One possibility is to link each conception of practical reason with a theory of value, and to assess the first in combination with the second. Recently some philosophers have taken a different approach. They have tried to link theories of practical reason with theories of action instead. I try to show that it can be illuminating to think of practical reason in terms of the success conditions of action, but ultimately this is in addition to, rather than a substitute for, relating practical reason to value as well. I set out three different conceptions of action and corresponding success conditions, and explain how each is linked to a particular conception of practical reason and, in two cases, to a theory of value too. My goal is to describe these different accounts, rather than to defend any in particular, though I will suggest that some are more satisfactory than others. It is through our actions that we affect the way the world goes. Whenever we face a choice of what to do, we also face a choice of which of various possible worlds to actualize. Moreover, whenever we act intentionally, we act with the aim of making the world go a certain way. It is only natural, then, to suppose that an agent’s reasons for action are a function of her reasons for preferring some of these possible worlds to others, such that what she has most reason to do is to bring about the possible world which, of all those available to her, is the one that she has most reason to want to obtain. This is what is known as the ‘teleological conception of practical reasons’. Whether this is the correct conception of practical reasons is important not only in its own right, but also in virtue of its potential implications for what sort of moral theory we should accept. Below, I argue that the teleological conception is indeed the correct conception of practical reasons.
Practical reasons figure in both the justification and the causal explanation of action. It is usually assumed that the agent’s state of believing rather than what they believe must figure in the causal explanation of action. But, that the agent believes something is not a reason in the sense of being part of the justification of what they do. So it is often concluded that the justifying reason is a different sort of thing from the causally motivating reason. But this means that in a causal process of acting the justifying reasons have done their work by the time the agent has the appropriate beliefs and desires. Transforming these into behaviour is not guided by reason. This conception of action in which there is no role for reason in the part of the process where anything actually gets done is not acceptable. So the original assumption that beliefs rather than the believed facts figure in the casual explanation of action should be challenged.

Practical reason is the general human capacity for resolving, through reflection, the question of what one is to do. Deliberation of this kind is practical in at least two senses. First, it is practical in its subject matter, insofar as it is concerned with action. But it is also practical in its consequences or its issue, insofar as reflection about action itself directly moves people to act. Our capacity for deliberative self-determination raises two sets of philosophical problems. First, there are questions about how deliberation can succeed in being practical in its issue. What do we need to assume — both about agents and about the processes of reasoning they engage in — to make sense of the fact that deliberative reflection can directly give rise to action? Can we do justice to this dimension of practical reason while preserving the idea that practical deliberation is genuinely a form of reasoning? Second, there are large issues concerning the content of the standards that are brought to bear in practical reasoning. Which norms for the assessment of action are binding on us as agents? Do these norms provide resources for critical reflection about our ends, or are they exclusively instrumental? Under what conditions do moral norms yield valid standards for reasoning about action? The first set of issues is addressed in sections 1-3 of the present article, while sections 4-5 cover the second set of issues.
I introduce a distinction between two divergent trends in the literature on Hume and practical reason. One trend, action-theoretic Humeanism, primarily concerns itself with defending a general account of reasons for acting. The other trend, virtue-theoretic Humeanism, concentrates on defending the case for being an agent of a particular practical character, one whose enduring dispositions of practical thought are virtuous. I discuss work exemplifying these two trends and warn against decoupling thought about Hume's and a Humean theory of practical reason from Hume's and a Humean ethics. I conclude that the virtue-theoretic approach is a fruitful one for pursuing future work on Hume and Humeanism about practical reason.
Many important thinkers in the philosophical tradition, like Aristotle or Hume, have used an explicit theory of action as the basis of their respective normative theories of practical rationality and morality. The idea behind this architecture of theories is that action theory can inform us about the origin, bonds, reach and limits of practical reason. The aim of this book is to revive this direct connection between action theory and practical philosophy, in particular to provide systematic action-theoretical underpinnings for the discussion about the normative structure of practical reason. This book brings together a collection of specially commissioned essays from internationally prestigious scholars in the field and represents the state of the art in contemporary philosophy of action. The book is divided into three parts: i. conceptual work about what actions, intentions and intentional actions are; ii. empirical theory of practical deliberation; and iii.theories about the action theoretic features of autonomy. The volume significantly advances these three lines of research and offers important new contributions to each of them.
I here defend an account of the will as practical reason—or, using Kant's phrase, as "reason in its practical employment"—as against a view of the will as a capacity for choice, in addition to reason, by which we execute practical judgments in action. Certain commonplaces show distance between judgment and action and thus seem to reveal the need for a capacity, in addition to reason, by which we execute judgment in action. However, another ordinary fact pushes in the other direction: the activities of the will are activities for which the person is answerable in a very particular sort of way. This answerability is most easily understood if willing involves settling a question. Settling a question seems to be a capacity of reason. Thus it can seem that activities of will are activities of our capacity for reasoning. I will suggest that we can accommodate the commonplaces while still understanding the will as reason in its practical employment, by abandoning the assumption that practical reasoning concludes in a judgment. Rather, reasoning which concludes in a judgment—reasoning directed at the question of whether p—is theoretical reasoning. In its practical employment, reason is directed at the question of whether to x; it concludes, not in a judgment about x-ing, but rather in an intention to x.
One aim of the Critique of Practical Reason is to establish that reason alone can determine the will. To show that it can, it suffices to show that there are practical principles given by reason alone – what Kant terms ‘practical laws’, or (roughly) requirements of reason on action.
