Philosophy of Science 62 (2):304-320.One of the motivations for Salmon's (1984) causal theory of explanation was the explanatory irrelevance exhibited by many arguments conforming to Hempel's covering-law models of explanation. However, the nexus of causal processes and interactions characterized by Salmon is not rich enough to supply the necessary conception of explanatory relevance. Salmon's (1994) revised theory, which is briefly criticized on independent grounds, fares no better. There is some possibility that the two-tiered structure of explanation described by Salmon (1984) may be pressed into service, but more work would have to be done. Ironically, Salmon's difficulties are similar to those suffered by his seventeenth-century predecessors.

This paper presents a drastically revised version of the theory of causality, based on analyses of causal processes and causal interactions, advocated in Salmon (1984). Relying heavily on modified versions of proposals by P. Dowe, this article answers penetrating objections by Dowe and P. Kitcher to the earlier theory. It shows how the new theory circumvents a host of difficulties that have been raised in the literature. The result is, I hope, a more satisfactory analysis of physical causality.
Salmon farming is a rapidly expanding industry. In order for it to develop in an ethical manner, many ethical issues must be confronted. Among these are questions regarding the quality of life of salmon on farms. To develop reasonable answers to these questions considerable thought must be devoted to developing appropriate standards of care for salmon. If these questions are not addressed the results could be bad both for salmon and for salmon farmers.
In a recent paper (1994) Wesley Salmon has replied to criticisms (e.g., Dowe 1992c, Kitcher 1989) of his (1984) theory of causality, and has offered a revised theory which, he argues, is not open to those criticisms. The key change concerns the characterization of causal processes, where Salmon has traded "the capacity for mark transmission" for "the transmission of an invariant quantity." Salmon argues against the view presented in Dowe (1992c), namely that the concept of "possession of a conserved quantity" is sufficient to account for the difference between causal and pseudo processes. Here that view is defended, and important questions are raised about the notion of transmission and about gerrymandered aggregates.
Concerning any object of philosophical analysis, we can ask several questions, including the two posed in the title of this paper. Despite difficulties in formulating a precise criterion to distinguish causal processes from pseudoprocesses, and causal interactions from mere spatiotemporal intersections, I argue that Salmon answered the first of these questions with extraordinary clarity. The second question, by contrast, has received very little attention. I will present two problems: in the first, it seems that Salmon has provided exactly the conceptual resources needed to solve the problem; in the second, it is difficult to see how causal processes and interactions may be used to shed any light. In general, the way to carry Salmon's program forward will be to demonstrate that these resources can be made to do real philosophical work.
Many of the arguments for neuroeconomics rely on mistaken assumptions about criteria of explanatory relevance across disciplinary boundaries and fail to distinguish between evidential and explanatory relevance. Building on recent philosophical work on mechanistic research programmes and the contrastive counterfactual theory of explanation, we argue that explaining an explanatory presupposition or providing a lower-level explanation does not necessarily constitute explanatory improvement. Neuroscientific findings have explanatory relevance only when they inform a causal and explanatory account of the psychology of human decision-making.

Numerous philosophers, among them Carl G. Hempel and Wesley C. Salmon, have attempted to explicate the notion of explanatory relevance in terms of the statistical relevance of various properties of an individual to the explanandum property itself (or what is here called narrow statistical relevance). This approach seems plausible if one assumes that to explain an occurrence is to show that it was to be expected or to exhibit its degree of expectability and the factors which influence its expectability. But considerations of narrow statistical relevance do not provide an adequate basis for explanatory classification, and the aforementioned views of explanation are accordingly mistaken. Explanatory classification must provide at least a partial account of the nature of a thing, and such an account will generally go beyond what is required as a basis for correct expectation.
In his later years, Wesley Salmon believed that the two dominant models of scientific explanation (his own causal-mechanical model and the unificationist model) were reconcilable. Salmon envisaged a 'new consensus' about explanation: he suggested that the two models represent two 'complementary' types of explanation, which may 'peacefully coexist' because they illuminate different aspects of scientific understanding. This paper traces the development of Salmon's ideas and presents a critical analysis of his complementarity thesis. Salmon's thesis is rejected on the basis of two objections, and an alternative view of the relation between different types of explanation is proposed.
Abstract Kitcher (1989) and others have criticized Salmon's (1984) causal account of explanation on the grounds that it is epistemologically inadequate. The difficulty is that Salmon's principle of ?mark transmission? fails to achieve its intended purpose, namely to distinguish causal processes from other types of processes. This renders Salmon's account of causality epistemically inaccessible. In this paper that critique is reviewed and developed, and a modification to Salmon's theory, the ?conserved?quantity? theory (Dowe, 1992) is presented. This theory is shown to avoid the epistemologicalproblem, by replacing mark transmission with the ascription of conserved quantities such as energy. The virtue of this approach is that it renders causality epistemically accessible. This constitutes a defence of the causal theory of explanation.
Wesley Salmon defends an ontic realism that distinguishes explanatory from descriptive knowledge. Explanatory knowledge makes appeals to (unobservable) theoretical acausal mechanisms. Salmon presents an argument designed both to legitimize attributing truth values to theoretical claims and to justify treating theoretical claims as descriptions. The argument succeeds but only at the price of calling the distinction between explanation and description into question. Even if Salmon's attempts to distinguish causal mechanisms from other mechanisms are successful, the assumed centrality of the appeal to such mechanisms in providing scientific explanations is left open by Salmon's account.
