This paper explores the question whether perfectionism amounts to a political doctrine that is more attractive than liberalism. I try to show that an egalitarian liberalism that is open to questions of value and that holds a conception of limited neutrality can meet the perfectionist challenge. My thesis is that liberalism can be reconciled easily with perfectionism read as a moral doctrine. Perfectionism as a political doctrine equally stays within the value framework of liberalism. Finally, I try to show that liberalism can give an account of civic virtue that is a sufficient basis for developing the normative guidelines of a rich and meaningful social life.
In 1971, John Rawls published A Theory of Justice, the burden of which was strongly egalitarian. But Rawls eventually came to the conclusion that the project of working out a stable, well?ordered society as argued in A Theory of Justice had failed. In 1993, in Political Liberalism, Rawls sought to establish a sounder theoretical foundation for a stable, well?ordered society. Rawls was widely viewed, however, as having given up egalitarianism in Political Liberalism ? the commitment to a fair distribution, or ?justice as fairness?, along lines originally developed in A Theory of Justice. I argue, by contrast, that Political Liberalism does not in fact repudiate the egalitarianism of A Theory of Justice. Political liberalism has many variants, including variant conceptions of justice. In the first part of what follows, the question is raised whether political liberalism can defend a conception of justice that is as egalitarian as ?justice as fairness?. Such a conception would guarantee the fair value of political liberties and would also contain the so?called ?difference principal?, which states that social and economic inequalities are to be adjusted so that they are to the greatest benefit of the least advantaged. Although it seems possible to defend such an egalitarian conception of justice, it does not seem necessary, all the same, that all variants of political liberalism should be as egalitarian as justice as fairness. Thus, in the second part of my argument, I seek to overturn, or at least substantially to qualify, the idea that there is no need for political liberalism to be strongly egalitarian. I conclude that the egalitarian credentials of political liberalism have to be bolstered, even more so than Rawls himself seems to think.
The subject of this paper is the new theory of political liberalism, developed by people like jJohn Rawls and Charles Larmore. This is a quite specific subject and it should not be confused with another and more usual meaning attached to the same expression. This more conventional meaning of political liberalism is primarily a form of liberalism which stresses the political sphere - the state - as opposed to the economic sphere - the marketplace. However, the new theory of political liberalism is not in opposition to economic liberalism in this way. Instead, the adjective political refers to the fact that this recent defence of liberalism avoids reliance on comprehensive and controversial religious, metaphysical, epistemological, and moral views. In this sense, political liberalism is a theory of argumentative restraint regarding the defence of liberal justice.
Three interlocking features appear to underpin Rawlss justification of political compliance within the context of political liberalism: namely, a specific territory; a specific society; and a specific conception of what it is to be reasonable. When any one feature is subject to critical examination, while presupposing that the other two are acceptable, Rawlss argument for political compliance may seem persuasive. But when all three features are critically examined together, his justification of political compliance within political liberalism can be seen to lack cogency. According to John Rawls, the liberalism of John Stuart Mill is “comprehensive” and not “political” because it promotes the idea of individuality as a more or less universal conception of the good. Rawls’s political liberalism, in contrast, does not promote any one particular conception of the good over others. Instead, it aims to guarantee for citizens the capacity for a conception of the good. I argue, however, that Mill’s liberalism is “comprehensive” because power is ubiquitous, i.e., because there are social and “nonpolitical” forms of power that political liberalism is not equipped to deal with. It is impossible to guarantee the capacity fora conception of the good without providing a point of resistance to the social and nonpolitical deployment of power. Thus, if liberalism is going to be able to guarantee the capacity for a conception of the good, it must become “political” in aim but “comprehensive” in scope.
In recent years the concepts of individual autonomy and political liberalism have been the subjects of intense debate, but these discussions have occurred largely within separate academic disciplines. This book advances a theory of personal, public and political justification. Drawing on current work in epistemology and cognitive psychology, the work develops a theory of personally justified belief. Building on this account, it advances an account of public justification that is more normative and less "populist" than that of "political liberals." Following the social contract theories of Hobbes, Locke and Kant, the work then argues that citizens have conclusive reason to appoint an umpire to resolve disputes arising from inconclusive public justifications. The rule of law, liberal democracy and limited judicial review are defended as elements of a publicly justified umpiring procedure.

For well over a decade, much of liberal political theory has accepted the founding premise of Rawls's political liberalism, according to which the fact of reasonable pluralism renders comprehensive versions of liberalism incoherent. However, the founding premise presumes that all comprehensive doctrines are moral doctrines. Carl Schmitt's critique of liberalism portrays liberalism as a supple political ideology, one which moves constantly between the horns of several connected dilemmas. In particular, liberalism cannot decide whether it is based on substantive political values or is neutral or substanceless. John Rawls's 'political liberalism' is argued to exemplify-and to fall prey to-Schmitt's critique. Rawls tries to find a shallow justification for liberalism, one which claims no truth for itself and is thus neutral between many different ideologies. But his justification, as he is forced to admit, presupposes the substantive commitments he wants to avoid. Hence, liberalism has to move beyond Rawls and accept its place within democracy.
