The triumph of democracy has been heralded as one of the greatest achievements of the twentieth century, yet it seems to be in a relatively fragile condition in the United States, if one is to judge by the proliferation of editorials, essays, and books that focus on politics and distrust of government. Doubt and the Demands of Democratic Citizenship explores the reasons for public discontent and proposes an account of democratic citizenship appropriate for a robust democracy. David Hiley argues that citizenship is more than participating in the electoral process. It requires a capacity to participate in the deliberative process with other citizens who might disagree, a capacity that combines deep convictions with a willingness to subject those convictions. Hiley develops his argument by examining the connection between doubt and democracy generally, as well as through case studies of Socrates, Montaigne, and Rousseau, interpreting them in light of contemporary issues.

In this article I argue for a model of Deweyan 'critical pragmatism' as a therapeutic alternative to traditional models of deliberative democracy that have been crippled by their inheritance of the threadbare liberal/communitarian debate. By orienting my discussion here with respect to the most serious radical democratic challenges to deliberative democracy, I hope to show how Deweyan critical pragmatism may help us develop new approaches to the theory and practice of deliberation that are both more attuned to power relations than traditional models and make more inventive use of everyday life to pursue more meaningful deliberative opportunities for citizens.
Citizenship education in established democracies is challenged by declining youth participation in democracy. Youth disenchantment and disengagement in democracy is primarily evident in formal political behaviour, especially through voting, declining membership of political parties, assisting at elections, contacting politicians, and the like. If citizenship education is to play a major role in addressing these concerns it will need to review the impact it is making on young people in schools. This paper reviews a major national project on youth participation in democracy in Australia set in the context of a national citizenship education programme. The Youth Electoral Study found that citizenship education in Australian schools has at best been marginally successful and substantially more is required to raise levels of democratic engagement. The paper explores many opportunities available to education systems and schools to address these issues through reconceptualising aspects of the formal and the informal curriculum.

Citizenship as a compulsory subject was added to the National Curriculum in England in 2002 following the 1998 report, 'Education for Citizenship and the Teaching of Democracy in Schools'. It was little noticed at the time that the report stressed active citizenship much more strongly than democracy. The underlying presupposition was what historians call 'civic republicanism' the tradition from the Greeks and the Romans of good government as political government, that is, citizens reaching acceptable compromises of group interests and values by public debate. This is contrasted to modern liberalism. To stress 'democracy' unduly in citizenship education can lead to definitional dogmatics about multiple meanings of the term, even to disillusionment. Democracy is a necessary element in good government but not a sufficient one, unless subjective opinion is enshrined over knowledge through education. The practices of free politics are both historically and logically prior to democracy.

Abstract The concept of ?education for citizenship? contains a number of ambiguities and tensions, related to differing interpretations of the notion of ?citizenship?. This paper explores some of the philosophical difficulties which arise from the task of trying to offer a substantial notion of ?education for citizenship? in the context of the diversity of a pluralistic democratic society. One of the central areas requiring attention by philosophers is an account of the public civic virtues which are ?thick? or substantial enough to satisfy the communal demands of citizenship, yet compatible with liberal demands concerning the development of critical rationality by citizens and satisfaction of the demands of justice relating to diversity. It is suggested that a wide ranging debate about these matters at the national level cannot be avoided if ?education for citizenship? is to be conducted defensibly and effectively.
It is often assumed that democracies can make good use of the epistemic benefi ts of diversity among their citizenry, but difficult to show why this is the case. In a deliberative democracy, epistemically relevant diversity has three aspects: the diversity of opinions, values, and perspectives. Deliberative democrats generally argue for an epistemic form of Rawls' difference principle: that good deliberative practice ought to maximize deliberative inputs, whatever they are, so as to benefi t all deliberators, including the least eff ective. The proper maximandum of such a principle is not the pool of reasons, but rather the availability of perspectives. Th is sort of diversity makes robustness across different perspectives the proper epistemic aim of deliberative processes. Robustness also offers a measure of success for those democratic practices of inquiry based on the deliberation of all citizens.
