larger and typically partial plans whose primary roles in our lives are ones of coordination and organization, both cross-temporal and social.1 I called this the planning theory of intention. Central to the planning theory is the idea that intentions – in contrast with ordinary desires -- are both embedded in characteristic regularities and are subject to distinctive rational pressures for consistency and coherence. There is, in particular, a rational demand that one’s intentions, taken together with one’s beliefs, fit together into a consistent model of one’s future. There is, further, a rational demand that one’s intentions be means-end coherent in the sense, roughly, that it not be true that one intends E, believes that E requires that one intend means M, and yet not intend M.3 And these norms of consistency and coherence are operative in a planning agent’s practical reasoning.
Abstract: Practical deliberation is deliberation concerning what to do governed by norms on intention (e.g. means-end coherence and consistency), which are taken to be a mark of rational deliberation. According to the theory of practical deliberation I develop in this paper we should think of the norms of rational practical deliberation ecologically: that is, the norms that constitute rational practical deliberation depend on the complex interaction between the psychological capacities of the agent in question and the agent's environment. I argue that this view does a better job of justifying particular norms for practical deliberation than intrinsic or constitutivist theories. Finally, I argue against the Myth Theory of deliberation, which takes there to be no such norms on deliberation.
I consider two inter-related problems in the philosophy of action. One concerns the role of the agent in the determination of action, and I call it the problem of agential authority. The other concerns the relation between motivating desire and the agent's normative deliberation, and I call it the problem of subjective normative authority. In part by way of discussion of work of Harry Frankfurt and Christine Korsgaard, I argue that we make progress with these problems by appeal to certain kinds of higher-order policies and to their role in the cross-temporal organization of the deliberation and action of temporally persisting agents like us.
