Bulletin of the Hegel Society of Great Britain 53:24-50.Nearly every major philosophy, from Plato to Hegel and beyond, has argued that democracy is an inferior form of government, at best. Yet, virtually every contemporary political philosophy working today - whether in an analytic or postmodern tradition - endorses democracy in one variety or another. Should we conclude then that the traditional canon is meaningless for helping us theorize about a just state? In this paper, I will take up the criticisms and positive proposals of two such canonical figures in political philosophy: Plato and Hegel. At first glance, each is rather disdainful, if not outright hostile, to democracy. This is also how both have been represented traditionally. However, if we look behind the reasons for their rejection of (Athenian) democracy and the reasons behind their alternatives to democracy, I believe we can uncover a new theory of government that does two things. First, it maps onto the so-called Schumpeterian tradition of elite theories of democracy quite well. Second, perhaps surprisingly, it actually provides an improved justification for democratic government as we practice it today than rival theories of democracy. Thus, not only are Plato and Hegel not enemies of modern democratic thought after all, but each is actually quite useful for helping us develop democratic theory in a positive, not negative, manner.

In Democratic Authority, David Estlund 2008 presents a major new defense of democracy, called epistemic proceduralism. The theory claims that democracy exercises legitimate authority in virtue of possessing a modest epistemic power: its decisions are the product of procedures that tend to produce just laws at a better than chance rate, and better than any other type of government that is justifiable within the terms of public reason. The balance Estlund strikes between epistemic and non-epistemic justifications of democracy is open to question, both for its neglect of the roles of non-epistemic values of equality and collective autonomy in democracy, and for the ways his use of the public reason standard overshadows empirically based epistemic arguments for democracy. Nevertheless, Estlund presents telling critiques of rival theories and develops a sophisticated alternative that illuminates some central normative features of democracy.
Contemporary political philosophy in the West is the philosophy of democracy, is democratic theory. Philosophy under democracy has become complacent. Even the recent reaffirmation of communism by influential philosophers such as Alain Badiou and Slavoj Žižek failed to inspire a significant following. There has been no radical philosophical reaction to the near-collapse of the capitalist economic system, mainly because any criticism of capitalism would imply a criticism of democracy ("the best possible political shell for capitalism", as Lenin said). Techno-philosophical alternatives to democracy, such as anarcho-capitalist "seasteading", and calls for the suspension of democracy to cure climate change are originating outside academic departments of philosophy. Is there still philosophy if everyone agrees? Is philosophy still philosophy if discontent with the-one-and-only-truth can only be voiced from outside the academy? Or does political philosophy more and more resemble Plato's cave? This paper will venture outside the cave, outside the comfort zone of western academic philosophy as always-already-democratic. Only in this way can it seek to engage in a meaningful dialogue with non-western worldviews. Only by stepping into the light will we illuminate why still, in the twenty-first century, scholars may be justified in studying not democracy, but anti-democracy. Where are the niches of anti-democratic thought that may yet save us from the destruction wrought upon the world by the failing capitalist-democratic complex? What are the political trends against democracy we miss at our peril and what are their philosophical implications, worldwide? What are the new alternatives to democracy that emerge in our day? Free of self-imposed prejudice, this paper rejects the boycott of thought that does not comply with western inhibitions, and refuses to shy away from the encounter of philosophical positions emanating from non-democratic political practices. Philosophy is not blind, it does not condone any ideologies uncritically, and philosophy does not equal democracy.
In modern society, democracy as a symbol of social civilization and progress is cherished. Any government or organization, whether truly democratic or not, will claim that it is democratic while its opponents are not. However, as a historical notion, democracy does not possess the quality of absoluteness. In my view, democracy, in its original meaning, should be understood as a way to social compromise, whose aim is to guarantee a relatively fair political life.
The political institutions under which we live today evolved from a revolutionary idea that shook the world in the second part of the eighteenth century: that a people should govern itself. Yet if we judge contemporary democracies by the ideals of self-government, equality, and liberty, we find that democracy is not what it was dreamt to be. This book addresses central issues in democratic theory by analyzing the sources of widespread dissatisfaction with democracies around the world. With attention throughout to historical and cross-national variations, the focus is on the generic limits of democracy in promoting equality, effective participation, control of governments by citizens, and liberty. The conclusion is that although some of this dissatisfaction has good reasons, some is based on an erroneous understanding of how democracy functions. Hence, although the analysis identifies the limits of democracy, it also points to directions for feasible reforms.
The compatibility between Western democracy and other cultures, and the desirability of democracy, are two important problems in democratic theory. Following an insight from John Rawls’s later philosophy, and using some key passages in Mencius, I will show the compatibility between a ‘thin’ version of liberal democracy and Confucianism. Moreover, elaborating on Mencius’s ideas of the responsibility of government for the physical and moral well-being of the people, the respectability of the government and the ruling elite, and the competence-based limited political participation, I shall explore the Mencian criticisms of some ‘thick’ democratic ideas. Through the discussion in this paper, I hope to show the relevance of Confucianism to contemporary political philosophy and society.

We seek to establish a dialogue between democratic and Islamic normative political theories. To that aim, we show that the conception of democracy underlying a prominent Islamic political model is procedural. We distinguish proceduralism from a liberal conception of democracy. Then, we explain how bringing together Islamic political theory and democracy alters the meaning of the latter. In other words, we show that democracy within Islam often means democracy within Islamic limits.
A central issue in Chinese philosophy today is the relationship between Confucianism and democracy. While some political figures have argued that Confucian values justify non-democratic forms of government, many scholars have argued that Confucianism can provide justification for democracy, though this Confucian democracy will differ substantially from liberal democracy. These scholars believe it is important for Chinese culture to develop its own conception of democracy using Confucian values, drawn mainly from Kongzi (Confucius) and Mengzi (Mencius), as the basis. This essay describes some obstacles to this form of Confucian democracy. It argues that considering the political philosophies of Kongzi and Mengzi in the context of their views on personal cultivation reveals that they oppose some of the central assumptions of democracy. They do not trust the public to make good decisions, and advocate government for the people, but not by the people. These philosophies alone cannot generate democracy.

Human beings originate votes, and democracy constitutes decisions. This is the essence of democracy. A phenomenological analysis of the vote and of the decision reveals for us the inherent strength of democracy and its deficiencies. Alexis de Tocqueville pioneered this form of enquiry into democracy and produced positive results from it. Unfortunately, his phenomenological method was inadequate and he missed the essential core of his 'associative art'. The frequent association of democracy with rationality misleads us about its nature and its requirements. The phenomenology of democracy aligns with the governance concept of democracy. Many attempts to reform democracy, or impose it on others, are misplaced because they do not attend to the essence of democracy.
