- Michael Bratman (1987/1999). Intention, Plans, and Practical Reason. Center for the Study of Language and Information.What happens to our conception of mind and rational agency when we take seriously future-directed intentions and plans and their roles as inputs into further practical reasoning? The author's initial efforts in responding to this question resulted in a series of papers that he wrote during the early 1980s. In this book, Bratman develops further some of the main themes of these essays and also explores a variety of related ideas and issues. He develops a planning theory of intention. Intentions are treated as elements of partial plans of action. These plans play basic roles in practical reasoning, roles that support the organization of our activities over time and socially. Bratman explores the impact of this approach on a wide range of issues, including the relation between intention and intentional action, and the distinction between intended and expected effects of what one intends.

What is it, precisely, that an agent intends when he intends, as we might say, to clean his stove today? What is the content of his intention? In recent years, Gilbert Harman and John Searle have maintained that all intentions are self-referential -- that is, that an adequate expression of the content of any intention makes essential reference to the intention whose content is being expressed. I shall call this the self-referentiality thesis (SRT). Harman, in his paper 'Practical Reasoning', argues that "the intention to do A is the intention that, because of that very intention, one will do A". Searle, in his book, Intentionality, contends similarly that the "Intentional content" of an agent's "prior intention" to A identifies that very intention as a cause of the agent's (prospective) A-ing. In Sections 1-3 below, I show that the main arguments for the SRT are unsuccessful and that the thesis is problematic. In Section 4, I sketch an alternative account of the contents of intentions.

Practical reasoning aims at deciding what actions to perform in light of the goals a rational agent possesses. This has been a topic of interest in both philosophy and artificial intelligence, but these two disciplines have produced very different models of practical reasoning. The purpose of this paper is to examine each model in light of the other and produce a unified model adequate for the purposes of both disciplines and superior to the standard models employed by either.The philosophical (decision-theoretic) model directs activity by evaluating acts one at a time in terms of their expected utilities. It is argued that, except in certain special cases, this constitutes an inadequate theory of practical reasoning leading to intuitively incorrect action prescriptions. Acts must be viewed as parts of plans, and plans evaluated as coherent units rather than piecemenal in terms of the acts comprising them. Rationality dictates choosing acts by first choosing the plans prescribing them. Plans, in turn, are compared by looking at their expected values. However, because plans can be embedded in one another, we cannot select plans just by maximizing expected values. Instead, we must employ a more complex criterion here named coextendability.

I here defend an account of the will as practical reason—or, using Kant's phrase, as "reason in its practical employment"—as against a view of the will as a capacity for choice, in addition to reason, by which we execute practical judgments in action. Certain commonplaces show distance between judgment and action and thus seem to reveal the need for a capacity, in addition to reason, by which we execute judgment in action. However, another ordinary fact pushes in the other direction: the activities of the will are activities for which the person is answerable in a very particular sort of way. This answerability is most easily understood if willing involves settling a question. Settling a question seems to be a capacity of reason. Thus it can seem that activities of will are activities of our capacity for reasoning. I will suggest that we can accommodate the commonplaces while still understanding the will as reason in its practical employment, by abandoning the assumption that practical reasoning concludes in a judgment. Rather, reasoning which concludes in a judgment—reasoning directed at the question of whether p—is theoretical reasoning. In its practical employment, reason is directed at the question of whether to x; it concludes, not in a judgment about x-ing, but rather in an intention to x.

How should we decide which theory of practical reason is correct? One possibility is to link each conception of practical reason with a theory of value, and to assess the first in combination with the second. Recently some philosophers have taken a different approach. They have tried to link theories of practical reason with theories of action instead. I try to show that it can be illuminating to think of practical reason in terms of the success conditions of action, but ultimately this is in addition to, rather than a substitute for, relating practical reason to value as well. I set out three different conceptions of action and corresponding success conditions, and explain how each is linked to a particular conception of practical reason and, in two cases, to a theory of value too. My goal is to describe these different accounts, rather than to defend any in particular, though I will suggest that some are more satisfactory than others. Michael Bratman''s restricted two-tier approach to rationalizing the stability of intentions contrasts with an alternative view of planning, for which all of the following claims are made: (a) it shares with Bratman''s restricted two-tier approach the virtue of reducing the magnitude of Smart''s problem; (2) it, rather than the unrestricted two-tier approach, is what is argued for in McClennen (1990); (3) there does not appear to be anything in the central analysis that Bratman has provided of plans and intentions (both in his book,Intention, Plans, and Practical Reason, and in the article Planning and the Stability of Intention) that precludes his adopting this alternative approach; and (4) it is an approach that neither requires nor encourages any distinction between the standards appropriate to artificial and to human intelligence.
In my 1987 book I tried to understand intentions as, in the basic case, elements of larger and typically partial plans whose primary roles in our lives are ones of coordination and organization, both cross-temporal and social.1 I called this the planning theory of intention. Central to the planning theory is the idea that intentions – in contrast with ordinary desires -- are both embedded in characteristic regularities and are subject to distinctive rational pressures for consistency and coherence. There is, in particular, a rational demand that one’s intentions, taken together with one’s beliefs, fit together into a consistent model of one’s future. There is, further, a rational demand that one’s intentions be means-end coherent in the sense, roughly, that it not be true that one intends E, believes that E requires that one intend means M, and yet not intend M.3 And these norms of consistency and coherence are operative in a planning agent’s practical reasoning.
