A theory of radical interpretation gives the meanings of all sentences of a language, and can be verified by evidence available to someone who does not understand the language. Such evidence cannot include detailed information concerning the beliefs and intentions of speakers, and therefore the theory must simultaneously interpret the utterances of speakers and specify (some of) his beliefs. Analogies and connections with decision theory suggest the kind of theory that will serve for radical interpretation, and how permissible evidence can support it.
Can there be rules of language which serve both to determine meaning and to guide speakers in ordinary linguistic usage, i.e., in the production of speech acts? We argue that the answer is no. We take the guiding function of rules to be the function of serving as reasons for actions, and the question of guidance is then considered within the framework of practical reasoning. It turns out that those rules that can serve as reasons for linguistic utterances cannot be considered as normative or meaning determining. Acceptance of such a rule is simply equivalent to a belief about meaning, and does not even presuppose that meaning is determined by rules. Rules that can determine meaning, on the other hand, i.e., rules that can be regarded as constitutive of meaning, are not capable of guiding speakers in the ordinary performance of speech acts.

In this paper, I provide further support for my earlier claim that the existence of high-functioning autistic speakers does not undermine Davidson's theory of radical interpretation. Andrews and Radenovic, in criticizing my arguments for this position, have presented fresh evidence from the clinical literature on autism for the existence of an individual who speaks but does not interpret, and maintain that the existence of such an individual seriously challenges Davidson's theory. I counter this claim by showing that the evidence they point to in fact better supports the conclusion that this autistic speaker, and others like him, are Davidsonian interpreters.

Donald Davidson argues in "Thought and Talk" that all speakers must be interpreters of other speakers: linguistic competence requires the possession of intentional concepts and the ability to attribute intentional states to other people. Kristin Andrews (in Philosophical Psychology, 15) has argued that empirical evidence about autism undermines this theoretical claim, for some individuals with autism lack the requisite "theory of mind" skills to be able to interpret, yet are competent speakers. In this paper, Davidson is defended on the grounds that the high-functioning autistic individuals in question have a more robust theory of mind than has been acknowledged, and that this is sufficient for them to be interpreters of other speakers. It is argued, further, that Davidson's theory would remain intact even if one or more autistic speakers lacking a theory of mind were to exist, as he makes conceptual claims about thought and language that are not vulnerable to empirical counterexamples.
Some theories of linguistic meaning, such as those of Paul Grice and David Lewis, make appeal to higher order thoughts: thoughts about thoughts. Because of this, such theories run the risk of being empirically refuted by the existence of speakers who lack, completely or to a high degree, the capacity of thinking about thoughts. Research on autism during the past 15 years provides strong evidence for the existence of such speakers. Some persons with autism have linguistic abilities that qualify them as speakers, but manifest a severely impaired capacity to understand what it is to have beliefs.

Glüer and Pagin (2003) have claimed that autistic speakers are a counterexample to HOT theories of meaning and communication. Through analysis of their argument and a re-examination of the literature, I show that autistic speakers are not a counterexample to HOT theories, but, conversely, that such theories are necessary to account for their communicative peculiarities.
